181. The Perception of Turkey in the Middle East 2010

Abstract:
This study contains the results of the second survey conducted by KA Research Limited between August 25th and September 27th 2010 with my contribution and that of TESEV’s researchers. Again, the 2010 survey was conducted in the same seven Arab countries but, unlike 2009, it was also conducted in Iran. In total, 2,267 people were surveyed by telephone or face-to-face. These results show a statistically significant increase in positive opinion of Turkey. Although they are dealt with more thoroughly in the report, there are a few social and thus political findings that are different from the previous year.

Abstract:
Turkey has become an important east-west and north-south gas and oil transit route and an energy hub, thanks to the Turkish straits, and the existing and proposed pipelines that run through its territory. Economic opportunities, however, can present diplomatic liabilities. In a tough and complicated region, Turkey finds itself caught between the interests of competing superpowers and regional players. As the world's 16th largest economy, Turkey's thirst for energy will only increase. Satisfying this thirst requires not only diversification of sources and routes, but also good relations with all neighbors, in addition to traditional partners. An analysis of Ankara's options and new foreign policy vision shows that Turkey has little choice but to use greater caution and engagement. Following its own national interests and security concerns will drive Turkey to new openings in Syria, Iraq, Iran, Armenia and other CIS countries. Energy will be one of the main pillars of Turkey's policy of engagement and integration in the region.

Abstract:
This paper is based on interviews with diplomats, experts and political analysts and provides an overview of Turkey's foreign policy, particularly in relation to peacebuilding. In the past year, Turkey has moved to the centre stage on the international scene. After making the headlines with its joint mediation initiative with Brazil on Iran's nuclear issue, in May Ankara clashed with Israel over the storming of the Gaza-bound “humanitarian flotilla”. Suddenly all eyes were on a country situated in this most turbulent and strategic region of the world – a country that had appeared at least until recently to be a reliable and predictable ally of the West, and of Israel. However, the country's actions and reactions should not have come as a surprise. Over the past ten years Turkey has been busy developing a very active foreign policy, particularly in the Middle East and Central Asia. It has reached out to countries traditionally considered as adversaries, such as Russia, Iran and Syria. Ankara has also not been afraid to express its differences and diverge from the West on certain issues, from Cyprus to Armenia to Palestine.

Abstract:
Since the early 2000s, Turkish foreign policy has experienced a fundamental transformation. Turkey's regional and global position, its relations with the countries in surrounding regions, and its long-lasting disputes with its neighbors were reshaped through the adoption of the "zero-problem with-neighbors" policy. In line with this policy, Turkey has taken a pro-active stance and followed a multi-dimensional foreign policy approach to establish itself, first, as a conciliatory partner for peace with its neighbors, and second, as an agent of mediation between its clashing neighboring countries. 2009 was a year of foreign policy initiatives towards Syria, Armenia, and Iraq, including the Kurdish Regional Government. And it marked the beginning of more positive and constructive relations between Turkey and the United States. Turkey gained substantial ground in becoming a regional hub for energy by undersigning two critical energy deals. Yet, two major issues remain as challenges for Turkish foreign policy: a) the EU accession process, and b) the Cyprus dispute.

185. Iraq, its Neighbors, and the Obama Administration: Syrian and Saudi Perspectives

Abstract:
The top concern for both Riyadh and Damascus remains blowback from Iraq: the ascendance of ethnic and sectarian identity and the spread of Islamist militancy. The need to contain this threat is the dominant force that shapes their relations with Iraq. Both Syria and Saudi Arabia have a vital interest in ensuring that Iraq's emerging political order is inclusive of Sunni Arab Iraqis, who have not yet been fully incorporated into Iraqi institutions. Syria and Saudi Arabia do not look at Iraq in isolation, nor do they assign it top priority among their foreign policy concerns. For them, Iraq is merely one element in a comprehensive view encompassing other regional players (including the U.S. and Iran) and other regional crises, particularly the Arab-Israeli conflict. Lingering resentment and bitterness toward Washington is now mixed with intense curiosity and modest optimism about President Barack Obama. Saudis still bristle when recalling how the Bush Administration sidelined Riyadh on Iraqi matters; as do Syrians, who believe the previous administration was intent on isolating and undermining Damascus. Iraq remains very much isolated in its neighborhood. Recent Progress on regional cooperation notwithstanding, these two neighbors are still focused more on containment than engagement.

