11. How the Islamic State Sees the Future: Why the end of times does not mean the end

Abstract:
One would not exactly think of the Islamic State (IS) as a future-oriented organisation: it uses medieval-sounding language and barbaric methods and preaches an archaic lifestyle. In reality, however, it is very much a forward-looking organisation with clear ideas not just on what the future will bring, but on what it should bring. In fact, it is this attitude towards the future that has not only enabled its past successes, but also allowed the organisation to persist and endure since losing its territory in Syria and Iraq – and, most importantly, what will determine its next steps and ambition. Understanding how IS conceives its own future will enable law enforcement authorities to take the necessary precautions ahead of time. This Brief first outlines why it is crucial to understand how the future as an organising principle shapes the strategy and posture of terrorist organisations, and shows that terrorist organisations lacking such a concept will lose traction faster than those that do. It goes on to examine IS’s future concept pre-and post-loss of its territory and to elaborate why it was and is an attractive future. Lastly, it seeks to anticipate the future trajectory IS will take based on its articulation of an eschatological vision of the future.

To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. To some, it is a shining example of an economy-of-force effort that minimized U.S. casualties, wrested control of northeast Syria from the Islamic State, and improved the area’s general political trajectory. To others, it is a cautionary tale of a U.S. military that was hoodwinked by a charismatic and capable partner closely tied to a U.S.-designated terrorist group, the Kurdistan Workers Party, with Washington deliberately averting its eyes from the strategic, political, and moral costs of the partnership. The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. The study benefited from intensive debates on sourcing, objectivity, and the need to probe uncomfortable issues. The findings cast light not only on the successes and shortcomings of this particular alliance, but also on how Washington might most profitably pursue “by, with, and through” operations with other forces in the future.

Abstract:
The 2011 civil war in Syria attracted thousands of fighters from at least seventy countries to join the Islamic State. Al-Shabaab carried out large-scale attacks on civilian targets in Uganda and Kenya as retribution for the deployment of peacekeeping forces in Somalia. In this report, Martha Crenshaw considers the extent to which civil war and foreign military intervention function as a rationale for transnational terrorism, and how understanding the connections between terrorism, civil war, and weak governance can help the United States and its allies mount an appropriate response.

Abstract:
The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

Abstract:
During 2019, the original Syrian conflict entered its closing phases, except for the battlefields of Idlib and in the north east. As a result, conflict dynamics have become somewhat easier to read, as the regime and its key allies have shifted towards a triumphalist ‘post-war’ narrative and corresponding governance styles, deal-making and decision-making. These developments can be witnessed in three interlinked spheres: security, civil, and political economic practices. Together, they largely form the Assad regime’s political economy, which – although poorly understood due to limited access – is crucial to understand to assess the negative externalities likely to result from its wartime survival and re-entrenchment. The paper analyses six such externalities: 1. risk of conflict relapse due to economic pressures 2. the politics of refugees 3. risks and instrumentalisation of terrorism 4. regional instability 5. humanitarian culpability 6. deterioration of the international legal order. These externalities are interconnected and emerge from the political economy of the regime – the accumulation of its security, civil and political economic practices. Their nature and volume suggest that the Syrian civil war will plague its neighbors, as well as Europe, for a long time to come. These externalities also focus our attention on the fact that adequate containment strategies should be designed as a matter of urgency, to limit their negative impact.

Abstract:
The increase in women’s engagement with jihadi groups around the globe fueled debates regarding women’s incorporation into jihadi organizations. The current trend in the global labor force clearly demonstrates a discriminatory pattern in favor of men. Surprisingly, despite this traditional restrictive view of Islamic jurisprudence on women’s social activities, the level of women’s incorporation into jihadi organizations has grown rapidly both in numbers and roles. Before the defeat of the organization in late 2018, nearly 20 percent of all members of the Islamic State in Iraq and Syria (ISIS) were women. As ISIS morphed beyond a mere militant organization and into a state builder, its utilization of women also transformed accordingly to address the challenges that a functioning state faces. By using primary data collected from several field trips in the Middle East, this article argues the position of women in ISIS and the mechanisms by which they were incorporated.

In Idlib, armed groups can be categorized under three conglomerates: Hayat Tahrir al-Sham (HTS), the Syrian National Army (SNA), and radicals led by Hurras al-Deen (HaD). Among these three anti-government groups, HTS is the strongest one. Though the SNA’s Idlib branch has more manpower than other groups, HTS has superiority in terms of discipline, organisation and weaponry.

Abstract:
The Mediterranean region has faced a significant number of challenges that have stemmed from turbulent events taking place on its Southern shores: conflicts and instability, the migration crisis, disruptions of regional value chains, souring regional relations, and foreign power interferences that have severely affected the region. The Covid-19 pandemic wreaked havoc on the Southern Mediterranean, but the health crisis had ambiguous effects on the underlying economic, social, and political trends of the region. It has exposed and exacerbated much of the previous sources of tension and, obscured many of them as public attention moved towards facing the public health emergency. Will the Covid-19 pandemic spur governments and civil societies to action? Or will it just serve as another smokescreen behind which to hide the region's longstanding problems?
