The only means available to the US to assume a responsibility to protect the Syrian people from slaughter was by credibly threatening Bashar al-Assad and the security and military elite surrounding him with a decapitating air strike if they did not immediately cease murdering protestors and begin negotiations with opposition figures to the end of making the regime broadly representative of the Syrian population. Credibility probably demanded an initial decimation, a technically possible move. In part because the US lacks the ideology and institutional structure of a real imperial power, in part because it is post-Bush a careful calculator of national interests, Syria, unlike Libya but much like Sudan and the DRC, was a bridge too far.

It is now looking all but certain that the United States will launch some form of attack on Syria. What is unclear is the severity and duration of the attack. Leaving aside the political ramifications, the immediate economic effects are likely to be limited (and are mostly already factored in). Opposing impacts on inflation and activity means that changes to central bank policy could be postponed. A prolonged campaign could have wider ramifications, not least if there is a risk of a geographical widening of the conflict.

163. Claims to Legitimacy Matter: Why Sanctions Fail to Instigate Democratization in Authoritarian Regimes

Abstract:
International sanctions have been one of the most commonly used tools of Western foreign policy in the post‐Cold War era to instigate democratization globally. However, despite long‐term external pressure through sanctions imposed by the European Union, the United States and/or the United Nations, nondemocratic rule in cases such as Belarus, Cuba, Eritrea, Iran, North Korea and Syria has proven to be extremely persistent. In this paper, we analyze a new global dataset on sanctions from 1990 to 2011 and assess which international and domestic factors account for the persistence of nondemocratic rule in targeted regimes. The results of a fuzzy set Qualitative Comparative Analysis (fsQCA) of 120 episodes of sanctions provide new insights for the research on both sanctions and authoritarian regimes. Most significantly, sanctions strengthen nondemocratic rule if the regime manages to incorporate their existence into its legitimation strategy. Such a “rally‐round‐the‐flag” effect occurs most often in cases where comprehensive sanctions targeting the entire population are imposed on regimes that enjoy strong claims to legitimacy and have only limited linkages to the sanction sender.

Abstract:
The presence of Indonesian President Susilo Bambang Yudhoyono at the G20 Summit in St Petersburg in early September went virtually unnoticed by the European media. That his attendance was overlooked can be explained by immediate factors, namely the overriding importance of the Syrian conflict in the discussions among leaders, and the fact that SBY (as President Yudhoyono is commonly known) is a lame-duck president with less than a year to go before the end of his two-term limit. Lacking BRIC status (for now at least), Indonesia – unlike China, India or even Brazil – barely registers on the radar screen of public awareness in Europe. Symptomatic of this neglect is the fact that, almost four years after its signing in November 2009, two EU member state parliaments (and the European Parliament itself) have yet to ratify the EU-Indonesia Partnership and Cooperation Agreement.

The Obama administration recently suggested concluding a legally binding agreement on transparency that would confirm that American BMD does not pose a threat to Russia's deterrence forces, and also concluding a framework agreement on further cutting Russian and American nuclear arsenals. The USA may be interested in reducing the tensions with Russia over the missile defense with a view to break the deadlock on a wide complex of hard security and proliferation issues, including the hot problems of nonstrategic nuclear weapons in Europe and Iran and the North Korean nuclear programs, and also to ensure Russia's support in managing regional crises – these days, especially that in Syria.

Abstract:
Turkey's role in the Iranian nuclear dossier is often portrayed as that of a 'facilitator' and 'mediator' in scholarly analyses. NATO member Turkey was seen as a potential bridge-builder between the Islamic Republic of Iran and the 'Western camp' of negotiators. During prime minister ErdoÄŸan's first legislature, however, Ankara's and Washington's foreign policy outlooks and strategic priorities started to diverge in the course of Turkey's new regional engagement in what has been theorized as a 'Middle-Easternization' of Turkish foreign policy. It is Turkey's location as a geostrategic hub in a politically instable region that informed Turkey's 'Zero problems with neighbors' policy and foreign minister DavutoÄŸlu's advocacy for a 'Strategic Depth' in Turkey's foreign and regional policies. Ankara emphasizes its need to uphold sound relations with its neighbors and publicly stresses an unwillingness to go along with Western pressure on Iran, and insists on the principle of non-interference and Iran's right to use nuclear power for peaceful purposes. All the same, Turkish-Iranian relations are undergoing a deterioration in the wake of the Syrian civil war at the time of writing, with both sides supporting diametrically opposite causes and factions. Turkish-Iranian fundamentally differing conceptions of regional order will also impact upon Turkey's leverage power to defuse the Iranian nuclear crisis. This paper therefore adds a timely contribution to our understanding of a multifaceted and nuanced Turkish foreign policy toward Iran that can be a critical complement to 'Western' diplomatic initiatives in the search for new paradigms for a new Middle East order.

In the media, news commentators continue to refer to Srebrenica as a lesson that should never be repeated again. Indeed, such “never again” statements have re-emerged in light of current events unfolding in Syria, as the international community debates what type of intervention should be used to stop further violence. The media have gone so far as to call the Syrian regime's possible use of chemical weapons against its population a “Srebrenica moment” — that is, a moment when moral outrage of civilian deaths leads to a push for military intervention (Lerman and Lakshmanan 2013). While little action has materialized in the case of Syria, the Srebrenican “never again” lesson is also far from being either agreed upon or learned from in Bosnia itself.

The Syrian conflict's internal dynamics have reshuffled regional alignments alongside unprecedentedly clear-cut sectarian dividing lines; this has often occurred against the preferences of regional state actors−including Saudi Arabia and Iran. Foreign states have generally adopted expedient policies that followed sectarian patterns for lack of alternatives. Iran bears significant responsibility for exacerbating the conflict's sectarian character at the regional level. There is no such “diplomatic shortcut” to regional appeasement; it is the domestic Syrian deadlock that must be broken in order to alleviate sectarian tensions across the Middle East, not the opposite.

The rebels will have to rely on external lines of supply to replenish their arms and ammunition if they are to continue eroding the regime's control. The emergence of al-Qaeda-linked terrorist cells working against the regime poses risks to the United States and a challenge to those calling for material support of the armed opposition. As the militias continue to face overwhelming regime firepower the likelihood of their radicalization may increase. Moreover, the indigenous rebels may turn to al-Qaeda for high-end weaponry and spectacular tactics as the regime's escalation leaves the rebels with no proportionate response, as occurred in Iraq in 2005-2006. Developing relations with armed opposition leaders and recognizing specific rebel organizations may help to deter this dangerous trend. It is imperative that the United States distinguish between the expatriate political opposition and the armed opposition against the Assad regime on the ground in Syria. American objectives in Syria are to hasten the fall of the Assad regime; to contain the regional spillover generated by the ongoing conflict; and to gain influence over the state and armed forces that emerge in Assad's wake. Therefore, the United States must consider developing relations with critical elements of Syria's armed opposition movement in order to achieve shared objectives, and to manage the consequences should the Assad regime fall or the conflict protract.
