Abstract:
France24’s Wassim Nasr is the only international journalist to spend time with Syria’s de facto leader Ahmed al-Sharaa both before and after the fall of Assad. In the spring of 2023, Nasr traveled to Idlib where he met with al-Sharaa (who at the time was widely known by his jihadi kunya Abu Muhammad al-Julani). Nasr’s insights detailed in “Journey to Idlib” in the May 2023 issue of CTC Sentinel on al-Sharaa’s ideological journey away from the Islamic State and al-Qa`ida toward what might be termed pragmatic Islamism were invaluable to international security analysts. Late last year, shortly after the fall of the Assad regime, Nasr traveled back to Syria where he met with al-Sharaa for a second time and interviewed him. Speaking to CTC Sentinel about the trip in his follow-up feature interview “Journey to Damascus,” Nasr says: “Comparing the man I saw in 2023 with the man I saw in late 2024, he was the same. He spoke very slowly, very quietly. It was the same impression I had a year and a half ago, which was very surprising to many people. I was very cautious a year and a half ago, asking myself, ‘Okay, should I take what he is saying for granted?’ But I was reassured. Because I saw that when they took Aleppo, [when] they took Damascus, actually he applied what he said to me a year and a half ago. It can’t be dismissed as just talk.” In the feature article, Nicolas Stockhammer and Colin Clarke examine the Islamic State-inspired plot to attack a Taylor Swift concert in Vienna that was thwarted in August 2024. They write that the plot “underlined that Islamic State Khorasan (ISK), which appears to have inspired the lead plotter, remains an enduring threat, evolving its tactics and strategy while focusing on radicalizing followers and supporters through relentless online propaganda. The suspects in the Vienna plot epitomized the interplay of online and offline radicalization, with extremist content on social media platforms like TikTok playing a pivotal role.” In the second interview, Wassim Nasr provides insights from his interview last fall with Mohamed (Amadou) Koufa, the number two in JNIM, al-Qa`ida’s affiliate in the Sahel. For Nasr, the questions Koufa chose not to answer were even more significant than his answers. “In my assessment, Koufa’s refusal to speak about al-Qa`ida was significant. I think it’s very possible that JNIM is at least seriously discussing and maybe preparing to break from al-Qa`ida. Since the last third of December, JNIM has stopped referring to AQIM and stopped directing followers to the AQIM media outlet Al-Izza. … It looks like they might be preparing the landscape for a split with al-Qa`ida in the same way that Jabhat al-Nusra—the predecessor group of Hayat Tahrir al Sham (HTS), the group now in power in Syria—split with al-Qa`ida.” Nasr says that it is possible that having seen HTS come to power in Syria after it split with al-Qa`ida and having seen al-Sharaa in recent weeks win broad international acceptance, JNIM may be preparing to start on a similar path away from the global jihadi group.

