Abstract:
Beginning in late July, the world’s attention will focus on Paris for the 2024 Summer Olympic Games, followed by the Paralympics. In our cover article, Petter Nesser and Wassim Nasr describe a threat landscape facing the Games that is “diverse and multifaceted” with “both known and predictable terror threats and others that are less likely on paper but hold the potential for surprise.” “Jihadism,” they write, “remains the main non-state terror threat to Western Europe, France, and the Olympics, with Islamic State Khorasan posing a clear and present danger to the Games.” Richard Walton, former head of the London Metropolitan Police’s Counter Terrorism Command who led its counterterrorism efforts during the 2012 Olympics, offers insights into what security services are facing with the Paris Games. “This will be France’s biggest peacetime security policing challenge,” he surmises. “It will be France’s biggest test of their new intelligence infrastructure since they reviewed it post-2015 after the Paris attacks.” The stakes will be high throughout the entire country for the duration of the Olympics and Paralympics, he notes. “Any attack in France during the Games is an attack on the Games.” Alexandre Rodde, David Mcilhatton, John Cuddihy, and Rachel Monaghan describe the attractiveness of sports venues as terrorist targets as well as the associated public spaces that support these competitions, such as hotels, restaurants, and public transportation—what they refer to as the events’ “supply chain.” While security at venues is always robust during competitions, they warn that “what is left more exposed is the supply chain to these events. There are simply too many locations and businesses to provide protective security measures at scale … significant importance must be placed on engaging as many of those locations as possible, by providing training for businesses to help them understand the threats they might face, what to do if something does happen, and how to recover.” Finally, Yannick Veilleux-Lepage examines right-wing extremists’ use of 3D-printed firearms (3DPF). Utilizing an original dataset of 35 incidents worldwide, he investigates “the geographical and temporal spread of 3DPF use by RWE” and outlines several of the main motivations for their use. He finds “a troubling increase in the incidents involving 3DPF across multiple regions, indicating a spread beyond isolated communities into more mainstream adoption among right-wing extremist factions” with the number of cases rising from just one incident in 2017 to 11 in 2023. This data-driven article will serve as an important foundational piece of work upon which other researchers and practitioners can build so that the CT community can better track the evolution of this important and evolving threat area.

Abstract:
Ten years ago, in August 2014, the Islamic State began its genocidal campaign against the Yazidi community. In our cover article, Devorah Margolin and Gina Vale evaluate how the group’s gendered violence has manifested during and after its caliphate years. “Even without its caliphate,” they write, “the Islamic State’s gendered violence continues, as its supporters and ideology remain. Arguably, the lack of timely and appropriate responses has perpetuated this violence.” Our interview this month is with William Braniff, director of the Center for Prevention Programs and Partnerships at the Department of Homeland Security. In it, he describes his office’s efforts to utilize a public health-informed approach to preventing targeted violence and terrorism. Edward Lemon and Noah Tucker examine Central Asians’ prominent role in recent global terror plots and attacks. They argue that analysis should focus more on “the factors that led to mobilization to Syria and Iraq a decade ago and that have been exacerbated in recent years, especially in Tajikistan, including crackdowns on religion, corrupt ineffective governance, high levels of migration, and well-established terror networks that are holdovers from the peak of the Islamic State” as a way to understand this evolving threat area. When news reports appeared earlier this summer suggesting that the leader of the Islamic State in Somalia, Abdulqadir Mumin, may have quietly become the “worldwide leader” of the Islamic State last year and may have been killed in a recent U.S. airstrike, the news created far more questions than answers. Austin Doctor and Gina Ligon take a nuanced look at what the developments—if true—could mean for the group. Jessica Davis provides analysis of the Islamic State’s post-caliphate financial strategies. “The future of the Islamic State’s financial infrastructure,” she writes, “is networked, resilient, and adaptive.” This reality, she warns, portends “a grim future for efforts to combat the group’s international presence.” Finally, in June, the U.S. State Department designated the Nordic Resistance Movement, the largest neo-Nazi group in Sweden, as a Specially Designated Global Terrorist, only the second white nationalist organization on its terrorist list. Peter Smith outlines the development of the group and considers what the designation could mean for its future.

