Abstract:
This paper outlines urgent action necessary to address immediate challenges in Afghanistan and to avert humanitarian disaster. It does not seek to address all issues of concern but focuses on essential policy change in development and humanitarian spheres. While aid has contributed to progress in Afghanistan, especially in social and economic infrastructure – and whilst more aid is needed – the development process has to date been too centralised, top-heavy and insufficient. It is has been prescriptive and supply-driven, rather than indigenous and responding to Afghan needs. As a result millions of Afghans, particularly in rural areas, still face severe hardship comparable with sub-Saharan Africa. Conditions of persistent poverty have been a significant factor in the spread of insecurity.

Existing measures to promote peace in Afghanistan are not succeeding. This is not only due to the revival of the Taliban, but also because little has been done to try to ensure that families, communities, and tribes - the fundamental units of Afghan society - get on better with each other. War has fractured the social fabric of the country and, in the context of severe and persistent poverty, local disputes have the potential to turn violent and to exacerbate the wider conflict. But there is no effective strategy to help Afghans deal with disputes in a peaceful and constructive way.

Abstract:
The development of media in post-Taliban Afghanistan has been relatively successful (compared with both the Taliban regime and other countries subject to international intervention) in establishing free and responsible expression despite the lack of electricity, harsh terrain, absence of viable media outlets during the Taliban regime, and a conservative religious society that subordinates women. However, Afghanistan's media development remains incomplete. Since it still faces many challenges, the international community must continue to assist and support it.

Afghanistan has recently embarked on the process of joining the World Trade Organisation (WTO). While increased trade can help lift countries out of poverty, the experience of countries at similar levels of development to Afghanistan's which have joined the WTO suggests that, unless great care is exercised, the terms of that member ship may adversely affect poverty reduction. This paper seeks to identify how Afghanistan can give itself the best possible chance of achieving a WTO accession package that supports its efforts to develop sustainably and to reduce poverty.

A public debate over the threat posed by weak, fragile, failing, and failed states and what can or should be done about them has become increasing visible and vocal since the attacks of September 11, 2001. As President George W. Bush declared in his 2002 National Security Strategy report: “America is now threatened less by conquering states than ... by failing ones.” This debate has grown particularly acute as the United States' prolonged military response to the war on global terrorism in Afghanistan and Iraq has revealed the difficulties of controlling militancy and extremism by direct military intervention and enforced democratic change. The challenges associated with weak or failing states have garnered increase d attention by the policy community, but major differences about how to assess the level of risk in any given case remain.

Das vorliegende Arbeitspapier untersucht Wirkungszusammenhänge von transnationalen Konstellationen staatlicher und nicht-staatlicher Akteure mit der Erzeugung von Sicherheit sowie Entwicklung als Governance-Leistung in Nordost-Afghanistan. Ausgangspunkt der Untersuchung ist die Frage, wie die afghanische Bevölkerung Veränderungen der eigenen Sicherheit sowie lokale Entwicklungsherausforderungen über die letzten Jahre wahrgenommen hat. Das Papier besteht aus zwei Teilen. Zunächst erläutert der Autor im Rahmen einer Fallstudie die relevanten internationalen, nationalen und lokalen Akteurskonstellationen in der Zielregion und bettet die Ergebnisse der quantitativen Befragungen ein in den Kontext der qualitativen Untersuchungsergebnisse zu lokalen gesellschaftlichen und politischen Entwicklungen. Anschließend wird detailliert das methodische Vorgehen erläutert, welches auf kreuzperspektivischer Analyse der quantitativ und qualitativ erhobenen Daten gründet. Die Analyse zeigt, dass im heutigen Afghanistan Sicherheit und Entwicklung als Ergebnis transnationaler Governance entstehen können. Diese Governance-Leistungen sind auf die lokale Ebene beschränkt; sie erreichen nicht die regionale oder gar die nationale Ebene. Die Untersuchung zeigt allerdings auch, dass transnationale Governance-Leistungen im Unterschied zur strategischen Zielsetzung der internationalen Interventen gerade die nationalen und sub-nationalen staatlichen Institutionen schwächen und deren Legitimität beeinträchtigt, die durch die Intervention aufgebaut und gefestigt werden sollen.

Developments demonstrate that the resumed active operations in Afghanistan have failed to bring about a decisive turning point in the war for either side. The NATO coalition forces and the Afghan army didn't let the Taliban take over the initiative or stage even a single serious operation. They also managed to eliminate several influential field commanders. At the same time, Taliban groups have retained their combat potential and continue delivering harassing strikes at most unexpected locations. Suffice it to mention the insurgent attack on April 27 of this year during a military parade in Kabul. It is a stalemate. The time works for the Taliban, while the allies have to modify their strategy.

Abstract:
Afghanistan cannot be stabilized by quick fixes. The United States, NATO, and their allies need to make a sustained commitment for the long term. Instead of a simple “surge,” there needs to be a much clearer focus on bringing security to Afghans' daily lives. Only once this is achieved will Afghanistan's government have real reservoirs of legitimacy. Afghanistan has not been served well by its 2004 Constitution, which created a dysfunctional system of government that relies too much on the president alone. The United States should support systemic reforms, first through the development of an effective executive office to support the Afghan president. Counternarcotics policies in Afghanistan must take account of domestic socioeconomic complexities, and be based on long-term development projects that increase the returns from cultivating different crops. Serious thought needs to be given to encouraging more Muslim states to contribute personnel to support the promotion of human security and development in Afghanistan. Pakistan needs to be pressured discreetly but very strongly to arrest the Afghan Taliban leadership in Pakistan.

Abstract:
This paper is based on a representative survey among 2034 households in North East Afghanistan, conducted in spring 2007. The main results of the survey can be summarized as follows: Many Western observers claim that the security situation in North Afghanistan is rapidly deteriorating. We find that this sentiment is not shared by the majority of the rural population. An overwhelming majority thinks that security has very much increased over the last two years. Most Afghans credit foreign forces as well as the Afghan government with this progress.
