Abstract:
U.S. sanctions on China's semiconductor industry are causing major shifts in the global supply chain, affecting South Korea's industry due to its reliance on Chinese manufacturing. The Biden administration's increased sanctions, combined with global trends towards semiconductor self-sufficiency, are putting South Korea's semiconductor position at risk. Countries such as the U.S., China, and Japan are building up their domestic semiconductor industries, potentially affecting South Korea's position in the global market. Deeply integrated with China, Korean companies, face the challenge of reducing this dependence and adapting to the evolving supply chain landscape. This paper examines the import and export trends of the South Korean semiconductor industry over the last five years to assess its global standing, identify challenges, and suggest strategic directions. Using data from the Korea Customs Service from 2019 to 2023, the study analyzes trade patterns and supply chain configurations within South Korea's semiconductor industry. The industry is divided into six main categories and 33 subcategories, based on the analysis of 381 semiconductor-related items categorized under the Harmonized System at the 10-digit level. This detailed classification allows for an in-depth examination of trade trends, supply chain structures, and associated risks within the South Korean semiconductor industry. Moreover, this research uses the classification method described and UN Comtrade statistics to create a dataset on global semiconductor trade. This dataset is used to analyze the international presence of the South Korean semiconductor industry and its market shares in China across different segments.

152. North Korea’s 2023 Trade with China: Analysis and Forecasts

Abstract:
This article analyzes North Korea-China trade trends and statistics in 2023 to evaluate the extent of North Korea's trade normalization and its performance. North Korea's trade with China increased by more than 120% compared to the previous year as the country declared a COVID-19 Endemic and gradually eased border controls, but did not recover to 2018-19 levels, the year before the outbreak of COVID-19. Imports to China recorded 2.00 billion, 124.1% higher than the 0.89 billion in 2022. North Korea's imports from China in 2023 are estimated to be the maximum achievable given the lack of a full resumption of over-land trade. However, as the negative impact of UN sanctions on the North Korean economy is ongoing, making it difficult to normalize industrial production. North Korea mainly imported raw materials for processing trade (textile and garment raw materials), staple foods (rice and sugar), agricultural materials (fertilizer), and construction materials from China in 2023. North Korea’s exports to China stood at 0.29 billion, up 118.4% from 0.13 billion in 2023. Exports remain at the 16.9% of the level before the tightening of UN sanctions on North Korea, as the country has failed to diversify its products and expand exports of major export items. Exports were highly dependent on specific products, wigs and false eyelashes, a labor-intensive industry, accounting for 57.1% of total exports. In spite of increasing wigs export, North Korea failed to further expand its amount and diversify the export items in the second half of the year. According to the analysis of trade statistics, the main goals of North Korea's 2023 US foreign economic policy are: (1) resuming smuggling trade in textiles and clothing, (2) building irrigation canals in preparation for summer floods, (3) implementing state-led grain distribution, (4) building living houses in a rural area, and (5) increasing metal production for Russian arms exports. Despite the increase in imports from China in the transition to the coronavirus pandemic, it is difficult to say that it has yet led to the recovery of industrial production and economic development. The future of North Korea's trade with the rest of the world in 2024 will be determined by whether North Korea fully opens its borders and improves its relations with China. In 2024, both North Korea's exports and imports are expected to be slightly higher than in 2023. North Korea's exports are unlikely to increase significantly, as North Korea-Russia military cooperation is expected to continue and China is likely to maintain its checks on the growing Sino-Russian alignment. Increased imports will lead to a larger trade deficit, but it will be within North Korea's ability to manage for one to two years.

Abstract:
The international community faces two major challenges: securing stable energy supplies and achieving carbon neutrality. Concerns about energy security that aroused due to the oil crises in the 1970s are no longer limited to the stable supply of fossil fuels. The concept of energy security is changing in line with the need for transition from fossil fuels to clean energy. As energy prices have soared due to the recent Russia-Ukraine war, major countries are actively pursuing related policies and external cooperation to diversify their energy supply chain and decarbonize their economic structures. In order to appropriately respond to these challenges, continuous efforts are needed to gradually reduce the use of fossil fuels and in crease the use of clean energy in the medium to long-term. In particular, as the proportion of power generation from variable renewable energy sources increases, maintaining the stability of the power grid becomes a more important task. Demand for minerals essential for clean energy related technologies is expected to increase, however, production of these minerals is concentrated in specific countries. Major concerns related to carbon neutrality or clean energy investment include whether sufficient investment is being made, whether funds are being directed to countries or sectors in urgent need of financial support, and how to induce private investment through public funds. Accordingly, our study analyzed energy security from the perspective of energy transition, and derived key issues and notable cases of international cooperation to ensure energy security and carbon neutrality. Based on our findings, we suggested policy implications for Korea.

