Abstract:
France24’s Wassim Nasr is the only international journalist to spend time with Syria’s de facto leader Ahmed al-Sharaa both before and after the fall of Assad. In the spring of 2023, Nasr traveled to Idlib where he met with al-Sharaa (who at the time was widely known by his jihadi kunya Abu Muhammad al-Julani). Nasr’s insights detailed in “Journey to Idlib” in the May 2023 issue of CTC Sentinel on al-Sharaa’s ideological journey away from the Islamic State and al-Qa`ida toward what might be termed pragmatic Islamism were invaluable to international security analysts. Late last year, shortly after the fall of the Assad regime, Nasr traveled back to Syria where he met with al-Sharaa for a second time and interviewed him. Speaking to CTC Sentinel about the trip in his follow-up feature interview “Journey to Damascus,” Nasr says: “Comparing the man I saw in 2023 with the man I saw in late 2024, he was the same. He spoke very slowly, very quietly. It was the same impression I had a year and a half ago, which was very surprising to many people. I was very cautious a year and a half ago, asking myself, ‘Okay, should I take what he is saying for granted?’ But I was reassured. Because I saw that when they took Aleppo, [when] they took Damascus, actually he applied what he said to me a year and a half ago. It can’t be dismissed as just talk.” In the feature article, Nicolas Stockhammer and Colin Clarke examine the Islamic State-inspired plot to attack a Taylor Swift concert in Vienna that was thwarted in August 2024. They write that the plot “underlined that Islamic State Khorasan (ISK), which appears to have inspired the lead plotter, remains an enduring threat, evolving its tactics and strategy while focusing on radicalizing followers and supporters through relentless online propaganda. The suspects in the Vienna plot epitomized the interplay of online and offline radicalization, with extremist content on social media platforms like TikTok playing a pivotal role.” In the second interview, Wassim Nasr provides insights from his interview last fall with Mohamed (Amadou) Koufa, the number two in JNIM, al-Qa`ida’s affiliate in the Sahel. For Nasr, the questions Koufa chose not to answer were even more significant than his answers. “In my assessment, Koufa’s refusal to speak about al-Qa`ida was significant. I think it’s very possible that JNIM is at least seriously discussing and maybe preparing to break from al-Qa`ida. Since the last third of December, JNIM has stopped referring to AQIM and stopped directing followers to the AQIM media outlet Al-Izza. … It looks like they might be preparing the landscape for a split with al-Qa`ida in the same way that Jabhat al-Nusra—the predecessor group of Hayat Tahrir al Sham (HTS), the group now in power in Syria—split with al-Qa`ida.” Nasr says that it is possible that having seen HTS come to power in Syria after it split with al-Qa`ida and having seen al-Sharaa in recent weeks win broad international acceptance, JNIM may be preparing to start on a similar path away from the global jihadi group.

