Abstract:
Poland is holding the Presidency of the Council of the European Union in the first half of 2025. After a controversial Hungarian presidency and political turbulence in France and Germany, European public opinion is looking to Poland, where an openly Eurosceptic government was ousted in the 2023 elections. This change has come at a time when the European Union is facing major existential challenges, in particular with the war in Ukraine, which are especially resonant in Poland. The hopes pinned on Poland are as much a reflection of the impression of a leadership vacuum in Europe that Warsaw - who else at the moment? - could fill, as well as the country's growing economic and geopolitical position after two decades of EU membership.

3. 2024, a European political year - through the eyes of women

Abstract:
In 1906, Finland became the first country in Europe to grant women the right to vote, with the adoption of universal suffrage, at the same time as it won its autonomy from the Russian Empire. The following year, Finnish women were able to exercise this right in the general elections. Throughout the twentieth century, women in Europe and around the world fought long and hard to gain the right to vote without any additional conditions to those required of men. In some countries, only widows were allowed to vote as a first step towards electoral emancipation (in Belgium, for example, until 1921). In other countries, such as Bulgaria, the right to vote was initially reserved for mothers of legitimate children and exclusively for local elections. In Portugal, only women with a university degree were allowed to vote from 1931 on. In Spain it was not until post-Franco democratisation and the 1976 elections that Spanish women regained the right to vote, initially acquired in 1931 before the civil war. This year France is celebrating the 80th anniversary of women gaining the right to vote. Cypriot women won the right to vote at the same time as their male counterparts when the Republic was created in 1960. This can be explained quite simply by the fact that, at that time, such discrimination could no longer be justified. So, it took a good part of the twentieth century to get there... In European countries, legislation on the right to vote and stand for election now recognises equal access for women and men. However, their participation in political life is still marked by significant differences and major obstacles that we believe are unjustified. Women are still less represented on the political stage, even though they make up more than half of the population. In the European Union, there are ten million more women than men. This is a fact that deserves our attention in 2024, a year that is notable for its electoral importance, with the election of representatives to the European Parliament scheduled for 6 to 9 June. There will also be five presidential elections and six parliamentary elections in the Member States. This therefore provides a good opportunity to examine the position of women on the European political scene and the obstacles that still exist behind the scenes preventing them from participating fully in political life.

4. The European Union enlarged from 27 to 36 members? Towards an "Agenda 2030"

Abstract:
The Western Balkans today still confirm Bronislaw Geremek’s premonition in 1990: "Three dangers lurk in the post-communist transition: populism, authoritarian temptation and nationalism.” These three tendencies are converging in ethno-nationalisms that are stalling the process of stabilisation and association of the six countries with the European Union. The pursuit of the rule of law is being made all the more difficult because the Balkans are growing poorer while the European Union is getting richer. In the east, association with Ukraine and Moldova has progressed, but the Russian occupation continues. Russia has shattered the international legal order with its aggression in Ukraine and is fighting against the values that Europe promotes and whose echoes resonate in the Balkans. The European Union has responded by reviving the accession process with the Balkans and by opening negotiations with Ukraine and Moldova, and perhaps in time it will do the same with Georgia. The complexity of this dual commitment, which would see the European Union grow from 27 to 36 members, requires that its many challenges be openly set out in an "Agenda 2030", with gradual integration forming the core of a renewed process.

Abstract:
The tragedies caused by the adverse weather conditions in Valencia (Spain) and cyclone Chido in Mayotte have suddenly brought the responsibilities of local authorities, Member States and the European Union, and the need for solidarity between territories, to the fore. While the news usually focuses on the - sometimes tense - relations between ‘Brussels’ and national capitals, the day-to-day work of local authorities is closely linked to the European venture, even if it does not receive the same attention. This point was developed at the 20th Congress of Regions of France in Strasbourg in September 2024, it is also the focus of the work of the European Committee of the Regions. This commitment comes as no surprise, given that the regions are a key territorial level in the implementation of European policies. Amendments to EAFRD and ERDF/ESF texts to take account of the effects of natural disasters[1], were approved by MEPs on 17 December and by the Council on 18 December. Throughout Europe, the local level ensures the implementation of European texts, facilitates the use of cohesion funds and encourages citizens' commitment to Europe. The Member States retain sovereignty over their territorial organisation, but these levels all play a key role in consolidating European policies.