Abstract:
This report aims to present the findings of Oh et al. (2023), which analyzes the post-pandemic inequality levels in developing countries and derives policy implications for Korea's international development cooperation (IDC) to help reduce inequality, especially in the education sector. The impact of COVID-19 on education is multidimensional, with varying levels of heterogeneity across countries, regions, households, and individual stakeholders, including students, parents, and teachers. To comprehensively understand this multidimensionality, the study compares situations in two countries to explore inter- and intra-country educational disparities. After identifying such multidimensionality, the study derives policy implications on how Korea’s IDC can better target post-pandemic inequality in education.

Abstract:
Historic levels of global displacement have put intense pressure on systems designed to protect people fleeing conflict, instability, and persecution. Three cases stand out for having triggered a particularly generous response amid enormous upheaval: Turkey's reception of nearly 4 million Syrians since 2011, Colombia's hosting of nearly 3 million Venezuelans who have arrived since 2015, and Europe's welcome of more than 5 million Ukrainians (with nearly 2 million in Poland alone). This report examines the ebb and flow of public support for forced migrants in these three cases. It highlights factors that have contributed to initial widespread solidarity, ways in which support has been sustained over time, and when and why it begins to fade. The report concludes by drawing lessons from these case studies on what policymakers can do to better anticipate and address compassion fatigue. As the study notes, “While compassion is extremely powerful, it is also highly vulnerable to fatigue. In the long term, politicians must anticipate the gradual ebbing of solidarity by putting in place sound policies to meet practical community needs amid large-scale migration.”

Abstract:
Faced with displacement crises that have stretched asylum systems to their limits, countries have increasingly begun to use alternatives to traditional protection tools to provide displaced individuals with legal status and access to certain rights and forms of assistance. Often, the status offered is temporary and does not rely on adjudication of individual cases. While such approaches are not completely new, they have gained prominence through national responses to three of the largest displacement crises of the post-World War II era: displacement from Syria, Venezuela, and Ukraine. The principal host governments in these three crises—Turkey, various South American countries, and EU Member States—chose to provide legal status to millions of protection seekers by using existing immigration policies or new temporary statuses, rather than refugee or asylum systems. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—examines each of these three cases, identifying similarities in the approaches taken to offering protection while recognizing the differences between the cases. The study explores the factors underpinning government decisions and their medium- to long-term implications, concluding with thoughts on what can be learned for future international displacement crises.

Governments are increasingly experimenting with new mobility pathways for refugees, beyond traditional resettlement operations. These include complementary pathways that connect refugees with work or study opportunities in a country other than the one in which they first sought safety—expanding their future prospects while easing pressure on top refugee-hosting countries. Refugees’ ability to take up these and other opportunities abroad depends to a significant extent on their access to the travel documents required to reach their destination. Yet refugees are generally unable to safely use the most common travel document: a passport issued by a person’s country of origin. This policy brief—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—outlines the different types of travel documents that can facilitate refugees’ movement and key barriers to acquiring and using them. It also identifies steps that countries of asylum, transit, and destination, along with donors and international organizations, can take to overcome these challenges.

158. Leaving No One Behind: Inclusive Fintech for Remittances

Abstract:
Remittances are an important source of support for migrants’ families, communities, and origin countries. However, the remittance industry has long been dominated by a few players whose services have high transaction costs, blunting the development benefits of these money transfers. By easing access to financial services, mainly via mobile phones, some countries and development actors hope that financial technology (or fintech) will change this status quo. Many believe that such technologies—namely mobile money and cryptocurrencies—hold the potential to boost migrants’ inclusion in financial systems and enhance the development benefits of remittances. Yet, many obstacles remain to widening these digital tools’ reach and usability, and safeguards are needed to protect users against new risks. This report explores the growing use of digital financial services for international remittances, including changes during the pandemic and a look at gendered aspects of these technologies’ impacts. The analysis draws, in part, on insights from expert interviews as well as focus groups conducted in Nigeria and Sri Lanka with users and nonusers of digital remittance services. The report results from a multiyear research partnership between MPI and the Swiss Agency for Development and Cooperation’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

The likelihood China will attack Taiwan in the next decade is high and will continue to be so, unless Taipei and Washington take urgent steps to restore deterrence across the Taiwan Strait. This monograph introduces the concept of interlocking deterrents, explains why deterrents lose their potency with the passage of time, and provides concrete recommendations for how Taiwan, the United States, and other regional powers can develop multiple, interlocking deterrents that will ensure Taiwanese security in the short and longer terms. By joining deterrence theory with an empirical analysis of Taiwanese, Chinese, and US policies, the monograph provides US military and policy practitioners new insights into ways to deter the People’s Republic of China from invading Taiwan without relying exclusively on the threat of great-power war.

