R2P Monitor is a bimonthly bulletin applying the atrocity prevention lens to populations at risk of mass atrocities around the world. Issue 50 looks at developments in Afghanistan, Cameroon, China, Mali and Burkina Faso, Myanmar (Burma), Syria, Yemen, Democratic Republic of the Congo, Burundi, Central African Republic, Nigeria and Venezuela. The publication of the 50th issue of R2P Monitor coincides with the 15th anniversary of the adoption of R2P at the UN World Summit in 2005. The occasion of the 15th anniversary presents the international community with an opportunity to deepen global commitment to R2P and set an ambitious and practical vision to ensure consistent implementation in the years ahead.

Abstract:
The oil-rich governorate of Marib has increasingly become the focal point of the war in Yemen as the Houthis’ determination to take control of the strategic governorate has intensified over the past several months. Marib is the last remaining stronghold in the north for Yemen’s internationally recognized government and is a key strategic territory not only due to its oil fields, but also because it could set the stage for the Houthis to eventually move into key southern governorates, where fractures between the Southern Transitional Council (STC) and pro-government forces show no signs of abating. A Houthi success in Marib would mark a critical tipping point in the war and a major defeat for the government and Saudi coalition, leaving them essentially hemmed in by the Houthis on one side and the Southern Transitional Council on the other. In such a scenario, the Saudi coalition and the Yemeni government would be left with few options other than negotiating from a position of considerable weakness or dragging the losing fight on for far longer than the coalition likely has the will for.

Neutrality is one of Oman’s greatest assets. Under the leadership of the late Sultan Qaboos bin Said, Oman successfully navigated the fall of the Shah in Iran, the Cold War and its end, the U.S.-led War on Terror, and the Arab Spring. Through all these global and region shape events, Oman has maintained its neutrality and independence. Oman, for example, maintains longstanding relationships with the United States and Great Britain while, at the same time, it enjoys constructive relations with Iran. Moreover, although Saudi Arabia and the United Arab Emirates (UAE) are aligned against Iran, Qatar, and Turkey, Oman has managed to work with all of these countries to address regional issues.

Abstract:
Iran’s official figures on cases and deaths from COVID-19 (the disease resulting from coronavirus, SARS-CoV-2) do not reflect the real scale of the pandemic in that country, which might be among the hardest hit in the world. The pandemic will deepen the economic crisis and disfunction of the state, becoming a challenge to Iran’s ruling elite. The regime might survive thanks to the security apparatus and, in parallel, continue its support of Shia militias in Lebanon, Iraq, and Yemen, and the Syrian government. Only the succession of power after Ali Khamenei will be the real test of the coherence of the Iranian elite, and in case of disruption, it might result in the collapse of Iran’s theocracy.

Abstract:
The sustainability of a peace agreement in Yemen depends on two critical economic issues. First, in a conflict that is largely over access to resources, the issues of distribution, control, and sharing of those resources can make or break peace. Therefore, these issues must be addressed head-on during negotiations. Second, where peace agreements lack provisions that create overall economic stability, warfare can resume during the fragile implementation period. The fears over the resumption of conflict after signing a peace agreement are substantiated by several historical events in Yemen, such as the failure of the GCC Initiative.

160. Developing Yemen’s Fishing Industry

Abstract:
The fishing industry in Yemen faces many structural challenges that have limited its production and potential contribution to overall economic output. Development of the industry’s infrastructure, human capacity and regulation was already poor prior to the outbreak of the ongoing armed conflict in Yemen. Since the war began five years ago the fishing industry has faced increased challenges, including a significant drop in the level of production with the displacement of many fishermen and associated workforce; fish processing plants halting production; surging fuel costs; the decline of local purchasing power leading to a drop in the local demand for fish products; and the disempowerment of the Ministry of Fish Wealth (MFW), among other challenges.
