Abstract:
How can an organization of 28 sovereign countries act together effi ciently to agree policies, invest in common capabilities, manage crises and conduct military operations based on consensus? Obviously, not at all – unless it is founded on strong fundamental principles and shared values, agreed strategies and a tradition of mutual trust. That has always been the assumption underlying NATO's constitutional approach.

The U.S.-EU Summit has lost its moorings. The Obama administration's decision on January 31, 2010 to postpone the May 2010 U.S.-EU Summit was a tacit recognition that the Summit lacks clarity of purpose and strategic vision. Neither side had successfully articulated any particular reason to meet. While Obama's decision was largely based on domestic political calculus, the move prompted some deep soul-searching in Brussels. Confidence in Brussels about the new administration's commitment to the U.S.-EU Summit process, and to working with the EU in general, reached a low point when Anne-Marie Slaughter, the Director of Policy Planning at the U.S. State Department, said that the Summit should take place “only when necessary.”

Abstract:
Turkey and the USA have been strategic allies since declaration of Truman Doctrine in 1947. This strategic partnership got worse due to the USA‘s politics towards Middle East after 9-11 tragedy and Turkey’s new changing domestic political situation through AKP in 2002. Specifically, 2003 Iraq crisis was milestone to decline the relationship between Turkey and the USA. In spite of deterioration of relationship, Turkey and the USA had to overcome this problem due to security, foreign, and economic concerns of both countries, and the process have advanced as expected. In this article, the US-Turkey relationship will be examined in the contexts of recent Iraq crisis, Turkey’s new approach to foreign policy, NATO, war on terrorism, European Union, and economic concerns in order to comprehend the new era of Turkey-US strategic partnership.

Abstract:
Energy security is a broad and evolving concept. In the seventies, it was primarily linked to enhancing conservation and developing political strategies to secure guaranteed Western energy supplies in the Middle East. Today the term has widened to include risks such as underinvestment in infrastructure, which can lead to massive power outages, and poorly designed markets, as well as disruption to energy supplies due to natural disasters, accidents, and international terrorism. Unlike thirty years ago, there is a much greater number of suppliers and consumers in play on all five continents, whose interests must be balanced. The issue has become truly globalized. With the North Atlantic Treaty Oraganization’s (NATO) November 2006 summit in Riga behind us, there is no question as to whether or not energy security is a relevant topic for NATO. Indeed, during the Riga summit, the NATO heads of state all agreed that energy security was an issue of critical importance that NATO should address.

296. Managing Canada-U.S. Relations in the Post 9-11 Era: Do We Need a Big Idea?

Abstract:
The remarkable growth of Canadian-U.S. economic integration, combined with the security implications of the September 11, 2001, terrorist attacks on the United States, have brought the management of Canada-U.S. relations into sharp focus. The most important challenge facing Canadian decisionmakers is how to respond to the new security environment while ensuring the uninterrupted flow of people and commerce across the 3, 989-mile common border. The dimensions of the challenge became apparent in the immediate aftermath of September 11 when the United States temporarily closed its borders in reaction to the attacks. Quick action by the Canadian government led to the “Smart Border Declaration” in December 2001, to secure the border while facilitating the flow of low-risk people and goods. Since then, Ottawa and Washington have been working to flesh out the principles contained in the declaration and to bolster other aspects of their cooperation.

Ten years after the Gulf War, much of Iraqi Kurdistan is free from Baghdad's control and is busy trying to build a civil society in a very difficult region. Out of the ashes of tyranny, the Iraqi Kurds have built something tangible: a free, liberal society by Middle Eastern standards, if not by higher standards. Basic human rights are assured: for example, in Sulaymania there are some fifty-five newspapers, many of which are very critical of the government and the PUK. And much has been done to develop the local economy through governmental and tax reforms, and the UN Oil-for-Food program.
