2. Understanding the Energy Drivers of Turkey’s Foreign Policy

- Turkey has an energy dependence problem. For the past two decades, Ankara’s energy needs have been on the rise, and they are projected to continue on an upward trajectory until at least 2035. Yet, the country is not endowed with the proven natural resources to support its energy needs, and so it imports almost all of the energy it consumes. This reliance on energy imports creates economic and security constraints for Ankara. On the economic front, strategic decisions to diversify Turkey’s energy market impact the direction and pace of the country’s economic development. On the security front, dependence on foreign energy exposes Turkey to external shocks and creates vulnerabilities that affect the country’s international posture. To Turkish policymakers, this is hardly breaking news. For many decades, successive governments have been considering ways to diversify the country’s energy portfolio with the objective of ensuring access to affordable, reliable energy supplies. Domestically, this goal has translated into continued investments in locally produced power, such as the development of natural gas fields under the Black Sea and the opening of nuclear and coal-fired power plants across the country. Externally, the aim of diversification has led Ankara to forge a wide range of international partnerships and preserve relations with both Western purchasers of Turkish exports and key energy providers, including Russia and countries in Turkey’s immediate neighborhood. What is more, Ankara pursues its energy diplomacy against the backdrop of a broader geopolitical strategy of bolstering Turkey’s status as a regional power based on its geographic position and connections. At the heart of this strategy is a grand plan to establish Turkey as a major natural gas hub that will put the country at the center of regional energy trade. This policy has ramifications for Ankara’s relations with its close and more distant neighbors. Turkey is surrounded by energy-rich countries, and one of its primary objectives when reaching out to them is to secure the conditions for a steady inflow of energy resources—typically, natural gas and oil. This objective can lead to the development of durable economic partnerships, such as with Azerbaijan, Turkmenistan, and Iran; but it can also spark conflicts of different degrees of intensity, such as with Turkey’s Eastern Mediterranean neighbors and Iraq. Beyond its immediate neighborhood, Ankara’s gas diplomacy is consequential for relations with Russia—with which Turkey has been strengthening its energy relations beyond hydrocarbons—and with Europe. On the demand side of Ankara’s natural gas market equation, European countries are thirsty for non-Russian hydrocarbons in the short and medium term and for green energy in the longer term. Turkey has the potential to provide both, as long as it comes up with strong policies that support these energy transitions. To do so, the Turkish government will need to shift its approaches not only to energy but also to geopolitics. Ankara will have to present itself as a reliable energy partner for Europe and ramp up its investment in clean energy technologies. Delinking Turkey’s economic development from its dependence on hydrocarbons will benefit Ankara financially while bringing it closer to its European allies. Building a long-lasting energy partnership with Europe remains one of Turkey’s greatest challenges.

3. Advise, Assist, Enable: A Critical Analysis of the US Army's Security Force Assistance Mission During the War on Terror

- The U.S. Army struggled to build capable host-nation security forces in Iraq and Afghanistan because it did not give those security force assistance (SFA) missions the priority and support they deserved. Both the selection and training of U.S. advisors were highly flawed. The Army also struggled to ensure the selection of high-quality personnel into the host-nation forces. Much of the SFA effort was conducted in an ad hoc manner, without sufficient funding or strategic prioritization. Today, the Army has corrected many of the issues that plagued its SFA formations during the War on Terror by creating a permanent Security Force Assistance Command and six Security Force Assistance Brigades. It is essential for the Army to maintain and support these formations to ensure that the bitter lessons of Iraq and Afghanistan are not forgotten.

- The war in Gaza has deepened the Middle East’s fault lines. Iran and its proxies and the US and Israel have engaged in a cycle of tit-for-tat attacks across the region, with the Israeli bombing of the Iranian consulate in Syria and Iran’s direct retaliation against Israel threatening to escalate into a regional war. Iraqi paramilitaries operating as part of Iran’s ‘axis of resistance’ have also attacked US forces in Iraq, who responded with reprisals of their own. This, and the increasing risk of a wider war, imperils the relative stability Iraq has enjoyed over the past few years and the country’s fledgling role as a regional mediator. Iran’s influence in Iraq increased following the US invasion of 2003 and the fall of Saddam Hussein – but their relationship is far from being a simple agent-proxy arrangement. Iran’s strongest influence is through its paramilitaries’ presence in Iraq’s security apparatus, but Iraq has also exhibited some political independence from its neighbour and maintains financial leverage over Iran. Europeans can help increase Iraq’s autonomy. In the economic sector, they should strengthen its financial institutions through global integration and digitisation. European countries can also work alongside Gulf states to broaden their ties with Iraq, including in foreign investment and a shift from a development or humanitarian aid framework towards normal bilateral ties. However, for any European policy to be successful in Iraq, it must be designed within a broader framework of ending the war in Gaza and resolving the Palestinian-Israeli conflict – without which the dangerous escalation across the Middle East may continue.

