Abstract:
Russia and Ukraine are engaged in a war of attrition – which on current projections Russia is set to win. Ukraine can only achieve its war aims if it moves to a war of manoeuvre; without this, it cannot regain its lost territory. Western supplies and efforts at defence-industrial consolidation are failing to provide Ukraine with the replacement armaments it needs to survive the war of attrition, let along switch to manoeuvre warfare. The West and Europeans in particular need to overhaul their financial regulations and create economies of scale to radically stimulate the production of drones, ammunition, armoured fighting vehicles, and more. Only if they carefully absorb the lessons learned from this war will Europeans be ready for the types of great power confrontation that are becoming more likely in the 21st century

Abstract:
The EU has already provided unprecedented support to Ukraine as it fights its existential war against Russia. But this war will not end any time soon. The EU and member states urgently need to ramp up and accelerate their military assistance for the long war and make stronger commitments to Ukraine’s long-term security. This will require them to develop their military-industrial capabilities. In addition, they should develop bilateral security arrangements with Ukraine and work towards bringing the country into NATO once the war is over. Ukraine’s EU accession, however, will ultimately be more transformative for the country. The EU therefore needs to ensure it is truly fit for enlargement to up to 36 states and take concrete steps towards making Ukraine a member state. The EU should view this support for Ukraine as an opportunity to enhance its military production facilities, raise its geopolitical profile, secure its neighbourhood, and stabilise the contour and modus operandi of a larger European Union.

Abstract:
Russia’s war on Ukraine is likely to last many years, even if the violence may subside at times. To sustain Ukraine during this conflict, Europeans should draw up a four-part ‘long-war plan’. This plan would comprise military assistance to Ukraine in the form of a ‘security compact’; security assurances that respond to scenarios of Russian escalation; economic support, giving Ukraine access to the EU’s single market; and help to secure Ukraine’s energy supply. Besides its practical impact, this plan will signal Europeans’ commitment to assisting Ukraine, showing Kyiv, Moscow, and the wider global community that the EU is in it for the long haul. The long-war plan will also provide clarity to anxious publics in member states. Together, these proposals would protect Ukraine’s sovereignty and territorial integrity and help create the long-term conditions for a resolution to the war – if and when a more constructive attitude emerges in the Kremlin.

4. In Europe’s defence: Why the EU needs a security compact with Ukraine

Abstract:
Security support and other help from Western partners made a concrete difference to Ukraine’s ability to resist Russia’s 2022 invasion and, in some cases, retake territory. Had the EU established a security compact that provided security assistance in a range of areas, Ukraine could have been even more successful in its resistance. A security compact would have enabled Europeans to send more comprehensive packages of support, as they would have already addressed major questions about how to respond to a Russian attack. The West and Ukraine have both learned a significant amount about what support they should consider. The EU should now establish a security compact that enhances assistance for Ukraine. Joint planning between European armed forces and the Ukrainian defence industry to agree schedules for the replacement of key arms would free up equipment to be supplied to Ukraine. The EU should consider drawing up security compacts with Moldova and Georgia, both of which are vulnerable to Russian aggression.

5. Waves of ambition: Russia’s military build-up in Crimea and the Black Sea

Abstract:
Russia’s capacity to carry out large-scale military operations against Black Sea states allows it to coerce and extort them. Reducing the predictability of such operations is the first step towards deterring them, because Moscow carefully weighs their risks. Western countries should increase their militaries’ interoperability with Black Sea states’ armed forces and improve the infrastructure they use to deploy reinforcements in the region. This would allow them to react to Russian military escalation in kind and thereby increase the risks for Moscow. With Ukraine and Georgia engaged in land wars against Russia, the vulnerabilities of Ukrainian and Georgian airspace and territorial waters have received relatively little attention. Western states could begin to address these vulnerabilities by establishing an international naval presence in the Black Sea. This would counter Russia’s attempts to deny other nations free use of the sea, and could help mitigate long-standing rivalries between allied states in the region. These efforts to enhance Black Sea states’ security will depend on improvements in other areas, particularly the security of government communications, counter-intelligence, the rule of law, and the fight against corruption.

