371. Metrics for the Haiti Stabilization Initiative

Abstract:
Stabilization in postconflict or low-conflict situations is a growing business around the world. For the United States, stabilization efforts at the moment may seem to focus on U.S. military involvement in Iraq and Afghanistan, but the recently released Quadrennial Diplomacy and Development Review noted that there are 36 active conflicts and 55 fragile states in the world. In reality, the United States supports stabilization efforts from Colombia to Lebanon through a variety of programs. Using a parallel non-U.S.-centric indicator, the United Nations (UN) now supports more than 14,000 police in 17 different countries to provide police advice, law enforcement training, and a public security presence in situations where the UN has a mandate to support a government or encourage peace-building efforts.

Abstract:
Lebanon, a small middle-income country located on the eastern Mediterranean, is typical of many developing nations as it is undergoing demographic and epidemiological transitions with limited resources at hand, and yet unique due to its diverse population and long history of conflict. The conditions of Lebanese women are also fairly unique: A gender analysis Lebanon’s development indicators reveals that Lebanese women experience relatively high levels of health and education, but are lacking a commensurate presence in the public sphere. According to a Lebanese NGO, a “key problem is that gains in health and education have not translated into women’s economic empowerment, advancement in politics, or full equality under the law” (CRTD-A, 2006, p. 8).

Abstract:
This study contains the results of the second survey conducted by KA Research Limited between August 25th and September 27th 2010 with my contribution and that of TESEV’s researchers. Again, the 2010 survey was conducted in the same seven Arab countries but, unlike 2009, it was also conducted in Iran. In total, 2,267 people were surveyed by telephone or face-to-face. These results show a statistically significant increase in positive opinion of Turkey. Although they are dealt with more thoroughly in the report, there are a few social and thus political findings that are different from the previous year.

Libel’s article on the Israeli Defense Forces documents many parallels of doctrinal myopia that are echoed in Johnson’s piece on the U.S. military. In his interview, Young discusses how the U.S. military and State Department played key roles in flood relief in Pakistan in 2010. All four pieces, including those by Johnson (of our faculty) and William Rosenau (of the Center for Naval Analyses and Georgetown University), also touch on the challenges of dealing with nonstate actors, from al-Qaeda and the Taliban to Hezbollah and the FARC.

Abstract:
Power sharing and inclusion have often been viewed as remedies for deeply divided societies all around the globe. However, power sharing as a conflict management tool also has its drawbacks when it is viewed outside of the pre-dominant liberal peace paradigm. These downsides and flaws may not necessarily do away with the underlying principle of power sharing formula in strategies of conflict management and peace building. Yet, both practitioners and academicians should be aware of its disadvantages, and consider complementary or alternative mechanisms. After all, one of its main outcomes appears to be state corruption, as viewed within this case study of Lebanon.

Abstract:
In the last few years, particularly after the May 2007 fighting in the Palestinian refugee camp of Nahr al-Barid, the threat of al-Qaeda establishing a base in Lebanon from which to wage its global jihad has become a cause for concern for most of the international community. This paper will examine to what extent this concern is justified by tracing the history of Salafi jihadism in Lebanon and analyzing its future prospects with an emphasis on the likelihood al- Qaeda will choose to open a new front in Lebanon. The paper concludes with a range of policy prescriptions intended to help Lebanon and the international community counter the growth of al-Qaeda and Salafi jihadism in general.

Of all the explanations why calm has prevailed in the Israeli-Lebanese arena since the end of the 2006 war, the principal one also should be cause for greatest concern: fear among the parties that the next confrontation would be far more devastating and broader in scope. None of the most directly relevant actors – Israel, Hizbollah, Syria and Iran – relishes this prospect, so all, for now, are intent on keeping their powder dry. But the political roots of the crisis remain unaddressed, the underlying dynamics are still explosive, and miscalculations cannot be ruled out. The only truly effective approach is one that would seek to resume – and conclude – meaningful Israeli-Syrian and Israeli-Lebanese peace talks. There is no other answer to the Hizbollah dilemma and, for now, few better ways to affect Tehran's calculations. Short of such an initiative, deeper political involvement by the international community is needed to enhance communications between the parties, defuse tensions and avoid costly missteps.

Abstract:
The August 3 fatal shooting of an Israel Defense Forces officer by a Lebanese Armed Forces soldier has sparked debate regarding the utility and wisdom of the U.S. military assistance program to Lebanon. Although such assistance is not new, the program's scope dramatically increased after the 2005 Cedar Revolution ended Syria's thirty-year occupation and swept the Arab world's only pro-Western, democratically elected government to power. In recent months, however, Syrian influence has returned, while Hizballah has secured enough political power to effectively reverse many of the revolution's gains. Even before the August 3 incident, these changes on the ground prompted Rep. Howard Berman (D-CA), chair of the House Committee on Foreign Affairs, to place a hold on the 2011 assistance package.

Abstract:
Since 2005, Washington has obligated more than $700 million in military assistance to the Lebanese Armed Forces. In the aftermath of the LAF's August 3 cross-border shooting of two Israeli officers, one fatal, this funding has come under increasing scrutiny. Not coincidentally, the shooting followed a series of setbacks for Washington's allies in Beirut, which in turn fundamentally altered the conditions that had spurred the 2005 spike in U.S. funding. It is unclear how this new dynamic is affecting the military, but many infer from the shooting that the LAF is shifting away from neutrality and toward Hizballah. More broadly, the incident has resurrected questions as to whether Washington's main policy objective for the LAF --establishing state sovereignty throughout Lebanese territory -- is ultimately achievable.

Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.
