1. Gender-Based Violence and Sources of Support in the Middle East and North Africa (2023-2024)

According to reports from the World Bank, 40 percent of women across the Middle East and North Africa (MENA) have experienced violence from their partner at least once in their lifetime. A report from the OECD found that violence against women in MENA increased during the COVID-19 pandemic. These findings are in-line with the findings from the most recent Arab Barometer 2023-2024 survey, in which a plurality of citizens from nearly every country perceive that violence against women has increased in the past year. Governments across the region are taking actions to combat the rise in violence but more remains to be done. Despite the dire circumstances, there are points of hope in Arab Barometer’s findings as well. In particular, nearly all citizens can point to at least one source of support for women that face abuse. While citizens are highly unlikely to say a woman facing abuse cannot find support, the most commonly cited sources of support are familial rather than institutional. Specifically, support from male family members is seen as far more readily available than support from hospitals or clinics. Relying on family rather than institutions for support is complicated. At best, a lack of institutional support may indicate that citizens do not view the government as particularly invested in supporting women facing gender-based violence. Increasing institutionalized support through funding and outreach with local organizations or healthcare facilities could provide more security for abused women.

Over the past dozen years, Tunisia has experienced dramatic political change. In 2011, the Jasmine Revolution led to the fall of its long-standing leader, Zine El Abidine Ben Ali, ushering in a period of political instability. Following the rewriting of the constitution, free and fair elections were held but yielded only weak and largely ineffective governments. Although Tunisians enjoyed far greater political rights, economically the country regressed. A decade after the revolution, GDP per capita had declined significantly. Stories of corruption within government institutions remained common, yielding an increasingly frustrated public. Elections may give voters a say, but the outcomes of the system often appeared no better than in the days of Ben Ali. Citizens demanded radical change and looked for a leader who they believed could deliver actual results. In the 2019 presidential elections, many Tunisians turned to Kaïs Saïed as a solution. Saïed ran a populist campaign as a political outsider, calling for ending corruption and reforms to the electoral system. In the final round of voting, he captured nearly three-quarters of the vote for an overwhelming victory and strong electoral mandate. In July 2021, Saïed dismissed the prime minister and suspended parliament. Ruling by decree, many members of the judiciary were dismissed and many opposition politicians were arrested. Despite international criticism of these actions, results from the 2021 Arab Barometer demonstrated that most Tunisians were in favor of his actions.1 Just three months after the events of July 25, 2021, most Tunisians had confidence in the president, a majority were optimistic about their economic future for the first time in years, and most believed the government was finally tackling the problem of corruption. In short, many Tunisians had hope for their country’s future. In late 2023, Tunisians remained more optimistic than they had been before the election of Saïed, but Arab Barometer’s survey suggests that some are starting to lose hope. Promises of economic improvements have not been realized—just one-in-ten rate the economy as good, which is largely unchanged since 2013. Economic optimism has also fallen, dropping by 14 points since 2021. During this period, hunger has also increased dramatically, with twothirds of Tunisians saying they have gone without food at least once in the previous month. Moreover, the most common perception is that government mismanagement is the source of food insecurity. Views of most political institutions are relatively weak. Just over a third have confidence in the government while less than a quarter trust parliament. However, trust in President Saïed remains strong, with about three-quarters expressing confidence in their leader. Still, this level is a six point decrease from 2021.

Morocco has endured multiple crises in recent years including the Coronavirus pandemic and the earthquake that hit the country on September 9, 2023. The aftermath of these crises produces what could be described as two Moroccos: one for the wealthier and better educated, another for the poorer and less educated. Moroccans are clearly divided in their views of almost all issues based on their socioeconomic status (SES). Economic pressure persists, with only a third of Moroccans rating their economy positively. While optimism about the future of the economy has increased, it is largely driven by those with a higher socioeconomic status. Their less-fortunate compatriots are far less optimistic and more concerned about increasing inequality and food insecurity. Trust in the Moroccan government remains relatively low, but trust in parliament, regional government, judiciary, and civil society organizations has increased. Still, those struggling financially tend to be less trusting of all these bodies. Similarly, satisfaction with government performance on economic issues is low, especially among the poor. Moroccans are more satisfied with the provision of certain services, including security and infrastructure. On the other hand, education in particular is among the public services in which Moroccans exhibit the lowest levels of satisfaction. Corruption remains a major concern, with the government seen as not doing enough to combat it. This view is especially true among people with lower socioeconomic status. Wealthier and more educated Moroccans are more positive in their rating of the government’s work on combating corruption. However, many Moroccans are resorting to bribery or connection to navigate the bureaucracy. Economic conditions and corruption are causing Moroccans to consider emigrating. Youth and those facing financial pressure are far more likely to have a desire to leave their country, mainly in pursuit of better economic opportunities. Western countries remain the preferred destination for most of the potential migrants in Morocco, many of whom are willing to leave even if they did not have the required documents to do so. While support for democracy has fluctuated over the past few years, recent trends suggest an increase in support for democratic governance. Moroccans acknowledge that democratic systems have their shortcomings, yet they maintain a belief that democracy is preferable to other forms of governance and particularly support a multi-party parliamentary system.

