Abstract:
On October 21, 2021, the Combating Terrorism Center (CTC) at West Point, as part of the Recrudescence Project (a research collaboration with the Middle East Institute and the Center on National Security at Fordham Law), hosted a closed-door workshop with 18 top observers of U.S.-Africa policy from across government, academia, think-tanks, and the private sector. The goal of CTC’s Africa Regional Workshop was to assess the successes and challenges of U.S. policy to address terrorism by violent extremist organizations (VEOs) and to assist in counterterrorism (CT) efforts on the African continent over the past 20 years (2001-2021), and to consider how these approaches might be improved in the future. This anonymized summary document offers an overview of the findings from that workshop. Three topics of concern are the focus of this summary: assessments of U.S. kinetic counterterrorism engagement in Africa; assessments of U.S. non-kinetic counterterrorism engagement in Africa; and the future of U.S.-Africa policy beyond a counterterrorism lens.

It has been 20 years since 9/11. In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. With the Taliban returning to power in Afghanistan, with Africa emerging as the new epicenter of global jihadi terror, and with it likely becoming more difficult for the intelligence community to track threats in jihadi conflict zones from which the United States has withdrawn militarily, objective and rigorous open-source research is more critical than ever. To mark the 20th anniversary of 9/11, this special issue of CTC Sentinel, supported by the Recrudescence Project, features interviews with five former officials who have made immense contributions to the counterterrorism enterprise: former Acting Director of the CIA Michael Morell, former CENTCOM Commander Joseph Votel, former State Department Coordinator for Counterterrorism Dell Dailey, former FBI Special Agent Ali Soufan, and former Chief of the U.K. Secret Intelligence Service (MI6) Sir Alex Younger. Their reflections on 9/11 and their lessons learned across key parts of the counterterrorism spectrum—intelligence; military; diplomacy; law enforcement—and across the Atlantic are essential reading. On this anniversary, our deepest sympathies are with those who have lost loved ones to terrorism. Responding to this threat, as General Votel puts it, has been a noble undertaking. We deeply appreciate those who have served. Their sacrifices have saved countless lives.

“A series of extreme far-right cases among members of Germany’s military and police highlight the threat of the enemy within: radicalized extremists within security services, with access to weapons, training, and confidential information,” Florian Flade writes in this month’s feature article. According to Flade, “The specter of armed underground cells being trained by former or current members of the security services has been a wake-up call for authorities. New measures have already been implemented within Germany’s domestic and military intelligence agencies to more effectively root out enemies of the state wearing uniforms. Nevertheless, the threat will most likely persist in the coming years.” He adds that “with the United States and other countries also grappling with this problem set, it is vital to share lessons learned and best practices at the international level.” This month’s interview is with Idriss Mounir Lallali, the Deputy Director and Acting (Interim) Director of the African Centre for the Study and Research on Terrorism (ACSRT), a structure of the African Union Commission (the secretariat of the African Union). Alex Newhouse examines “the multi-node structure” of a global network of violent neo-fascist accelerationists seeking system collapse. He writes that “evidence from Atomwaffen’s development and collapse reveals that it was not the apex of a hierarchy of groups, but rather one node in a larger network of violent accelerationists. This network is built on membership fluidity, frequent communications, and a shared goal of social destruction. This framework is vital to understanding how and why action against individual groups is not sufficient, and why the threat from Atomwaffen has not faded in spite of its reported ‘collapse.’ The lesson to be drawn from the history of the Atomwaffen Division is that the current threat of neo-fascist accelerationism exists more in the evolution of the network as a whole, rather than in any one individual group.” Peter Kirechu examines “Iran’s Currency Laundromats in the Emirates.” He writes that “Since 2014, the United States has sanctioned dozens of Iranian nationals and commercial entities for the illicit acquisition of U.S. and other foreign currencies. A close review of these designations reveals the organized character of Iran’s illicit currency laundering operations and the role of the Islamic Revolutionary Guard Corps (IRGC) in their orchestration. It also shows that Iran relies on a diverse network of illicit commercial entrepreneurs to covertly access foreign currencies abroad. These actors operate under the cover of legitimate commerce and exploit the vulnerabilities of regional economic centers—such as the United Arab Emirates—to provide covert financial resources to the Revolutionary Guards.”

