Abstract:
France24’s Wassim Nasr is the only international journalist to spend time with Syria’s de facto leader Ahmed al-Sharaa both before and after the fall of Assad. In the spring of 2023, Nasr traveled to Idlib where he met with al-Sharaa (who at the time was widely known by his jihadi kunya Abu Muhammad al-Julani). Nasr’s insights detailed in “Journey to Idlib” in the May 2023 issue of CTC Sentinel on al-Sharaa’s ideological journey away from the Islamic State and al-Qa`ida toward what might be termed pragmatic Islamism were invaluable to international security analysts. Late last year, shortly after the fall of the Assad regime, Nasr traveled back to Syria where he met with al-Sharaa for a second time and interviewed him. Speaking to CTC Sentinel about the trip in his follow-up feature interview “Journey to Damascus,” Nasr says: “Comparing the man I saw in 2023 with the man I saw in late 2024, he was the same. He spoke very slowly, very quietly. It was the same impression I had a year and a half ago, which was very surprising to many people. I was very cautious a year and a half ago, asking myself, ‘Okay, should I take what he is saying for granted?’ But I was reassured. Because I saw that when they took Aleppo, [when] they took Damascus, actually he applied what he said to me a year and a half ago. It can’t be dismissed as just talk.” In the feature article, Nicolas Stockhammer and Colin Clarke examine the Islamic State-inspired plot to attack a Taylor Swift concert in Vienna that was thwarted in August 2024. They write that the plot “underlined that Islamic State Khorasan (ISK), which appears to have inspired the lead plotter, remains an enduring threat, evolving its tactics and strategy while focusing on radicalizing followers and supporters through relentless online propaganda. The suspects in the Vienna plot epitomized the interplay of online and offline radicalization, with extremist content on social media platforms like TikTok playing a pivotal role.” In the second interview, Wassim Nasr provides insights from his interview last fall with Mohamed (Amadou) Koufa, the number two in JNIM, al-Qa`ida’s affiliate in the Sahel. For Nasr, the questions Koufa chose not to answer were even more significant than his answers. “In my assessment, Koufa’s refusal to speak about al-Qa`ida was significant. I think it’s very possible that JNIM is at least seriously discussing and maybe preparing to break from al-Qa`ida. Since the last third of December, JNIM has stopped referring to AQIM and stopped directing followers to the AQIM media outlet Al-Izza. … It looks like they might be preparing the landscape for a split with al-Qa`ida in the same way that Jabhat al-Nusra—the predecessor group of Hayat Tahrir al Sham (HTS), the group now in power in Syria—split with al-Qa`ida.” Nasr says that it is possible that having seen HTS come to power in Syria after it split with al-Qa`ida and having seen al-Sharaa in recent weeks win broad international acceptance, JNIM may be preparing to start on a similar path away from the global jihadi group.

In this month’s feature article, Moustafa Ayad examines 93 unofficial Islamic State groups and outlets operating across social media platforms and messaging applications to understand how the Islamic State’s digital ecosystem is fostering teenage terrorism. He writes that an “ecosystem of unofficial Islamic State groups and their supporters are continuing to flaunt their ability to use social media platforms for recruitment and propaganda” with youngsters “interacting with and producing Islamic State content in new shapes and forms.” He adds that the unofficial Islamic State propagandists are “finding innovative, low budget hacks to the hurdles placed in their way by social media companies and messaging applications. The Islamic State’s digital ecosystem is thriving, and the outlets within it are not just flaunting an ability to game platforms, but are similarly expanding their presence onto new emerging applications, allowing them to fight off coordinated efforts and automated approaches intended to stop their spread.” Our interview is with Deputy Chief David Kowalski, the commanding officer of the Counter-Terrorism and Special Operations Bureau at the Los Angeles Police Department. His department is increasingly focused on keeping the upcoming Olympics in the city safe. He says: “We’ve been preparing for the 2028 Olympics for the past seven years. Each year, our preparation and development becomes more advanced. We work closely with all the agencies throughout the city, which includes our mayor’s office, the fire department, our federal agencies, the emergency management department of the city, and it’s a whole regional approach to making sure these games are successful.” He adds: “We’ve worked very closely with our partners in Paris this past summer. … From a counterterrorism point of view, we’ve had the opportunity to look at what worked in Paris and in lessons learned, and that’s been very beneficial to us as we move into 2028.” He further notes that “the threats to Los Angeles and the rest of the country continue to become more sophisticated. Over the past six years working in the field, the threat environment has never been so diverse and changing, and we must remain ahead of how these threats can impact our cities.” Munira Mustaffa provides a case study of the May 2024 Ulu Tiram attack in Malaysia. She writes that the attack “illuminates how an isolated familial environment, driven by a fanatical father’s extreme religious ideology, systematically groomed the attacker through a distorted theological narrative that reframed violence as a spiritual purification ritual and pathway to salvation.” She adds that the case study demonstrates “how self-imposed ideological exiles can create significant challenges for monitoring and intervention, thus underscoring the urgent need for sophisticated approaches that move beyond simplistic categorizations of terrorist sympathizers.”

