- The Iraqi prime minister portrayed Baghdad's non-intervention in Syria as a sovereign decision, but Iranian leaders gave a different explanation. Iranian and Iraqi narratives surrounding recent events in Syria reveal clear contradictions, particularly regarding the role of Iraqi muqawama (resistance) militias in efforts to preserve Bashar al-Assad’s regime. High-ranking Iranian officials offered accounts that challenged Iraqi prime minister Mohammed Shia al-Sudani’s portrayal of events, asserting that external threats rather than Sudani’s leadership ultimately limited the extent of Iraq’s involvement.

- There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

4. From Tunis to Baghdad: Can platform-based politics take root?

- The organization of political parties has served multiple distinct roles in the Middle East and North Africa (MENA). In many cases, regimes use them to create a light veneer of democratic legitimacy for authoritarianism; in other cases, parties exist to represent one identity group or are centered around a singular individual. In rare cases, but with a few successful examples, parties exist to represent an ideology. Rarer still, but key to the future democratic success of the region, are true platform-based parties. Vacuums of political leadership have developed due to the limited role parties play in shaping governance, representation, and public policy. In a rapidly changing region, the opportunity for effective, issues-based parties has never been more evident. Iran’s proxies in the region have been significantly weakened and the “Axis of Resistance” dismantled, presenting openings for new political leadership to emerge. Political parties are not yet poised to meet the moment. In much of the region, long histories of implicit and explicit bans and one-party dominance have left political parties weak, unpopular, and ineffective. Extended periods of suppression and restriction—such as Jordan’s thirty-year party ban, Iraq’s decades of one-party rule under Saddam Hussein, and Tunisia’s twenty-three years of party bans during the Ben Ali era—have resulted in political parties that lack both organizational capacity and broad public appeal. Rather, they are fragmented, ideologically vague, and centered around individuals rather than coherent platforms. The proliferation of political parties—more than 220 are currently registered in Tunisia, for example—has further undermined any sense of clear policy platforms and the ability to differentiate one party from another. Rather than reforming or uniting under existing frameworks, disillusioned members frequently break away to form new parties, stymieing coalition-building and the development of rooted, comprehensive party ideologies. Disillusionment with traditional parties has led citizens to favor actors perceived as more directly serving their interests, such as Hezbollah—which positions itself as a resistance force against Israel—or Muslim Brotherhood-affiliated parties, which have gained trust through their provision of essential social services in Egypt, Jordan, and elsewhere. In an era defined by youth-led movements, digital activism, and persistent calls for democratization, these parties stand at a crossroads. Whether they act as agents of change or instruments of entrenched power remains a central question, shaping not only the future of governance within individual nations but also the trajectory of regional stability and development.

- In this month’s feature article, Michael Knights illuminates the nexus between Iraq’s oil sector and the Iran threat network. He writes: “The Iran threat network suffered grievous blows in Lebanon, Syria, Gaza, and Iran itself in 2024, and this has arguably made oil-rich Iraq even more important to the network. Facing renewed maximum pressure from the United States, Iran needs not only Iraq’s terrorist fundraising potential but also its value as a ‘laundromat’ through which Iranian energy products can be fraudulently relabeled as Iraqi exports. Using their control of the al-Sudani government, Iran-backed terrorist groups and militias are developing significant new strands of threat financing using Iraq’s oil sector, which combine to provide billions of dollars of illicit value each year. Iraq is thus emerging as Iran’s best bet for neutering the Trump administration’s renewed maximum pressure campaign.” He notes that “U.S.-designated foreign terrorist organizations are no longer content to steal oil, only to have smuggling businessmen realize most of the profits. Instead, terrorist organizations have muscled into this value-addition segment of the oil market in recent years, with AAH [Asaib Ahl al-Haq] and KH [Kataib Hezbollah] leading the pack.” Our interview is with Charlie Winter, the co-founder and chief research officer of ExTrac AI, an AI-assisted intelligence platform that identifies, maps, and forecasts geopolitical risk, including in the counterterrorism space. He states: “Our USP pivots around accessing, ingesting, and processing high-relevance publicly available information and data from hard-to-reach parts of the internet that reflects the online and offline activities and psychological operations of various non-state and state threat actors. And through our platform, which is both a web and mobile app, we provide both access to that data and the ability to generate insight from it rapidly—and we do that using a range of different kinds of automation, machine learning, [and] artificial intelligence.” He adds: “We essentially have built our system to let machines do what they do best and let human analysts do what they do best, and enable the analysts to spend a lot more time performing the highest-value tasks in the intelligence cycle.” Ayush Verma, Imtiaz Baloch, and Riccardo Valle examine the Baloch insurgency in Pakistan. They write: “The Baloch insurgency in Pakistan has intensified sharply since the beginning of 2025, marked by sophisticated attacks such as the Jaffar Express hijacking by Baloch Liberation Army-Jeeyand faction (BLA-J) on March 11, 2025, which resulted in the kidnapping of more than 400 passengers and death of at least 26 hostages. Groups like BLA-J, Balochistan Liberation Front (BLF), and Baloch Liberation Army-Azad faction (BLA-A) continue to deploy suicide bombers, including women, and temporarily seize territories, targeting Chinese nationals and China-Pakistan Economic Corridor (CPEC) projects. The insurgency’s regional spillover, especially into Iran, and competition for resources and prominence among factions of the insurgency further complicate Pakistan’s internal security.” They add: “Without a political resolution addressing long-standing grievances, the insurgency threatens to escalate, destabilizing both national and regional security.”

