471. 100 Companies Receiving The Largest Dollar Volume Of Prime Contract Awards - Fiscal Year 1998

Abstract:
This report presents summary data on the 100 companies, and their subsidiaries, receiving the largest dollar volume of Department of Defense (DoD) prime contract awards during fiscal year (FY) 1998. Table 1 lists the 100 companies in alphabetical order and gives their associated rank. Table 2 identifies the parent companies in rank order, with their subsidiaries, and gives the total net value of awards for both the parent company and its subsidiaries. In many cases, the parent company receives no awards itself, but appears on the list because of its subsidiaries. Table 2 also shows what percentage of the total awards each company's awards represent, as well as the cumulative percentage represented by all companies. Table 3 lists the top 100 companies DoD-wide in rank order and breaks the totals into three categories of procurement: Research, Development, Test, and Evaluation (RDT); Other Services and Construction; and Supplies and Equipment. Table 4 lists the top 50 companies for each of the Reporting Components in rank order, and by category of procurement.

Abstract:
Last week's signing of an Israeli–Palestinian agreement at Sharm al-Sheikh represents an important development in the search for a lasting settlement in the Middle East. The deal illustrates that it is possible to reach an agreement from which all parties will gain, while also exposing enduring problems. The progress made at Sharm al-Sheikh represents, as Nabil Shaath of the Palestinian authority described, an 'unfreezing' of the peace process. Whether the whole process can be infused with greater warmth depends firstly on US efforts to impel the Syrian–Israeli peace negotiations; secondly, it relies on the ability of the regional leaders to make the compromises necessary to reach a peace that all can present as a victory to their domestic constituencies.

Abstract:
Concerns about the sustainability of resource use have no doubt been raised since civilization began. The most famous proponent of these concerns is Thomas Malthus (1976), who, in 1798, predicted that population growth would outstrip the ability of agriculture to supply food, and mass starvation would ensue. More recently, the widely read Limits to Growth report, by Meadows et al. (1974), presented a model of resource use and development that predicted humans would face unprecedented pollution and starvation, if current resource use patterns continued into the future. Of course, both reports' most dire predictions have not come true for several reasons. They failed to account for improvements in technology, the power of market prices to ration scarce resources, and the public's demand for environmental preservation when confronted with a perceived scarcity of environmental goods. Although the dire predictions failed to materialize, many believe that environmental quality will deteriorate as the world's economies grow, unless there are significant changes in human behavior. In this paper we make a modest attempt, using air pollution data, to examine the linkage between economic growth, human behavior, and environmental quality.

Recent Congressional action to significantly cut aid to Africa is only one sign among many of a trend to reduce U.S. involvement on the continent. How much further Africa is marginalized in the U.S. will ultimately depend on the ability of Africa's multiple constituencies to reverse this trend. Nevertheless, events on the continent are likely to compel a greater commitment of resources than U.S. policymakers currently contemplate. And engagement at any level needs to be based on clear identification of U.S. interests in Africa and well-defined criteria for establishing priorities.

Abstract:
In 1986, as part of a major overhaul of the U.S. tax code, the U.S. Congress made a valuable source of private sector financing available for Caribbean economic development. Less than 10 years later, as part of a series of measures to balance the U.S. federal budget and enact a package of tax cuts for small businesses, the Congress approved legislation to terminate this source of funds for the Caribbean.

Abstract:
Just as the 1980s now stand out as the decade of the debt crisis in Latin America, the 1990s have become the free trade decade. After a number of failed attempts at trade liberalization during the 1970s, many states in the region now have made dramatic progress in their efforts to reduce tariffs and eliminate quantitative restrictions (QRs) (see Table 1). The strongest evidence of this new openness is reflected in Mexico's 1994 entry into the North American Free Trade Agreement (NAFTA) with the United States and Canada, the stated intention at the 1994 Summit of the Americas in Miami to develop a plan for the full expansion of hemispheric free trade, and the ongoing consolidation of such subregional trade pacts as South America's Southern Cone Common Market (MER - COSUR), including Argentina, Brazil, Paraguay, and Uruguay.
