Abstract:
Without a sea change, U.S. and European soft power will continue to erode in Tunisia at a moment of increasing crisis for the country. For decades, Tunisians have viewed their country’s relationship with the West as a relationship built on a sense of mutual alliance. Tunisia has long seen itself as a vital ally for both the United States and Europe; in 2012 a host of bilateral and multilateral agreements solidified the economic and political ties between Tunisia and Europe, and in 2015 Washington deemed Tunisia a Major Non-NATO Ally. These relationships span much of the past century; aside from being under French and Italian control during the colonial period, Tunisia became a key site of conflict in the North African theater during World War II, when Allied forces eventually broke into the Italian peninsula from the south. And for many Tunisians coming of age in the 1990s, the United States was seen as the ideal model of a superpower. Despite these deep ties between Tunisia and the West, the true nature of the country’s relationship with the United States and Europe continues to be unclear and ever-changing. However, geopolitical shifts and harsh realities have snuffed out that once-bright optimism. In Tunisia, the recent actions of the United States in the region have damaged its reputation, perhaps irreparably. This was evident in the United States' stance on the ongoing war in Gaza since last October, where it did not intervene effectively to stop the war using its diplomatic leverage. Moreover China, Russia, and other powers are steadily making economic and political inroads at the expense of the United States and Europe.

Abstract:
Ankara’s push for “soft recentralization” in Iraq will likely include more intensive efforts to establish the Development Road and prioritize Baghdad’s interests, though without abandoning the Kurdistan Region. As discussed in Part 1 of this PolicyWatch, Turkey’s Syria strategy is rather circuitous, potentially involving simultaneous negotiations with the Assad regime and the United States while running the risk of damaging relations with Washington if the two governments fail to coordinate their moves. In contrast, Ankara’s Iraq strategy—which boils down to promoting Turkish money over Iranian guns—is more straightforward and likely to receive U.S. backing. To this end, Ankara has conceived the Development Road, a proposed trade network that would run across Iraq and Turkey, connecting Asian and European markets via the Indian Ocean and Mediterranean Sea. Initially, the project ran counter to the India-Middle East-Europe Economic Corridor (IMEC), a U.S.-proposed route stretching from India through the Arabian Peninsula and Levant to Europe. Yet the Gaza war and ongoing Houthi maritime attacks have raised security concerns about commercial shipping through the Red Sea, suddenly boosting the prospects of the Development Road at IMEC’s expense. With Gulf money behind the project, Turkish policymakers predict the Development Road’s initial routes could open as early as 2027. Washington should consider throwing its support behind this initiative as well, particularly if it needs to counterbalance Iranian influence in Baghdad following a full or partial U.S. withdrawal from Iraq.

Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader’s departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, thirteenth in the series, assesses the situation in Iran, where a June election will determine the successor to President Hassan Rouhani. An IRGC-backed candidate such as Majlis speaker Muhammad Baqer Qalibaf or former defense minister Hossein Dehghan could ultimately prevail—but a history of election surprises in the Islamic Republic suggests no outcome is certain. Whoever wins, the result will offer clues about deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future.

U.S.-European cooperation in the Middle East may not rank high in American voters’ minds, but the issue will demand close policy attention in the months ahead. If Joe Biden defeats Donald Trump, European leaders should not allow their undoubted relief to lapse into complacency. And if Trump prevails, they should continue seeking opportunities to deepen the partnership in areas such as counterproliferation and defining the operational contours of Great Power competition. Either way, the dynamic requires a full reset. As one continental diplomat lamented, “Under Bush, Europeans agreed less with the U.S. but were more consulted. Under Obama, they agreed more but were less consulted. Under Trump, they disagree and are barely consulted.” In this new Policy Note, Charles Thepaut deftly assesses the transatlantic dilemma explaining why the post-election period will call for a strategic reckoning between European capitals and Washington. Qatar's break with Saudi Arabia and its Gulf neighbors remains unresolved, and rumors circulate of bids to replace Tamim bin Khalifa al-Thani, Qatar’s forty-year-old emir, with one of his historically marginalized rivals. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Abstract:
When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

7. Combating Terrorism and Alleviating Human Suffering in Syria

Abstract:
In this new Transition 2017 paper, Institute expert Andrew J. Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Moreover, it would further Washington's cause to drive a wedge into the country's Russia-Iran alliance, and both isolate and pressure the Assad regime. If Washington's objectives in Syria are to defeat U.S.-designated terrorist groups and stem the outflow of refugees, President Bashar al-Assad is under no circumstances the right person to entrust with these missions. Simply in practical terms, he lacks the manpower to retake and hold the two-thirds of Syrian territory outside his control any time soon, despite having sufficient support from Russia and Iran to maintain control in large parts of the country. But more important, Assad is an avowed adversary of the West, undeserving of its cooperation.

The Trump administration has an opportunity to reset, tighten, and maximize America's strategic relations with the Gulf states. For the United States, expanded security cooperation and coordination could be a force multiplier in campaigns to achieve key policy goals, such as countering Iran's destabilizing policies and defeating the Islamic State. Gulf leaders have expressed optimism over the new administration's gestures, despite its "America First" rhetoric. But the administration also faces challenges, including those brought about by its own emphasis on "radical Islamic terrorism." This two-part Transition 2017 paper, featuring contributions by Gulf experts Lori Plotkin Boghardt and Simon Henderson, navigates the complex U.S.-Gulf relationship. The countries of northwest Africa -- Morocco, Algeria, and Tunisia -- have proven either more resilient or more adaptive than other Middle East states to the political upheavals that have engulfed the region over the last half-dozen years. Like many of his predecessors, President Trump has come to office pledging to solve the decades-long Palestinian-Israeli conflict. In this paper, two veteran U.S. peace negotiators point out the repeated failure of past efforts to reach "all-or-nothing" solutions to this conflict, urge the president not to seek a comprehensive settlement, and instead recommend an approach based on reaching an understanding with Israel on steps that could, preserve the potential for a two-state outcome in the future; blunt the delegitimization movement against Israel; and give the administration leverage to use with the Palestinians, other Arabs, and Europeans. The Palestinian-Israeli conflict has faded in significance in the Middle East against the backdrop of the conflict in Syria, the rise of ISIS, and the regionwide clash of Sunni and Shiite powers. Both the likelihood for a return to the negotiating table and the prospects for a two-state solution are growing dim.
