Abstract:
The West supports Ukraine as a non-belligerent. China purports to be neutral, but the West increasingly sees it as a non-belligerent on the side of Russia. In a way, the West’s and China’s approaches are not dissimilar: doing enough for “their” side to stop it from losing the war, but otherwise sitting it out in the hope that the other side will somehow give up. That can hardly be called a strategy. Both the West and China will have to review their strategies if they want to preserve their interests. Will this inevitably increase tensions between them?

Abstract:
On Tuesday, July 25, 2023, Beijing announced that seasoned diplomat Wang Yi would return to his function as head of the Ministry of Foreign Affairs, a post he had held for ten years (2013–2022). With this, he replaced his predecessor Qin Gang, a so-called ‘wolf warrior’ diplomat who was in office for only a few months. When former premier Li Keqiang (2013–2023) died of a heart attack on October 27, 2023, crowds of ordinary citizens laid chrysanthemum bouquets across the country, mourning for the more open and optimistic times that had characterized the era under Li’s patron, State President and General Secretary of the Chinese Communist Party (CCP) Hu Jintao (r. 2002–2012). Minister of Defense Li Shangfu was, after an equally short stint in office, replaced by former People’s Liberation Army Navy (PLAN) admiral Dong Jun on December 29, 2023. In the case of Li Shangfu, who was sanctioned by the United States (US) over arms sales to Russia, his resignation was combined with a purge and crackdown on corruption within the rocket force of the PLA. Given the focus on the PLAN in Xi Jinping’s military reforms of the mid-2010s, this could be interpreted as an advantage point for the faction of China’s leader. This signal stands in contrast to the promotion of Hu Haifeng, the son of Hu Jintao, to vice minister of Civil Affairs on January 16, 2024. Keeping the much-speculated removal of Hu’s father during the 20th National Congress of the CCP of October 22, 2022 into mind, one might ask: Who enjoys whose sunlight to step out of the shadows?

Abstract:
While still a powerhouse in its own right, Europe’s relative influence on the world stage has been diminishing over the last few decades. Data, for example, highlight a significant shift in global trade patterns away from the old continent. According to a recent Brookings’ calculation, South-South trade had by 2009, i.e., around the time of the global financial crisis, increased from 10.9 per cent to 25.0 per cent worldwide. South-South trade thus surpassed North-North trade for the first time in world history. Today, 35.0 per cent of global trade is accounted for by South-South merchandise trade, and just 25.0 per cent of global trade is North-North trade. One important factor in this is a surging China-Africa trade. With China’s bilateral trade with Africa rising from 2.7 billion dollar in 1990 to 209 billion dollar in 2022, China has now become Africa’s single largest trading partner.

4. Here are Four Things the West gets Wrong about Africa

Abstract:
External powers are intensifying their efforts to woo African states and their leaders in a context of Great Power Competition. Russian, Chinese and Western leaders are upping their game with new visits, initiatives, investments and strategies aimed at increasing their influence on the continent. Yet, while Western states spend comparatively large financial and human resources in Africa, these investments do not always seem to translate into the intended effects. This brief looks at four things that the West gets wrong about Africa and argues that to create long-term and credible partnerships with African partners there is a need to go beyond the Great Power Competition lens, lower the ambitions, and dial down on the normative language. This, while realising that presence does not equal influence, but absence almost certainly excludes it.

Abstract:
When I read Egmont colleague Sven Biscop’s My Summer in Beijing, I was just about to depart to a little-recognized political entity off the Chinese coast that – constitutionally, at least – still claims Beijing as part of its territory: The Republic of China (ROC/Taiwan). Unlike my colleague, I was not questioned on the academic desirability of my stay – Taiwan has over the last few decades consistently ranked in the higher echelons of academic freedom. I was, however, counselled on multiple occasions to reconsider by concerned family and friends who had seen sensational media reports claiming that the People’s Republic of China (PRC) could attack at any moment. Staying in a serene yet vibrant Taipei, visiting multiple places of interest and meeting with local scholars, I have noticed that confusion reigns not only in Europe toward Taiwan, but also in Taiwan toward Europe. Especially the cross-Strait position of the EU, which does not recognize Taiwan due to ‘its “one China” policy’ but has over the last two decades increased the scope of engagement with Taiwan, is little understood. As exchanges between Brussels and Taipei intensify, there is an increasing urgency to consolidate the EU’s position on Taiwan.

Abstract:
The 2,340 odd teacups have been rearranged in their cupboards, and sobriety has returned to the Great Hall of the People. What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.

Whether it is aggressive industrial subsidies, the militarization of the South China Sea, human rights violations in Xinjiang or political suppression in Hong Kong, there is a whole litany of foreign policy concerns which are attributed by media and China watchers to the People’s Republic of China. This policy brief will try to make some sense out of these worries by focusing on how current events might shape the outcome of the 20th Party Congress. It will start by assessing China’s track record and examining some of its main policy drivers. Consequently, it will explore what it means for the EU and its companies doing business with China, focusing on supply chains and strategic autonomy. Finally, the policy brief will come to the question whether we do not focus too much on the great power competition between the US and China.

Abstract:
A devastating fire in Urumqi, the capital city of the Xinjiang autonomous region in the People’s Republic of China (PRC) on 24 November 2022, caused the first large-scale nation-wide protests since the 1989 Democracy Movement. Demonstrators, many of whom were convinced that the deaths and injuries could have been entirely prevented had there not been a lockdown in Urumqi, took to the streets in almost all major Chinese cities. Before the end of the weekend of 26-27 November, the events were branded as the “White Paper Revolution” (bai zhi geming) – a reference to the blank white sheet of paper that many protesters brought with them to state their dissatisfaction with the constrained possibilities to express their frustration over the strict zero-Covid measures.

9. The EU and China: Sanctions, Signals, and Interests

Abstract:
Sanctions are much easier to use against your allies than against your enemies. A friend will want to stay in your good books, and is much more likely to modify his behaviour than an adversary, who will probably just harden his resolve to outdo you. The Trump administration liberally used sanctions against allies in Europe and Asia, who did not exactly cave in but did not want things to escalate either.1 The US trade war with China, on the other hand, cost both sides dearly, without resolving anything. In a coordinated move with the US, the UK, and Canada, the EU has adopted sanctions against four Chinese officials and one entity for violating the human rights of the Uighur people in Xinjiang province.2 That is fully legitimate: as a union of democracies, the EU has a moral duty to speak up for human rights everywhere. But are sanctions the most effective way of doing so?

But it also signals a much broader shift in American geoeconomic strategy towards tech industrial policy which matters just as much for Europe.
