1. Beyond proxies: Iran’s deeper strategy in Syria and Lebanon

Abstract:
The war in Gaza is pushing the shadow conflict between Iran and Israel out into the open. There is a grave risk that this escalates further in Lebanon and Syria – where Iran wields powerful influence – and spirals into a full-blown regional war. The intensifying conflict in Syria and Lebanon is the result of Israel’s escalating response since Hamas’s attacks on 7 October and Iran’s “forward-defence” strategy, which aims to confront potential threats before they come close to Iranian borders. Iran’s strategy is underpinned by a decades-long effort to embed its influence in Lebanon and Syria. Western governments will not find this easy to dislodge, and an intensified coercive strategy to push Iran out of the Levant would likely be counterproductive. But Iran’s focus on preserving its influence and deterrence capability – which trumps its ideological commitment to supporting Palestinians and fighting Israel – offers opportunities to prevent a wider war. Europeans should now focus on de-escalating tensions in Lebanon and Syria; increasing conditional support for actors in both countries to advance local stabilisation goals; and intensifying their backing for structural reform that can slowly dilute Iran’s dominance.

Abstract:
The economies of Egypt and Tunisia are characterised by weak private sectors, insiderism, and the dominance of key constituencies that maintain regime leaders in power. The severe weaknesses of these economies have provoked recurrent crises and cause hardship for their populations, which threatens social and political instability as well as greater migration towards Europe. The EU wants to ensure that the financial assistance it provides contributes to promoting fundamental reform. But Egyptian and Tunisian leaders have resisted policy change for political and ideological reasons, relying in part on support from Gulf countries. Europeans need to ground their economic assistance in a better understanding of political dynamics and regional trends to ensure that they gain the greatest possible influence for the funding they provide. Europeans should adopt more achievable, more targeted policy requests for economic and financial reforms in each country, and work as closely as possible with Gulf partners, which are already making greater demands of Cairo and Tunis in return for the support they give.

Abstract:
Saudi-Iran rivalry has long deepened conflict lines in the Middle East. But growing mutual vulnerabilities prompted a quiet rapprochement, culminating in the 2023 Beijing de-escalation agreement. While it hasn’t led to conflict resolution, this detente has helped contain regional escalation. Dialogue between Riyadh and Tehran remains frequent amid the Gaza crisis and could become even more important after the Israeli killing of Hizbullah’s leader, Hassan Nasrallah. Europeans should actively support Saudi-Iran engagement as a vital diplomatic path to regional stability, rather than viewing it as Iran’s attempt to evade US sanctions. If Iran’s new leadership is willing to engage in negotiations on the nuclear issue and other files, Europeans should see Saudi Arabia as a channel to help facilitate necessary economic relief to Iran as part of any new deal. Europeans could help both countries navigate tension around America’s regional involvement, ensuring Saudi-Israel normalisation does not undermine Saudi-Iran diplomacy. If Iran refuses to enter negotiations and relations with the West deteriorate further, Europeans should still consider Saudi Arabia as a valuable mediator between the West and Iran.

Abstract:
The war in Gaza has deepened the Middle East’s fault lines. Iran and its proxies and the US and Israel have engaged in a cycle of tit-for-tat attacks across the region, with the Israeli bombing of the Iranian consulate in Syria and Iran’s direct retaliation against Israel threatening to escalate into a regional war. Iraqi paramilitaries operating as part of Iran’s ‘axis of resistance’ have also attacked US forces in Iraq, who responded with reprisals of their own. This, and the increasing risk of a wider war, imperils the relative stability Iraq has enjoyed over the past few years and the country’s fledgling role as a regional mediator. Iran’s influence in Iraq increased following the US invasion of 2003 and the fall of Saddam Hussein – but their relationship is far from being a simple agent-proxy arrangement. Iran’s strongest influence is through its paramilitaries’ presence in Iraq’s security apparatus, but Iraq has also exhibited some political independence from its neighbour and maintains financial leverage over Iran. Europeans can help increase Iraq’s autonomy. In the economic sector, they should strengthen its financial institutions through global integration and digitisation. European countries can also work alongside Gulf states to broaden their ties with Iraq, including in foreign investment and a shift from a development or humanitarian aid framework towards normal bilateral ties. However, for any European policy to be successful in Iraq, it must be designed within a broader framework of ending the war in Gaza and resolving the Palestinian-Israeli conflict – without which the dangerous escalation across the Middle East may continue.