The 16th annual Kingston Consortium on International Security conference, “International Competition in the High North,” took place on October 11–13, 2022, in Kingston, Ontario, Canada. The conference examined the Arctic region in the context of ongoing climate change and against the backdrop of war in Ukraine. Over the past several years, the United States has acknowledged the growing importance of the Arctic as a strategic region, and the Department of Defense and each of the US military services have published Arctic policies or strategies. In addition, the Department of Defense has created a new regional study center, the Ted Stevens Center for Arctic Security Studies in Alaska. Canada and the other Arctic Council nations have also acknowledged the growing importance of the Arctic region and revised strategic frameworks and changed institutional approaches to ensure Arctic security challenges arising from great-power competition and other threats, like those to the environment, are addressed. This volume captures these ideas for the United States and its allies so all can benefit from this experience.

161. Arming Allies and Partners: How Foreign Military Sales Can Change the China Problem

Allies and partners are “a center of gravity” for the DoD National Defense Strategy in the Indo-Pacific.1 But are regional nations building military capacity to help the United States prepare for and deter a potential clash with the People’s Republic of China, or are they solely focused on defending their own territories? Although regional nations’ aims may often overlap, they also diverge in some cases. Partner-capacity development must therefore reflect the distinction between deterrence and territorial defense. The US military has been diligently building relationships and developing partner capacity in the Indo-Pacific region for years, conducting dozens of exercises annually and recently establishing the Joint Pacific Multinational Readiness Center.2 These efforts in the Indo-Pacific region have increased with the US military’s attempt to shift away from the Middle East, and President Joe Biden’s declaration that China is “the only competitor with both the intent to reshape the international order and, increasingly, the economic, diplomatic, military, and technological power to do it.”3 Regardless of efforts in the region, not all relationships with partners are equal; the potential assistance each partner would be willing to provide the US military in a conflict with China will vary for myriad reasons. Although each nation’s support requirements and development goals are distinct, assistance through military sales is a foundational aspect of building capacity, providing allies and partners a venue for acquiring military equipment. The Foreign Military Sales program, often critiqued for its inefficiencies, is being revamped by the US Department of State and Department of Defense.4 Partner nations purchasing US military equipment will remain focused on their own national interests, which for many partners remain security and the defense of sovereign territory. Updates to how the United States approaches military sales can also be tailored to support US military interests more effectively. In other words, US strategic objectives should underpin the prioritization of sales to specific countries, and US efforts should extend beyond financial benefits or the intangibles of building partnerships. To account for the unique and distinct challenges the US military faces in the Indo-Pacific theater, the modernization of Foreign Military Sales should aim to provide the United States with a relative military advantage over China by tailoring the program’s approach to arming allies in a way that complements US military efforts in the region. Modernizing Foreign Military Sales begins by categorizing nations based on their expected roles in a potential clash between the United States and China.

These four historic vignettes provide context and lessons learned for the US Army as it returns to peer conflict. Although history does not account for the cyber and space domains, the leaders involved in the highlighted conflicts dealt with the reintroduction of maneuver warfare tied to modern fires from land, sea, and air. Peer-level conflict also compelled governments to work intensely in the information space to steel their societies and to influence allies, partners, and adversaries. Using historical reference material and insights from historians and other experts, this essay will help the US Army and the wider community of interest relearn peer rival conflict to support deterrence and prepare for the next large-scale war.

This report analyzes the People’s Liberation Army’s (PLA) border reinforcement operation throughout the Aksai Chin and adjacent areas from summer 2020 to early 2021. It is based largely on analysis of Google Earth imagery and provides a baseline for further analysis of the PLA deployment along the entire Line of Actual Control (LAC) in the Aksai Chin. Chinese Army units appear ready to remain in a defensive posture near the LAC the Aksai Chin indefinitely. This effort is the land domain equivalent of Chinese military maritime operations in the South China Sea and air and sea deterrent operations directed toward Taiwan.

US defense analysts are overdue for a fundamental reassessment of the strategic factors that would shape a future Sino-American war. The United States may lower the overall risk of sparking a war between Washington and Beijing by more formally committing advanced US capabilities in intelligence collection and targeting, long-range fires, and theater air and missile defense to Japan and South Korea and by initiating bilateral planning to introduce such capabilities in Taiwan in the future. The US defense community still lacks a broad and integrated national strategy for successfully managing the rivalry with China. A clear-eyed assessment of a possible United States-China war could lead to a national strategy.