4. Desert Drift, Declining Deadliness: Understanding the Evolution of AQIM’s Suicide Bombings

Abstract:
For the past several years, jihadi violence perpetrated by al-Qa`ida in the Islamic Maghreb (AQIM) and its affiliated groups like Jama’at Nusrat al-Islam wal Muslimin (JNIM) has contributed to renewed insecurity in the Sahara and Sahel. Despite the widespread violence that has emerged, few studies have focused on AQIM and its affiliates’ broader profiles of violence generally, or their use of specific tactics more acutely. This report examines how AQIM and its affiliated groups have deployed suicide bombers over the past 13 years. Using a unique dataset compiled by the CTC detailing the breadth of AQIM and its sundry affiliated groups’ use of suicide bombers from March 2007 to September 2020, this report offers the most comprehensive view to date of the groups’ use of the tactic. Among other findings, it underlines the existence of AQIM’s “desert drift:” the very clear shift in theaters of operation of AQIM’s suicide bombers from North Africa between 2007 and 2012 (focused primarily in Algeria, where it focused on police and domestic military targets) to the Sahel from 2013 to 2020 (focused primarily in Mali, where it targeted international peacekeepers). Using AQIM’s “desert drift” as a dividing point between two distinct suicide bombing campaigns, the report then compares various dimensions of AQIM and its affiliates’ suicide bombing efforts across these two campaigns, including comparative metrics on lethality, injuriousness, geographies, demographics of bombers’ age and gender, targeting tendencies, use of “teams” of bombers, and patterns of failure. In the main, it shows that despite being a long-used tactic by an increasingly pernicious group, AQIM’s use of suicide bombing has declined in prevalence, deadliness, and efficacy in the aftermath of its “desert drift.” Given these findings, the authors seek to provide new insight into how policymakers and academics understand the historical and contemporary threats posed by AQIM and its affiliates. In tracking one tactical choice of the group—suicide bombings—the authors also seek to provide a detailed analysis of how al-Qa`ida has manifested in the Sahel in a distinct form, tailoring its attacks profile to meet its evolving goals. Through these new insights, the report endeavors to provide new perspectives that will inform any response to insecurity in these regions and beyond.

Abstract:
Following the January 3, 2020, U.S. drone strike that killed Islamic Revolutionary Guard Corps Quds Force chief General Qassem Soleimani, there is significant concern that Iran may seek to retaliate against U.S. interests in the Middle East, and possibly even in the U.S. homeland. In our feature article, Matthew Levitt forecasts that “Iran and the foreign legion of Shi`a proxies at its disposal are likely to employ new types of operational tradecraft, including deploying cells comprised of operatives from various proxy groups and potentially even doing something authorities worry about but have never seen to date, namely encouraging Shi`a homegrown violent extremist terrorist attacks.” Annie Fixler assesses Iran will likely not order a major intensification of cyber operations against the United States to avenge Soleimani per se, because “claiming credit [to make clear any attack is in retaliation] also removes plausible deniability, which is one of the benefits of cyberattacks in the first place.” Instead, she argues, the state-sponsored cyber threat from Iran will continue along its current elevated trajectory, driven to a significant degree by the Iranian regime’s desire to hit back because of U.S. sanctions. Our feature interview is with Brigadier General Dagvin Anderson, Commander of U.S. Special Operations Command Africa. In our second interview, conducted by Amarnath Amarasingam, an official at Europol’s EU Internet Referral Unit outlines how in November 2019, the unit coordinated with messaging platforms, including Telegram, to carry out a major takedown of Islamic State channels online. At a time of continued concern over the security risk posed by the thousands of Islamic State fighters detained in northern Syria, Bennett Clifford and Caleb Weiss assess the global threat posed by jihadi attacks on prisons and jihadi riots inside prisons. They document how from West Africa to Southeast Asia, targeting prisons systems in this way has continued to be a priority for the Islamic State and other jihadi groups. “In planning these types of attacks,” they write, “jihadis are interested in restoring their force size, releasing incarcerated jihadi leaders or specialists, and/or creating a propaganda win.”

