1. The Role of Long Histories of “Lived Experience” in the COVID-Era Inflationary Surge

Abstract:
A rough consensus has evolved around the causes of the COVID-era inflationary spike: the disruption in supply chains; the shift in demand from services to goods; the surge in commodity prices that followed Russia’s invasion of Ukraine; and the pandemic fiscal stimulus programs. In this paper, we highlight an additional factor influencing the incidence of pandemic inflation across countries—their long histories of “lived experience” with inflation. We show that more than half of the variation in inflation across countries during the 2020–23 period can be explained by their earlier levels of inflation. Even controlling for inflation in the 2016–19 period, countries with higher inflation in the 2000–2015 period had higher COVID-era inflation, and the effect of long-lagged inflation is both economically and statistically significant. These long histories of lived experience dominated other policy measures to control inflation, including inflation targets and central bank independence. The influence of long-lagged inflation history appears to be greatest during periods of heightened volatility; it was less important in explaining the cross-country pattern of inflation during the more tranquil period immediately preceding the pandemic.

2. How Export Restrictions Threaten Economic Security

Abstract:
The fear that a foreign government will impose an export restriction that imperils another country’s economic and national security has driven part of the recent turn to industrial policy and the increased use of tariffs. Countries now worry about disruption not only to their access to energy but also to critical minerals, semiconductors, medical supplies, and other essential goods. Modern use of industrial and trade policy is thus often an attempt to move supply chains in the short term and to sustain them in those new places over the long term, in order to reduce national vulnerability to disruptions caused by export restrictions. However, achieving even modest forms of international cooperation on trade and industrial policy between countries seeking to improve their collective economic security will also require that these same countries take on new commitments to discipline their own use of export restrictions toward each other.

3. Restructuring sovereign debt: The need for a coordinated framework

Abstract:
When a sovereign's debt is unsustainable, all stakeholders—the sovereign, its official creditors, and most private creditors—share an interest in a restructuring that quickly restores sustainability. Notwithstanding this general alignment of interests, the current restructuring process is subject to delay and unpredictability. Concerns regarding intercreditor equity have been exacerbated by the "sequential" nature of the restructuring process, where official creditors are generally expected to commit to debt relief terms before private creditors. To speed up the restructuring process, this Policy Brief proposes that the restructuring of official claims and private claims proceed in a parallel yet coordinated manner. To address intercreditor equity concerns, a new contingency mechanism would be available to allow simultaneous decision making: Before one creditor group decides to accept an offer, these creditors would know what everyone else is being offered. Such a mechanism would not be mandatory—there may be circumstances where one group is prepared to move before the others. Such a "Coordinated Framework" will require greater information sharing, consistent with the types of transparency reforms that have been advanced by the International Monetary Fund.

4. The El Niño Southern Oscillation and Geopolitical Risk

Abstract:
This paper investigates whether the El Niño Southern Oscillation (ENSO)—the warming and cooling cycle in the central and eastern Pacific Ocean that affects both global atmospheric and ocean conditions—is a driver of geopolitical risk at the global scale. Using nonlinear cross-convergent mapping, a technique for characterizing causal relationships in dynamic systems, it finds ENSO is causally related to geopolitical risk at the global level, but that finding is not replicated at the country level for countries whose economies are most strongly influenced by ENSO cycles. Put differently, ENSO-related geopolitical risk is an emergent phenomenon evident only at the Earth system level. Then, using monthly observations of ENSO and geopolitical risk, the paper reports a curvilinear, contemporaneous relationship between ENSO and risk, with La Niña conditions associated with lessened geopolitical risk relative to El Niño and neutral climate conditions. The effects are statistically and substantively significant, and the relationship is demonstrated to be stronger in more recent decades (post-1990). The effect for geopolitical risk of transitioning from La Niña to neutral ENSO conditions is of similar magnitude to that of the outbreak of a major interstate war.

5. Populist opposition is threatening progress on climate change

Abstract:
Driven by the push to decarbonize the world and achieve net zero emissions by 2050, a new anti-elite revolt is in the making in developed economies: If mainstream parties ignore the losers of the green transition as they did with globalization, climate populism not only will slow the adoption of climate policies but could also shake Western democracies. Climate policies are a perfect target for populist rhetoric: They rely on expert knowledge, entail globalist thinking and action, and the counterfactual nature of their benefits—avoiding disasters that would otherwise happen—gives ample fodder for conspiracy theories. And their costs are unevenly shared, hitting those at the bottom of the income distribution significantly harder than those at the top. Climate populism is particularly a problem on the far right, where doubts about science and opposition to international cooperation are strongest. Policies need to deal with this rising political opposition. Given the depth of their grievances, and as it is often the case with populism, it is unlikely that voters antagonistic to climate policies will be persuaded by rational arguments. What will change their behavior are economic incentives. If green technologies are cheaper than fossil fuel ones, they will be adopted to save money rather than the planet. Thus the costs of the green transition need to be reduced through more open trade in the short run and more innovation in the long run. In addition, those who support climate policies need to be mobilized through more engaging political strategies, more emotional narratives, and more bottom-up policy approaches.

