Abstract:
During her recent trip to Africa, US Vice President Kamala Harris announced a $100 million commitment over ten years to West African Nations to fend off the increasing threat of extremist groups. The announcement followed President Biden’s pledge of $55 billion to the continent for the next three years. While these promises reveal a US commitment to greater engagement with African states, the often-dodged question is whether citizens of these states will benefit. Will US security aid improve human security in fragile and conflict-affected African states? How is US security assistance likely to affect governance and state repression for citizens that often suffer at the hands of both extremist groups and their own security forces?

Rin Tueny has achieved success in pacifying parts of Lakes state, including the Greater Rumbek area. His methods, however, have prioritised security and deterrence over human rights and legal norms. Consequently, there is little meaningful institutional oversight. While Lakes state may appear to be a ‘success’ story, a relapse into turmoil is possible. Changing Lakes State? The Economic Community of Central African States (ECCAS) continues to confront a multitude of challenges spanning human rights abuses, armed conflicts, transnational crime, inadequate governance, food insecurity, poverty, usurpation, corruption, extensive embezzlement, and sluggish economic growth. These issues have dire repercussions on both the well-being of the populace and the economies of ECCAS member states. A significant factor contributing to this situation is the deficiency of robust national and international institutions capable of advocating for reform or making evidence-based policy decisions. In this context, the pivotal role of think tanks in advancing good governance, upholding the rule of law, safeguarding fundamental human rights, fostering inclusive and sustainable conflict resolution, among other objectives, is widely acknowledged on a global scale. Nevertheless, the few think tanks operating within the ECCAS region continue to grapple with multifaceted challenges that hinder their capacity to advocate for evidence-based decisions and carry out their advocacy initiatives without hindrance. These challenges encompass securing sustainable funding, upholding integrity and credibility, as well as difficulties with effective advocacy for various evidence-informed policies.

Abstract:
This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

The fight for women’s rights in the Democratic Republic of the Congo (DRC) originated in the 1950s with the creation of young women’s social centers in local Catholic churches. In the early 1980s, challenges within the fight grew with the emergence of the NGO system, which brought non-state actors into activism for social change. This development popularized the idea that, because women constitute 52 percent of the population, abandoning them would be a mistake. However, the road to women’s social emancipation remains long and perilous.

Abstract:
A new report from the United Nations finds that China may have committed crimes against humanity in Xinjiang and that human rights violations are ongoing. The abuse flows from China’s “Strike Hard” campaign, executed to counter separatism and extremism, subjecting Uyghurs and other Turkic minorities to mass detentions, forced labor and sterilizations, cultural suppression, and surveillance. The report comes months after the 2022 Beijing Winter Olympics, before which some governments sympathetic to the Uyghurs’ plight staged diplomatic boycotts, to little avail. The UN report, much like the Olympic boycotts, will change few minds. What does it take to generate intergovernmental consensus around broad-scale human rights violations? Such convergence, even upon opposition to egregious human rights abuse, is rare and difficult to achieve. This is because violating governments are skilled at subverting international human rights norms and onlooking states have many reasons to avoid acting. Abusive practices might be reframed as responsible policy, or covered up. Meanwhile, supposedly compliant governments contend with a panoply of bilateral interests, some incompatible with international norms.