4. Gender Attitudes and Trends in MENA: The Effects of Working Women (2023-2024)

Gender equality continues to be elusive in many parts of life in countries across the Middle East and North Africa (MENA). Although there is widespread support for women enjoying equal rights, there has been some retrenchment on these issues in recent years. Even greater declines are found when looking at support for women having equal roles in public and private life, which were already less favored than equal rights. A significant part of these views may be tied to women’s employment. Breaking with the previous trend of improving views on gender equality, we now find an increase in support for patriarchal norms in both the private and public spheres compared to Arab Barometer’s last survey in 2021-2022.

Migration has been a major issue affected the Middle East and North Africa (MENA) region has for decades. Many citizens across the region have sought to leave their homelands in search of life in foreign countries. Arab Barometer has been monitoring attitudes toward migration in the region since 2006. The newest Wave VIII surveys between 2023 and 2024 reveal that sizable percentages of people across the region want to leave their countries in pursuit of better living conditions elsewhere. Levels of desire to emigrate, however, vary based on domestic conditions and whether it is actually possible to emigrate. For example, while nearly half of Tunisians want to leave their country, fewer than a fifth of Kuwaitis share this wish. These levels have remained largely stable in recent years for the countries surveyed. Potential migrants tend to be young and with a college education. Youth generally are more likely to express their desire to leave their countries and embark on a life elsewhere. The same is true for those with better education; in part, the college-educated may be more likely to expect to be able to find better jobs and opportunities than those with no more than a secondary education. At the same time, gender plays a lesser role in most countries surveyed.

Since the pandemic hit Morocco in March 2020, the country has been facing crises on multiple fronts, including the public health crisis, the economic crisis, inflation, and the historic drought. Internationally, Morocco made several diplomatic gains in the wake of the United States’ recognition of Moroccan sovereignty over Western Sahara. In an historic reversal of its previous stance, Spain declared that the Moroccan autonomy plan is “the most serious, realistic and credible” solution to the crisis. Multiple other countries opened consulates in Western Sahara.1 2 Moroccans express a great deal of awareness towards these crises, and many recognize the impacts on their daily lives. Nonetheless, not all Moroccans view the current situation in the country through a similar lens. As opposed to the 2018 fifth wave of Arab Barometer surveys where Moroccans were often divided in their views by age, it appears that the effect of these recent events has been to divide Moroccans by socio-economic status to a greater extent. Often, wealthier and more educated Moroccans have a different outlook on the country than those whose income cannot cover their expenses and those with only a high school education or less. The former have a better outlook on Morocco. They express more economic safety and are less likely to be critical of the current situation in their country. The latter are a bit more skeptical, instead expressing more economic frustration and are more willing to criticize many aspects of life in the North African kingdom.

Citizens across the Middle East and North Africa (MENA) are growing increasingly concerned about the potential problems associated with a democratic political system. Over the last decade, but particularly within the last five years, there has been a dramatic increase in the degree to which the region’s citizens believe democracies are bad for economic performance, stability, and decisiveness. In some countries, the degree to which concern about these potential problems has increased is especially dramatic. For example, Tunisians and Iraqis are now nearly 50 points more likely to say that democracy has some of these limitations than they were just a decade ago. Ultimately, citizens across MENA seek solutions to major problems in their lives. These include but are not limited to stagnant economies, high unemployment rates, rising cost of living, and, in some countries, internal instability. Until recently, many appeared to believe that democracy was a system that could solve such challenges. Over the last 75 years, democracies have tended to be wealthier, more politically stable, less corrupt, and more efficient at meeting the basic needs of citizens than authoritarian alternatives.1 In recent years, however, many non-democratic systems may appear more attractive, including the Chinese system that has led to rapid economic growth over the last 40 years. In this new global environment, many in MENA appear uncertain if democracy can effectively deliver solutions to their country’s problems.2 Moreover, looking at the experience of MENA countries over the last decade, it is perhaps not surprising that the region’s citizens have increasing doubts about the benefits of democracy. Tunisia, Lebanon, and Iraq are the countries across the region where elections have been the most meaningful over the past decade, with each having experienced a change in government based on results at the ballot box. Yet, their collective experience clearly demonstrates that democracy has not been a panacea for their respective challenges. Gender equality is far from achieved in MENA. Clear majorities in most countries surveyed hold that women should not play equal roles to men in both public and private spheres. Yet, there are also signs of change. In the past decade and a half of Arab Barometer surveys, public opinion across the Middle East and North Africa has trended towards gender equality. This is not only a result of younger generations with more liberal ideas of social norms becoming older, but an actual shift in perceptions across generations. In particular, agreement with the statements that “men are better at political leadership than women” and “university education is more important for men than women” has dropped sharply across many countries Arab Barometer has surveyed. The survey always examines perceptions of violence against women. There is a widespread perception that violence against women has been increasing in the region. This is in line with the World Bank’s assessment that gender-based violence has increased during the COVID-19 pandemic in MENA.1 However, the gap between men and women’s perceptions of violence is significant, with women being far more likely to say the level of violence has increased. In order to appropriately address the issue of gender-based violence, conversations need to be facilitated across genders. Another challenge for women in MENA relates to employment opportunities. Labor force participation rates for women are the lowest of any region in the world.2 However, results from Arab Barometer make it clear that most citizens perceive structural barriers to have a greater impact than cultural barriers, meaning governments could more readily develop policies to address these challenges.