In the wake of Islamic State Khorasan (ISK) attack on March 22 in Moscow and a wave of thwarted plots by the group in Europe, there is growing concern about the international terror threat the network poses. In the feature article, Amira Jadoon, Abdul Sayed, Lucas Webber, and Riccardo Valle assess that “ISK’s nearly decade-long presence in its traditional strongholds of Afghanistan and Pakistan, coupled with its expanding reach and appeal among Central Asian populations and its prioritization of inspiring and coordinating transnational attacks as part of its growth strategy, underscores the multifaceted and evolving nature of the threat posed by this resilient terrorist organization … Despite ISK’s recent decline in attacks in Afghanistan, the group retains the determination and capacity to conduct destabilizing high-profile attacks in multiple countries. The group remains resilient, but more worryingly, it has learned to adapt its strategy and tactics to fit evolving dynamics, and exploit local, regional, and global grievances and conflicts.” Our interview is with Ahmad Zia Saraj who served as the General Director of the National Directorate of Security (NDS) of Afghanistan between September 2019 until the fall of Kabul on August 15, 2021. He recounts this turbulent period and the lessons learned. He warns that by using end-to-end-encryption, ISK can recruit, exchange information swiftly, plan, and execute international attacks. “Encrypted messaging apps have helped terrorists speed up operations, enhance operational security, save time, save travel costs, and to plan and execute and even monitor attacks in real time,” he says. “The NDS noticed that a newly recruited fighter does not need to physically attend a training camp to learn how to construct a bomb or how to target the enemy. All this can be done via a smart phone with less risk of exposure. Advancing technology has made it possible for someone to be trained in terrorist tactics in any part of the world, regardless of borders or travel restrictions. A terrorist in Afghanistan or Iraq can easily train another one in any part of the world.” Finally, Pete Simi, Gina Ligon, Seamus Hughes, and Natalie Standridge quantify the rising threats to public officials in the United States by reviewing a decade of federal data. They write that: “A review of federal charges for the past decade highlights that the number of threats to public officials is growing. While 2013-2016 had an average of 38 federal charges per year, that number sharply increased to an average of 62 charges per year between 2017-2022. Across the time series, ideologically motivated threats, on average, accounted for almost half of the cases, and the portion steadily increased year over year. A preliminary review of cases from 2023 and 2024 shows that the number of federal prosecutions is on pace to hit new record highs. The rising threat level may produce significant consequences for the U.S. democratic system of governance.”

Abstract:
A year on from the Hamas-led October 7, 2023, terrorist attack on Israel, the Middle East is entering its most dangerous period in living memory. The unfolding events will have far-reaching consequences for the region and the international terror threat. In our feature article, Michel Wyss assesses the intelligence failings in the lead-up to October 7. He writes: “Israel’s inability to detect the impending attacks was not the result of a single glaring failure but rather the result of multiple problems at different levels and across the various intelligence services and the top political and military echelons,” adding that “failures and negligence hampered both Israel’s overall political assessment as well as collection, analysis, and dissemination at the intelligence level.” He argues that one lesson learned is the need for humility and that also includes “the recognition that even seasoned intelligence analysts can fall prey to their own blind spots.” Our interview is with Christopher O’Leary, former FBI Counterterrorism Senior Executive and Director of Hostage Recovery. He provides insights from his more than two decades of working on counterterrorism investigations for the FBI. Reflecting on the Israeli experience since October 7, he discusses key variables for a government to consider when faced with a hostage crisis. Michael Knights examines a year of Houthi attacks against Israel and shipping off the coast of Yemen. He writes: “Facing weak domestic opposition and arguably strengthening their maritime line of supply to Iran, the Houthis are stronger, more technically proficient, and more prominent members of the Axis of Resistance than they were at the war’s outset. The Houthis can now exploit new opportunities by cooperating with other Axis of Resistance players in Iraq as well as with Russia, and they could offer Yemen as a platform from which Iran can deploy advanced weapons against Israel and the West without drawing direct retaliation.” Matthew Levitt assesses the threat posed by Iran’s weaponized pharmaceutical-based agents (PBAs). He writes: “Today, with Iran’s proxies wreaking havoc throughout the region, officials worry Tehran may have already provided weaponized PBAs to several of its partners and proxies. Such a capability, tactically deployed on the battlefield, could enable further October 7-style cross-border raids or kidnapping operations.” This issue is my hundredth at the helm of CTC Sentinel. It is an ongoing privilege to feature the insights of the best and brightest in our field and to count as my colleagues the extraordinary group of leaders and thinkers at West Point’s Combating Terrorism Center.

I’m thankful to borrow this space from our Editor-in Chief, Paul Cruikshank. Our CTC Sentinel, its editorial board, and our incredible contributors have long provided our readers with details, data, and insight on terrorist groups, tools of violence, trends, and counterterrorism. In short, Sentinel has helped drive the conversations on what to think about for our global audience. As the United States changes administrations in the face of extraordinary complexity, we opted to frame this issue slightly differently. This issue is focused on how we think about terrorism and counterterrorism. The feature article this month comes from Don Rassler and focuses on the pressure states place on violent extremist organizations (VEOs) and how those campaigns of pressure can defend against threats and degrade the capabilities of VEOs. We are privileged to feature General Bryan Fenton, Commander of U.S. Special Operations Command, in this month’s Foxhole interview. He shares his insight on the global threat, the critical role of SOF in strategic competition, and the importance of allies and partners in the global CT fight. Brian Fishman, co-founder of Cinder and formerly Director of Counterterrorism, Dangerous Organizations, and Content Policy at Facebook, helps us understand the realm of online and digital counter terrorism through five key lessons from his time in industry. Dr. Daniel Milton, Director of Terrorism Studies at the George C. Marshall Center, gives us critical insight into how groups choose to expand to external operations (EXOPS) based on a group’s opportunity and willingness to “go big.” In a complementary article, our Executive Director, Brian Dodwell, teams up with Don Rassler and Paul Cruickshank to use survey data to provide perspectives on indicators and warning (I&W) for terrorism, key challenges in the I&W space, and how I&W approaches could evolve. Finally, I collaborate with Don Rassler to offer a few thoughts on CT return on investment, specifically at the intersection of CT and strategic competition, through a new framework designed by Don and informed by interviews with regional experts and partners from the CT community. The article demonstrates the returns to key efforts with regard to mitigation and influence where CT and strategic competition converge.