The US Army War College’s 2023 Conference on the People’s Liberation Army (PLA) was held February 22 to 24, 2023, at Carlisle Barracks, Pennsylvania. The conference, entitled “Decisive Decade: PRC Global Strategy and the PLA as Pacing Challenge,” featured presentations on PRC global and regional strategy, and the PLA’s enabling role by experts from a wide range of academic, media, and government agencies and organizations. The conference papers better defined the notion of the PLA as a pacing challenge as evidenced by PRC strategies and activities in various regions to build a much stronger appreciation of how PLA operations in these locations matter to each other and the whole of the PRC’s broader national strategy. The event also included presentations on Chinese military deterrence and potential justifications for a cross-Strait conflict following US House Speaker Pelosi’s visit to Taiwan in August 2022. Specific topics included the PRC’s acceleration of military reforms and its extending reach; how the PRC can use various regional crises to justify military action against Taiwan; countering PRC military strength in Northeast Asia; and the PRC’s growing economic and security engagements with Latin America, Africa, South Asia, Russia, and Europe.

This paper identifies key challenges and essential issues that need to be addressed to create positive change for people affected by crisis. It draws on a synthesis of different types of evidence, including: focus groups discussions with and survey data from people affected by crisis a literature review small round-table discussions with humanitarian decision-makers key informant interviews with policymakers and practitioners across the sector. The paper offers humanitarian leaders within donor organisations and operational agencies 12 key recommendations - areas that they should invest in as they grapple with accountability as one of the key sticking points holding the humanitarian system back from making progress for crisis-affected people. The paper concludes by identifying key evidence and learning gaps to which agencies could contribute by documenting and sharing their learning, as they take steps to more firmly centre their work around the perspectives of people affected by crisis.

168. The Ongoing Genocide in Gaza

There seems to be no end in sight to the genocidal war being waged in the Gaza Strip. As the new year dawned, more than 22,835 Gazans, the majority of them children and women, have been killed by the Israeli Occupation Forces (IOF).1 The true mortality rates are, of course, much higher as at least 7,000 Palestinians remain buried under the rubble.2 In three months of fighting, one out of every 10 persons living in Gaza has been killed. As international humanitarian organisations and local eyewitness accounts have testified, the Gaza civilians were intentionally targeted by the Israeli military. The deaths of civilians and the damage to civilian infrastructure were not due to collateral damage in the fight between Israel and the Palestine militias in Gaza. After the 7 October 2023 Hamas military attack along the highly fortified border with Israel that had resulted in the deaths of 1,200 residents, Israeli leaders and top army generals had publicly vowed to hit the people of Gaza ‘with fire and brimstone’, quoting Old Testament prophets. It was the worst humiliation the Israeli army had suffered in more than 50 years. There were open calls to ‘ethnically cleanse’ Gaza and the rest of the occupied territories so that Israel could realise its long-held dream of an ‘Eretz Israel’ (Land of Israel) extending from the Red Sea to the Mediterranean Sea. Israel’s Prime Minister, Benjamin Netanyahu, addressing the Israeli parliament shortly after the bloody onslaught on Gaza began, promised to fulfil ‘the prophecy of Isaiah’. The prophecy, a part of the Bible’s ‘Book of Isaiah’, speaks about the creation of a Greater Israel extending from the Nile River to the Euphrates River. In a later speech, Netanyahu said that Israel was on ‘a holy mission’ in Gaza while invoking another Old Testament story of Amalek. According to the Hebrew Bible, the kingdom of Amalek was the arch-enemy of the Israelites. Amalek was the grandson of Esau, the eldest son of Isaac. Esau is believed to be the father of Edomites, a Semitic tribe often in conflict with the Jews. According to the biblical story, God had ordered his ‘chosen people’, the Israelites, to completely obliterate the Amalekites. No Western leader condemned this blatantly ‘genocidal’ statement by the Israeli Prime Minister. Juan Cole, an American academic and expert on West Asian politics, has charged the Netanyahu government of declaring ‘a holy war of annihilation of civilians in Gaza’.3 The Israeli President, Isaac Herzog, had earlier asserted that there were ‘no innocent civilians’ in Gaza. The Israeli Defence Minister, Yoav Gallant, vowed to ‘eliminate everything’ in Gaza. The Israeli government’s ‘genocidal intent’ has become even more evident after three months of war. The number of people killed in the war on Gaza has exceeded the casualty figures of three previous major Arab–Israeli wars. In 1948, the year Israel was recognised as an independent state, around 15,000 Palestinians were killed as they were forcibly dislocated from their ancestral land. More than 20,000 people were killed when Israel invaded Lebanon to remove the Palestine Liberation Organization (PLO) under the leadership of Yasser Arafat from the country.