The March issue focuses in particular on the drone threat. In the feature article, Don Rassler and Yannick Veilleux-Lepage examine the evolution of terrorist drone usage and forecast its future trajectory in light of the tactical and technological innovations emerging from the Russo-Ukrainian War. They write that “the conflict has become a critical ‘innovation hub’ for drone warfare, accelerating advancements in the scale, speed, and range of drone operations. These developments are not only transforming the modern battlefield but also creating new opportunities for violent extremist organizations (VEOs) to enhance their operational capabilities.” They assess that “in particular, the war has normalized large-scale drone deployment, demonstrating the feasibility of launching coordinated drone swarms and phased attacks capable of overwhelming existing defenses” and note that the potential future pairing of high-speed First-Person View (FPV) drones with emerging technologies such as AI-assisted targeting “could significantly increase the precision and impact of future attacks.” In a similar vein, Jake Dulligan, Laura Freeman, Austin Phoenix, and Bradley Davis, in assessing the threat posed by commercial drones, write that the biggest concern “is that drone swarms could dramatically increase the impact of bad actor drone operations, be it kinetic strikes, ISR, or psychological warfare.” This month’s interview is with Dr. Christian Klos, the Director General of Public Security at Germany’s Federal Ministry of Interior and Community. He says that “when it comes to the external threat, I would agree with the assessment that ISIS-K is in Germany as well. What we observe from the intelligence side is that there are clear indications that the group intends to conduct attacks in Europe, and this can also include Germany and therefore we are very much aware of this threat, and we have seen also travel activities. So, it’s not just some minor indications.” Aaron Zelin assesses the new Syrian government’s efforts to counter the Islamic State, Hezbollah, and the captagon trade. He writes: “Unlike the Assad regime—which did little to fight the Islamic State, was closely aligned with Hezbollah, and produced captagon on an industrial scale—HTS in its guise as the new government of Syria is taking on these challenges assertively, and has a significant track record in doing so previously. Not only are these efforts a benefit to Syrian society and the security and stability of the country, but they also align with the interests of the United States and U.S. regional allies.” Alexandre Rodde and Justin Olmstead examine the evolution of vehicular ramming attacks and prevention efforts. They write that “when it comes to indicators and warnings of future attacks, the demonstration effect created by high-casualty vehicle-ramming attacks has in the past seemingly produced a surge in copycat attacks, which means the security agencies should be particularly vigilant given the recent uptick in high-profile attacks, including the New Orleans attack.”