6. European energy solidarity: strengthening the EU’s crisibility

By default, when the EU is hit by a crisis, member states tend to have a national sovereignty reflex. When Italy was hit hard by the Covid-19 pandemic, the first reaction was to close its borders and restrict the export of urgently needed medical equipment. National interest superseded the call for European solidarity. Although member states have repeatedly managed to unite and – in the face of the polycrisis – developed a certain crisibility, no one would have been surprised if member states had preferred to seek their own advantage when Russia started the war in Ukraine on 24 February 2022. Nearly one year later, member states are (still) united – some declaring this as never before – and a gas or electricity crisis has so far been averted. This unity, which certainly threatened to crumble in the face of Hungarian opposition, German hesitancy, and the different approaches to dealing with the war, leads us to the question of what is different this time? Certainly, the EU's identity has been profoundly challenged by the war since its peacekeeping credentials – the EU is even a recipient of the Nobel Peace Prize – were perceived to be at risk. Was is this identity-threatening experience that united the member states? Or was it the recognition of Russia as a common foe that strengthened the bond between them?

It is perhaps necessary, first of all, to recall why the name "Western Balkans" is still used to describe this peninsula in south-eastern Europe, why this imprecise geographical concept is preferred to any other name. To answer this question is to recognise from the outset the difficult fate suffered by this part of Europe: if we prefer to speak of the Balkans, it is quite simply because only geography is stable in this region.

Russia’s full-scale invasion of Ukraine on 24 February 2022 marked the start of the largest and most brutal war at the heart of the European continent since World War II. It inevitably came as a “cold shower” for the EU and Member States’ politicians, demonstrating with absolute certainty the fragility of the international and European security order. The EU responded to the invasion with unprecedented sanctions against Russia and Belarus and multifaceted resolute support to Ukraine. Abstract:
One year already, one year of misfortune for the Ukrainian people, one year of blind violence, of sirens’ blasts, of terror, of exile for some, even of deportation, of grief for many families. One year of systematic destruction of Ukraine's industry, its infrastructure, its energy production centres, part of its agricultural resources, of its economy. One year of oppression in the occupied territories, torture, war crimes, indoctrination, Russification. However, this appraisal is not exhaustive, it cannot take into account the destructuring of Ukrainian society, the reality and the extent of the sacrifices of a young generation of Ukrainians who are paying with their lives for their visceral attachment to their country and its values. But it must be stressed and repeated, for the Ukrainian people and their army it has been a year of struggle, of fierce, often heroic resistance, of resilience, of will to defend a free, democratic Ukraine and to restore its sovereignty.

10. Rule of law: the uncertain gamble on conditionality

Abstract:
Will 2023 be the year when Hungary and Poland join the ranks of Member States that respect the values of the European Union? Nothing is less certain because, in Budapest as in Warsaw, the reforms demanded by the Union have not yet been implemented. In early February Polish president Andrzej Duda, referred a law which was supposed to bring an end to disciplinary abuses against judges to the Constitutional Court. The Hungarian government has still not completed reforms to make public procurement more transparent and to strengthen the fight against corruption. The fact that these measures are being discussed indicates however that the balance of power has changed. 2022 was a pivotal year in the European Union's efforts to combat breaches of the rule of law in its Member States. For the first time, a range of new and old tools, specific or not, structural or conjunctural, were used to try to reverse the trend that has been developing for several years, mainly in Hungary and Poland, of undermining the independence of the judiciary, systems of checks and balances, and certain rights that are considered fundamental.
