Abstract:
Istanbul Journal of Economics-İstanbul İktisat Dergisi is an open access, peer-reviewed, scholarly journal published two times a year in June and December. It has been an official publication of Istanbul University Faculty of Economics since 1939. The manuscripts submitted for publication in the journal must be scientific and original work in Turkish or English. Being one of the earliest peer-reviewed academic journals in Turkey in the area of economics, Istanbul Journal of Economics-İstanbul İktisat Dergisi aims to provide a forum for exploring issues in basicly economics and publish both disciplinary and multidisciplinary articles. Economics is the main scope of the journal. However, multidisciplinary and comparative approaches are encouraged as well and articles from various social science areas such as sociology of economics, history, social policy, international relations, financial studies are welcomed in this regard. The target group of the journal consists of academicians, researchers, professionals, students, related professional and academic bodies and institutions.

Abstract:
Matt Grossmann analyzes the policy consequences of increasing Republican control of U.S. state governments since the 1990s. He finds that Republican states have enacted some new conservative policies, but many other liberal policy revolutions have continued unabated. He argues that conservative policymaking is difficult because federal policy and electoral incentives incentivize continued government expansion.

Abstract:
The importance of political geography is likely to see renewed attention amid the redistricting cycle following the 2020 census and the controversies that new constituency maps are likely to bring. Many argue that gerrymandering in the United States is a key cause of electoral polarization and the observation that Democrats often are legislatively underrepresented relative to their aggregate vote shares. Jonathan Rodden convincingly shows that although gerrymandering may be a factor at the margins, the primary cause of these patterns is an urban-rural political divide that causes a political geography problem for Democrats. Rodden makes this case by showing historically how party platforms and constituencies evolved and illustrating the implications for political geography. This historical tracing of the parties speaks to how the battle between Republicans and Democrats came to be a culture war. This starts with the Democrats’ historical position as the party of laborers. Since factories were concentrated in cities, Democratic politicians who wanted to maintain their seats had to adopt positions that were appealing to growing portions of urban populations, taking progressive positions on social issues in addition to representing the interests of laborers. As the economy has shifted, the Democrats’ urban coalition has remained, with Republicans finding appeal in rural and exurban areas. The United States is not alone in this phenomenon. Rodden shows that nations such as the United Kingdom, Canada, and Australia—all of which also conduct single-member plurality elections— have also seen left-of-center parties become urban parties with similar geographic patterns in constituencies.

Abstract:
The economic decline of the Muslim world and the rise of Western Europe has long captured the attention of scholars across disciplines. Explanations largely focus either on Islam, whether its financial institutions or the essence of its teachings, or on Western colonialism as the culprit. In Islam, Authoritarianism, and Underdevelopment, Ahmet T. Kuru puts forward a new explanation rooted in class relations. He takes issue with existing approaches, convincingly demonstrating the intellectual and economic vibrancy of the Muslim world between the eighth and twelfth centuries, undermining arguments about Islam’s incompatibility with progress, and asserting that colonialism occurred too late to explain multiple political and socioeconomic crises. Instead, Kuru identifies the eleventh century as a critical juncture when the Muslim world witnessed the emergence of alliances between Islamic scholars (ulema; singular alim) and the military. These alliances persisted through path dependence and gradually hindered intellectual and economic creativity by marginalizing independent intellectual and bourgeois classes in the Muslim world. In turn, the absence of these classes led to the persistence of authoritarianism and the well-documented underdevelopment in the contemporary period.

36. Secret Wars: Covert Conflict in International Politics, Austin Carson

Abstract:
In this valuable new book, Austin Carson examines the phenomenon of covert military intervention, which he defines as occurring when an external major power secretly provides military assistance during war. Carson argues that such interventions are more common than might be expected and that they often lead to a puzzling dynamic, whereby an adversary detects the intervention but does not publicize it. Carson’s use of the term “covert” follows the conventional definition of government activities designed to conceal the actor’s role in that activity, but by focusing on covert military intervention, he is studying a phenomenon different from “covert action,” which in the American context usually refers to activities undertaken by the Central Intelligence Agency, rather than by military forces. This book is therefore a complement to other works on covert action, including Lindsey A. O’Rourke’s recent Covert Regime Change: America’s Secret Cold War.

Abstract:
In the polarized, post-truth, tribal era of politics that we find ourselves in, a book on conformity—how to understand it and take concrete steps toward diminishing it—should (rightfully) be expected to be of great interest to many. In Conformity: The Power of Social Influences, the prolific Cass R. Sunstein delivers exactly this. This book stands out from Sunstein’s other books in its focus on the broad societal implications of social influence. Sunstein grounds his argument in the principles underlying American democracy, and in doing so, he makes it difficult not to become depressed at how distant our current state of affairs seems from that ideal. However, Sunstein offers optimism in the form of a framework for actionable solutions. Sunstein begins with a model of the two major features of human psychology that he says reinforce conformity: (1) the tendency to believe something is true if others believe it is true (especially “confident” others) and (2) the desire for positive social standing and reputation. In Chapter 1, he explains how conformity is frequently harmful because it encourages individuals to suppress their “private signals” (that is, expressions of what they individually think is right or wrong), which decreases the diversity of ideas in a group and ultimately leads to undesirable outcomes. In Chapter 2, Sunstein advances beyond the framework he has traditionally worked within by considering cascades, or the spread of ideas and practices through conformity pressures, which ultimately give rise to social movements. He acknowledges that cascades are not necessarily “bad”—they are likely what led to the rise of the #MeToo movement—but they were also likely crucial to the propagation of genocide during the Holocaust.

Abstract:
It would be easy to read David Heidler and Jeanne Heidler’s study of the improbable rise of Andrew Jackson to the nation’s highest political office and equate it with the even more improbable rise of the current occupant of the Oval Office. Indeed, the text is littered with quotations that make it nearly impossible not to draw parallels to contemporary politics. As early as 1822, for example, the influential editor of the Richmond Enquirer, Thomas Ritchie, admitted that a Jackson presidency had not been taken “by anyone, seriously,” until the Tennessee legislature nominated Jackson (p. 131). Such a myopic reading would be a mistake, though, for the Heidlers have written a book that transcends our current political situation and speaks more directly to the power of communicating myths about political candidates by a committed group of supporters whose machinations can propel their favorites to the highest levels of success in American electoral politics.

Abstract:
David A. Bateman’s new book explores nearly all of the crucial questions concerning democracy and inclusion that we are grappling with today, from the very broad—how do the ways in which we think about the origins of our nation inform the welcoming or hostile attitudes we assume in relation to immigrants and outsiders?—to the very narrow—do requirements that voters present physical documents verifying their identity reduce the electoral participation of minority groups? In answering these questions, Bateman offers a detailed portrait of the political machinations that result in electoral reforms, describing elites’ efforts to blur lines between expediency and morality and the circumstances that led conservative parties (the same that today seek to abolish laws that give special status to protected classes of people) to work hard to establish and maintain legal provisions that awarded different rights to different groups. Fundamentally, Bateman explains why steps toward inclusive democratic institutions are often accompanied by steps back, which leave us uncertain of our accomplishments and anxious about our future. Remarkably, though, Disenfranchising Democracy considers these familiar dynamics and dilemmas not in the contemporary world but in the rather distant past, drawing on a wealth of archival sources to analyze the timing of electoral reforms, the emergence and ossification of party- based patterns of support for franchise reform, and the political ideas of would-be reformers and resisters in three of the world’s first semidemocratic countries: the United States, the United Kingdom, and France.
