Abstract:
The sympathy and support for the United States that surged worldwide in the aftermath of the 2001 attacks began to ebb as soon as US bombs began falling on Afghanistan. Supportive sentiments continued to recede through 2004, driven increasingly by the Iraq war and eventually settling at levels unseen since the early 1980s. The trend has temporarily reversed in some places at some times, either in response to hopeful news from Iraq (such as the December 2004 elections) or in reaction to local events (the November 2005 terrorist bombing in Jordan). Also, there are national exceptions to the trend (Israel) and partial exceptions (India). On balance, however, the United States today finds world opinion substantially at odds with its foreign policy and its leadership on most particulars.

Nearly four years after 9/11 , hardly a day passes without the "war on terrorism" making headlines, with Iraq, Afghanistan, Indonesia and now London holding centre stage. But away from the spot light, a quiet, dirty conflict is being waged in Somalia: in the rubble-strewn streets of the ruined capital of this state without a government, Mogadishu, al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism networks are engaged in a shadowy and complex contest waged by intimidation, abduction and assassination. The U.S. has had some success but now risks evoking a backlash. Ultimately a successful counter-terrorism strategy requires more attention to helping Somalia with the twin tasks of reconciliation and state building.

On November 2, Iraq's Defense Ministry appealed to junior officers from Saddam Hussein's disbanded army to return to service. The decision to include these soldiers is part of an ongoing strategy to minimize support for terrorism by reintegrating Sunnis into the political fabric of the new Iraq. This latest effort comes as Abu Musab al-Zarqawi's group steps up targeting of Shiite civilians in an effort to spark retaliatory attacks against Sunnis. But as Zarqawi's attacks on Shiites exact growing toll among civilians, his tactics may be causing a divide within the ranks of the resistance.

Abstract:
On September 29, Algerians will vote on President Abdelaziz Bouteflika's proposed Charter for Peace and National Reconciliation, a policy that would provide amnesty for most of the one-thousand Islamic terrorists the government believes are still hiding in Algeria and neighboring countries. Between three hundred and five hundred of the terrorists still at large belong to the Salafist Group for Preaching and Combat (GSPC). This cadre of Afghanistan-trained, al-Qaeda-linked militants was behind the September 24 ambush of a police patrol east of Algiers that killed eight people. These holdouts have shown no interest in a government amnesty, despite the Algerian population's clearly waning interest in Islamist-inspired political violence.

Instead of healing the growing divisions between Iraq's three principal communities -- Shiites, Kurds and Sunni Arabs -- a rushed constitutional process has deepened rifts and hardened feelings. Without a strong U.S.-led initiative to assuage Sunni Arab concerns, the constitution is likely to fuel rather than dampen the insurgency, encourage ethnic and sectarian violence, and hasten the country's violent break-up.

Iran is now an important focal point for U.S. foreign policy. Yet many have argued that the United States lacks a coherent foreign policy on Iran, amounting to no more than an enormous list of “evils”: namely, that Iran exports its radical Islamist revolution, supports Hezbollah and Hamas and actively opposes the Middle East peace process, is building nuclear and biological weapons capacity, was involved in the bombings of the Jewish center in Buenos Aires and the Khobar towers in Saudi Arabia, provides Al-Qaeda with safe passage and refuge, helps insurgents in Iraq, assassinates its own dissidents and oppresses its people, and so on.

Abstract:
If history is any guide, the war and subsequent occupation and reconstruction of Iraq will shape U.S. relations with the Arab world—and perhaps with the whole Muslim world—for decades, just as prior military occupations altered U.S. relations with Latin America, the Caribbean, Europe, and Asia. What happens in Iraq is also likely to profoundly affect whether and with what degree of effort and success states choose to work together to constrain the spread of weapons of mass destruction (WMD). The war and its aftermath will affect U.S. foreign relations, influence U.S. policies regarding future armed interventions, and alter the international struggle against terrorism. It is a massive understatement, then, to say that a great deal is at stake, on the ground in Iraq, around the world, and in the lessons for the future that will be drawn here at home.

The US carried out the Iraqi occupation quickly, easily and with few casualties. It put an end to the security bureaucracy in the name of building new Iraq after the war. After a short while it faced unexpected resistance in the regions where Sunnite Arabs live. Insurgents have proved by their choice of targets and use of methods that they have a long-term and systematical resistance strategy. The insurgents could organize quickly because of effective tribal order, power of old security bureaucracy which kept its integrity after the war and refusal of foreign occupation. Insurgents want to control the public in order to get rid of weakness. Therefore, the keypoint of contention is who will control the public. While insurgents commonly use "terror" and "violence", occupiers try on the one hand to make insurgents ineffective, on the other, to win the "heart and brain" of the public. Security questions may spread to whole country in Iraq where there are ethnic and religious struggles. Iraqi Shiites may be involved in the conflict. Kurdish claims on Kirkuk may bring an ethnic conflict to the agenda. If the US administration can't provide stability in Iraq as soon as possible, Iraq may drift into a civil war.

President George W. Bush will enter his second term leading a country that is at war on five fronts at once. Four are clear: in Iraq and Afghanistan, against al-Qaeda and its global affiliates, and within the homeland. The fifth front, however, is the poor stepsister to the other four. It is being fought with an arsenal of outmoded and dysfunctional weaponry, a set of confused and self-defeating battlefield tactics, and no clear strategy for victory. Such is the status of the U.S. effort to fight the "battle of ideas" -- the ideological war to prevent Islamists and their sympathizers from capturing the social, cultural, economic, and political high ground in Muslim societies around the world.
