1. Winds of change: The EU’s green agenda after the European Parliament election

Abstract:
The next European Commission and Parliament are likely to place security and competitiveness at the centre of their quest for a more geopolitical Europe. With concerns about the costs of the green transition, growing trade tensions between the US and China, and uncertainty surrounding the outcome of the US presidential election and Russia’s war on Ukraine, the EU will probably find it much harder to make further progress on climate action over the next five years. These geopolitical developments – and the way the EU responds to them – will have far-reaching consequences for the EU’s trade and technology decisions, fossil fuel phase-out, and climate diplomacy. The case for climate action remains clear, including its role in European security and competitiveness. In this challenging context, climate progressives will have to deploy compelling narratives, strategic resourcing, and diplomatic engagement to advance the best possible climate agenda during the EU’s next institutional cycle.

2. Eco-nomics: A green industrial policy for the next European Commission

Abstract:
The new European Commission will seek to improve Europe’s capacity to manufacture green technologies. Member states agree on this headline aim, but they are divided on how to achieve it and the level of priority to give it. Some member states want to double down on building an effective green industrial policy, others place greater priority on keeping down the costs of green technology and so believe that they need to continue to import some green technologies from outside Europe, at least for now. The EU can ill afford this diversity of approaches. To benefit from economies of scale, it needs to act as a bloc. To move the union beyond national approaches, the European Commission should spearhead a common strategic understanding of the challenge it faces, put in place a credible financial package for research and development for the next green technology wave, and prioritise a limited number of areas for innovation over the next decade.

Abstract:
The world is changing – and European governments are struggling to decide how to position themselves within it. Middle powers outside Europe are preparing for a fragmented, not a bipolar world, and approaching the emerging order with some confidence. The EU can learn a great deal from their strategies. The EU has a myriad of interdependencies with other powers and will never be totally self-sufficient. To protect its interests and values, it needs a foreign policy strategy that acknowledges this: strategic interdependence. The EU should anchor this approach in an understanding of where it needs partnerships – and the potential power it wields within them. It should prepare for political coexistence and competition, privilege de-risking over decoupling, and invest in key relationships rather than in defending the old order.

4. Ends of the earth: How EU climate action can weather the coming election storm

Abstract:
The EU is facing a make-or-break moment in terms of whether it is willing to pay the costs – both financial and political – of moving forward with decarbonisation at the speed and according to the model it has set out in the European Green Deal. Ahead of the European Parliament elections and several national elections in 2024, European policymakers need to convince voters that keeping the green transition on course is in their interests at a time when many are concerned about the rising cost of living. Policymakers should focus on energy sovereignty; how the green industrial transformation can help their country’s economic competitiveness; and the role that EU-level financial support can play in a just transition, alongside the risks of climate change, as persuasive reasons to advance the European Green Deal. These arguments resonate to different degrees in different capitals. Significant green funding in the next EU budget and a stronger Strategic Technologies for Europe Platform would help maintain the consensus on climate action. The EU stands to benefit from being a global green leader, but it needs to rapidly adapt its policy instruments to the changed geopolitical circumstances.

5. Decarbonisation nations: How EU climate diplomacy can save the world

Abstract:
The EU’s decision to quickly decouple from Russian energy in response to the war in Ukraine and the US Inflation Reduction Act have shifted the dynamics around how the EU engages on climate action in its external relations. The EU and its member states need a new approach to climate diplomacy to respond to this reality. They should frame this approach around an understanding that decarbonisation is central to their economic security. In its relations with Africa, the EU should ensure that all relevant policy tools – including trade, industrial development, and energy deals – reflect the fact that economic security through decarbonisation brings mutual benefits. The EU needs to strengthen its climate diplomacy by rapidly putting together an offer for the global south that includes financing and innovation cooperation to counter negative reactions to its current regulation- and carbon pricing-led approach. The new European Commission and European Parliament from 2024 provide an opportunity to build the structures for greater coordination of investments and planning through Brussels. The EU will also need to increase its capacity and resources if it is to remain a global leader on climate action.

6. A certain idea of Europe: How the next French president can lead

Abstract:
Europeans are disillusioned with how the global system of international cooperation is handling today’s challenges. Seventy-one per cent of them believe that the system is not working on climate change. Yet it is at the European level that they see a need to strengthen strategic sovereignty. Even in the weeks leading up to Russia’s invasion of Ukraine, when ECFR’s survey took place, a plurality of respondents said that there was a need for European cooperation to guarantee security at their borders and to tackle future pandemics. They are comfortable with the idea of French leadership on such cooperation efforts. The next French president should pursue a strong European foreign policy agenda to protect Europeans against the threats they are most concerned about, driving the European Union to engage geopolitically with Russian and Chinese efforts to reshape the international order. In doing so, the new French president will cement Europeans’ conviction that the EU can face up to today’s challenges.

Abstract:
Russia’s war on Ukraine has weakened European governments’ commitment to EU climate goals. European leaders should intensify their efforts to build clean, sustainable energy security in practice – not just in theory. They should also address the climate challenge as a matter of EU – rather than national – energy sovereignty. Europeans will be locked into longer-term carbon dependency and unable to benefit from economies of scale if they only operate nationally. Strong thought leadership will be needed to achieve this change of mindset. France has an opportunity to build bridges between groups of member states, working alongside the upcoming presidencies of the EU. Denmark, Italy, Spain, the Netherlands, Portugal, and Austria are all willing partners in this, as they are already cooperating to implement the European Green Deal.

The global transition away from carbon will fundamentally alter the EU’s dependencies on energy, raw materials, and new technologies. The bloc needs to manage these dependencies while maintaining the fragile consensus between member states on the European Green Deal and fulfilling its ambitions for global climate leadership. The EU should help deliver a green grand bargain by making use of all its sources of economic, multilateral, and soft power. The bloc should reframe the international debate on energy security to focus on clean energy resources and efficiency, engaging in the market reforms needed to incentivise this shift. The EU should make every effort to reassure countries in the global south that the green transition will not leave them behind. The Global Gateway provides a strong framework for doing this – as would an EU Co-innovation and Green Tech Diffusion Fund. The EU also needs to place European sovereignty at the centre of its internal narrative on the European Green Deal. This could help win support for the agreement from member states that are concerned about the economic and social effects of the green transition.

Abstract:
Public faith in EU institutions has declined due to their handling of the covid-19 pandemic and vaccine procurement. This effect is strongest in Germany: disappointment with the EU has now spread from the periphery to the centre. However, the European project is not doomed, as citizens still believe in the need for greater cooperation – particularly in strengthening the EU as a global actor. Europeans see the world as being made up of strategic partnerships, with no automatic alliances. They are sceptical about the restoration of America’s leadership and feel that there can be no return to the West of the cold war era. They acknowledge the centrality of the EU in their future, but their sense of shared vulnerability will not be enough to move the European project forward. The EU should demonstrate its capacity to deliver.

Abstract:
Europeans know that the EU needs to create a new paradigm in its relationship with Turkey after a challenging few years. The bloc also needs to develop a form of European climate leadership that complements but is distinct from Washington’s re-engagement with the green agenda. Through close cooperation with Turkey on the European Green Deal, the EU could meet both challenges and build trust in relations with Ankara. The sides have a shared interest in supporting Turkey’s pro-Western business community and in developing the promising Turkish renewables sector. EU member states should help Turkey manage the impact of the new trade regulations the European Green Deal would bring in. This refreshed approach would not resolve broader disputes over issues such as human rights – but it could start rules-based engagement and change the mood music enough to improve other areas of the relationship.