Abstract:
On 30 March 2022, the Foreign Affairs Committee of the UK Parliament launched an inquiry into states’ use of private military contractors (PMC), drawing particular attention to the prominent Russian PMC known as the Wagner Group (UK Parliament, 30 March 2022). The decision to launch the inquiry came as Wagner Group forces deployed to Ukraine, and a series of reports emerged implicating Wagner mercenaries in human rights violations in Mali. This was only one of the latest efforts to investigate the Wagner Group’s activities. Past initiatives came amid heightened international concern over Wagner Group operations in the Central African Republic (CAR). Multiple UN bodies have previously tabled concerns or opened investigations into alleged abuses perpetrated by Wagner mercenaries (UN Security Council, 25 June 2021; UN Info, 31 March 2021). In June 2021, the UN Panel of Experts on CAR tabled reports of “indiscriminate killings” and violence against civilians at the hands of “Russian instructors” to the UN Security Council (UN Security Council, 25 June 2021). The UN peacekeeping mission in CAR (MINUSCA) and Rwandan special forces have also expressed concerns about joint operations with Wagner over alleged human rights violations (UN Info, 31 March 2021; Corbeau News, 13 June 2021). Moreover, the European Union (EU) imposed sanctions on the Wagner Group and Wagner-linked individuals in December 2021 (European Council, 13 December 2021). In light of growing concerns about Wagner’s activities in Mali and their deployment in Ukraine, this report analyzes ACLED data on the group’s engagement in political violence in recent years. It focuses on civilian targeting by the Wagner Group in CAR and Mali, where they have operated alongside state forces since 2018 and 2021, respectively. Analysis of the data reveals several clear trends:

20. Reimagining the Future of Human Rights: Social Justice, Environmental Justice and Democracy in the Global South

This book is the collective effort of participants from the 2018 Global Action-Research Workshop for Young Human Rights Advocates, which Dejusticia has been organizing annually since 2013. These workshops aim to strengthen the abilities of young activists from the global South to achieve a greater impact in their human rights work and to reach a wider audience through new forms of narration. This book is just one of the many outcomes of the 2018 workshop. The talented and committed authors of this volume—all contributors to previous editions as well—hail from countries as diverse as Brazil, Ghana, Russia, and Venezuela. They came together again in 2018 to think about the intersection between research and activism and what it holds for the future of human rights. That is why our selection process for the 2018 workshop participants sought to ensure that two people from each cohort were working from a transnational perspective. The specific goal of this particular workshop was to reflect on the future of human rights, for we sensed that we were at a crossroads. With the recent rise in populist authoritarian governments, the global increase in inequality, and the worsening climate crisis, a number of thought leaders have wondered whether we have reached “the endtimes of human rights” (Hopgood 2013). We thus wished to use this workshop as an opportunity to respond to some of the most frequent criticisms of the efficacy and legitimacy of the human rights movement by drawing on historical and empirical arguments and responding to the reflections of Kathryn Sikkink—one of the workshop’s instructors—in her book Evidence for Hope (2017). Human rights defenders and activists are working in a world that is constantly changing. It’s a more multipolar world; powerful voices have emerged from the global South, which has reshaped the way that human rights work is being done across the globe. Furthermore, the Arab Spring and other social mobilizations that have since taken place have put the spotlight on civil society’s ability to act and its convening 12 Jessica Corredor-Villamil authority. Nonetheless, despite the fairly positive outlook for civil society participation and the emergence of new voices, it is necessary to review the strategies that we have been using thus far and explore how to make them more effective. This book is extremely relevant today, three years after the workshop, as we are living in a transformative time. The COVID-19 pandemic has had unprecedented socioeconomic and political impacts, including increases in inequality, unemployment, states’ abuses of their emergency powers, and the concentration of presidential power. Moreover, social networks have played a critical role in the sociopolitical arena, not only in light of their capacity to massively mobilize but also due to their propensity to foster political polarization and the use of misinformation for political ends. Thus, although we face a different context from the one in 2018, this volume serves as a guide of sorts to help us reconsider the effectiveness of our strategies as a human rights movement as we look toward the challenges being posed by the third century of this decade. The contributors to this book question traditional methods and explore new ways and visions of advancing human rights in the troubled context in which we live. Do the struggles of small-scale miners in Ghana, the use of strategic litigation in Lebanon, and the recognition of the rights of nature in India represent evidence for hope? Or is the opposite true, and, as shown in the chapters on martial law in the Philippines, the treatment of wastewater in Argentina, and in the internal conflict in Yemen, human rights have failed to deliver on their promises?
