71. Hackers, Hoodies, and Helmets: Technology and the changing face of Russian private military contractors

Abstract:
The first time Russia invaded Ukraine in the twenty-first century, the Wagner Group was born. The now widely profiled private military company (PMC) played an important role in exercising Russian national power over the Crimea and portions of the Donbas—while giving Moscow a semblance of plausible deniability. In the near decade since, the Russian PMC sector has grown considerably, and is active in more than a dozen countries around the world. PMCs are paramilitary organizations established and run as private companies—though they often operate in contract with one or more states. They are profit-motivated, expeditionary groups that make a business of the conduct of war.1 PMCs are in no way a uniquely Russian phenomenon, yet the expanding footprint of Russian PMCs and their links to state interests call for a particularly Russian-focused analysis of the industry. The growth of these firms and their direct links to the Kremlin’s oligarch network as well as Moscow’s foreign media, industrial, and cyber activities present a challenge to the United States and its allies as they seek to counter Russian malicious activities abroad. As signals intelligence and offensive cyber capabilities, drones and counter-drone systems, and encrypted communications become more accessible, these technologies will prove ever more decisive to both battlefield outcomes and statecraft. More exhaustive research on these issues is necessary. The ongoing conflict resulting from Russia’s second invasion of Ukraine in this young century seems likely to shape the conduct of Russian foreign policy and security behavior for years to come—and these firms will play a part. The activities of these PMCs include high-intensity combat operations, as evidenced in Syria in 2018 and Ukraine in 2022, and a mix of population control, escort and close protection, and local direct-action activities, as seen in Libya, Mali, and elsewhere.2 Given the sourcing and dependence of Russian PMCs on Russian military service personnel and no small influence of Russian doctrine, the questions to reasonably ask include: How do changes in the Russian conduct of war and adoption of new technologies influence these PMCs? Moreover, how might these technological changes influence the role these PMCs play in Russian strategic goals and activity abroad?

Abstract:
Sweden and Finland have just cleared a big hurdle on their path to NATO membership with the US Senate’s overwhelming vote to welcome them into the Alliance. While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Even though some analysts have posited that these two countries—especially Finland, which has an 830-mile border with Russia—bring disqualifying liabilities, most Alliance leaders, NATO-watchers, and European security experts argue these newest aspirants will strengthen the Alliance. This is especially so in terms of military capabilities and capacity, but also in terms of strategic culture and geostrategic outlook. Nonetheless, in the days, weeks, and months after Finland and Sweden officially become members, there is an array of subsequent questions that these two aspirants, other allies, and NATO as an organization will need to consider—and ultimately answer. After examining the key strengths that Finland and Sweden are likely to bring into NATO, this issue brief will consider several of these critical topics. These include defense planning, operational planning, and readiness concerns.

However, the war has led to unfavourable changes from India’s point of view—the weakening of Russia, the collapse of its cooperation with the West, and a growing dependence on China. As a result, Russia is diminishing in importance as a key partner of India, including a supplier of weapons and technology. In the long run, closer cooperation between India and the U.S. and EU countries in the field of security and energy will help to move India away from Russia.

Abstract:
During the European Council summit on 23 June, Georgia was not granted EU candidate status, unlike Ukraine and Moldova, and received only the prospect of EU accession. Georgia is the most pro-European state in the South Caucasus. The effectiveness of its Euro-Atlantic foreign policy course is hampered by internal political polarisation and Russia’s policies towards the region. Georgia’s continued cooperation with the EU and NATO will depend primarily on its willingness to implement reforms and the development of an internal consensus between the government and opposition.

Connectivity initiatives across the Eurasian landmass have been on global and regional agendas since the dissolution of the Soviet Union, with the newly independent countries of the Silk Road region prioritizing efforts to reach international markets so as to strengthen their strategic independence from Moscow. Amongst the numerous Silk Road connectivity initiatives, the Middle Corridor has the aim of building an efficient East‑West corridor involving countries located between the European Union and China (except for Russia). This essay analyses the pros and cons of the Middle Corridor project from the perspective of some of the countries most concerned, starting with Türkiye. Abstract:
What is the impact of the war in Ukraine on North Korea’s unprecedented military provocations? Seung-soo Hyun, a research fellow at Korea Institute for National Unification, points out that Moscow’s defense of Pyongyang at the UN Security Council has emboldened North Korea. However, considering the low economic compatibility between the two countries and tight international sanctions against Russia after it invaded Ukraine, the bilateral economic cooperation would hardly help Pyongyang to develop its economy. Abstract:
When the Council of the European Union decided on 23 June 2022 to grant Moldova the status of EU candidate country, it boosted the morale of a beleaguered government in Chișinău trying to circumnavigate a daunting series of crises. Since Maia Sandu ousted Socialist President Igor Dodon in the presidential election in 2020 and her reform-oriented Party of Action and Solidarity (PAS) obtained a parliamentary majority in 2021, Moldova has barely had a chance to catch its breath. In the year that followed, the country experienced an energy crisis that almost deprived it of gas in the winter of 2021-2022, a budding economic crisis with rampant inflation, and a security and refugee crisis as a result of Russia’s war against Ukraine. The war in its immediate neighbourhood, with Russian troops advancing in the spring along Ukraine’s southern coast to barely over 100 kilometres of Moldova’s borders, has further complicated the already difficult geopolitical balancing act of successive Moldovan governments. It has also aggravated existing security risks. For years, Moldova has balanced its aspirations to join the EU with its constitutional neutrality and its many dependencies on the Russian Federation. While President Putin was quick to congratulate Maia Sandu on her election and has so far refrained from open hostility towards her government, there are still many vulnerabilities that Moscow already leverages and could further exploit if it chose to destabilise Moldova. Not only is Moldova’s economy highly fragile and dependent on Russian energy, there are also political forces and regions that see their interests threatened by the reforms of the PAS government in Chișinău – and over which Moscow has different degrees of influence. Two of such regions are the separatist region of Transnistria in the east and the autonomous region of Gagauzia in the south of the country. A better understanding of these key vulnerabilities could help the EU and the Netherlands to assist Moldova in reducing them and to increase the stability and resilience of the EU’s newest candidate country. The central question of this research report therefore is to what extent Russia’s influence over Moldovan domestic politics as well as the regions of Transnistria and Gagauzia poses risks to the internal and external stability of Moldova.

In response to Russia’s continuing war against Ukraine and the scope of the current escalation against humanity and civilian infrastructure in Ukraine, the European Council adopts the ninth package of new sanctions targeted to step up the existing pressure on Russia and its government. Since March 2014, the EU has progressively imposed prohibitive measures on Russia in this vein including individual sanctions, economic sanctions including energy, transport, and diplomatic sanctions of which multidimensional backgrounds are attributed to the illegal annexation of Crimea, Russia’s military attack on Ukraine and illegal annexation of Donetsk, Luhansk, Zaporizhzhia and Kherson regions in the current year.

Abstract:
A key stumbling point in trying to chart a peace agreement between Russia and Ukraine has been an inability of both sides to consider hybrid solutions that recognize resource interdependencies that could benefit either side. Such a pragmatic view would not undermine American or Western principles and lead to a more durable peace agreement. The peace process in the Russian-Georgian War and the governance mechanism set up for the autonomous region of Adjara provide useful examples in this regard. Science diplomacy, particularly in the Arctic, could be a useful “ice-breaker” between Russia and the West, and the climate crisis makes such interaction even more urgent.