186. The Obama Administration Reaches Out to Syria: Implications for Israel

In early March, two senior U.S. officials traveled to Damascus for the highest-level bilateral meeting in years, part of the new administration's policy of "engagement." Washington seeks to test Damascus' intentions to distance itself from Iran. While a "strategic realignment" of Damascus is unlikely, in the short term the diplomatic opening is sure to alleviate international pressure on Damascus. The Assad regime made no secret of its preference for Barack Obama last November. At the same time, Syrian regime spokesmen appear to be setting preconditions for an effective dialogue, saying Washington would first have to drop the Syria Accountability Act sanctions and remove Syria from the list of State Sponsors of Terrorism. U.S. diplomatic engagement with Syria comes at a particularly sensitive time, just a few months before the Lebanese elections, where the "March 14" ruling coalition faces a stiff challenge from the Hizbullah-led "March 8" opposition, and Washington has taken steps to shore up support for its allies. Should the U.S. dialogue with Damascus progress, Washington might consent to take on an enhanced role in resumed Israeli-Syrian negotiations. However, U.S. participation on the Syria track could conceivably result in additional pressure for Israeli concessions in advance of any discernible modifications in Syria's posture toward Hizbullah and Hamas. Based on Syria's track record, there is little reason to be optimistic that the Obama administration will succeed where others have failed. Washington should not necessarily be faulted for trying, as long as the administration remains cognizant of the nature of the regime. Damascus today remains a brutal dictatorship, which derives its regional influence almost exclusively through its support for terrorism in neighboring states and, by extension, through its 30-year strategic alliance with Tehran.

Determined to engage in dialogue - but also ready to break off if the other side was uncooperative - and creative in approach, while fixing it within a clearly defined framework of objectives, President Sarkozy also knew how to seize on unexpected opportunities when they presented themselves.

Abstract:
On December 27, 2008, Israel launched a deadly attack on Gaza. Turkey responded immediately to the Israeli attacks and strongly criticized the operation. Turkish Prime Minister Recep Tayyip Erdogan embarked on a tour of Syria, Jordan, Saudi Arabia and Egypt to garner support for an immediate ceasefire. Turkey's active diplomacy in the Gaza crisis is an indication of Turkey's new foreign policy vision and a self-confidence consolidated by strengthening relations with regional powers. Turkey's proactive policy in the region does not suggest that it will discontinue its relations with one side or the other. In fact, this supposition is marked by the old belief that Turkish foreign policy has a single axis or dimension. By observing the balance of power and keeping all actors involved in the process, Ankara has a greater chance of finding a just and sustainable solution to the Palestinian problem.

190. Engaging Syria? U.S. Constraints and Opportunities

Candidate Obama pledged that his Middle East policy would include re-engagement with Syria; President Obama will find that the past is not easily overcome. The reasons behind his vow remain pertinent. Syria holds important cards in Lebanon, Iraq and Palestine, is Iran's most important Arab ally and has substantial influence over Hamas and Hizbollah. There are indications of potential common ground on which to build, from resuming Israeli-Syrian negotiations, to consolidating progress in Iraq to blunting the rise of jihadi militancy and sectarianism. But significant obstacles to healthy, mutually beneficial relations remain, along with a legacy of estrangement and distrust. They dictate the need for a prudent approach that seeks first to rebuild ties and restore confidence. It will be critical to reassure Damascus that the U.S. is interested in improving relations and resolving the Israeli-Arab conflict, not in regime change. It is also equally critical not to compromise on core principles such as Lebanon's sovereignty or the integrity of the international tribunal investigating the assassination of former Prime Minister Rafiq Hariri.
