Abstract:
Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

As soon as next month, Israel’s new government could approve plans to annex a substantial portion of the West Bank. The trigger for this comes from Washington—a shift by the Trump administration to recognize Israel’s new self-declared borders. But that still doesn’t explain why. What might Israel gain by discarding a reasonably tolerable, surprisingly sustainable status quo for a step that virtually the entire world considers a violation of law and reason? And what costs might Israel incur—strategically, diplomatically, politically, and otherwise—for carrying out annexation? In this Policy Note, Washington Institute executive director Robert Satloff looks at annexation through the prism of its advocates and finds their arguments sadly defeatist and surprisingly indifferent to the dangers the move could produce. The impact, he notes, will reach America too, given that this example of U.S.-Israel cooperation risks undermining the edifice of the bilateral relationship. But the worst outcome is by no means certain, and numerous actors are capable of dissuading Israel from taking this fateful step. All the same, the idea of annexation has now been legitimized in Israel and will surely reemerge. Ultimately, the threat annexation poses to shared U.S. and Israeli interests will only dissipate when U.S. policy no longer incentivizes it.

If President Trump decides to honor his commitment to relocate the U.S. embassy in Israel from Tel Aviv to Jerusalem, he should move quickly to consult with Israel, assess and prepare responses for potential security challenges, and engage key regional and international partners in the context of a broader adjustment of U.S. policy, according to a new presidential transition paper by Washington Institute executive director Robert Satloff. "Past presidents -- both Democratic and Republican -- who made and then broke this promise were evidently convinced that the relocation of America's main diplomatic mission to Jerusalem would ignite such outrage and trigger such violence that the costs outweighed the benefits," he writes. "This analysis, however, takes ominous warnings by certain Middle East leaders at face value, builds on what is essentially a condescending view of Arabs and Muslims that assumes they will react mindlessly to incendiary calls to violence, and fails to acknowledge the potential impact of subtle, creative, and at times forceful American diplomacy."

Although a full narrative will have to wait until the ongoing Israeli inquiry is complete, it is possible to sketch the outlines of what happened on the Turkish ferry Mavi Marmara . The six boats of the "Free Gaza Flotilla" departed Turkey on May 28, and Israeli naval vessels began shadowing them two days later, around 11:00 p.m. on May 30. At that time, Israel requested that the boats divert to Ashdod to allow inspection of their cargo for contraband, but they refused to comply.

With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Lurking behind the warmth and banter, however, remain tactical obstacles on how to proceed in Israeli-Palestinian peace negotiations as well as strategic uncertainty about how each side views the other's regional priorities.