Abstract:
In recent years, the EU has based its Russia policy on modest sanctions, periodic offers of engagement, and a careful accommodation of Russian strategic sensitivities. But the Russian approach to the EU has been much less calibrated, involving deliberate attempts to disrupt the bloc’s influence in large swathes of its neighbourhood. The EU should push back against, contain, and engage with Russia, bracing itself for rocky diplomatic interactions with the country. The bloc should reframe how it speaks of human rights and democracy, while developing closer security and military links with select neighbours in the Balkans, its eastern neighbourhood, and the Middle East and Africa. The EU should continue to selectively engage with Russia’s government and society through multilateral institutions, simplified visa procedures, and dialogue with a wide spectrum of organisations.

7. The best defence: Why the EU should forge security compacts with its eastern neighbours

Abstract:
The European Union and its member states have yet to start upgrading EU policies to their declared ambitions of a more geopolitical and strategically sovereign EU. The EU spends more on support for Eastern Partnership countries than the United States does, but Washington has long taken care of security sector reform and capacity building there. If the EU is to be more geopolitically influential in its own neighbourhood, it needs to start developing strategic security partnerships with key neighbours to the east and the south. The bloc should do so by creating a security compact for the Eastern Partnership, comprising targeted support for intelligence services, cyber security institutions, and armed forces. In exchange, Eastern Partnership countries should conduct anticorruption and rule of law reforms in the security sector. The EU should treat this compact as a pilot project that it will implement with important partners in the Middle East and Africa.

Abstract:
Since 2002, the European Union’s goal in its eastern neighbourhood has been to ensure that it is surrounded by democracies that uphold the rule of law while maintaining market economies and open societies. This goal remains relevant and important: as recent events in Belarus show, authoritarian stability in the neighbourhood has always proved to be an illusion. Russia has used political, economic, and military means to contest the EU’s support for the transition to democracy and market economies in eastern Europe. The EU’s tendency to shy away from security issues has helped make covert operations and military threats Russia’s tools of choice in the region. To counter these efforts, the EU’s neighbourhood policy should focus on the rule of law and judicial reforms, media regulation and information warfare, security sector reform and capacity building, and cyber and energy security. The EU should also add a military and security dimension to its assistance in reforming Eastern Partnership countries’ defence sectors and armed forces.

Abstract:
Despite Ukrainians’ deep unhappiness with the corruption and inefficiency of the judiciary and security bodies, the Poroshenko administration failed to reform these services. Political interference and personal enrichment have long been part of the practice of these services, overshadowing the strong work they are often capable of and holding back reformist elements. The office of the prosecutor general and the Ukrainian Security Service need particular attention, but merely passing new laws will not be enough: replacing incumbent high-level officials should be an early step. The EU, US, and NATO have worked effectively together on encouraging reform in Ukraine, but they must now ensure that these services remain high in the minds of the Zelensky administration and of Rada members.

10. Under the gun: Rearmament for arms control in Europe

Abstract:
The decrepitude of arms control treaties in Europe is becoming increasingly apparent at the same time as Russia continues to act as a revisionist power. Russia’s unpredictability and lack of transparency is part of its competitive advantage. It will therefore not give this up by returning to arms-control agreements of the late cold war or negotiating new ones. Arms control is an integrated part of Russia’s military strategy: to advance its own military position while weakening that of its enemies. As a result, it is open to arms-control agreements that would entrench its military superiority in eastern Europe and prevent the technological gap between Russia and the West from growing. This logic creates an opportunity for the West. If Europe engages in rearmament, enhances its militaries’ combat-readiness and capacity to quickly conduct large-scale, sustainable deployments to eastern Europe, it will deprive Russia of its relative military superiority. Moscow will then be willing to talk on arms control. Europeans still need to agree a common approach on what they want to achieve vis-à-vis Russia, however. Otherwise, they will be divided and public support for rearmament will falter.