6. The Trinity of COVID Era Inflation in G7 Economies

Abstract:
COVID era inflation was driven by a unique combination of three shocks: First, a plethora of pandemic-related shifts in demand patterns and disruptions to supply caused prices of consumer durable goods to skyrocket. Second, the Ukraine war caused the largest global commodity price surge in 40 years, which mainly affected prices of nondurable goods such as food and gasoline. Third, strong monetary and fiscal responses to the pandemic recession caused labor markets to tighten, pushing up prices of services. This paper estimates models of the components of consumer prices in each G7 economy in order to document the transmission of these shocks. The first two shocks had run their course by 2023, enabling overall inflation to decline sharply from its 2022 peak. But labor markets remained at least moderately tight in most G7 economies in 2024, and services inflation remained noticeably higher than its pre-pandemic level.

7. Can the World Trade Organization be saved? Should it?

Abstract:
Heads of state, trade ministers, and academics have repeatedly called for reforming the World Trade Organization (WTO), the institution charged with the stewardship of the global trading system. The durability and worth of the WTO are being increasingly questioned despite the fact that by almost all objective measures, it has been a great success, with world trade growing much faster than global GDP over the last 75 years. However, past success does not guarantee future performance. This Policy Brief examines the institution’s most serious defects and the multitude of challenges it faces. It suggests the institution needs to evolve to reach broad-based international trade agreements, adding much needed new rules to the world trade rulebook and developing effective means to settle disputes that would render the rules of the system enforceable once again.

8. The international tax agreement of 2021: Why it’s needed, what it does, and what comes next?

Abstract:
In 2021, more than 135 jurisdictions agreed on transformative new international tax rules that would establish a minimum tax rate of 15 percent on multinational corporate income regardless of where it was reported. In December 2022, the European Union unanimously moved forward to implement this minimum tax, and other countries, including South Korea, Japan, Australia, Canada, and the United Kingdom, are also either implementing the tax or taking substantial steps toward implementation. In tandem, the United States should also reform its international tax system and adopt a stronger minimum tax. While the future of the international agreement is uncertain, it has important implications for the ability of governments worldwide to create tax systems that are administrable, fair, and efficient. The agreement also demonstrates important guiding principles for the future of multilateral cooperation on global collective action problems, including efforts to protect public health from future pandemics, address nuclear proliferation, and resolve territorial conflicts. US progress on international tax reform would enhance much needed international cooperation on these issues.

9. Multilateral development banks are key to unlocking low-carbon investments in developing economies

Abstract:
Over the next three decades, emerging markets and developing economies (EMDEs), and especially middle-income countries, are projected to account for much of the growth in global economic activity and energy use. While a decisive move to low-carbon technologies and energy efficiency would advance both their development goals and a stable climate, the countries have yet to fully tap this opportunity. The multilateral development banks (MDBs) are in a unique position to help lower barriers to low-carbon investments in EMDEs and unlock these sustainable development opportunities. Their differentiating governance, financial and technical capabilities, and financing instruments would enable MDBs to support the necessary business environment and energy reforms and to cofinance low-carbon and energy efficiency investments alongside other investors to reduce and manage risks.

10. Carbon border adjustments, climate clubs, and subsidy races when climate policies vary

Abstract:
Jurisdictions adopt heterogeneous climate policies that vary in terms of both ambition and policy approach, with some jurisdictions pricing carbon and others subsidizing clean production. We distinguish two types of policy spillovers associated with diverse policy approaches to climate change. First, when countries have different levels of climate ambition, free riders will benefit at the expense of more committed countries. Second, when countries pursue different approaches, carbon-intensive producers within cost-imposing jurisdictions will be at a relative competitive disadvantage compared with producers in subsidizing jurisdictions. Carbon border adjustments and climate clubs are attempts to respond to these policy spillovers, but when countries have divergent policy approaches, one policy alone will not be able to address both types of spillovers. We also consider the policy dynamics that result from carbon border adjustments and climate clubs; both have the potential to encourage upward harmonization of climate policy, but they come with risks. Further, the pressures of international competition in the presence of divergent climate policy approaches may result in subsidy races, which come with their own potential risks and benefits.
