1. Acts of normality: The potential for Turkey-Armenia rapprochement

Abstract:
The 2020 war between Azerbaijan and Armenia created an unexpected opportunity for Turkey and Armenia to normalise their relationship. For nearly a century, Turkey and Armenia have had almost no relationship and a closed border due to the legacy of the Armenian genocide, the cold war, and the conflict between Azerbaijan and Armenia. But both countries now feel it is in their interest to normalise the relationship and open the border – not least to promote trade and to balance against Russian influence in the region. In recent months, Turkey and Armenia have increased the pace of this normalisation by opening air corridors, appointing special representatives, and initiating direct bilateral negotiations over the re-establishment of diplomatic relations and reopening the border. This process is a rare example of a positive sea change – and is likely to be one of the few bright spots in an increasingly unstable and competitive international order.

Abstract:
Turkey has spent much of the past decade trying to expand its influence and remake the Middle East in its own image. This created a major battle line between the country and its rivals that stretched from Libya to Syria and the eastern Mediterranean. Yet, since mid-2021, Turkey has attempted to normalise its relationships with Middle Eastern countries. This shift has been driven by Turkish domestic politics, the emergence of a multipolar Middle East, and intensifying geopolitical competition. President Recep Tayyip Erdogan remains politically vulnerable at home, with a deteriorating economy and the opposition leading in the polls. His government’s survival now depends on efforts to balance between great powers and draw financing from former rivals in the Gulf. The EU needs to adjust to this new Turkey by supporting the regional normalisation process, managing the Kurdish issue, and accepting that the country could join an expanded European community – albeit while retaining its strategic autonomy.

3. New energies: How the European Green Deal can save the EU’s relationship with Turkey

Abstract:
Europeans know that the EU needs to create a new paradigm in its relationship with Turkey after a challenging few years. The bloc also needs to develop a form of European climate leadership that complements but is distinct from Washington’s re-engagement with the green agenda. Through close cooperation with Turkey on the European Green Deal, the EU could meet both challenges and build trust in relations with Ankara. The sides have a shared interest in supporting Turkey’s pro-Western business community and in developing the promising Turkish renewables sector. EU member states should help Turkey manage the impact of the new trade regulations the European Green Deal would bring in. This refreshed approach would not resolve broader disputes over issues such as human rights – but it could start rules-based engagement and change the mood music enough to improve other areas of the relationship.

4. Useful enemies: How the Turkey-UAE rivalry is remaking the Middle East

Abstract:
Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Europe should avoid being sucked into this power struggle to redefine the Middle East and North Africa. Instead of using the UAE to push back against Turkey or vice versa, Europe should develop its own strategy on their rivalry. Europe should establish a NATO deconfliction mechanism, push ahead with the political process in Libya, and design a constructive new framework to insulate European-Turkey relations from the rivalry.

5. A new Gaza: Turkey’s border policy in northern Syria

Abstract:
Turkey now controls a long stretch of Syrian territory along its southern border that hosts nearly four million people, most of them Sunni Arabs. The challenges for Turkey there include a difficult balancing act with Russia, the huge financial costs of direct rule, the presence of radical Islamist factions, and the lack of a modus vivendi with the Kurds. Turkey faces the risk of the “Gazafication” of the area – the emergence of a militarily controlled territory that is perennially poverty-stricken and unstable. EU member states can find ways to cooperate with Turkey to support stabilisation in parts of the safe zone, without violating their interests and core principles. They should single out the Euphrates Shield Zone for stabilisation work, on the understanding that other areas captured from the Kurds are politically sensitive for European governments and voters alike. Europe should aim to strike a grand bargain with Turkey: in return for targeted European reconstruction aid to the safe zone, the country would lift its veto on stabilisation in Kurdish-controlled areas, allow trade between these zones, or agree to Kurdish participation in the UN-led political process on Syria.

European fears of Turkish expansionism in the Western Balkans have no basis in reality. Turkey spots opportunity in the region – yet it actually wants the Western Balkans inside the EU and NATO.The AKP’s approach once deserved a ‘neo-Ottoman’ tag, but Erdogan has since refocused on personalised diplomacy and pragmatic relations. Western Balkans governments remain reluctant to act on Turkey’s behalf by pursuing Gulenists, despite overall warm ties. Europeans should cease questioning Ankara’s motives and work on shared goals instead – hugging Turkey close and keeping it out of Russia’s embrace

Abstract:
With the European Parliament decision to “freeze” accession talks, Turkey’s decades-long engagement with Europe is in crisis. In 2016 Turkey-EU relations took a step forward, with a historic deal on refugee resettlement, but also a step back, with a sweeping crackdown in the wake of the failed 15 July coup and global criticism of Turkey’s human rights situation. Instead of populism and resentment, both Europe and Turkey need to develop “strategic patience” to anchor Turkey to Europe. Turkey’s history has been an ebb and flow between Westernisation and nativist reaction. It is important for the EU to think long-term about Turkey. One way to bypass the current impasse might be to offer Ankara an upgraded customs union, with political benchmarks for market access. Despite tensions, Turkey and the European Council should think about their shared interests and high degree of integration to avert a “train-wreck”.

8. The good, the bad and the Gülenists

Abstract:
According to the Turkish government, the Gülenist movement is at the heart of the failed coup attempt of 15 July. Fethullah Gülen, the movement's leader is a former ally of the Turkish president and one of the country's most powerful and influential forces. With the help of the Turkish government, the Gülen movement successfully created a deep state within the Turkish bureaucracy and persecuted political enemies in show trials in 2008-2013. The movement is opaque and secretive in the state bureaucracy. There is enough evidence linking followers of Gülen to the coup but evidence pointing to Fethullah Gülen himself remains scant. Turkey’s extradition request for Fethullah Gülen will continue to create turbulence in Turkey’s relationship with Washington. For the US, this is a legal matter; for Ankara, a prerequisite for partnership. The Turkish government has embarked on a massive purge to "clean the state", involving tens of thousands of state employees, banks, and companies. In its quest to protect Turkish democracy by purging Gülenists, the Turkish government needs to make sure it does not destroy the frail democracy it is trying to save.
