Young and charismatic Barack Obama won a historic victory in the U.S. presidential election. This victory has sparked an international frenzy filled with hope and expectations. Obama, who ran on a platform of “change,” has vowed to rebuild U.S. national power, reshape its international image, and renew its global leadership. However, he will face daunting internal and external challenges—fighting the disastrous financial crisis and economic recession, bringing the war on terror to an end, and coping with emerging powers, including China. What relevance does his victory have for U.S. policy toward China? Will Obama's China policy be one of change or continuity? What would we expect from the Obama administration in cultivating the future course for a China-U.S. constructive and cooperative partnership? These questions are the real concerns of the Chinese people as political power changes hands in the United States.

Abstract:
A higher Renminbi will have two advantages: for the United States, it will help to equilibrate the past trade imbalance; for China, it will stimulate consumption (and enhance imports). It will therefore help China switch from a purely exporting strategy to one that maintains domestic growth through internal consumption. The goods that were to be sent abroad can now be consumed by an increasingly middle class nation at home. These steps will bring China and the United States closer economically and increase international stability. However, unless the military-security relations of the two countries improve, this will not be a sufficient remedy for the two nations' long term problems.

Abstract:
The United States and India share the fundamental objective of preserving an Asia that is peaceful, prosperous, and free. Without security, India's meteoric rise cannot continue. While New Delhi can manage Pakistan, its longtime regional adversary, it will have more difficulty confronting the challenges posed by a rising China. As a result, India will continue to depend on the United States to preserve order in Asia until it can protect its own interests there.

454. Shades of Red: China's Debate over North Korea

Pyongyang's latest round of provocations has prompted Beijing to reconsider its North Korea policy. A rocket launch, the withdrawal from the Six-Party Talks, and the 25 May nuclear test all deepened doubts in China about its policies towards its neighbour. This series of escalating gestures coincided with reports that Kim Jong-il was seriously ill, which set in train succession plans. Together, the nuclear tensions and succession worries drew out an unusually public, and critical, discussion in China about its ties with North Korea. The debate took place between those proposing a stronger line against North Korea (“strategists”) and others advocating the continuation of substantial political and economic cover for China's traditional ally (“traditionalists”). Beijing ultimately supported a strongly worded UN Security Council presidential statement and a resolution mandating a substantial sanctions regime, albeit one focused on missile and defence programs that would not destabilise the economy. Although many in the West have pointed to this debate as a sign of a policy shift, Beijing's strategic calculations remain unchanged. As one high-level Chinese diplomat said, “Our mindset has changed, but the length of our border has not”. North Korea's attempted satellite launch and nuclear test generated significant domestic and international pressure on Beijing, while its withdrawal from the Six-Party Talks stripped China of its primary strategy for dealing with the nuclear crisis. Chinese policymakers began to question whether North Korea's nuclear ambitions and desire for recognition as a nuclear power by the international community were in fact negotiable. Beijing was angered by the latest escalation and was ready to reprimand the North, but in a controlled way that would protect Chinese interests.

In 2007, the Atlantic Council of the United States (the Council) partnered with the U.S./China Energy and Environment Technology Center (EETC) at Tsinghua and Tulane Universities to hold a series of dialogues to foster cooperation between the United States and China on developing secure and sustainable energy supplies. Over the past several years, the Council and EETC have invited key organizations, experts from industry and government, and representatives from relevant United States (U.S.) and Chinese government agencies to become directly involved in several meetings designed to identify concrete recommendations for increasing official governmental and industry cooperation.

Although the recent cross-Strait political climate has improved, the People’s Republic of China (PRC) has steadfastly refused to renounce the use of force against Taiwan while shifting the cross-Strait military balance in its favor. Faced with such challenges, the Taiwan Quadrennial Defense Review is meant to increase military transparency while convincing Taiwanese legislators, the Chinese PLA, and U.S. policy makers and analysts alike that the Ministry of National Defense is firmly dedicated to creating new strategies and engaging in reforms that will prepare the military for future challenges.

Abstract:
In its 2005 Report to Congress, the U.S.-China Economic and Security Review Commission—also known as the U.S.-China Commission (USCC)—recommended that China appreciate its currency, the renminbi (RMB), “by at least 25 percent against the U.S. dollar” or face “an immediate, across-the-board tariff on Chinese imports.” The commission argued that such an action could be justified under Article XXI of the World Trade Organization (WTO), “which allows members to take necessary actions to protect their national security.” The key idea behind the commission’s protectionist policy stance is that “China’s undervalued currency has contributed to a loss of U.S. manufacturing, which is a national security concern” (USCC 2005: 14).

Ambassador Mahbubani's address looked at previous American actions that built "reservoirs of good will" that ultimately assisted America in its ideological victory in the Cold War, especially in Asia: its sharing of the "American dream" with the world; its openness to foreign students; the international order built by the United States after 1945; and, finally, the stabilizing effects of its military presence in East Asia. However, the end of the Cold War has brought changes, and the gulf between America's self-perception and the way it is seen in the Islamic world, and China in particular, demonstrate the dwindling of those good will reservoirs.

Abstract:
Sino-Russian bilateral relations have steadily developed during the 1990s. With the help of the Shanghai Cooperation Organization (SCO), which was established in 1996, China and Russia had the chance to balance the hegemony of the US in the world and to prevent the interfering of other great powers to central Eurasian issues. Central Asian countries, which have been historically and strategically squeezed between Russia and China, have also taken part in the SCO. With the US military operation of Afghanistan after September 11th terrorist attacks in 2001, the new era has started in Central Asia and the SCO has been affected negatively within this process. The attitude of Russia and China is very important for the future of the SCO as an organization. The SCO will be able to protect its entity and continue to develop, as long as the cooperation between China and Russia carries on depending on mutual interests.
