- Abstract:
- This report contains the findings of TESEV Foreign Policy Programme’s third survey of the perception of Turkey in the Middle East. Conducted by KA Research in 16 countries between October 19th and December 15th, the survey questioned 2323 people by telephone or face to face. As in previous years, the survey contains striking results. Despite falls in some countries, Syria and Iran being the most significant, the general perception of Turkey in the region has not changed fundamentally. In fact of the countries that regional opinion was sought, Turkey has surpassed even Saudi Arabia into first place with 78% of the region having a favourable opinion of it. The conclusions are similar to those in previous years. However, there are some results relating to the ‘Arab Spring’ that should be noted here.

- Over the past three decades, the Islamic Republic of Iran has shown remarkable endurance. It has survived an eight-year war with Iraq, mounting economic sanctions, and serious domestic unrest. It has benefited from the missteps of adversaries, which have created opportunities for Iran to expand ties to militant movements in Iraq, Lebanon, and the Palestinian territories, and to increase its influence in Afghanistan. Recent uprisings against Arab governments long allied with Washington have encouraged the Iranian government to portray itself as the fulcrum of a "new" anti-Western Middle East.

- Abstract:
- This study contains the results of the second survey conducted by KA Research Limited between August 25th and September 27th 2010 with my contribution and that of TESEV’s researchers. Again, the 2010 survey was conducted in the same seven Arab countries but, unlike 2009, it was also conducted in Iran. In total, 2,267 people were surveyed by telephone or face-to-face. These results show a statistically significant increase in positive opinion of Turkey. Although they are dealt with more thoroughly in the report, there are a few social and thus political findings that are different from the previous year.

- The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

- On Monday, Lebanese prime minister Saad Hariri will visit Washington for a meeting with President Obama. In announcing the meeting, White House press secretary Robert Gibbs called it "a symbol of the close and historic relationship between Lebanon and the United States." Indeed, between 2005 and 2009, bilateral ties were never closer or more consequential, with the Cedar Revolution ending nearly three decades of Syrian suzerainty in the country. Over the past year, however, Hariri has had to govern in coalition with Hizballah. The Iranian-Syrian backed Shiite militia will be the elephant in the Oval Office during Monday's meeting.

- Last week's international donor conference to address the question of humanitarian assistance to Gaza underscores the myriad challenges confronting the process. Namely, how should the international community respond to the complex issues surrounding assistance in post-conflict recovery and reconstruction, particularly when several key donors reject any contact with Hamas, the governing authority on the ground? By any estimation, the Gaza reconstruction process will face several perplexing issues: How can billions of US dollars be effectively, transparently and accountably dispersed in a coordinated way, when several key donors and the Government of Israel reject any moves that will bolster the fortunes of Hamas, who m they classify as a terrorist organisation? What impact will an emerging Palestinian National Unity Government have on the mechanisms for overcoming many donors' reluctance to deal directly with Hamas? What opportunities and challenges does the reconstruction of Gaza pose for a rapprochement between Hamas and Fatah? Who will lead the reconstruction process and how will meaningful activity take place in the face of severe restrictions on access and movement? With Hamas in power in Gaza and Israel ref using to consider opening their common borders until kidnapped Israeli Defence Forces Corporal Gilad Shalit is released by Hamas, how is meaningful recovery and reconstruction even possible? In the absence of a credible political process, what use is reconstruction anyway if it merely returns the population of Gaza to their pre-conflict socio-economic imperilment? Lebanon faced a similar situation following the 2006 war between Hezbollah and Israel.

40. Averting Iranian Influence in Post-War Gaza: The Rehabilitation Issue

- Immediately upon the end of the fighting in Gaza, the international community will enlist on behalf of an extensive rehabilitation project to enable the Palestinian population to return to their homes and get on with their civil and economic lives. It is of prime importance to prevent Iran from acquiring influence in post-war Gaza through any assistance programs. Following the Second Lebanon War in 2006, Iran and Hizbullah grasped the political and economic significance of the rehabilitation project in the Shiite areas of southern Lebanon damaged during the war. Hizbullah directed the rehabilitation work, while totally ignoring the central Lebanese government, and in this manner regained and even reinforced its influence within the Shiite community. Iran is already positioning itself for influence in post-war Gaza. On January 14, 2009, the Deputy Speaker of the Iranian Parliament, Ali Akbar Mohtashami, arrived in Lebanon heading a 40-man delegation in order to direct Iranian support for Hamas. The main objective for Israel and the international community should be to deny Iran the attainment of this objective and to transform the Palestinian Authority, headed by Mahmoud Abbas, into the principal factor, along with Egypt, entrusted with the rehabilitation work in Gaza.