Abstract:
It was one of the most ambitious and innovative international terror plots ever seen. In July 2017, Australian police arrested two brothers in Sydney who had attempted to get a bomb on board an Etihad plane flying from Sydney to Abu Dhabi carrying around 400 passengers and were separately planning to carry out a poison gas attack inside Australia with an improvised chemical dispersion device. The two brothers had been guided by Islamic State operatives in Syria, who successfully arranged for a partially constructed bomb to be air-mailed from Turkey to Australia. In our feature article, Andrew Zammit draws on “newly available information resulting from the successful prosecution of the Sydney-based plotters” to provide the most comprehensive account to date on how the plot developed and what it reveals about the evolution of the international terror threat posed by the Islamic State. Donald Yamamoto, the United States Ambassador to Somalia, is featured in our ongoing “A View from the CT Foxhole” series. The interview was conducted by Jason Warner in front of cadets at the U.S. Military Academy at West Point. Attacks in London in November 2019 and February 2020 by two convicted terrorists released from prison has created a surge of concern about terrorist recidivism. But Thomas Renard points out that academic research undertaken thus far suggests terrorists are unlikely to relapse into violent extremism. His review of the judiciary files of 557 jihadi terrorist convicts in Belgium, since 1990, finds that less than five percent reengaged in terrorist activities. Drawing on nearly a dozen reporting trips to Ukraine between 2014 and 2019, Tim Lister examines the nexus between far-right extremists in Ukraine and the United States. He writes: “In recent years, some Americans and Europeans drawn to various brands of far-right nationalism have looked to Ukraine as their field of dreams: a country with a well-established, trained, and equipped far-right militia … that has been actively engaged in the conflict against Russian-backed separatists.” He notes that in some instances, “U.S.-based individuals have spoken or written about how the training available in Ukraine might assist them and others in their paramilitary-style activities at home.”

In this month’s feature article, Seth Jones examines the evolving threat posed by the Taliban in Afghanistan. “The Taliban is in many ways a different organization from the one that governed Afghanistan in the 1990s. Yet most of their leaders are nevertheless committed to an extreme interpretation of Islam that is not shared by many Afghans, an autocratic political system that eschews democracy, and the persistence of relations with terrorist groups like al-Qa`ida. These realities cast serious doubt about the possibility of a lasting peace agreement with the Afghan government in the near future,” he writes, adding that “without a peace deal, the further withdrawal of U.S. forces—as highlighted in the November 17, 2020, announcement to cut U.S. forces from 4,500 to 2,500 troops—will likely shift the balance of power in favor of the Taliban. With continuing support from Pakistan, Russia, Iran, and terrorist groups like al-Qa`ida, it is the view of the author that the Taliban would eventually overthrow the Afghan government in Kabul.” In a feature commentary, Hamish de Bretton-Gordon outlines the urgent action needed on biosecurity in the wake of the COVID-19 pandemic. He writes: “For years, the United States and many other countries have neglected biosecurity because policymakers have underestimated both the potential impact and likelihood of biological threats. COVID-19 has had a devastating effect on the planet and could be followed by outbreaks of even more dangerous viral diseases. Meanwhile, advances in synthetic biology are transforming the potential threat posed by engineered pathogens, creating growing concern over biological attacks and bioterror. Given the scale of the threat, biosecurity needs to be a top priority moving forward. Not only do efforts need to be stepped up to try to prevent the next pandemic (natural or engineered), but resilience needs to be built by developing early warning systems, the capacity to track outbreaks, and medical countermeasures, including ‘next generation’ vaccines.” He stresses that “winning public acceptance for public health measures will be imperative to tackling biological emergencies in the future.” Jason Warner, Ryan O’Farrell, Héni Nsaibia, and Ryan Cummings assess the evolution of the Islamic State threat across Africa. They write that “the annus horribilis Islamic State Central suffered in 2019, during which the group lost the last stretch of its ‘territorial caliphate’ in Iraq and Syria and its leader Abu Bakr al-Baghdadi was killed, does not appear to have had a discernible impact on the overall operational trajectory of the Islamic State threat in Africa” underscoring “that while connections were built up between Islamic State Central and its African affiliates—with the former providing, at times, some degree of strategic direction, coordination, and material assistance—the latter have historically evolved under their own steam and acted with a significant degree of autonomy.”