Abstract:
In the May 2025 feature article, Daisy Muibu and Yayedior Mbengue examine the evolving counterterrorism challenge in Somalia. They write that “nearly three years after the Somali government launched its offensive against al-Shabaab, the security landscape remains precarious. Al-Shabaab has resurged, coordination between federal and Puntland forces is limited despite Islamic State-Somalia’s growing global remit, and the future of the African Union mission is uncertain. These trends are driven by political discord, a fragmented national landscape, donor fatigue, operational challenges, and al-Shabaab’s resilience.” Our interview is with Christine Abizaid, the former director of the U.S. National Counterterrorism Center. She emphasizes that: “The CT business is still a needles-in-the-haystack business; it’s still one piece of information that can open up a whole new threat network. You have to be digging into and accessing multiple sources of information, collaborating with multiple partners who see things in different ways.” Aymenn Al-Tamimi charts the rise, fall, and dissolution of al-Qa`ida’s loyalist group in Syria Hurras al-Din. He writes that: “The primary ongoing concern from a counterterrorism perspective is that regardless of Hurras al-Din’s own weakness, individuals who were members of the group, particularly leading figures, may try to coordinate with other members of al-Qa`ida or other jihadis outside Syria for the purpose of organizing terrorist attacks abroad.” Saif Tahir and Amira Jadoon examine the geographical origins, mobility patterns, and demographic characteristics of Tehrik-i-Taliban Pakistan (TTP) militants through an analysis of 615 profiles from the organization’s own martyrdom commemorative publications spanning 2006-2025. Julika Enslin outlines the evolution of the Islamist terror threat landscape in Germany since 2020 by taking an in-depth look at all nine executed Islamist terrorist attacks and the 20 publicly reported thwarted attack plots during that time. A personal note: Over the last 10 years, it has been the privilege of a lifetime to serve as the Editor-in-Chief of CTC Sentinel to showcase the best and brightest scholars and practitioners in our field. It’s time for me to pass the baton. The publication will be in great hands with my brilliant colleagues Kristina Hummel and Don Rassler. In this month’s feature article, Michael Knights provides a highly detailed assessment of the six-month Houthi war effort that has seen the Tehran-backed group launch missiles at Israel and attack shipping off the coasts of Yemen. He assesses that: “The Houthis have used the Gaza crisis to vault into the front ranks of the Iran-led ‘Axis of Resistance,’ arguably as the only axis partner to truly globalize the conflict through their anti-shipping attacks on the approaches to the Suez Canal. The movement has demonstrated boldness—as the first axis member to fire ballistic missiles at Israel—and resilience in the face of U.S.-U.K. airstrikes. The Houthis are likely to emerge from the war as a more confident, ambitious, and aggressive terrorist army, with a taste for provocative and eye-catching acts of defiance against Israel and the United States.” Our interview is with Colonel (Ret.) Miri Eisin, the director of the International Institute for Counter-Terrorism (ICT) at Reichman University who previously served in a variety of senior intelligence roles in the Israel Defense Forces (IDF). She stresses the need to learn lessons from the intelligence failures that preceded the Hamas-led October 7 attack so that Israel is not surprised again, for example with regard to the kind of threat Hezbollah could pose in the coming months. “All of us made wrong assumptions, and the combination of all of them brought about a colossal failure,” she says. “We collectively were wrong about the capability. We were wrong about the intentions. We were wrong about the ferocity.” Kévin Jackson assesses the current state of al-Qa`ida Central. He writes that “while the challenges facing the group are real, it should not be written off, as it has proved time and again more resilient than expected.” He adds that “in the wake of the Gaza war, al-Qa`ida likely feels emboldened by what it perceives as a uniquely auspicious geopolitical context to further its global ambitions.” The African Union is set to withdraw the remainder of its forces from Somalia by December 31, 2024. Paul Williams evaluates whether the Somali National Army (SNA) or al-Shabaab would be stronger militarily if this happens. He writes that “the SNA would retain an advantage in terms of size, material resources, and external support but performs poorly on non-material dimensions and would remain dependent upon external finance and security assistance. Overall, however, al-Shabaab would be slightly militarily stronger because of its significant advantages across the non-material dimensions related to force employment, cohesion, and psychological operations, as well as the sustainability of its forces.”

4. Safeguarding Humanitarian Action from the Unintended Effects of Sanctions: Resolution 2664 and the 1267 ISIL/al-Qaida Regime

Abstract:
Resolution 2664, adopted by the UN Security Council on December 9, 2022, was a landmark resolution that created a clear and well-defined humanitarian carve-out for UN sanctions. The application of the carve-out to the 1267 ISIL/al-Qaida regime was particularly important given the far-reaching impact of that regime. It applies across multiple countries, including some of the world’s most challenging humanitarian contexts. This paper examines how Resolution 2664 has established a humanitarian carve-out within UN sanctions regimes and its impact on facilitating humanitarian access to financial services. It also analyzes the limitations the resolution imposes on asset-freeze measures and specific humanitarian organizations, as well as the challenges of extending the carve-out for the 1267 ISIL/al-Qaida regime beyond its expiration in December 2024. In order to maintain the positive impact on humanitarian operations of the resolution so far, including in situations impacted by the 1267 ISIL/al-Qaida regime, and to realize the full potential of Resolution 2664 in safeguarding humanitarian action, this paper offers the following recommendations: Security Council members should decide a standing application of the humanitarian carve-out for the 1267 ISIL/al-Qaida sanctions regime in December 2024. Humanitarian actors should continue to provide member states with evidence of the positive humanitarian impact of Resolution 2664. Humanitarian actors should continue to share information with member states and donors about their due-diligence and risk-mitigation practices and any instances of incidental benefits going to listed individuals or entities. All stakeholders should ensure that discussions around Resolution 2664 and the carve-out for the 1267 ISIL/al-Qaida regime are fact- and evidence-based. Member states should fully implement Resolution 2664 in a harmonized manner and pursue efforts to socialize and operationalize it. All stakeholders should pursue and strengthen cross-sector engagement.

