71. The Situation in Afghanistan: A Re-evaluation Needed

Abstract:
Taliban fighters have re-emerged in full force in Afghanistan and insurgency-related violence has increased to record levels, resulting in 2,732 fatalities between September 1, 2006, and February 25, 2007. According to the United Nations, the 35,460-strong International Security Assistance Force (ISAF), along with the 8,000 troops deployed under the United States-led coalition command, has begun its own offensive against the insurgency in the south, targeting opium growing regions and Taliban safe zones. From safe havens in the Pakistan border areas, the Taliban are now pursuing a long-term strategy of exploiting their control of remote villages to gain control of districts and then regions. Thus, a conflict that had been pushed down on the U.S. and international agendas is now reemerging. As the Taliban regroups and continues its insurgency, the international community is faced with the need to re-evaluate and strengthen its own plan of action.

U.S. and Iraqi politicians and analysts consistently agree on one central point concerning Iraq: serious political reconciliation amongst Iraqi groups is needed to reduce the violence and create a viable government. Centrifugal forces fueled by armed conflict, competition for power and resources, and the intervention of foreign powers and neighbors has stalemated the political process in Baghdad for months.

Abstract:
Amid the run-up to the Constituent Assembly elections scheduled for November, Nepal's government has prepared a Truth and Reconciliation Commission Act, as required by the November 2006 Comprehensive Peace Agreement between the government and the Communist Party of Nepal-Maoist (CPN-M). The Truth and Reconciliation Commission (TRC) is the most prominent of several commitments made during the peace process to promote transitional justice following Nepal's more than ten-year civil war—along with a committee to investigate disappeared persons and a commission to investigate abuses of the armed forces and police during democracy protests in 2006. But transitional justice—or the process of fairly confronting the legacy of past crimes committed during the armed conflict—is only beginning to be discussed in the general public in Nepal. Consequently, there is little understanding outside a small circle in the capital of what options there are to provide truth and accountability for atrocities and rights abuse that occurred during Nepal's conflict or what other countries have done to cope with similar issues.

74. Iraq: Time for a Change

Abstract:
War in Iraq has lasted more than four years. It has required far greater resources than anticipated. The longer-term goals are still far from realization. The price the United States and Iraq are paying in blood and treasure continues to mount. The time has come to chart a clearer path forward, taking into account the regional and global contexts. Americans want an approach that protects U.S. vital interests and can therefore be supported across a wide range of the political spectrum. As Washington prepares for a critical debate in Congress this fall on what should be done in Iraq, the United States Institute of Peace convened over the summer a group of experts with many different political affiliations to consider next steps over a three-year time horizon. This USIPeace Briefing, prepared by Daniel Serwer, USIP vice president for peace and stability operations, describes their main conclusions. Areas of serious disagreement are noted. 75. Democratization in Mali: Putting History to Work

Since the 1991 uprising, which saw the ouster of the country's long-standing military dictator and ushered in a democratically elected government, Mali has achieved a record of democratization that is among the best in Africa. This process has been driven by multiple factors. External observers often point to broader Africa-wide change and a remarkable constellation of “founding fathers” who demonstrated vision and self-sacrifice following the change of government. But if you ask Malians why their country has successfully democratized, most of them will respond by stressing Mali's heritage of tolerance and decentralized government, dating back more than a millennium to the Ghana Empire and its two successor states. For Malians, democratization combined with decentralization is a homecoming rather than a venture into uncharted waters. But they recognize that the country's democratization process continues to be a difficult one, inevitably laced with controversy. Although satisfaction levels remain generally high, there is a near-universal desire for more rapid progress toward improved quality of life. This unease suggests the possibility that despite their legendary patience, Malians may eventually lose hope and faith in democracy unless economic growth accelerates.

76. Georgia's Rose Revolution: A Participant's Perspective

Efforts to resist calling the 2003 events in Georgia a “revolution” were misplaced. Although the turmoil was marked by a lack of violence, a critical mass of people did come out to move the country away from the rampant corruption of the Shevardnadze regimes of 1972 to 1985 (when he was Communist Party first secretary) and 1992 to 2003 (when he was president). As president, Shevardnadze supported independent civil society groups and media outlets such as the television station Rustavi-2. His support of these groups ended in 2001, when he tried to shut down Rustavi-2. This action prompted reform-minded members of his government to form opposition parties. Before the 2003 parliamentary elections, opposition groups hoped only to gain momentum for the 2005 presidential elections. However, blatant electoral fraud, Shevardnadze's refusal to compromise, and the discipline of nonviolent opposition groups precipitated his exit. The youth group Kmara (Enough) played an important role in combating widespread political apathy among the Georgian public and youth in particular. The successful mobilization of so many young people continues to reverberate as former Kmara members maintain their interest in politics. Saakashvili's National Movement party believed that its success depended on radicalizing the political sphere and thereby broadening political participation. It was particularly effective at increasing political participation among provincial populations. Georgia's independent media, particularly Rustavi-2, supported the Rose Revolution by providing a forum for opposition parties and nongovernmental organizations (NGOs) critical of the government. The channel also co-funded and broadcast exit polls that contradicted the official election results. Although a few civil society organizations did play significant roles in the revolution, most were constrained by foreign funding priorities and their own elitism. Similarly, foreign actors played a limited role because they lacked information or were overly cautious about fostering significant political change. There was no violence because the various security forces chose not to respond to public demonstrations with force. Three main factors drove their decision: 1) The security forces were accustomed to responding to democratic pressures and not defending autocratic rule; 2) a divided ruling party could not speak with one voice; 3) opposition groups, including Kmara, made strong efforts to build sympathy for their cause while downplaying the threat posed by political change. International actors can best support democratic transitions by targeting assistance to nationwide election watchdogs, such as the International Society for Fair Elections and Democracy (ISFED), that can carry out parallel vote tabulations (PVT). Ideally, large numbers of observers from similar organizations outside Georgia should be deployed, since they can be more outspoken about electoral fraud.

Yet their positions on many crucial governance issues remain unknown or ambiguous. Most debates on the potential to moderate and integrate Islamists in the democratic process have focused on Islam's compatibility with democracy or on debates over Islamists' normative commitment to democracy separately from the mechanics of achieving political power.

Since they reorganized their forces in Pakistan in 2003, Taliban and other anti-government militia have sought to disrupt democratization efforts and sow a climate of fear in Afghanistan. As a result, violence has crept back onto the international radar screen in the last couple of years, a brutal reminder the insurgency is far from defeated. This rise in bloodshed is particularly problematic today, as U.S. forces begin this summer to transfer control of insurgent-heavy regions of the country to NATO. The U.S. Institute of Peace held a recent special session of its Afghanistan Working Group dedicated to this topic, with counterinsurgency experts Seth Jones of the RAND Corporation and Colonel David Lamm of National Defense University. With the September 18 parliamentary elections, Afghanistan completes its internationally mandated blueprint for democracy and enters a new phase of state building in uncharted waters. This transition occurs against the backdrop of rising threats to security and an economy dominated largely by illicit production and export of opium. On October 12, 2005, the U.S. Institute of Peace convened a meeting of the Afghanistan Working Group to review the recent parliamentary elections. The presenters at the meeting included Robert Varsalone, resident country director for Afghanistan for the International Republican Institute; Sam Zia-Zarifi, research director for the Asia Division of Human Rights Watch; Larry M. Sampler, former chief of staff for the UN Assistance Mission in Afghanistan; and Barnett R. Rubin, chairman of the Afghanistan Working Group.