Al-Shabaab, an Islamist terrorist group that has been plaguing Somalia since 2006, was named the most deadly terror group in Africa in 2017 by the Armed Conflict Location & Event Data Project (ACLED). One tactic that al-Shabaab uses in its reign of terror is suicide bombing. Despite recognition of the seriousness of the threat that al-Shabaab’s suicide bombers pose, very little is known about how, when, and why al-Shabaab elects to employ the tactic of suicide bombings. This report answers these questions.

Since 2009, the Islamist group known as Boko Haram has ushered in a wave of violence across the Lake Chad Basin region of West Africa, at the intersection of Nigeria, Niger, Chad, and Cameroon. Among other tactics that it has employed during its reign of terror, the group has been noted for its use of suicide bombers. While the prevalence of suicide bombings has been duly recognized, little remains known about the broader arc of their existence and efficacy: What strategic and operational trends underlie Boko Haram’s use of suicide bombers, and how effective have they been at achieving their objectives? Just who are Boko Haram’s suicide bombers? Where are they deployed, what do they target, and how do different bomber demographics differ in their actions? More broadly, what does Boko Haram’s use of suicide bombers reveal about the past, present, and future of the terrorist group?

Abstract:
Concern is rising over the threat of chemical and biological terror. Last month, the British newspaper The Sunday Times reported that staff at soccer stadiums in the United Kingdom were being advised on how to respond to attacks using poison gas and hazardous substances following concerns that Islamic State-inspired extremists may seek to carry out such attacks on crowded venues. There are signs the group is seeking to export expertise built up in Syria and Iraq. Last summer, an alleged terrorist cell based in Sydney that was in communication with a senior Islamic State controller allegedly plotted to build a poison gas dispersion device to potentially attack crowded places in Australia. As Florian Flade reports in our feature article, this past June, German authorities allegedly thwarted a ricin attack by a Tunisian extremist being advised on how to make the biological agent by an Islamic State-linked operative overseas. Before he was arrested, he was allegedly able to produce a significant quantity of ricin. A threshold had allegedly been crossed. Never before has a jihadi terrorist in the West successfully made the toxin. Our interview this month is with Hamish de Bretton-Gordon, who previously led U.K. and NATO efforts to counter CBRN threats. He warns the huge disruption caused by the “Novichok” attack in Salisbury earlier this year may inspire jihadi terrorists to launch bio-chem attacks. He argues the better informed and prepared the public and emergency responders are, the less likely such attacks will lead to large-scale panic. In late June, European security agencies thwarted a plot allegedly orchestrated by an Iranian diplomat to bomb an Iranian opposition conference near Paris attended by Newt Gingrich, Rudy Giuliani, and 4,000 others. Matthew Levitt outlines how Iranian agents have used diplomatic cover to plot terrorist attacks in Europe over the past several decades. Geoff Porter looks at the terrorist threats facing Mauritania. Jason Warner and Charlotte Hulme provide best estimates for the numerical strength of the nine Islamic State groupings active in Africa. This month, we mourn the loss of Ambassador Michael Sheehan, who worked tirelessly throughout his professional life to protect the United States from terrorism. As the former Distinguished Chair and current Senior Fellow of the Combating Terrorism Center, he inspired a new generation of military leaders and researchers and was a strong champion of this publication. He will be greatly missed.
