101. Exploring the conflict-readiness of parties: The Dynamics of Proclivity Towards Violence and/or Conflict in Madagascar

Abstract:
Since the beginnings of the anti-colonial struggle, Madagascar, a former French colony and an island in the Indian Ocean, has gone through nine episodes of conflict, ranging from political tension to high intensity conflicts. These changes of conflict intensity demonstrate that the proclivity towards conflict may take different forms in various episodes of violence and conflicts in the country. This phenomenon may be explored by examining the causal configurations and the co-existence of positive and negative processes and mechanisms which are interacting and co-constructing each other. In order to untangle the intricacy behind the conflict-readiness of parties preparing for conflict at low, medium or high levels of violence, use is made of concepts and theories pertaining to peace, conflict, negotiation and mediation, conflict escalation and de-escalation to explore the roles played by the following factors: local narratives and metanarratives. repertoires of action of the actors the actors’ framing of the conflicts the actors’ polarising of public opinion construction of the image of the self and the other conflict dimensions (socio-economic, cultural, political and global external) accommodation policies This paper argues firstly that proclivities toward violence/conflict in Madagascar are related to the coexistence of positive and negative elements, and secondly, that such proclivities are built partly upon the fact that liberal strategies for maintaining peace give rise to negative as well as positive effects on the dynamics of keeping that peace.

Abstract:
Nhimbe is an endogenous knowledge practice used in community-based development for community members to provide socio-economic assistance as required. The practice is couched in people’s socio-cultural and moral compass. Households in rural areas use it to assist one another on a wide range of development initiatives, especially agricultural activities to promote and sustain food security and community values. In Africa, practices similar to nhimbe are Harambee in Kenya, Chilimba in Zambia and Letsema in South Africa and Botswana. Since the 1800s or earlier, economic and social benefits have been the known key motivations for the practice of nhimbe. This paper is a re-visit of nhimbe from the perspective of its contribution to conflict prevention and peacebuilding in the communities where it is practised. No in-depth studies have been published concerning the conflict and peacebuilding potentials of nhimbe, but it is quite clear that it plays a fundamental role which emanates from its relatedness to social dimensions and community cohesiveness. The analysis here shows that the practice has inherent capacities for pre-conflict prevention, in-conflict mitigation, conflict management, conflict resolution, conflict transformation and post-conflict peacebuilding.

Abstract:
Peacebuilding is an overtly political act laden with sociocultural assumptions, preferences and values. It is also an act impelled by the geoeconomic and geopolitical considerations of both the protagonists and some "invisible hands" with a stake in the ongoing conflict. In essence, the process of defining African peacebuilding and its socioeconomic value is both revolutionary and futuristic in pointing to a possible trajectory for the development of the sector beyond its bureaucratic organizational forms. This discussion paper explores the relationship between the African philosophy of Ubuntu and the practice of peacebuilding in historical and contemporary Africa. In particular, it seeks to establish Ubuntu's actual and potential value-added to shaping the theory and praxis of peacebuilding in Africa.

Abstract:
Within the international development and human rights communities, awareness of the use of conflict-related sexual violence (CRSV) as a tool of war has grown significantly over the past two decades. Truth commission have emerged as a key response to support victims of CRSV and provide recommendations on how the state should provide assistance and avoid future violations. This report draws on an analysis of the final reports of truth commissions in four African countries—Sierra Leone (2004), Liberia (2009), Kenya (2015), and Tunisia (2019)—to explore the evolving nature of truth commission engagement with this specific mandate on the continent.

Abstract:
The election, which was held in Ethiopia on Monday, June 21, 2021, was the most complicated election that the country has witnessed in more than three decades, or, more accurately, since the 1994 constitution was approved. The reason is that this election was held amid lots of internal challenges, not to mention the strong criticism of its legitimacy (both domestically and internationally) even before it was held. Ethiopians are warily looking forward to the results, which are supposed to be announced within a few days, despite that it is not unlikely that these results will escalate the tensions in an already unrest-ridden country.

Abstract:
Since the dissolution of the federal system in 1972, Cameroon has been entangled in an internal crisis between the Anglophone region and the government. After four years of violence, the outcome of peace efforts have largely been countered by more incidents of violence. This article traces how the crisis has evolved over the years from a political crisis into a conflict situation. While appreciating the theoretical perspectives of internal colonialism and ethnonationalism in explaining the conflict, the authors highlight that the evolution from a crisis into a conflict has been driven by factors such as the expanding waves of democratisation, the emergence of new actors (militias) and the evolution of the digital space (social media as platform for mobilisation). The article emphasises that whereas grievances over marginalisation form the underlying drivers of the conflict, disagreements over the judicial (common law) and education system in the Anglophone regions exacerbated the crisis, thereby leading to the outbreak of violence. Against this background, the article provides recommendations that may encourage a recourse to peace and stability for a nation previously lauded as one of the (few) stable countries in the Central Africa region.