The onset of the present stage in the conflict over Ukraine in February 2022 further heightened an already tense geopolitical standoff. Although this war has now entered into its third year, there is no clear sign that a peaceful settlement could be within reach. Rather, each passing day makes the situation more complicated and drags both sides towards a dead end in which neither one nor the other of the two direct belligerents is likely to emerge better off than each was before the full-scale fighting began again in earnest. Today, this war in which two major geopolitical actors—the West and Russia—have become trapped is also having an impact on other regions around the globe. The European Union is one, obviously: its ambitions to achieve geopolitical autonomy (at least within the West, as a distinct pole), for instance, have been set back, and Brussels has had to scramble mightily to reconfigure the terms of its energy security. Another is the Silk Road region in general, and the South Caucasus in particular. This essay will examine the latest developments in this latter area through an inquiry into whether (and how) the evolving geopolitical rivalry between the West and Russia affects that part of the world. It will culminate with a consideration of whether there is any silver lining that could result from this situation, whereby the South Caucasus could become a politically and economically united region in the time ahead.

Tension between China and the Western world has been a characteristic of global affairs for the better part of the last decade. Notwithstanding Russia’s full-scale invasion of Ukraine in February 2022, the United States continues to view China as its greatest global rival and competitor. In fact, many policymakers in Washington (though by no means all of them) view China as an existential threat to America’s global influence and predominance. As the European Union and its 27 member states are not among the world’s superpowers, the Europeans have a somewhat more relaxed attitude toward China. Still, according to an important policy statement issued by the EU Commission in 2019, Brussels has come to see Beijing not only as a “partner and competitor” but also as a serious “systemic rival.” This refers less to geopolitical concerns but very much to global governance issues and geoeconomic, trade, and investment relations with China. The EU is deeply concerned about the continuing lack of reciprocity of market access, intellectual property theft, and China’s frequently state-subsidized competition regarding cutting-edge technology products, including solar panels, EV vehicles, and many other products, which may soon swamp the EU market. The EU Commission has launched an investigation into China’s production of EV vehicles and also Beijing’s shipbuilding industry, which it suspects may well work on the basis of rather unfair and highly subsidized support from the Chinese state.

The United States, in particular, is grappling with the challenges posed by the emerging multipolar order and the need to secure a favorable position in this evolving global landscape. As part of this contemplation, there is a growing recognition of the significance of “swing states” like India, Türkiye, Indonesia, Vietnam, Brazil, and Saudi Arabia in shaping the outcome of the postCold War order and the broader global system. However, framing these consequential states as “swing states” in and of itself carries significant risk, as it implies that the only choice they have is a binary one: pick the U.S.-led West or the China and Russia axis. In reality, their strategic posture is far away from choosing one side over the other; at the same time, they are not behaving similarly to the Cold War-era non-aligned movement that was inherently anti-Western and leaned towards the Soviet-led block under the disguise of anti-colonialism solidarity. The appropriate strategic name for this growing list of countries in the present-day is “pivotal states,” and includes Brazil, India, Indonesia, Saudi Arabia, and Türkiye, chosen for their strategic geography, demography, and overall strength. Alongside these, there are other pivotal states with unique roles, such as Vietnam due to its position in the global supply chain and Egypt as a maritime bottleneck between the East and West. It is now widely acknowledged that international stability and the outcome of the U.S.-China neoCold War are influenced by factors beyond the behavior of Russia and China. But one crucial factor that remains underappreciated is that the behavior of pivotal states— which are determined to chart an independent course—will play vital roles in shaping the future of the international system. It is essential to recognize that these pivotal states inherently reject the bipolarity and “Cold War 2.0” framing that dominates the perspectives of, for example, Washington, Brussels, and Tokyo.

What if most people are wrong about the future? The presumption—the conventional view, both in the policymaking world and in academia—is that great powers have the greatest influence in shaping geopolitics. There is also a presumption that great power competition will inevitably lead to dividing the world into hard spheres of influence, and that there will be an inevitable competition over dominating the “commons,” the routes of air, land, sea, space, and cyberspace that unite the world. We think all these assumptions are wrong. We think there is evidence to the contrary. Indeed, when great powers compete most, this often creates more space for other states to exercise influence. We argue that the countries spanning the traditional pathways of the Silk Road region from Europe and Türkiye to the Caucasus and Central Asia have that power in their hands, if, that is, they are wise in how they wield it. This essay will outline, in broad strokes, the genesis of our argument.

Climate change is the supreme challenge of our times, poised for human civilization. Its facets are diverse: the rise of temperatures, trending natural disasters and enduring weather extremes, droughts and floods, fluctuations of the sea level and hydrographic regimes, distressed ecosystem balances, and other aberrations. Climate change affects human health and demography, increases food and water insecurity, accelerates environmental degradation (such as deterioration of arable and grazing lands, deforestation, or desertification), shrinks biodiversity, and produces other similar effects. Climate change escalates competition for dwindling resources and, subsequently, generates frictions and tensions between states and within individual groups of populations, thus forming a stage for geopolitical and geoeconomic rivalry as well as potential violent conflicts and wars. The snowballing impact of climate change on a global scale steadily approaches the point of irreversibility. The grim irony is that climate change, in many ways, represents a result of different forms of anthropogenic activity, including increased carbon emissions. Although the climatic transformation is already acknowledged as the ultimate challenge of global magnitude, one particular aspect remains often overlooked. Warfare is one of the countless varieties of human performance. Wars and armed conflicts naturally yield an enormous impact on the anthroposphere and habitat. Beyond that, the existing military forces and their routine activities unwillingly affect the environment even in peacetime. Therefore, this essay examines different patterns related to the damaging impact of wars and military activities on the climate and the environment, with a particular focus on carbon emissions. Furthermore, it addresses the subject of climate changedriven conflicts and evaluates measures taken at the international and national level to mitigate the effects projected by military forces on the environment. The overall objective of this paper is to provide analytical support in the course of preparations for the 2024 United Nations Climate Change Conference (COP29) in Azerbaijan.

