Abstract:
The Yemeni Civil War is a conflict that bears crucial regional significance due to its destabilising effect on the Middle East, with the country also being home to one of the world’s worst humanitarian disasters. The conflict is characterised by a complex web of regional rivalries, sectarian tensions, and international interventions. This research paper offers a comprehensive assessment of the conflict by outlining its background, key actors and main conflict drivers, and hence proposes a theoretically, historically and contextually informed strategy for resolution- the peaceful territorial partition of Yemen into the historical entities of North Yemen and South Yemen. The paper outlines short-term, medium-term and long-term priorities that the ideal territorial partition plan would focus on, including and accounting for relevant primary, secondary and tertiary actors. The paper aims to showcase that through a nuanced understanding of Yemen’s demographic dynamics and history, a roadmap to ending the conflict focused on territorial partition can be charted out in collaboration with regional actors and the international community, hence leading to stable Yemens that can heal from the humanitarian catastrophe caused by the conflict.

Abstract:
The roots of the ongoing civil conflict in Yemen lie in the inability of Yemeni society to address and resolve the frustration arising from political marginalization, economic deprivation and the effects of an extractive, corrupt and rent-seeking state. By definition, such systems are characterized by the concentration of power in the hands of a restricted elite and impose few restrictions on their exercise of power. This systemic failure has produced a cycle of violence, political upheaval, and institutional collapse since the creation of the modern Yemeni state in the 1960s, of which the current conflict appears to be only the latest eruption. We propose, as a way of accessing potential possible results for resolving the contradiction, a proposal based on the combination of policies based on Peace Studies, understanding that the mechanisms of the Security Sector Reform processes and transitional justice are crucial for the construction and peacebuilding in the Republic of Yemen. This work analyzes how structural violence has perpetuated in recent years in Yemen and how we can direct the conflict towards positive peace.

This report explores pathways for transitional justice in Yemen, emphasizing victims’ experiences, political dynamics, and existing justice mechanisms. It examines national and local efforts, including mediation and reconciliation initiatives, and highlights the role of Yemeni civil society. Based on over 50 interviews, the report offers guidance on how to advance transitional justice in Yemen, including strengthening institutional cooperation, ensuring victim-centered approaches, supporting civil society and documentation efforts, and integrating justice and reconciliation into peace negotiations.

For the first time in four decades, a core US interest — freedom of navigation and the free flow of commerce — is increasingly at risk in the Middle East region. By enabling the Yemeni Houthis to attack international vessels in the Red Sea and the Gulf of Aden with armed drones and sophisticated anti-ship missiles, Iran, as it did in the Gulf in the late 1980s, is causing tremendous harm to commercial activity in one of the world’s most crucial waterways. In a memorandum entitled “A Strategy for Countering the Houthi Threat at Sea” and addressed to US President Joe Biden, the Middle East Institute’s Defense and Security Program members Bilal Y. Saab, Kevin Donegan, Mick Mulroy, Sam Mundy, and Joseph L. Votel offer recommendations for the United States on how to effectively degrade the capabilities of the Houthis and protect international shipping in regional waters. To discuss in greater detail the Defense and Security Program’s proposed strategy and the likely future trajectory and implications of the US campaign against the Houthis, MEI is pleased to host Bilal Y. Abstract:
On 12 January, United States and United Kingdom air forces claimed to have carried out strikes on over 60 Houthi targets at 16 locations in Yemen. The operation was supported by Australia, Bahrain, Canada, and the Netherlands, members of the naval task force Operation Prosperity Guardian. The spokesperson of the Houthi military forces acknowledged the attack, mentioning that 73 raids targeted the capital Sanaa and the governorates of al-Hudayda, Taizz, Hajja, and Saada, resulting in five fighters dead and six injured. The multi-national operation sought to eliminate Houthi strategic infrastructure, thereby diminishing the Houthis’ offensive capabilities, and to retaliate following the group’s 9 January direct attack on US warships. However, it is unlikely that the strikes completely eradicated Houthi military capacity to target objectives in the Red Sea.

This special issue of POMEPS Studies offers a platform for scholars to think through what feels like a moment of rupture for the Middle East, for Middle East Studies, and for long-standing assumptions about the region’s politics. This POMEPS collection originated as an open call for papers for scholars affected by or invested in these urgent issues, in an initial effort to give a platform and a voice to those in our network who have grappled with these trends. We kept the call intentionally broad, asking potential authors to reflect on the effects of October 7 and the Gaza War on politics or scholarship. As it turned out, most of the contributors wanted to talk about academic freedoms and the conditions of public discourse in their countries – perhaps because of how profoundly they felt this crisis, perhaps because of the availability of other platforms to discuss the war itself. The issues confronting our field have never been more urgent and the need for academic networks and institutions to rise up to defend it has never been greater.

Abstract:
This policy brief outlines a set of recommendations aimed at empowering local authorities in Yemen to effectively provide services and lead local economic development. The aim is to analyze and draw lessons from three ongoing tracks that seek to empower local authorities in Yemen, while also addressing the challenges and opportunities associated with these efforts. The analysis concludes that building consensus between the central government and local authorities is of paramount importance for the successful empowerment of local authorities. It is imperative to address political concerns and achieve a minimum level of political consensus in order for these efforts to move forward. Furthermore, it is crucial to overcome challenges related to financing, enhance transparency and accountability, and build local capacity. The Development Champions Forum therefore recommends the importance of establishing clear and precise guiding principles for the distribution of powers and authorities between the center and local authorities. It also emphasizes leveraging the potential of the private sector to drive economic growth, create job opportunities, provide services, and invest in local communities. Lastly, it encourages partnerships between international organizations, donors, and local authorities towards empowering local authorities in providing services and local economic development.