4. The Caliphate Complaint Box: Stories of Islamic State Governance in the Words of Those Who Lived It

Abstract:
In the summer of 2014, the terrorist organization known as the Islamic State declared itself the governing entity of a vast swath of territory across Iraq and Syria encompassing millions of people, who were now ‘citizens’ of the Islamic State. Although it is well-known that the group’s governance approach carried with it the strict and sometimes violent implementation of their interpretation of Islamic law, there has been comparatively limited evidence regarding the nature of the complaints that arose during this time. This report relies on 396 previously unreleased primary source documents created by both members and civilians of the Islamic State highlighting problems encountered under the group’s governing eye—the Caliphate Complaint Box. These documents provide a vivid first-hand account of the challenges people faced living under the Islamic State. They demonstrate that, despite the group’s propaganda effort to highlight its establishment of a just society with a well-functioning government, the reality on the ground was much different. Given that any single analysis or summary cannot capture all the nuance included in these documents, the Combating Terrorism Center is releasing all of these documents through its website in an effort to promote future research on the Islamic State. However, this report does highlight some of the initial findings from an analysis of the material: The Islamic State faced regular bureaucratic challenges. Despite the promise of being different than other forms of government, the Islamic State struggled to keep track of paperwork and people, at times leading to confusion and disillusionment among those living under its control. Women living in the caliphate faced an uphill battle. Although perhaps not surprising, these documents drive home the inequity faced by women in the caliphate when it came to resolving issues of concern. Several complaints show women having to repeatedly seek help in order to provide for their families after losing husbands. Additionally, the documents contain multiple examples of men in positions of power targeting women with abuse. Citizens suffered raids and harsh treatment by both religious and security-oriented police. The laws of the Islamic State were strict, but these documents show that the execution of justice could be both harsh and uneven. People living in the caliphate might find their children hit during a raid or their vehicle confiscated at a checkpoint without a clear indication as to why or what the resolution would be. The Islamic State military bureaucracy faced challenges in recruiting, equipping, and managing its forces. The Islamic State was a group formed through military conquest. The Complaint Box documents show that, despite these successes against an array of external adversaries, the group’s military wing struggled with issues, including but not limited to the production of military weapons, leadership of training units and battlefield forces, and putting soldiers in the right units and places.

Abstract:
In this month’s feature article, Barak Mendelsohn examines the future of the jihadi movement. His article is the second in a new recurring series in CTC Sentinel entitled “On the Horizon” that examines emerging counterterrorism challenges and long-term developments. Mendelsohn writes that over 20 years after 9/11, “jihadi violence in the West is low, but the number of Sunni jihadi outfits around the world has increased. And while the central leaderships of both al-Qa`ida and the Islamic State appear in tatters, many of their affiliates are experiencing expansion.” He argues that “anti-regime grievances, the appeal of religious ideology, and the ability to hurt, are likely to maintain jihadism as a viable resistance ideology.” He further warns that “jihadism is still a powerful force and is making inroads in various regions” and that “a more modest jihadi strategy with a regional focus is offering jihadis a new path forward.” But, he notes, “a sustainable jihadi success would require moderation that is simply antithetical to the nature of the ideology.” Our interview is with Mitchell D. Silber, the executive director of the Community Security Initiative, an intiative “created by the leading organizations in the Jewish community in New York to protect the Jewish population and Jewish institutions in the Greater New York City metro area.” He previously served as Director of Intelligence Analysis at the New York City Police Department. Silber describes how in the months since the October 7 attacks in Israel, there has been a surge in antisemitic threats and violence in the greater New York area. “This is kind of like a category five storm. Five times the amount of hateful postings that our intelligence desk had to vet through,” he says, adding that “since October 7, 2023, there have been at least 23 anti-Jewish assaults in New York City.” He outlines how in response to these grave threats, the Jewish “community, leadership, and organizations have rallied, have risen to the occasion, and are now creating the security architecture that we never had before in the United States in order to meet the moment.” Finally, Caleb Weiss and Ryan O’Farrell examine how Operation Shujaa, launched in late 2021 by the Democratic Republic of the Congo (DRC) and Uganda against the Islamic State Central Africa Province (ISCAP) in the border regions of the DRC near Uganda, has degraded the ability of the group to disseminate propaganda via the Islamic State’s central media apparatus. They write: “While still a serious and deadly threat inside Congo and beyond, [ISCAP’s] propaganda output is a shell of its former self. This decline is, in part, thanks to the current joint Ugandan-Congolese operations against it.”

Abstract:
Ten years ago, in August 2014, the Islamic State began its genocidal campaign against the Yazidi community. In our cover article, Devorah Margolin and Gina Vale evaluate how the group’s gendered violence has manifested during and after its caliphate years. “Even without its caliphate,” they write, “the Islamic State’s gendered violence continues, as its supporters and ideology remain. Arguably, the lack of timely and appropriate responses has perpetuated this violence.” Our interview this month is with William Braniff, director of the Center for Prevention Programs and Partnerships at the Department of Homeland Security. In it, he describes his office’s efforts to utilize a public health-informed approach to preventing targeted violence and terrorism. Edward Lemon and Noah Tucker examine Central Asians’ prominent role in recent global terror plots and attacks. They argue that analysis should focus more on “the factors that led to mobilization to Syria and Iraq a decade ago and that have been exacerbated in recent years, especially in Tajikistan, including crackdowns on religion, corrupt ineffective governance, high levels of migration, and well-established terror networks that are holdovers from the peak of the Islamic State” as a way to understand this evolving threat area. When news reports appeared earlier this summer suggesting that the leader of the Islamic State in Somalia, Abdulqadir Mumin, may have quietly become the “worldwide leader” of the Islamic State last year and may have been killed in a recent U.S. airstrike, the news created far more questions than answers. Austin Doctor and Gina Ligon take a nuanced look at what the developments—if true—could mean for the group. Jessica Davis provides analysis of the Islamic State’s post-caliphate financial strategies. “The future of the Islamic State’s financial infrastructure,” she writes, “is networked, resilient, and adaptive.” This reality, she warns, portends “a grim future for efforts to combat the group’s international presence.” Finally, in June, the U.S. State Department designated the Nordic Resistance Movement, the largest neo-Nazi group in Sweden, as a Specially Designated Global Terrorist, only the second white nationalist organization on its terrorist list. Peter Smith outlines the development of the group and considers what the designation could mean for its future.