Its pond stores carbon, improves water quality, creates a suitable habitat to support biodiversity, and helps reduce climate impacts. One cannot help but conclude that some higher order guides the work of these and other creatures; someone or something seems to be managing the delicate ecology of our world. Unfortunately, human beings are not as adept at such complex environmental management. As the world increasingly bears witness to the dramatic effects of climate change, the urgency for decisive action has never been more critical. With the planet’s average temperature continuing to rise, resulting in more frequent, severe, and unusual weather events, the global community faces a stark reminder of the imperative to mitigate this environmental degradation. Two of the most outstanding thinkers to have lived between ancient Greece and the European Renaissance are Ibn Sina (Avicenna) and Biruni. Both were born in the tenth century within the borders of what is now Uzbekistan and spent the entirety of their lives there and surrounding areas (today’s Turkmenistan, Afghanistan, Iran, and Pakistan). Neither ever set foot in Greece, Rome, or even Baghdad. Neither Ibn Sina nor Biruni were Arabs; both were Central Asians of Persianate stock. This meant that their native languages were part of the diverse group of languages that dominated Central Asia, Afghanistan, and what is now Iran. Both became known by their Arabic names because they wrote mainly in Arabic, the language of learning in the Muslim world, just as Latin was in the West. Lastly, both were larger-than-life figures who embodied the highest achievements of a moment when Central Asia and the Middle East were the global epicenter of intellectual achievement—what some have called the Muslim Renaissance.

We are going to deal with peace in relation to law in the broad context of the Western philosophic tradition, presented in these pages through a traditional Catholic prism rooted in what one can characterize as Thomistic realism. Naturally, when defining peace, war appears by comparison or opposition. And, naturally, it is therefore also necessary to deal with war in some detail in order to contribute to a better definition of peace. First of all, some doubt arises about this relationship. For if peace is—in St. Augustine’s definition—the tranquillity of order, it is not only the absence of war, but something positive: order, hierarchy, harmony, etc. But if, on the other hand, it is the neutralization of conflict, as Italian academician Danilo Castellano says, that war must somehow make its presence felt again, even if its disappearance is postulated. We shall deal briefly with both in what follows, concluding with a reminder of “just war” and a conclusion on “just peace."

Lately one of the most discussed political issues related to the South Caucasus region is Armenia’s attempt to incline towards the West by trying to move away from Russia’s sphere of influence. This has been manifested both geopolitically and geoeconomically. However, Armenia’s potential strategic shift away from its centuries-old political alignment with Russia raises questions about the future of the overall relationship between the two countries. A key concern revolves around the challenges Armenia may face due to its significant economic dependence on Russia. For such a shift to occur successfully, Armenia would have to not only strengthen its political and security ties with the West, but also develop the ability to replace Russia with Western partners in key economic sectors. Thus, the primary objective of the essay is to assess the degree to which Armenia could economically substitute Russia with the West, determining the feasibility of this transition. To achieve this, we should identify the critical level of Armenia’s reliance on Russia across diverse economic sectors and assess the extent to which the West can mitigate this dependency in anything resembling a realistic timeframe, without, that is, critically endangering Armenia’s economic wellbeing.