In the May 2025 feature article, Daisy Muibu and Yayedior Mbengue examine the evolving counterterrorism challenge in Somalia. They write that “nearly three years after the Somali government launched its offensive against al-Shabaab, the security landscape remains precarious. Al-Shabaab has resurged, coordination between federal and Puntland forces is limited despite Islamic State-Somalia’s growing global remit, and the future of the African Union mission is uncertain. These trends are driven by political discord, a fragmented national landscape, donor fatigue, operational challenges, and al-Shabaab’s resilience.” Our interview is with Christine Abizaid, the former director of the U.S. National Counterterrorism Center. She emphasizes that: “The CT business is still a needles-in-the-haystack business; it’s still one piece of information that can open up a whole new threat network. You have to be digging into and accessing multiple sources of information, collaborating with multiple partners who see things in different ways.” Aymenn Al-Tamimi charts the rise, fall, and dissolution of al-Qa`ida’s loyalist group in Syria Hurras al-Din. He writes that: “The primary ongoing concern from a counterterrorism perspective is that regardless of Hurras al-Din’s own weakness, individuals who were members of the group, particularly leading figures, may try to coordinate with other members of al-Qa`ida or other jihadis outside Syria for the purpose of organizing terrorist attacks abroad.” Saif Tahir and Amira Jadoon examine the geographical origins, mobility patterns, and demographic characteristics of Tehrik-i-Taliban Pakistan (TTP) militants through an analysis of 615 profiles from the organization’s own martyrdom commemorative publications spanning 2006-2025. Julika Enslin outlines the evolution of the Islamist terror threat landscape in Germany since 2020 by taking an in-depth look at all nine executed Islamist terrorist attacks and the 20 publicly reported thwarted attack plots during that time. A personal note: Over the last 10 years, it has been the privilege of a lifetime to serve as the Editor-in-Chief of CTC Sentinel to showcase the best and brightest scholars and practitioners in our field. It’s time for me to pass the baton. The publication will be in great hands with my brilliant colleagues Kristina Hummel and Don Rassler. I look forward to continuing my close association with the Combating Terrorism Center and CTC Sentinel. The faculty and staff at the center, past and present, are the very best of America. In this month’s feature article, Michael Knights provides a highly detailed assessment of the six-month Houthi war effort that has seen the Tehran-backed group launch missiles at Israel and attack shipping off the coasts of Yemen. He assesses that: “The Houthis have used the Gaza crisis to vault into the front ranks of the Iran-led ‘Axis of Resistance,’ arguably as the only axis partner to truly globalize the conflict through their anti-shipping attacks on the approaches to the Suez Canal. The movement has demonstrated boldness—as the first axis member to fire ballistic missiles at Israel—and resilience in the face of U.S.-U.K. airstrikes. The Houthis are likely to emerge from the war as a more confident, ambitious, and aggressive terrorist army, with a taste for provocative and eye-catching acts of defiance against Israel and the United States.” Our interview is with Colonel (Ret.) Miri Eisin, the director of the International Institute for Counter-Terrorism (ICT) at Reichman University who previously served in a variety of senior intelligence roles in the Israel Defense Forces (IDF). She stresses the need to learn lessons from the intelligence failures that preceded the Hamas-led October 7 attack so that Israel is not surprised again, for example with regard to the kind of threat Hezbollah could pose in the coming months. “All of us made wrong assumptions, and the combination of all of them brought about a colossal failure,” she says. “We collectively were wrong about the capability. We were wrong about the intentions. We were wrong about the ferocity.” Kévin Jackson assesses the current state of al-Qa`ida Central. He writes that “while the challenges facing the group are real, it should not be written off, as it has proved time and again more resilient than expected.” He adds that “in the wake of the Gaza war, al-Qa`ida likely feels emboldened by what it perceives as a uniquely auspicious geopolitical context to further its global ambitions.” The African Union is set to withdraw the remainder of its forces from Somalia by December 31, 2024. Paul Williams evaluates whether the Somali National Army (SNA) or al-Shabaab would be stronger militarily if this happens. He writes that “the SNA would retain an advantage in terms of size, material resources, and external support but performs poorly on non-material dimensions and would remain dependent upon external finance and security assistance. Overall, however, al-Shabaab would be slightly militarily stronger because of its significant advantages across the non-material dimensions related to force employment, cohesion, and psychological operations, as well as the sustainability of its forces.”

Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

6. AQIM’s Imperial Playbook: Understanding al-Qa’ida in the Islamic Maghreb’s Expansion into West Africa

In 2021, the United Nations noted the newfound threats of the Group for Support of Islam and Muslims (JNIM), a branch of al-Qa`ida in the Islamic Maghreb (AQIM), that extended into Burkina Faso and the Ivory Coast, stretching farther yet into Ghana, Togo, and Benin. Had an observer in 2006 had this information presented to them, they might have scarcely believed it. That year, in which AQIM was formed, the group was a thoroughly North African organization and based primarily in Algeria. Fast forward 15 years, how did AQIM end up nearly 1,300 miles away, now posing immediate threats in the states of littoral West Africa? Relying on a combination of primary source jihadi propaganda and historical research, this report argues that over the past 30 years, al-Qa`ida and its branches and allies in North and West Africa have followed what this report calls “al- Qa`ida’s Imperial Playbook,” as they have sought to expand their areas of influence southward. Al-Qa`ida’s “playbook,” this report shows, is composed of five fundamental tactics: befriending or creating militant groups operating in the midst of conflict; integrating themselves into communities where those militants exist; exploiting grievances of those communities to gain sympathy; addressing internal or external dissent either passively or aggressively; and looking toward new theaters once their base is solidified. Al-Qa`ida has subsequently utilized this playbook to expand southward from its Algeria base in five distinct historical periods: from 1992- 1998; 1998-2006; 2006-2012; 2013-2017; and 2017-present. The report concludes that al-Qa`ida and its affiliates in northern and western Africa are likely to continue to use this playbook as they continue their contemporary expansion into West Africa.