9. Tunisia Country Report 2021 – 2022

Abstract:
Tunisia was the country that sparked the so-called Arab Spring in 2011 and that many analysts held out as the region’s best hope for a political transition to democracy. Yet, after a decade of weak governments and poor economic performance that did not address the concerns of citizens that precipitated the Jasmine Revolution, Tunisians became increasingly frustrated with conditions in the country. Without clear solutions or a hope for improvements, the country’s path was becoming increasingly untenable. Against this background, the Arab Barometer survey of Tunisia makes clear that many citizens welcomed the events of July 25, 2021, including the suspension of parliament. It appears Tunisians viewed these actions as attempting to break the political deadlock more than a political coup. The fact that their president was taking charge and promising solutions to the political deadlock appears very attractive to most citizens. As a result, Saied is the most popular national actor in the country save for the armed forces, which appears linked with his actions on July 25. The survey finds that the suspension of parliament and stripping member of parliament of their immunity were supported by the vast majority of citizens at the time of the survey. These political changes also appear to have led to a dramatic shift in the overall attitudes of citizens. For example, a decade-long decline in attitudes about economic prospects sharply reversed, with the majority of Tunisians now believing that the economy will improve in the near future. A majority also now say the government is working to tackle corruption for the first time since 2013, which also signals a renewed hope for the future. Tunisians are also increasingly satisfied with the government, including six-inten who rate the its overall performance positively. However, the situation is not all positive. On specific measures, such as the quality of health care, education, or other basic services, ratings of government performance are far lower. Nevertheless, there has been a major increase on some key subjective measures, such as how the government is doing on addressing the wealth gap between rich and poor. As with the economy, many trends on how the government is performing have recently reversed their decade-long decline.

10. Food Insecurity and its Discontents in the Middle East and North Africa

Food insecurity plagues majorities of citizens in six out of 10 countries surveyed as part of Arab Barometer’s seventh wave (2021-2022). Majorities from 53 percent in Libya to 68 percent in Egypt report that they ran out of food before they had money to buy more. And in nine out of 10 countries, more than half of all citizens express concern about running out of food before being able to get more. These findings reiterate a long-standing and often observed quagmire in the Middle East and North Africa (MENA): the high proportion of food insecure citizens in middle income countries with otherwise medium or high levels of human development is staggering. Beyond affirming this quagmire, Arab Barometer’s newest data show that looking at region through the lens of food insecurity and its web of discontents emphasizes seven key challenges facing MENA: “Democracy fatigue” is highest among the food insecure, though they still prefer democracy to its alternatives. Gender gaps in reports of food insecurity reiterate the consequences of extreme gender imbalances in labor force participation. Urban-rural cleavages in food insecurity are a reminder that food scarcity can be higher in rural areas on account of decreased access to credit, reliance on import substitution strategies, shrinking agricultural lands, and climate change. Despite the documented effects of the latter on food availability, food insecure citizens are less likely to want government intervention to address climate challenges. Differences between food secure and insecure citizens on evaluations of the economy are more muted than expected, perhaps because broadly defined economic challenges loom heavily on all. Still, those suffering from food insecurity express a higher desire to emigrate. And finally, food insecurity has devastating effects on present and future outlooks, with food insecure citizens—particularly youth—less likely to say both that their lives are better than their parents’ and their children’s lives will be better than their own. Poor economic conditions broadly defined are not a new phenomenon in MENA. The difficulties posed by intra-regional variation and prevalence of decade(s)- old conflicts notwithstanding, attempts to give regional snapshots of economic health in the region point to a similar conclusion: progress toward alleviating poverty and hunger and addressing inequality is at best stalled. The 2022 global poverty update from the World Bank reports that the MENA region is the only one where the extreme poverty rate has increased between 2010 and 2020, in fact doubling between 2015 and 2018. A World Inequality Lab study1 (summarized here) analyzing data between 1990 and 2016 named the Middle East as the most unequal one in the world with respect to income: the bottom 50 percent of income earners controlled just 10 percent of total regional income.