This platform is built upon the idea of bringing together Armenia, Azerbaijan, and Georgia ‘plus’ Iran, Russia, and Türkiye for regional cooperation had been introduced by the presidents of Azerbaijan and Türkiye after the Second Karabakh War. Georgia, owing to its ongoing territorial conflict with Russia, refused to participate in the platform, though its leaders signaled that they might reconsider this position in the future. The initiative, even in the 2+3 format (i.e., without Georgia), has faced several challenges, including Russia’s war in Ukraine and Iran’s mercurial policies in the region. The first meeting within this initiative (without Georgia’s participation) was held in Moscow on 10 December 2021 at the level of deputy foreign ministers. At that inaugural meeting, each side expressed optimism regarding the future of this framework. However, this optimism did not materialize for a long time. While Moscow and Tehran remained supportive of the 3+3 initiative, it mostly lost its relevance and importance for the other actors, including Azerbaijan. Despite repeated announcements by Russian and Iranian officials regarding preparations for the second meeting in this format, it took nearly two years for the meeting to actually occur. The South Caucasus—a region at the intersection of Europe and Asia and a constituent part of what the editors of Baku Dialogues call the Silk Road region—is rich in history and cultural diversity, yet marked by complex geopolitical challenges. Comprising Armenia, Azerbaijan, and Georgia, this region is not only a mosaic of cultures and languages but also a nexus of strategic interests for global powers. The intricate landscape of the South Caucasus is defined by its history of territorial disputes, ethnic tensions, and the influence of neighboring powers, notably Russia, Türkiye, and Iran. These factors and the region’s significant energy resources have made it a focal point of international diplomacy and regional power struggles. The present-day dynamics in the South Caucasus are shaped by the legacies of the Soviet era and more recent territorial disputes, notably the conflict between Armenia and Azerbaijan over the former Nagorno-Karabakh Autonomous Oblast (and surrounding areas) and the conflict between Georgia and Russia over Abkhazia and South Ossetia. As these states navigate their post-Soviet identities and relationships, the potential for a cooperative, shared future presents itself as both a monumental challenge and a transformative opportunity. This article explores the prospects for peace, cooperation, and regional integration in the South Caucasus, delving into the complex interplay of historical legacies, current tensions, and future possibilities for a region at a crossroads. Geography is one of the critical features of nations and states for their peace, prosperity, and culture. However, geography is not the only determinant that dictates how countries live in peace and security. Climate, landscape, and natural resources are essential, but also political factors such as governance, corruption, trade laws, and political stability. Being landlocked does not mean a country cannot build a strong economy and trade with the rest of the world. There are many examples of countries in challenging geographies that have still developed strong economies with high levels of human development. The Netherlands is a small country, where around 20 percent of its current land has been reclaimed from the sea or lakes, but it is one of the world’s largest exporters of agricultural products. Costa Rica is surrounded by countries torn apart by armed conflict, but it does not even have an army. Similarly, although history is a critical defining factor in forming political, social, and economic relations, it does not need to dictate whether nations live in peace or conflict with each other in the same geographical regions. The legacy of the past can be transformed to generate new ideas and opportunities for living in peace in the future. There are many examples of regions where countries experienced historical enmities but built new types of relations to live side by side and prosper together. They even managed to form alliances and economic cooperation organizations, such as the European Union.

Among the various kinds of diplomacy, one of the newest to be designated with a distinct name is “public diplomacy.” This is a supportive function, for like an actor in the theatre, the public diplomat plays a part. It may be a significant part, but rarely if ever is it the ‘lead.’ Public diplomacy assists leaders and senior officials of governments and of international organizations by presenting and explaining their policies and, more broadly, managing the communications aspects of their strategies. Public diplomacy work—the role of which is mainly informational—nowadays has included cultural interaction and educational exchange as well. For some countries, those functions have been handled somewhat separately, even at arm’s length, from political representation and policy promotion (e.g., the British Council, Alliance Française, Goethe Institut, Instituto Cervantes, and Confucius Institute). Public diplomacy is not, I wish to emphasize, merely instrumental—a means to any end. It is a purposeful activity, with qualities that are inherent, the aims of which are not arbitrarily chosen. There are objective standards in the world, including those of natural science and scholarly knowledge, to which it may owe its convincingness. Because public diplomacy operates in the judgmental realm of popular opinion, which in the globalized world of today is more and more universal in scope, it must, in order to be effective, appeal to the reason, tastes, values, and aspirations of peoples of different traditions in distant s o c i e t i e s — o v e r whom no formal or direct political authority is held or control exercised. Its objectives must be achieved noncoercively and for the most part openly, through public media and transparent private communication. It works primarily through persuasion and attraction, rather than by command, employment of force, or subterfuge. That is not to deny that manipulation can occur, as with military “information operations.” Insofar as public diplomacy succeeds in assisting a government or an organization to achieve its purposes, it is, despite its noncoerciveness, powerful. Influence over minds, from the level of the individual to that of society, is an ultimate arbiter. “Public opinion,” as Napoleon Bonaparte famously advised, “is the thermometer a monarch should constantly consult.” Today’s leaders, irrespective of the type of regime or political form in which they operate, can rise or fall according to it

The first is that the international law principles of sovereignty and territorial integrity hold that Karabakh belongs to Azerbaijan, despite misleading arguments to the contrary about supposed Armenian rights of self-determination. The second provides a partial assessment of Heydar Aliyev’s legacy and how it relates to some of the policies pursued by his successor, Ilham Aliyev. Each will be examined in turn.