- Amid growing pressure to dissolve the coalition and withdraw troops, the United States and its partners should continue pursuing good relations with Baghdad—but this time with a lighter footprint and increased regional cooperation. At Baghdad’s request, the UN Assistance Mission for Iraq (UNAMI) has been ordered to cease operations in December 2025, following a previous decision to shut down the UN team charged with investigating the Islamic State’s crimes in Iraq (UNITAD). Meanwhile, Baghdad plans to close the country’s remaining camps for internally displaced persons (IDPs), first opened at the height of the war against IS. More broadly, it seeks to normalize its diplomatic activism in the region, which recently included mediating rapprochement talks between Turkey and the Syrian regime. Despite the international support and military cooperation that have defined Western relations with Iraq in the post-Saddam era, Baghdad has begun to reevaluate longstanding arrangements. Washington and its partners should follow suit, scrutinizing the current basis of relations with Iraq amid changes in the local and regional environment, while simultaneously preserving the relationship's most beneficial aspects.

6. Turkey Wants to Stitch Iraq and Syria Back Together (Part 2)

- Ankara’s push for “soft recentralization” in Iraq will likely include more intensive efforts to establish the Development Road and prioritize Baghdad’s interests, though without abandoning the Kurdistan Region. As discussed in Part 1 of this PolicyWatch, Turkey’s Syria strategy is rather circuitous, potentially involving simultaneous negotiations with the Assad regime and the United States while running the risk of damaging relations with Washington if the two governments fail to coordinate their moves. In contrast, Ankara’s Iraq strategy—which boils down to promoting Turkish money over Iranian guns—is more straightforward and likely to receive U.S. backing. To this end, Ankara has conceived the Development Road, a proposed trade network that would run across Iraq and Turkey, connecting Asian and European markets via the Indian Ocean and Mediterranean Sea. Initially, the project ran counter to the India-Middle East-Europe Economic Corridor (IMEC), a U.S.-proposed route stretching from India through the Arabian Peninsula and Levant to Europe. Yet the Gaza war and ongoing Houthi maritime attacks have raised security concerns about commercial shipping through the Red Sea, suddenly boosting the prospects of the Development Road at IMEC’s expense. With Gulf money behind the project, Turkish policymakers predict the Development Road’s initial routes could open as early as 2027. Washington should consider throwing its support behind this initiative as well, particularly if it needs to counterbalance Iranian influence in Baghdad following a full or partial U.S. withdrawal from Iraq.

7. Al-Sudani’s first 100 days – Or how to keep everyone happy

- The job of an Iraqi Prime Minister is a complex balancing act on both the domestic and international fronts. To begin with, there is the challenge of managing competition between the country’s factitious elites. Then there is the unresolved tension between self-interested elites and a citizenry that has largely lost faith in its political leaders. Finally, there is the foreign policy dilemma of balancing political and economic dependence on both the US and Iran. By these standards, Prime Minister Mohammed Shiya al-Sudani’s first 100 days in office have provided a crash course on how to please all sides. He has allocated government positions to his supporters with gusto, provisionally left most Sadrist bastions of power in the state untouched (even though Sadrists are excluded from the government) and offered extensive ‘bread and games’ for the population by promising jobs and social security. Al-Sudani has furthermore sought to reassure opposing foreign actors through a hitherto fairly balanced foreign policy. His approach has been enabled by the broad coalition of Iraqi political elites that brought him to the premiership, along with record oil revenues that help grease the wheels of patronage politics. While structural reforms in politics, administration and economics are overdue, they will not happen because Iraq’s political leaders have no need for them in the immediate term. However, unresolved elite contention, a lack of public investment and the absence of reform mean that Iraq is likely heading for tougher times within the space of a couple of years.

- American-led efforts to state and nation-build in Iraq all but failed, resulting in the deaths of 4,431 US troops, hundreds of thousands of Iraqi fatalities, and mixed-at-best results in creating a viable state. Despite these failed efforts in Iraq, the United States will most likely need to work with allies, partners, and the Ukrainian people to reconstruct their country in the wake of Russia’s war against Ukraine. Therefore, learning lessons from the war in Iraq is critical for future efforts at state stabilization.

- In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.
