Abstract:
The success of the Russian Federation in Ukraine and the annexation of Crimea attest to the fact that the hybrid warfare constitutes an effective tool for achieving political objectives. This article evaluates the nature of hybrid warfare based on theoretical publications on the art of war and doctrinal documents of the Russian Federation, and characterizes the practical dimensions of hybrid warfare. It can be concluded on that basis that hybrid warfare and organized crime constitute real threats to European safety and security. International organizations such as NATO and the European Union so far have not drawn up neither the strategy nor effective tools for countering these phenomena.

Abstract:
In the final months of 2015, China-Russia interaction started with President Putin’s state visit to China and ended with the 20th annual prime ministerial meeting in Beijing. While Putin’s visit was full of historical and geopolitical symbolism, the prime ministers meeting was geared for substance, aiming to energize bilateral economic relations against the backdrop of Western sanctions against Russia and China’s economic slowdown. In between, Chinese and Russian leaders met at multilateral forums, and a $2-billion sale of 24 Russian Sukhoi-35 fighter-bombers to China after eight years of negotiations was finalized. Meanwhile, the world witnessed Russia’s intervention in the Syrian civil war, the European refugee crisis, the Paris massacre, and the rise of anti-establishment forces across the West. The apparent warming of Sino-Russian relations led to another round of questions: were they moving toward an anti-West alliance?

Abstract:
The first months of 2016 witnessed a significant escalation of tension in Northeast Asia following North Korea’s fourth nuclear test on Jan. 6. The test, coupled with renewed US-ROK interest in deploying the Terminal High-Altitude Area Defense (THAAD) system, presented China and Russia with a “double-layered predicament”: nuclear proliferation on the heavily militarized Korean Peninsula and a direct threat to their nuclear deterrence posture. Meanwhile, talk of a Sino-Russia alliance was back on track in China. In reality, however policies of the two powers seemed to go in different directions. Russia continued to surprise the world, including China, over its involvement in Syria. For China, the “One Belt, One Road” initiative took Xi Jinping to three major Muslim nations (Iran, Saudi Arabia, and Egypt) in January. China also dispatched its own Syrian special envoy and initiated a mini-security alliance with Afghanistan, Pakistan, and Kyrgyzstan to the displeasure of Moscow. By the end of April, the two countries announced they would conduct their first-ever joint anti-missile drills in Russia.

264. The Silence of the Guns: Can the Cease-Fire in Donbass Last?

Abstract:
For the first time since the outbreak of the war in Donbass, the situation on the frontline is nearly a proper cease-fire. This is the outcome of the interplay of three factors: the political-military balance in Donbass, sanctions and Russia’s military intervention in Syria. Nevertheless, it is premature to assume that military options in Donbass are no longer in the cards. Russia is likely to use force if needed to repel a Ukrainian attempt to retake parts of the area, to obstruct the Minsk process if it goes in a disadvantageous direction for Moscow, or to seize more territory if there is further political and social turmoil in Ukraine. To minimize the risks of an eruption of violence in Donbass, the EU and U.S. should prolong the sanctions, fine-tune the diplomatic pressure on both sides to implement and uphold the Minsk Protocols, and pay more attention to the political and economic transformations in the rest of Ukraine.

Abstract:
The Former Soviet Union (FSU) remains a zone fraught with conflicts on the political map of the world. Political instability and festering disputes, including territorial disputes and disputes between political elites, prevail in many countries of the region. The developments in Ukraine show the realness of bringing into play the military factor to achieve political objectives. Russia and Ukraine, whose peoples have a shared common history over many centuries and who boast close cultural and economic links without precedent anywhere in the rest of the world, have nearly ended in the state of an armed conflict.

Abstract:
In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

Abstract:
The Syrian civil war began in March 2011 and has claimed nearly 250,000 lives so far. After over 4 years of internal fighting, the Kremlin has decided to expand its role in this conflict by moving combat aircraft and some ground troops to Syria to support the Bashar al-Assad government. These actions seem like a clear prelude to a direct Russian combat role, although the scope of such an effort is not yet clear. It has started with a limited number of air strikes against the opposition forces fighting Assad. Additionally, Russia is providing the Syrian army with new weapons supplies which that army seems to be absorbing very quickly. The United States has expressed concern about the deployment and is facing the question of how seriously it seeks to oppose increased Russian involvement in this war, and what, if anything, to do about it.

268. The New Russian Engagement with Latin America: Strategic Position, Commerce, and Dreams of the Past

Abstract:
In many ways, Russia’s expanded engagement in Latin America as a response to escalating tension over the Ukraine was a repetition of its answer to U.S. involvement in the 2008 conflict in the former Soviet Republic of Georgia. In the latter conflict, the U.S. deployed naval forces to the Black Sea in response to Russian support for the breakaway republics of Abkhazia and South Ossetia. Russia countered with a series of actions in Latin America, including sending nuclear-capable Tu-160 bombers to Venezuela, from where they conducted symbolically-charged flights around the Caribbean. A month later, a four-ship Russian naval flotilla deployed to the area to conduct military exercises with the Venezuelan navy before making port calls in Cuba and Nicaragua. In November 2008, Russian President Dmitri Medvedev traveled to Latin America to participate in the leadership summit of the Bolivarian Alliance for the Americas, then subsequently hosted both Venezuelan President Hugo Chavez and Nicaraguan President Daniel Ortega in Moscow. Three months later, Bolivian President Evo Morales also traveled to Russia, followed in November 2009 by Ecuadorian President Rafael Correa. Very little beyond journalistic accounts have been written to examine contemporary Russian activities in Latin America and the Caribbean. As Russia’s reassertion of its global position and associated tensions with the United States proceed, a broad understanding of Russia in the Americas becomes ever more important, both as a question of U.S. national security and as an important dynamic shaping the global geopolitical environment. This monograph focuses on the character of the ongoing Russian re-engagement with Latin America and the Caribbean and its implications for the U.S.

Abstract:
In February 2015, Russian Defense Minister Sergei Shoigu traveled to Latin America to meet with leaders and defense officials in Cuba, Nicaragua, and Venezuela. Although the visit included Russian participation in a Venezuelan military exercise, the focus of the meetings in all three countries was on access to ports and airfields in the region in order to support Russian military operations in the vicinity of the United States.1 The discussions bore the most fruit in Nicaragua, where Minister Shoigu signed an agreement to facilitate Russian access to the ports of Corinto and Bluefields, as well as strengthening counter-drug cooperation and discussing weapons sales.2