In the wake of Islamic State Khorasan (ISK) attack on March 22 in Moscow and a wave of thwarted plots by the group in Europe, there is growing concern about the international terror threat the network poses. In the feature article, Amira Jadoon, Abdul Sayed, Lucas Webber, and Riccardo Valle assess that “ISK’s nearly decade-long presence in its traditional strongholds of Afghanistan and Pakistan, coupled with its expanding reach and appeal among Central Asian populations and its prioritization of inspiring and coordinating transnational attacks as part of its growth strategy, underscores the multifaceted and evolving nature of the threat posed by this resilient terrorist organization … Despite ISK’s recent decline in attacks in Afghanistan, the group retains the determination and capacity to conduct destabilizing high-profile attacks in multiple countries. The group remains resilient, but more worryingly, it has learned to adapt its strategy and tactics to fit evolving dynamics, and exploit local, regional, and global grievances and conflicts.” Our interview is with Ahmad Zia Saraj who served as the General Director of the National Directorate of Security (NDS) of Afghanistan between September 2019 until the fall of Kabul on August 15, 2021. He recounts this turbulent period and the lessons learned. He warns that by using end-to-end-encryption, ISK can recruit, exchange information swiftly, plan, and execute international attacks. “Encrypted messaging apps have helped terrorists speed up operations, enhance operational security, save time, save travel costs, and to plan and execute and even monitor attacks in real time,” he says. “The NDS noticed that a newly recruited fighter does not need to physically attend a training camp to learn how to construct a bomb or how to target the enemy. All this can be done via a smart phone with less risk of exposure. Advancing technology has made it possible for someone to be trained in terrorist tactics in any part of the world, regardless of borders or travel restrictions. A terrorist in Afghanistan or Iraq can easily train another one in any part of the world.” Finally, Pete Simi, Gina Ligon, Seamus Hughes, and Natalie Standridge quantify the rising threats to public officials in the United States by reviewing a decade of federal data. They write that: “A review of federal charges for the past decade highlights that the number of threats to public officials is growing. While 2013-2016 had an average of 38 federal charges per year, that number sharply increased to an average of 62 charges per year between 2017-2022. Across the time series, ideologically motivated threats, on average, accounted for almost half of the cases, and the portion steadily increased year over year. A preliminary review of cases from 2023 and 2024 shows that the number of federal prosecutions is on pace to hit new record highs. The rising threat level may produce significant consequences for the U.S. democratic system of governance.”

Abstract:
On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

In this month’s feature article, Lorena Atiyas-Lvovsky, Eitan Azani, Michael Barak, and Assaf Moghadam find that “jihadi rhetoric is rarely translated into violent attacks against Israeli and Jewish targets … The relative dearth of successful operations, however, has not deterred global jihadi organizations from regularly leveraging the Palestinian issue for political gain, and in order to reinforce their stature as powerful actors in the Middle Eastern and global arenas. Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. He writes: “Despite the fact that the group’s caliphs are now very much ‘men of the shadows,’ there is little evidence pointing to the prospect of the group’s fragmentation in Iraq, Syria, or elsewhere around the world, with the group’s affiliates seemingly willing to accept successor caliphs about whom little or nothing is publicly known.” Lucas Webber and Alec Bertina profile the Russian Imperial Movement (RIM) and its paramilitary wing, the Russian Imperial Legion (RIL), tracing their involvement in the Ukraine conflict since 2014. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”
