1. The New Syria and the Regional Balance of Power

Abstract:
The sudden fall of Bashar al-Assad’s regime on 8 December 2024 and the subsequent rise of Hayat Tahrir al-Sham (HTS), now leading the Syrian interim government in the country, have dramatically shaped the regional balance of power. Remarkably, the HTS-led interim government has been making some serious attempts to consolidate its control, and boost legitimacy, but also rebuild Syria after 14 years of civil war and a half-a-century of Assad dynasty rule. In its pursuit to achieve these ends, the interim government has launched diplomatic efforts toward regional and international powerhouses. Everybody, including Russia, is currently welcome to visit Damascus. Yet there is also failure so far to open up the transition to others, which could generate grievances and lead to disruptive regional interference. While the success of such a policy remains to be gauged, the HTS approach to accommodate regional contradiction is worth explaining.

Abstract:
Hamas’ barbaric attack on 7 October and Israel’s ruthless retaliation against Hamas and Gaza Strip residents are unprecedented shocking events in their severity, repercussions and impact on both peoples’ collective memory. Only few of those Israelis who agreed that Hamas underwent a political change since 2017[1] – when it issued its Document of General Principles and Policies[2] – still maintain that view. Similarly, Western government officials who engaged in direct or indirect dialogue with Hamas claim that the crimes it committed on 7 October were driven by its adherence to a fundamentalist Islamic ideology inspired by ISIS.

Abstract:
The decade since the 2010–11 Jasmine revolution has been particularly difficult for Tunisia. The trend of poverty reduction that started in the early 2000s has lost steam, with poverty rates increasing again in the wake of the Covid-19 pandemic and spatial inequalities remaining high. Moreover, the labour market is afflicted by persistent structural problems: high unemployment, high informality and low levels of participation among women and youth. Given the limited opportunities offered by the local labour market, Tunisians increasingly find in emigration the solution to cope with their dire economic and social situation.

Abstract:
The toing and froing of proposals and counterproposals for a ceasefire in Gaza has been going on for months now. The talks between the Israeli government and Hamas, however, have never really been about numbers: how many hostages to release, which ones, in return for how many and which prisoners, and how many days of truce. The sticking point is another: Hamas calls for the end of the war, and the Israeli government for the end of Hamas. This means that, in reality, the stand-off is all about the “day after”. How can a government be established in Gaza that ensures freedom and development on one side, and security on the other one? And yet, that’s what no one has been working on. While most mediators admit by now that Hamas will not be destroyed, in the ceasefire talks the issue of the “day after” continues not to be factored in.

The Palestinian reconciliation agreement signed in Beijing on 22 July[1] did not attract much attention. It is easy to understand why. Many agreements like it have been signed between Fatah and Hamas since the 1980s and have not been implemented. What is different about this agreement? The difference does not lie in the prospects for reconciliation, which may materialise or ultimately fail like its predecessors, but rather in the contents to which the Hamas movement has agreed. In other words, the novelty is not in the reconciliation but in Hamas’s modified positions.

Abstract:
The killing by Israel of Hassan Nasrallah, the leader of Hezbollah, the Islamist Shia militia that controls South Lebanon, may well go down in history as the harbinger of a seismic change in the balance of power in the Levant and arguably the whole Middle East. Iran’s ensuing retaliatory missile strike makes war with Israel all but inevitable, though its magnitude remains uncertain. Part of it will be fought with missiles, rockets and drones flying across the sky between the two arch-enemies. Part of it will be fought across the region, possibly wherever Iran’s axis of resistance – the network of pro-Iran armed groups spanning Iraq, Lebanon, Palestine, Syria and Yemen is based. Most of it will likely be fought in Lebanon, home to Hezbollah, whose demise – or even severe weakening – would result in Iran’s influence in the Levant being curtailed. While Israel’s onslaught on Hezbollah has tilted the balance of power heavily in its favour, it is too early to make predictions – after all, the Middle East has disrupted expectations time and time again in the past. It is still possible though to make some considerations and discuss a few open questions.

US President Joe Biden is walking on thin ice while he attempts to deal with the most serious crisis in the Middle East since the ill-conceived US-led invasion of Iraq in 2003. Biden has orientated his administration’s action along three tracks: supporting Israel; protecting as many Palestinian civilians as possible while also resuscitating the defunct Middle East peace process; and preventing the conflict from extending to the wider region.[1] The problem is, reconciling these three priorities may be impossible.

Abstract:
In the hours following Hamas’s violent attack on Israel of 7 October, the Saudi authorities called for “an immediate de-escalation”, while noting that they had previously warned against the outcomes of “the continued occupation and depriving Palestinians of their legitimate rights and the repeated systematic provocations against their sanctities”.[1] In a more recent declaration, the Saudi Foreign Minister has reiterated the country’s “categorical rejection of calls for the forced displacement of the Palestinian people from Gaza, and its condemnation of the continued targeting of defenceless civilians there”.[2] Reportedly, the heavy retaliation measures adopted by Israel, whose bombing campaign against Gaza has been one of the most intense of this century,[3] also including the apparent use of white phosphorus,[4] resulted in the halt of the normalisation process between Saudi Arabia and Israel, which should have followed suit on the 2020 Abraham Accords. Only a few weeks before, on 20 September, the Saudi Crown Prince Mohammed bin Salman had announced on US television that “every day, we get closer” to an agreement with Israel.[5] A few days later, Prime Minister Benjamin Netanyahu had reiterated the same optimism in front of the United Nations General Assembly general debate, insisting that the Palestinians should not be given “a veto over new peace treaties with Arab states”.

Abstract:
Since the horrific attack launched by Hamas on Israeli citizens on 7 October and the brutal ongoing Israeli military response, European governments and publics have rallied behind two diametrically opposite worldviews: unconditional support for Israel’s right to self-defence versus solidarity with Palestinians massacred by Israel’s military operation in Gaza. Europe should work proactively to chart its way in this inflammatory debate, rather than passively buying into the polarising narratives from Israeli and Arab public debates and allowing these to sow divisions, paralyse action, hamper credibility and poison democracies.