The agreement, which facilitated oil transport from Kirkuk in the Kurdistan Region of Iraq to the Yumurtalık oil port in southeastern Türkiye, has played a strategic role in delivering millions of barrels of Iraqi oil through the Turkish port of Ceyhan to global markets. Originally renewed in 2010 for fifteen years, the agreement is scheduled to expire on July 27, 2026.

- Turkey has an energy dependence problem. For the past two decades, Ankara’s energy needs have been on the rise, and they are projected to continue on an upward trajectory until at least 2035. Yet, the country is not endowed with the proven natural resources to support its energy needs, and so it imports almost all of the energy it consumes. This reliance on energy imports creates economic and security constraints for Ankara. On the economic front, strategic decisions to diversify Turkey’s energy market impact the direction and pace of the country’s economic development. On the security front, dependence on foreign energy exposes Turkey to external shocks and creates vulnerabilities that affect the country’s international posture. To Turkish policymakers, this is hardly breaking news. For many decades, successive governments have been considering ways to diversify the country’s energy portfolio with the objective of ensuring access to affordable, reliable energy supplies. Domestically, this goal has translated into continued investments in locally produced power, such as the development of natural gas fields under the Black Sea and the opening of nuclear and coal-fired power plants across the country. Externally, the aim of diversification has led Ankara to forge a wide range of international partnerships and preserve relations with both Western purchasers of Turkish exports and key energy providers, including Russia and countries in Turkey’s immediate neighborhood. What is more, Ankara pursues its energy diplomacy against the backdrop of a broader geopolitical strategy of bolstering Turkey’s status as a regional power based on its geographic position and connections. At the heart of this strategy is a grand plan to establish Turkey as a major natural gas hub that will put the country at the center of regional energy trade. This policy has ramifications for Ankara’s relations with its close and more distant neighbors. Turkey is surrounded by energy-rich countries, and one of its primary objectives when reaching out to them is to secure the conditions for a steady inflow of energy resources—typically, natural gas and oil. This objective can lead to the development of durable economic partnerships, such as with Azerbaijan, Turkmenistan, and Iran; but it can also spark conflicts of different degrees of intensity, such as with Turkey’s Eastern Mediterranean neighbors and Iraq. Beyond its immediate neighborhood, Ankara’s gas diplomacy is consequential for relations with Russia—with which Turkey has been strengthening its energy relations beyond hydrocarbons—and with Europe. On the demand side of Ankara’s natural gas market equation, European countries are thirsty for non-Russian hydrocarbons in the short and medium term and for green energy in the longer term. Turkey has the potential to provide both, as long as it comes up with strong policies that support these energy transitions. To do so, the Turkish government will need to shift its approaches not only to energy but also to geopolitics. Ankara will have to present itself as a reliable energy partner for Europe and ramp up its investment in clean energy technologies. Delinking Turkey’s economic development from its dependence on hydrocarbons will benefit Ankara financially while bringing it closer to its European allies. Building a long-lasting energy partnership with Europe remains one of Turkey’s greatest challenges.