In the feature article, Graham Macklin evaluates ‘transnationalism’ as an analytical lens for understanding racially or ethnically motivated violent extremist (REMVE) terrorism. He writes that “the ‘transnational’ dimension of REMVE terrorism is often ill-defined and misunderstood, leading to misconceptions about the nature of such networks that in turn exaggerate their ‘global’ reach. … Nevertheless, understanding the transnational dimension of social media and its role in the radicalization of lone-actor REMVE terrorists is increasingly important. Online REMVE communities rather than physical organizations per se serve as the medium through which violent ideologies are spread; where lessons from previous attacks are learned and internalized; where the perpetrators of violence are revered; and where further acts of violence are encouraged and incited.” Our interview is with Marshall Miller, the outgoing Principal Associate Deputy Attorney General of the United States, who oversaw the day-to-day running of the Department of Justice and earlier in his career prosecuted or supervised the prosecution of several high-profile terrorism cases. When it comes to the CT mission of the DOJ, he says that “the number-one piece of advice would be that prevention and disruption always have to remain the top priority. And in order to achieve prevention and disruption, we need to double down on what has been working and continually modernize and calibrate to meet the varied threats. There is a system … that works; it involves coordination and information sharing and intelligence gathering from all sources—both in the intelligence community, of course, but also law enforcement and the Department of Defense.” Michael Horton outlines the Houthis’ expanding footprint in the Horn of Africa. He writes that securing supply chains and funding for their unmanned vehicle and missile programs, “especially funding and supplies that are independent of Iran, is a key objective for the Houthi leadership” and that “both AQAP and al-Shabaab now act as facilitators and, to a degree, as partners that help the Houthis smuggle needed materiel into and out of Yemen.” Christopher Faulkner, Raphael Parens, and Marcel Plichta look at Africa Corps, Russia’s replacement for the Wagner Group in Africa. They write: “Russia’s Sahel strategy, and arguably its Africa strategy writ large, is one that promotes more disruption and chaos, not less. … Russia has limited CT experience and diminished incentives to invest the resources necessary to genuinely solve the complex security crises in Burkina Faso, Mali, Niger, and across the greater Sahel—crises that demand much more than a military solution. Adding to the complications is the potential loss of Russian bases in Syria following the overthrow of the Assad regime. Any resulting Russian forfeiture of its bases … could make airlifting goods to Libya, the Sahel, and Central Africa significantly more challenging in the short term,” with implications for the endurability of Sahelian juntas propped up by Africa Corps.

The past several years have been a period of transition for the U.S. counterterrorism enterprise. During this time, the United States has had to navigate, and adapt U.S. CT posture and approaches to, a shift in U.S. national security priorities; a complex, diverse, and ever-evolving threat landscape; and ongoing technological change that is transforming the worlds of extremism, terrorism, and counterterrorism. In addition, the United States has simultaneously been working to define what the next chapter of U.S. counterterrorism should look like and how the U.S. CT community needs to evolve so it can anticipate, understand, and respond to the varied threats it will face in the years ahead. To help drive change, the United States should frame the counterterrorism moment it finds itself as the compound era of U.S. CT. This new era is being shaped by three primary characteristics: multiple priorities; a broad range of threats, including mixed ones; and a more diverse CT landscape. How well the United States responds to and adapts to the change and challenges that are occurring across these three areas will have an important bearing on the future effectiveness of U.S. counterterrorism. This report outlines characteristics that define the compound era of U.S. CT and the utility associated with this framing. The body of the report then explores some of the key trends and factors that have been impacting and driving change across the extremism, terrorism, and CT landscapes. The report also discusses some of the implications of these trends and outlines 11 priorities that can help guide the U.S. counterterrorism community’s evolution during this new era.

Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

In this month’s feature article, Lorena Atiyas-Lvovsky, Eitan Azani, Michael Barak, and Assaf Moghadam find that “jihadi rhetoric is rarely translated into violent attacks against Israeli and Jewish targets … The relative dearth of successful operations, however, has not deterred global jihadi organizations from regularly leveraging the Palestinian issue for political gain, and in order to reinforce their stature as powerful actors in the Middle Eastern and global arenas. Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”