5. Shifting Equations: Behind the Armed Factions' Attacks on Syrian Government-Controlled Areas

Abstract:
On November 27, 2024, Syrian armed factions, led by what is known as "Hay'at Tahrir al-Sham" (HTS), formerly "Al-Nusra Front" and once affiliated with Al-Qaeda, launched extensive attacks against Syrian government-controlled areas in an operation dubbed "Operation Deterrence of Aggression." These armed factions successfully seized Aleppo, Syria's second-largest city, and made advancements towards Hama. This comes amid efforts by the Syrian government to launch a counteroffensive against the armed factions. The armed factions declared that the aim of their surprise attack was to deliver a "preemptive strike" against the Syrian government forces, marking the first significant assault since the Turkish-Russian ceasefire signed in March 2020.

6. From Rebel Governance to Institutionalization? Prospects for the Taliban and Afghanistan

Abstract:
Intra-Taliban fragmentation, based on tribal, factional, ideological and structural fault lines, represents a major challenge to the transition from a polycentric and anti-centralist structure to a unified movement; the fragile balance between the political center in Kabul and the powerbrokers in the periphery, namely Kandahar, represents a key challenge. Women’s rights and girls’ education remain sensitive topics for the Taliban to the extent that the more pragmatic figures push for lifting the ban, the less Hibatullah will grant concessions in order to assert his authority vis-à-vis his critics. Taliban’s ban on secondary education for girls is unique in the world, thus clearly implying internal power dynamics rather than religious motivations. An intellectual struggle over the IEA’s constitutional design has started among main factional groups and Chief Justice Haqim Haqqani’s book “The Islamic Emirate and Its System” (2022) constitutes the first political manifesto about what an Islamic Emirate is and how to run one. The movement has adopted a pragmatic attitude towards the outside world based on the principles of neutrality, non-interference, sovereignty and respect for the international order, but factionalism might cause an inconsistent foreign policy. In the short-term, brutal counterterrorism measures might prove effective in decapitating Islamic State Khorasan Province (ISKP)’s leadership but, in the long term, indiscriminate violence could alienate Salafi communities and the young urban generation on university campuses. The Taliban and al-Qaeda (AQ) are bound by bay’ah (religious oath of loyalty) but tensions and mistrust have emerged since the Doha Agreement.

The article presents three significant developments in the global terrorism landscape: Far-right terrorism, the growth of al Qaeda, with Taliban patronage from Afghanistan, and the persistence of the Islamic State as the most dominant threat in the world despite the successive decapitation of its leadership The article notes the importance in this context of political Islam and the spread of "jihadist" doctrines both from the Gulf and from conflict zones supplanting traditional and local Islam. The article also notes the potential impact of the radical environmental movement and the growing problem of the use of violence by other radical groups.

Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Abstract:
Jama’at Nusrat al-Islam wal-Muslimin (Support Group for Islam and Muslims, or JNIM) is a Salafi-jihadist group and the Sahelian branch of the transnational al-Qaeda organization. The armed group’s immediate parent organization is the Algeria-based al-Qaeda in the Islamic Maghreb (AQIM), whose roots emanate from the Algerian civil war of the 1990s. JNIM’s genealogy dates back more than two decades to the founding of AQIM and its predecessor, the Salafist Group for Preaching and Combat (GSPC), and their implantation in the Sahara and Sahel.1 Since then, the Sahelian insurgency has continued to evolve through splits, mergers, and group and alliance formations, with JNIM emerging from the March 2017 merger of Ansar Dine, AQIM’s Sahara region, al-Murabitun, and Katiba Macina. Each of these groups shares a common ideology and strategic objectives, but exhibits distinct profiles and characteristics in terms of composition, local interests, and operational focus, which to some extent continue to influence JNIM’s activity.

Abstract:
Three trends will characterise the evolving global terror threat landscape in 2022. First, the cascading implications of the return of the Taliban-al Qaeda alliance to Afghanistan on August 15, 2021. Second, the diffusion of the Islamic State threat from the Levant, notably from Iraqi-Syrian theatre. Third, the online surge of extremist and violent content especially of Islamist and Far Right entities on servers in North America and Europe mobilising and radicalizing especially youth. With lockdowns, partial lockdowns and other pandemic restrictions, the challenges facing government security forces - military, law enforcement and intelligence surged and both in resource allocation for training and mobility for operations hampered their performance and efficacy. The focus on humanitarian challenges by governments during the pandemic was ably exploited by threat groups to expand their support bases or capture territory. On the other hand, a range of ideological and material threats manifested in 2021. Some will institutionalise both in the physical and digital spaces in 2022. With radicalisation and reciprocal radicalisation of Islamists and Far Right threat groups, their networks, cells and personalities will stage attacks.