In this month’s feature article, Ali Soufan provides a comprehensive profile of Saif al-`Adl, an Egyptian charter al-Qa`ida member who could soon become the group’s third emir. Soufan writes that “with the confirmed deaths of Hamza bin Ladin and Abu Muhammad al-Masri, as well as the reported (but as yet unconfirmed) demise of al-Qa`ida’s second emir, Ayman al-Zawahiri, the likely next in line to inherit the leadership is … Saif al-`Adl. Like the late Abu Muhammad, Saif lives in Iran and is apparently restricted from leaving the country. Little is known about his current movements or activities. Nevertheless, Saif’s revered status within the movement, as well as his deep experience as a military, intelligence, and security leader and a terrorist planner, make him a potentially dangerous emir.” In this month’s feature analysis, Matthew Kriner and Jon Lewis assess that the Boogaloo movement “has quickly evolved into a significant domestic violent extremist threat” with “an accelerationist faction within Boogaloo” seeking to “instigate decentralized insurrectionary violence.” They write that the movement “is best conceptualized as a decentralized, anti-authority movement composed of a diverse range of actors,” including white supremacists, neo-Nazis, militia movement members, accelerationists, and ultra-libertarians, who are mobilized in part by the “belief that they are following in the footsteps of the United States’ founders and participating in a revolution against tyranny.” Johannes Saal and Felix Lippe provide a case study of the November 2020 Vienna terrorist attack. They write that “the Vienna attacker, Kujtim Fejzulai, grew up in the city he attacked and had longstanding connections within the jihadi extremist milieu in Austria as well as jihadi contacts in other European countries and further afield. His two failed attempts to join the Islamic State overseas and the failure of efforts to deradicalize him after he was convicted for seeking to join the group underline the threat that can be posed by failed jihadi travelers and terrorist convicts after their release, as well as the difficulties in rehabilitating jihadi prisoners.” Hassan Abbas writes that “even as Pakistan has made progress in reducing the threat from terrorist sanctuaries in the Pakistan-Afghanistan tribal areas, an increased crime-terror nexus in urban centers and a new terrorist recruitment drive by Islamic State Khorasan province, or ISK, in Baluchistan has raised alarms. Tehrik-i-Taliban Pakistan (TTP) is trying to stage a comeback, and sectarianism is also rising, creating a congenial environment for terrorist and extremist organizations, including some Kashmir-focused groups that have evaded counterterrorism scrutiny.”

8. Desert Drift, Declining Deadliness: Understanding the Evolution of AQIM’s Suicide Bombings

For the past several years, jihadi violence perpetrated by al-Qa`ida in the Islamic Maghreb (AQIM) and its affiliated groups like Jama’at Nusrat al-Islam wal Muslimin (JNIM) has contributed to renewed insecurity in the Sahara and Sahel. Despite the widespread violence that has emerged, few studies have focused on AQIM and its affiliates’ broader profiles of violence generally, or their use of specific tactics more acutely. This report examines how AQIM and its affiliated groups have deployed suicide bombers over the past 13 years. Using a unique dataset compiled by the CTC detailing the breadth of AQIM and its sundry affiliated groups’ use of suicide bombers from March 2007 to September 2020, this report offers the most comprehensive view to date of the groups’ use of the tactic. Among other findings, it underlines the existence of AQIM’s “desert drift:” the very clear shift in theaters of operation of AQIM’s suicide bombers from North Africa between 2007 and 2012 (focused primarily in Algeria, where it focused on police and domestic military targets) to the Sahel from 2013 to 2020 (focused primarily in Mali, where it targeted international peacekeepers). Using AQIM’s “desert drift” as a dividing point between two distinct suicide bombing campaigns, the report then compares various dimensions of AQIM and its affiliates’ suicide bombing efforts across these two campaigns, including comparative metrics on lethality, injuriousness, geographies, demographics of bombers’ age and gender, targeting tendencies, use of “teams” of bombers, and patterns of failure. In the main, it shows that despite being a long-used tactic by an increasingly pernicious group, AQIM’s use of suicide bombing has declined in prevalence, deadliness, and efficacy in the aftermath of its “desert drift.” Given these findings, the authors seek to provide new insight into how policymakers and academics understand the historical and contemporary threats posed by AQIM and its affiliates. In tracking one tactical choice of the group—suicide bombings—the authors also seek to provide a detailed analysis of how al-Qa`ida has manifested in the Sahel in a distinct form, tailoring its attacks profile to meet its evolving goals. Through these new insights, the report endeavors to provide new perspectives that will inform any response to insecurity in these regions and beyond.

9. The Terrorist Lists: An Examination of the U.S. Government’s Counterterrorism Designations Efforts

After the attacks of September 2001, the U.S. government grappled with ways to apply all aspects of its national power against the terrorist groups it found itself combating militarily. On the diplomatic and financial fronts, much of this increased effort revolved around the sanctioning and designating of terrorist groups and individual terrorist actors, resulting in a drastic increase of the number of individuals and groups which were branded with the term “terrorist.” Yet despite the application of these tools for almost 20 years, or longer in some cases, little work has been done to understand the impact of these programs. This report examines two sanctioning efforts the U.S. government has employed against terrorist actors: the Foreign Terrorist Organization (FTO) list and the designation of individuals as Specially Designated Global Terrorists (SDGTs) under the authority granted by Executive Order 13224. Although the specific purposes of each of these programs differ from one another, ultimately both represent a non-kinetic approach to counterterrorism that relies on the application of diplomatic and/or financial statecraft. The examination of each of these programs in this report has two general goals. The first is to provide an overview of the program and descriptive statistics regarding its implementation. The second is to provide some form of assessment regarding the impact that these programs have on terrorist groups and individuals. In accomplishing these two goals, the authors relied exclusively on open-source information collected by researchers at the Combating Terrorism Center (CTC). This report attempts to provide a deeper understanding of the impacts of these tools, in addition to highlighting some of the structural limitations and gaps in the application of counterterrorism sanctions.

Abstract:
Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”
