21. Protection of Polish critical infrastructure (CI) against air threats

The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

Every day, malicious actors target emerging technologies and medical resilience or seek to wreak havoc in the wake of disasters brought on by climate change, energy insecurity, and supply-chain disruptions. Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. As terrorists hone their skills to operate lethal drones, use biometric data to target innocents, and take advantage of the chaos left by pandemics and natural disasters for nefarious purposes, NATO forces must be prepared to respond and prevent terrorist events before they happen. Big-data analytics provides potential for NATO states to receive early warning to prevent pandemics, cyberattacks, and kinetic attacks. NATO is perfecting drone operations through interoperability exercises, and space is being exploited by adversaries. Hypersonic weapons are actively being used on the battlefield, and satellites have been targeted to take down wind farms and control navigation. This handbook is a guide for the future, providing actionable information and recommendations to keep our democracies safe today and in the years to come.

Abstract:
The Israeli Police and Europol, the European Union’s police agency, have been conducting negotiations over an operational agreement for several years. In September there was signing of end of negotiations, but in December the Council of the European Union decided to re-open the talks. In a global world where crime and terrorism cross borders, countries need to strengthen cooperation among themselves. Such inter-police cooperation takes on a unique form in the EU. The operational agreement between Israel’s Police and Europol can have considerable importance in contributing to the parties’ ability to deal with terror and crime. This paper will review Europol, its cooperation with Israel’s police and other enforcement agencies, including the negotiated agreement, the motivations for upgrading relations with Israel and the benefits and challenges of doing so.

Abstract:
Terrorism and jihadist propaganda are among the primary threats of the contemporary era. Because of the high number of foreign fighters from the post-Soviet republics among the rank of the Islamic State, there is a general concern about jihadist propaganda in the Russian language. Kavkazcenter has appeared as one of the main websites in the Russian language to support Imarat Kavkaz (Caucasus Emirate) and regional militant groups. Firstly, this paper examines scientific literature useful to classify Kavkazcenter as a jihadist portal or a media agency. Secondly, the research focuses on the website Kavkazcenter investigating its structure, ideologies and connection with the Arab-Muslim world and the international terrorist network. Finally, this investigation intends to describe if Kavkazcenter represents a serious threat not only for the Russian national security but also for the entire post- Soviet space and the European Union itself, where North Caucasian migrants and refugees live.

Abstract:
France has traditionally taken a security-based approach to the fight against terror. It was a latecomer to the field of radicalization prevention and the establishment of disengagement programs aimed at jihadists. It only started to think seriously about the issue in 2013 and its first attempts involved certain irregularities. For that reason, deradicalization suffers from a persistent bad reputation in France. The disengagement and reintegration programs established since 2016—RIVE from 2016 until 2018 and PAIRS, which started in 2018 and is still running—have operated behind closed doors. Discreetness was preferred to overcommunication. This study—the result of a long-term field survey of the staff, participants, and partners of PAIRS—opens the black box of disengagement methods. It offers a nuanced assessment of these initiatives, which, after four years of operations, have produced reassuring results: among the dozens of terrorist offenders who have participated in RIVE and PAIRS in open custody, none have reoffended.

27. A transatlantic agenda for homeland security and resilience beyond COVID-19

Abstract:
The ongoing COVID-19 pandemic has disclosed the importance of resilient power – a society’s capability to absorb unexpected major shocks, handle and adapt to these, and then, most importantly, bounce back. As the pandemic still rages, endurance has become a major challenge for individuals, institutions, companies, and societies. It emphasizes another dimension of resilience: it is not only about how fast society is able to bounce back and recover at a certain moment, but also how it can withstand repeated shocks over time. The pandemic also brought the notion of solidarity to the forefront and exposed the connection between strong resilience and solidarity in open societies. Solidarity was repeatedly tested within and between nations, as well as between different parts of society. Fragmentation and competition flourished amid weak resilience and discouraged tendencies toward cooperation, despite potential gains. To successfully handle modern challenges to homeland security and resilience, such as climate change and pandemics, there is no way around efficient cooperation. For resilience to be strong, it must be developed not only among states but also in partnership with the private sector, as resilience must be ensured for individuals, communities, private businesses, and public institutions, and at all levels of authority. Furthermore, the pandemic has heightened other threats to modern societies, including disinformation, cyber operations, attacks on election systems, and social media manipulation. Ultimately, these threats are targeted to undermine democracy itself. They differ in character, magnitude, and scope, but are often non-military. This new report, “A Transatlantic Agenda for Homeland Security and Resilience Beyond COVID-19”, highlights some of these modern challenges, which could be possible focus areas for transatlantic cooperation, as well as ideas for building and enhancing capabilities. This report is the result of a half-day online workshop held on January 28, 2021. This report aims to help shape a transatlantic agenda on homeland security and resilience that encompasses everything from policy and capabilities to future science and technology in a time when the transatlantic relationship is ideally positioned to be revitalized and deepened.

Any counter-terrorist policy should be shaped according to the nature of the threat. For an alliance like NATO, it is particularly import- ant to distinguish the fundamental characteristics of global movements from local terrorist entities. Whilst global jihadi propaganda and Islamist ideology still represent a significant danger, in many instances, it is the local dynamics that prevail. Complex NATO operations – designed to prevent, stabilize or rebuild – must be framed and designed accordingly.

Abstract:
Terrorism with religious ideological background today is a serious global threat. The modern infrastructure and the communications of movement allowed terrorist organizations to be able to attack everywhere in the world. The issue that is a point of interest of this paper is the current situation of returning the foreign terrorist fighters to their home country or third countries and the security consequences that may arise if they are not treated properly. For a more detailed perception of this problem through the case analysis – an operative police action related to the foreign terrorist fighters, the functional aspects of the criminal prosecution bodies of the Republic of North Macedonia will be better perceived and studied. Also, a special emphasis will be placed on the strategy for the fight against violent extremism and the financing of terrorist fighters.