5. The infinite connection: How to make the India-Middle East-Europe economic corridor happen

Abstract:
The war in Gaza and its fallout have stalled plans for the India-Middle East-Europe economic corridor, or IMEC. But this grand US-led connectivity project to link the EU and India via the Gulf can still happen – and it can serve the geopolitical goals of all its participants. With IMEC, the US and the EU aim to draw India closer and counter Chinese influence. The corridor would provide a boost to India’s strategy to escape encirclement by Beijing and become a leader among developing countries. The UAE and Saudi Arabia, meanwhile, embrace IMEC as part of their push to become an economic bridge between East and West. For the corridor to fulfil its potential, the participants will need to coalesce around implementation plans that can reconcile these different goals. They will also need to overcome internal and external obstacles along each leg of the corridor. Europeans should view IMEC as providing a long-term addition to current trade routes. They should also press for the corridor to expand into a network, promote trade liberalisation with India, and support all the participants as they transition to renewable energy. If they are successful, IMEC could enhance Europe’s economic resilience and increase its options for trade diversification. The links IMEC could help forge among this range of powers may in fact constitute IMEC’s greatest prize, with the corridor helping to prevent fragmentation reaching extreme levels.

6. Autumn of the patriarch: How to help Tunisians defend their democracy

Abstract:
Recent arrests and protests in Tunisia are a sign of growing instability in the country and panic in the government over waning public support. President Kais Saied seized full power more than 18 months ago but he has spent his time embedding autocracy through constitutional reform rather than attending to Tunisia’s economic and social problems. The president’s indecisive and reclusive nature leaves Tunisia in economic limbo as he fails to show the leadership required, including to give confidence to international partners and financial institutions. Europeans have invested heavily in Tunisia. As the US contemplates disengaging from the country, the EU and its partners must assemble a ‘coalition of the concerned’ to put in place the support structures Tunisia will need to withstand Saied’s inevitable crash.

7. Opening the Global Gateway: Why the EU should invest more in the southern neighbourhood

Abstract:
The southern neighbourhood should be a key focus for the EU’s Global Gateway infrastructure programme – but the bloc has so far directed relatively little of its investment to the region. Strategic goals for the EU in the Mediterranean include promoting ‘nearshoring’ to shorten key supply chains including of energy; and improving regional connectivity, decarbonising economic activity, and creating jobs. The EU can propose more attractive investment offers than China and other players. The Global Gateway’s use of grants rather than loans is central to this. Going beyond investments, the EU should promote inclusive growth by sharing technical know-how and supporting training to enhance the skills of workforces in the region. Protecting physical connections is of great importance. The EU should work hand in hand with southern neighbours to monitor Global Gateway-funded infrastructure.

Abstract:
The number of Syrian refugees attempting to enter Europe has doubled in the last two years. This shift is driven by growing hostility towards Syrian refugees in host states Turkey, Lebanon, and Jordan. Governments in these countries are ratcheting up the political rhetoric and deploying new ways to force Syrians to return. Home-grown economic and social pressures, and problems caused by the pandemic and Russia’s war on Ukraine, contribute to these tensions. Europeans’ support for Syrian refugees remains humanitarian-led and short-termist. The EU and its member states should switch to a longer-term ‘inclusion’ approach that helps Syrians live in dignity in their host countries. This new approach would also benefit local communities, as well as discourage Syrians from making the dangerous journey to Europe.

9. House in disorder: How Europeans can help Palestinians fix their political system

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

10. Renewable relations: A strategic approach to European energy cooperation with the Gulf states

Abstract:
Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.