Abstract:
The conflict in Ethiopia continues despite international appeals to put an end to it. The government forces were able to slow down the progress of the forces of the Tigray People’s Liberation Front over the last two weeks, and to control some areas. However, the main areas of Afar and Amhara remained under the control of the Tigrayan rebels, who managed to form a broader alliance with other rebel groups.

From October 31 to November 3, the Tigray People’s Liberation Front (TPLF) managed to achieve strategic gains at the expense of the Ethiopian government, as it continues to draw closer to the Ethiopian capital, especially after its seizing control of the cities of Dessie and Kombolcha. Meanwhile, contrary to regional and international appeals, the Ethiopian Prime Minister continues to mobilize citizens to fight, refusing a ceasefire and any negotiations with the Tigray Front.

109. Evaluation of Mechanisms to Combat Gender-Based Violence In the Far North Region of Cameroon

Abstract:
According to the Committee of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and in accordance with the United Nations General Assembly Resolution 48/104, “gender-based violence (GBV)” is violence that is perpetrated against a woman or a man simply because she is a woman or because he is a man. This term is mainly used to highlight the systemic inequality between men and women, which exists in all societies in the world and is a founding and even unifying characteristic of most forms of violence committed against women and girls. Two important surveys that integrate GBV have been conducted in Cameroon. These are the 2011 and 2014 Multiple Indicator Cluster Surveys (DHS-MICS 2011 and DHS-MICS 5 in 2014). The DHS-MICS 5 of 2014 informs us that among women aged 15 to 49, one woman out of ten (11%) was married before the age of 15. Among women aged 20-29, about one in eight (13%) married before the age of 15. Three out of eight women (36%) were married before the age of 18. 31% of women report having been physically abused, 13% “often” and 24% “sometimes”. GBV can be seen in all regions of Cameroon, with a preponderance in the northern regions. In fact, for all forms of violence against women and girls, statistics show that 60% of women in the Far North region, 53% in the North and 43% in the Adamawa region are victims of GBV. In light of the current challenges related to GBV, it is necessary to examine the effectiveness of existing response mechanisms and to identify measures to be taken in order to revitalize them. Despite the extent and persistence of the phenomenon, there are very few studies on the situation of GBV in the Far North. The little information that does exist indicates that due to the security crisis in this part of the country and socio-cultural constraints, gender-based violence has continued to increase. In order to organise the response, the State of Cameroon, supported by its development partners, has initiated numerous large-scale actions aimed at strengthening the structures and mechanisms for combating and caring for women and young girls who are victims of such violence. However, the conflict linked to the incursion of the Boko Haram sect in the Far North and the rise of organised crime in the North and Adamawa regions have seriously affected all community protection mechanisms, thus reducing their response capacity. In light of the current challenges related to GBV, this study allows us to assess the strengths and weaknesses of existing mechanisms and to identify measures to be taken in order to revitalize them. The analysis of GBV response mechanisms revealed several gaps, especially in terms of human and financial resources. Indeed, several structures do not have the human resources needed to act effectively and suffer from a lack of funding for their functioning and activities. Despite the weak capacities of the actors in the GBV response chain, they have achieved satisfactory results, which not only contribute to the reduction of GBV, but also and especially to a better understanding of the phenomenon. To this end, recommendations were made to strengthen the global strategy at both the regional and national levels.

110. Humanizing Security in Cabo Delgado

In February 2021, civil society organizations in Mozambique and South Africa with international allies, established a coalition focusing on the Cabo Delgado crisis. It aimed to spotlight the violence in Cabo Delgado and push for accountability and improve the living conditions and human rights situation in the region. Notwithstanding recent developments to secure the region through various militaristic means, the threat to civilians, and their livelihood continues unabated. This alone necessitates a study into the drivers of the conflict, the key actors involved, and make recommendations to policy makers on possible ways to quell it. The report is an attempt to broaden the narrative of the conflict in Cabo Delgado and illustrate the complexity and nuance at the root of the violence. While the popular narrative on this conflict is that it’s a terrorist insurgency, reports of violations by government security agencies, proxies and links to Multi-National Corporations (MNCs) engaged in extracting gas in this region have emerged.1 This report is intended to build on existing reports about the perpetrators of violence and also shed light on other lesser-known elements that are driving the conflict, as well as highlighting the social injustice suffered by the ordinary women, children and men of this region.
