1. The Changing Priorities of the U.S. Empire and the Fate of Puerto Rico

Abstract:
Puerto Rico’s fate is captive to the changing priorities of the United States. In this essay I will explore how changes in U.S. colonial administration of Puerto Rico appear to closely correspond to changing U.S. national security concerns and geopolitical priorities. For the purposes of this work, I divide the history of Puerto Rico under American colonial rule into three periods: (1) 1898–1945: From the U.S. acquisition of Puerto Rico until the end of World War II. During this period, the United States’ colonial policy focused on using Puerto Rico to contain European expansion into the Caribbean and to protect the Panama Canal. (2) 1946–1991: From the start of the Cold War until the collapse of the Soviet Union. The United States used Puerto Rico as a propaganda tool in its ideological battles with the Soviet Union and its allies, especially Cuba. (3) 1992–Present: From the end of the Cold War to the present. During this most recent phase, Puerto Rico’s strategic importance to U.S. national security comes to an end. The U.S. domestic political and economic situations drive colonial policy.

Abstract:
Human history has centered on strengthening relations between communities and taking advantage of political circumstances based upon economic, social, and cultural factors. These relationships stem from the capacity for mobility that gives human beings their planetary status. The Azores, an archipelago of nine islands in the center of the North Atlantic, have played a decisive role in affirming the international community since the fifteenth century. Inhabited by the Portuguese, these islands proved to be a beneficial support point for the imperialist aspirations of the small European state, which has always shown a great maritime vocation. In the national context, the Azores have, on several occasions, come to the fore in significant events throughout Portugal’s history. In the sixteenth century, following the dynastic crisis initiated by King Sebastião’s death and the legitimate succession of Felipe II of Castile, the Azores were the last bastion of the movement actively seeking to prevent the establishment of a personal union under Spanish monarchy. Although the islands’ resistance was short-lived, the historic feat in defense of Portugal’s sovereignty against the imperialist aspirations of its Iberian neighbor endured in Portuguese collective memory.

With internet and cell phone connectivity enabling instant worldwide dissemination of information, many individuals presume that communication between international social justice activists during the twentieth century was tedious, insular, and ineffective. Yet analysis of the vast output of published graphics from that period reveals a different story, one of dynamic interchange and cross-national support.

The Central Intelligence Agency (CIA) is the United States’ most prominent secret service, referred to by insiders as simply “The Agency.” It is located at Langley, a 219-acre, leafy campus near the Potomac River in the McLean town- ship of Northern Virginia. This article examines the role of James R. Schlesinger at the Agency’s helm in 1973, and why his time as the United States’ spymaster was indelible even though he served only briefly in this position.

Abstract:
The fight for women’s rights in the Democratic Republic of the Congo (DRC) originated in the 1950s with the creation of young women’s social centers in local Catholic churches. In the early 1980s, challenges within the fight grew with the emergence of the NGO system, which brought non-state actors into activism for social change. This development popularized the idea that, because women constitute 52 percent of the population, abandoning them would be a mistake. However, the road to women’s social emancipation remains long and perilous.

7. A Path Not Taken: A Historical Interpretation of the Roots of Contemporary Crime in Central America

Abstract:
Has Central America always been a dangerous place? During the early 1980s, in the provincial city of Chichigalpa, Nicaragua, one could walk anywhere and at any time without fearing crime. The Frente Sandinista de Liberación Nacional (FSLN), a leftist guerrilla organization founded in 1961 that had led the Ni- caraguan Revolution to triumph in 1979, ruled the country.1 Remarkably, its police force, the Policía Sandinista, was neither feared nor scorned, even by the anti-Sandinista sectors of the community. Neither crime nor its absence were a topic of conversation in Chichigalpa, nor were they a concern in the U.S. media, despite the media’s obsession with all things Sandinista.2 If the media or the Reagan administration had commented on the low levels of crime in Nica- ragua, they likely would have criticized the FSLN for that too, citing a highly regimented surveillance society as its cause.3 On the contrary, any surveillance that did exist in Nicaragua in the early 1980s derived from enhanced forms of solidarity against what was largely perceived as an external threat: the Contras— the United States-backed, counter-revolutionary forces composed of former Somoza supporters, Nicaraguan-dictatorship exiles, and ex-Guardia o:cers. 9is military force eventually received signi5cant peasant support in the central and eastern parts of the country.4 One institution that fomented solidarity was the Comités de Defensa Sandinista (CDS). Organized immediately preceding and following the revolutionary triumph of July 1979, the CDS began as a group of relatively democratic organizations that promoted community development as well as security.5 Over the next few years, through nightly patrols, they increas- ingly focused on the surveillance of potential Contra terrorist activities. While such e;orts certainly contributed to crime reduction, the democratic character of the organizations also eroded, as a top-down emphasis on national defense became predominant among the CDSs.

For most Russians, the collapse of the Union of Soviet Socialist Republics (USSR) in 1991 was highly disorienting, if not traumatizing. They were sud- denly living in a new world. Many appreciated the newfound freedoms (of speech, association, religion, travel, and limited economic entrepreneurship) bequeathed by Mikhail Gorbachev’s reforms. Still, however much they appreci- ated Gorbachev’s ending of the Cold War, Russians had to get used to a long list of shattering losses. Their country was no longer a distinct, multi-ethnic civilization or an acknowledged “great power” that could take pride in its history. The economy was collapsing amidst deepening shortages of consumer goods, while organized crime climbed above ground to demand protection money and collude with state and party officials to strip state assets.1 Abroad, the country was a lonely “has-been.” The states of Eastern Europe were no longer military allies or vassals, and Russia could no longer claim to be the virtuous leader of an anti-imperialist “world communist movement.” The USSR’s prior claims of being a “global power” were nullified by the parlous state of the Russian military and the country’s economic dependence on the West in the wake of the collapse. The only international status indicator that remained was the claim of being a nuclear “superpower.”

9. Northern Ireland’s 100th Birthday

On 23 December 2020, Northern Ireland turned one hundred years old— that is, if its birthday is dated by the ratification of the Government of Ireland Act by King George V. Officially titled “An Act for the better Government of Ireland,” it became known to Irish nationalists and republicans as the partition act.1 The U.K. Parliament passed the act without a single vote in its favor from a member of Parliament elected in Ireland. The proposed British “solution” to Ireland’s right to self-determination was the invention of two Irelands, “Northern Ireland” and “Southern Ireland,” each scheduled to be a devolved government within the Union of Great Britain and Ireland. The proposal was enacted during what we Irish call the “War of Independence.”2

10. Are European Migration Policies Racist?

Abstract:
Are European migration policies racist? In times of spreading politiciza- tion of any migration-related issue, such a question may sound rhetorical and partisan. It is not; or at least, not necessarily. Millions of actual and potential migrants and a growing number of decision-makers in migrant-sending countries are earnestly asking this question or close variants of it. If only for this reason, this question becomes a relevant factor in international relations and, as such, it requires evidence-based answers. To answer this question, some historical background is needed. This is why I will start with a brief appraisal of the transition from the colonial to the post- colonial migration regimes of European countries. In particular, I will consider migration policies adopted toward Africa, which forms the key empirical case for my investigation.
