Abstract:
Uncertainty about NATO’s future and American commitment to European security is challenging the foundations of Danish foreign and security policy. Denmark must face this new reality and strengthen its commitment to multilateralism as central to its long-term security and influence. Denmark’s 2023 foreign policy strategy acknowledges that ‘the rule-based world order and multilateralism are under pressure’ – a stark reality for a small state whose security and prosperity fundamentally depend on international rules. Intensified geopolitical competition, rival visions of global governance, and the erosion of consensus on international security norms have plunged multilateralism into a full-blown crisis, placing Denmark – like many countries – in an increasingly difficult position.

Abstract:
“Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

Abstract:
One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Abstract:
The Russian war against Ukraine has had multiple impacts on NATO’s deterrence and defence stance vis-à-vis Moscow, which today presents a number of challenges to allies – particularly European ones. The 2022 Madrid summit and the resulting Strategic Concept signalled a substantial departure for the alliance in terms of focus and posture.[1] First, the new Concept represents an unequivocal return to a Russia policy based first and foremost on deterrence and defence, rather than calls for cooperation that had been typical between the end of the Cold War and the Russian illegal annexation of Crimea in 2014.[2] The 2022 Concept stands in stark contrast with this period of détente and instead explicitly points to Russia as “the most significant and direct threat to Allies’ security and to peace and stability in the Euro-Atlantic area”.[3] This new focus on deterrence and defence is accompanied with an enhancement of NATO’s military presence along the northern and eastern flanks.[4]

Abstract:
This paper examines the potential consequences and concerns surrounding Serbia’s “Project 5000,” emphasizing why it warrants attention not just from neighboring states in the Western Balkans but also from NATO. Given the geopolitical landscape, any escalation of conflict within this region directly impacts NATO’s strategic interests, considering its significant presence in the Balkans. Moreover, Russia’s overt military backing of Serbia and its advocacy for a militaristic approach towards Kosovo are of particular concern. This stance by Russia can be interpreted as an attempt to embolden Serbia to adopt a military intervention in Kosovo, serving dual purposes for Russia: shifting international focus from the brutal invasion of Ukraine and undermining NATO’s credibility and influence in the region. The unfolding situation underscores a broader strategy by Russia to exploit regional tensions, thereby challenging the Euro-Atlantic integration process. Such maneuvers not only threaten to destabilize the Western Balkans but also aim to fracture European unity and weaken NATO’s strategic coherence, particularly as it pertains to its eastern flank and broader engagement in conflict resolution and peacekeeping efforts.

Abstract:
The 16th annual Kingston Consortium on International Security conference, “International Competition in the High North,” took place on October 11–13, 2022, in Kingston, Ontario, Canada. The conference examined the Arctic region in the context of ongoing climate change and against the backdrop of war in Ukraine. Over the past several years, the United States has acknowledged the growing importance of the Arctic as a strategic region, and the Department of Defense and each of the US military services have published Arctic policies or strategies. In addition, the Department of Defense has created a new regional study center, the Ted Stevens Center for Arctic Security Studies in Alaska. Canada and the other Arctic Council nations have also acknowledged the growing importance of the Arctic region and revised strategic frameworks and changed institutional approaches to ensure Arctic security challenges arising from great-power competition and other threats, like those to the environment, are addressed. This volume captures these ideas for the United States and its allies so all can benefit from this experience.

Abstract:
Article 2 of the North Atlantic Treaty, also known as the Washington Treaty, stipulates that international relations between member states should be conducted peacefully and with mutual respect, based on free institutions, thus creating conditions of stability, security, and satisfaction within the Alliance. It also promotes the elimination of opposition factors about international economic policies, which, in turn, are based on a collaborative foundation. Despite this more peaceful premise, the North Atlantic Treaty Organisation (NATO) is, above all, a collective defence alliance, and over its 74-year history, there have been no further commitments that would allow for more integration despite the shared common values that were at its inception. The Parliamentary Assembly of the North Atlantic Treaty Organisation (NATO PA) is an Interparliamentary Organisation (IPO) that acts independently of the North Atlantic Alliance but brings together parliamentarians from its member states and associates. Although its resolutions are merely recommendatory and advisory in nature, they have provided crucial strategic input into NATO's action, allowing parliaments to properly reflect on the organization's interests and strategies in national debates.

Ahead of Russia's invasion of Ukraine, a devastating cyber attack targets Ukrainian army communications, exposing Western dependence and vulnerability to space technologies, and calling NATO's defensive posture into question. The longevity of the organization, which celebrates its 75th anniversary in 2024, is partly due to its ability to adapt to the international context. The war in Ukraine has undoubtedly strengthened its legitimacy and attractiveness. The massive use of space applications in Ukraine raises the question of the role of the Atlantic Alliance in providing space data and services to its member states: it does not have its own space capabilities, but its deterrence posture includes space. By equipping itself with a solid documentary corpus, space-focused centers, and access to national capabilities, the Alliance seeks to implement its vision of space as a theater of operations. This theater of operations aims at the integration and interoperability of the space assets of the various member states. For now, these are primarily American capabilities. NATO's space ambition then poses to the states the question of mobilizing financial and human resources. Moreover, deeper cooperation between NATO and the EU could presumably allow for the pooling of efforts.

At first glance, this publication appears to be a collection of Early Warning essays – they are, to some extent, but they should not be exclusively read as such. Conventional Early Warning systems have a much shorter time horizon – normally hours, perhaps months at most – than these scenarios, and they are solely mitigation mechanisms, that is to say they provide no insight into how the event they are warning of can be avoided. They are thus not an intellectual thought exercise, but solely an alarm bell. Our Dragon Kings in this volume provide insight into how they can be avoided, but they also challenge our assumptions in more ways than one. They are therefore awareness-raisers no matter how credible or plausible you will find them. Just reading them will have a readiness-increasing effect. (In fact, the more absurd you find them, the more pronounced this is because your mind will learn more when the emotion they generate is greater.) These scenarios can become even more useful, however, if you use them for simulation exercises in a team. You can use them as a blueprint for a wider scenario exercise, whether one wishes to adopt a blue or red team approach to them, and ask questions such as: how could this have been prevented, what would have to be done? What are alternative pathways of this scenario that are even worse, and how can we prevent those? The most important aspect is that every exercise of this kind must lead to some concrete policy steps. Merely thinking about improbable futures is never enough – doing something about them is what makes them a useful policy-tool. In that case, they lead to active, rather than passive, engagement with the content, foster collaboration, encourage innovation, practice decision-making, provide a space for failure and experimentation with alternative courses of action. It is precisely because of this that scenarios are a common feature in military education, but they work just as well in any other strategic context – provided, time and space is made for it. If yes, they contribute to increasing preparedness and readiness, and accelerate the response time to surprise. What’s more, generally engaging in fringe thinking about the future will strengthen these capabilities no matter what kind of surprise eventually occurs. Much like how vaccines teach the immune system, disruptive thinking strengthens our neural networks, making us more resilient for extreme situations.