195. Statesmanship in the Silk Road Region: Reflections on Heydar Aliyev’s Achievement

Abstract:
I began writing this essay near the end of a triple jubilee year for Heydar Aliyev: the centenary of his birth, the thirtieth anniversary of his return to Baku (celebrated as National Salvation Day), and the twentieth anniversary of his death. Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

National Leader Heydar Aliyev had an exceptional understanding of foreign policy and national security dynamics. Through his strategic vision, he was able to lead the Republic of Azerbaijan from a situation of state collapse at independence to one characterized by political, economic, and security viability. Moreover, Heydar Aliyev’s geopolitical strategy enabled Azerbaijan to conduct independent policies, not dictated by any regional or global power. In support of his geopolitical strategic vision, Heydar Aliyev conceived of and executed an energy and infrastructure strategy that enabled Azerbaijan to become a major oil and natural gas producer and, in turn, to change the energy map of the Caspian region and the European continent. The core of this policy was the establishment of the East-West corridor from the Caspian region through Georgia and Türkiye to the West.

197. Foreign Interference Online: Where Disinformation Infringes on Freedom of Thought

“Foreign interference targeting democratic societies works not by the classic Orwellian formula of ruthless powers limiting sources of information and knowledge,” Wesley Wark writes, but by “multiplying and amplifying chosen channels of information, and attempting to corrupt the availability of true information in favour of that which is both false and harmful.” At their most intense, disinformation campaigns amount to “cognitive warfare, a hostile attempt to alter thinking.” In a social media–saturated world, these operations find many and diverse channels for disinformation’s spread, which depends on the inculcation of “fearful unknowing” in the targeted, often vulnerable, audience. A campaign’s objectives might be both direct and indirect: an aim to influence electoral outcomes could overlap with a broader goal to undermine confidence in democratic processes. Public attention to the issue of foreign state interference, as recently experienced in Canada and currently the subject of a judicial inquiry, is the first indicator that freedom of thought principles might be in play. Wark suggests ways to counter these campaigns, beginning with government taking the lead in enhancing public understanding of all national security threats, including those posed by disinformation.

It has been said that a lie can travel halfway around the world while the truth is putting on its shoes. Social media and internet ad-supported business models that capitalize on capturing attention have introduced powerful technological enablers that are supercharging the targeting, dissemination and amplification of false information online. Influence operations have been quick to use these tools to manipulate and compromise freedom of thought. Assuming these ad-based business models are here to stay, at least for now, steps must be taken to address the problematic elements that influence operators are leveraging. Remediation efforts must both prevent amplification of harmful content, and increase the risk, cost and complexity to the influence operator. Alexa Raad describes frameworks that can be used to analyze the stages, tactics, techniques and procedures used in influence operations, and outlines the need in the United States for regulation in four areas — actions which, alongside effective public-private collaboration and increased media literacy, would help to “mitigate the pollution of our information ecosystem and protect our freedom of thought.”

Merging artificial intelligence (AI) and global governance, global AI governance focuses on defining terms to deepen understanding, promote collaboration and create informed policies. It emphasizes multi-stakeholder and multi-level cooperation in managing AI’s global impacts. AI’s societal impacts are broad, offering exceptional benefits while carrying unintended risks. Its rise poses geopolitical challenges, affecting transparency, privacy and power dynamics in both democratic and non-democratic states. Empirical and normative research is essential in forming global AI governance, guiding ethical values and legal practices for ethical data use and unbiased algorithm development. Empirical research provides verifiable knowledge through data and experiences, highlighting regime complexities in an anarchic system of global governance, meaning a system with no central authority. Normative research examines values and norms, assessing AI systems’ trustworthiness and ethical compliance. Multilateral cooperation in global AI governance involves collaborative efforts among numerous actors to establish universally accepted norms and policies for AI. An institutional framework for global AI governance should incorporate lessons from international organizations such as the International Atomic Energy Agency and the European Organization for Nuclear Research/Conseil européen pour la recherche nucléaire to guide AI’s ethical development and deployment within and beyond national borders. Abstract:
Climate change is the quintessential global challenge, while also perhaps the issue that has experienced the most polarization in recent years. Therefore, understanding the way broader global politics manifest through tools such as social media and consequently impact policy making, becomes integral to effectively fighting the climate crisis. While climate change must be countered through effective mitigation and adaptation approaches at the local, national and global levels, implementing effective policies to do so can only be accomplished through buy-in by a critical mass of citizens. Disinformation campaigns have, however, increasingly been targeted at issues that fall along partisan lines and climate change has been a particularly polarizing issue. Research presented in this paper demonstrates ways in which efforts to misinform and disinform the public are becoming both increasingly prevalent as well as effective. The polarization that is being stoked by misinformation campaigns on social media is the most serious threat to fighting climate change. New policies and approaches for policy development and implementation will be required to match the alacrity of the proliferating online flows of misinformation and disinformation.
