Abstract:
At the start of 2003, the United States remains focused on fighting global terrorism in general even as it zeroes in on Iraq as the nexus of evil. But a number of factors in play today make international support for such a venture less effusive than in 1990-91, when the last anti-Saddam “coalition of the willing” formed. Many economies, including those of three of the four big financial supporters of the 1990-91 war — Japan, Germany, and Saudi Arabia — are weaker. Any war would be relatively more expensive. Suspicions about U.S. motives, fueled by the Bush administration's initial unilateralism, remain alive despite Washington's patient work in obtaining a UN Security Council resolution on new inspections. Germany has declared it will provide no forces; use of Saudi Arabian airbases to launch combat missions against Iraq remains unclear; and troop contributions, as well as moral support, from other Arab states such as Egypt and Syria may not materialize.

54802. Coercion and Risk-Taking in Nuclear South Asia

Abstract:
The partition-bred conflict between India and Pakistan that began in 1947 went into remission in 1971 following India's emphatic victory in war that year. It reemerged in 1989 when serious disaffection in the Kashmir Valley gave Pakistan an opening to promote militancy. This created a dangerous situation because it was about the same time that both Pakistan and India also acquired nuclear weapons. There was a major confrontation between the two countries during March-May 1990. Since then there has been continuous tension with each attempting to coerce the other. In May 1998 both countries carried out several nuclear tests each. A year later, during May-July 1999, the two fought a two-month "limited war" in the Kargil region of Kashmir that caused over 1,200 fatalities. Kargil was a clear effort on Pakistan's part to test the deterrence value of its nuclear weapons. In December 2001 India resorted to an unprecedented military mobilization (Operation Parakram), holding out the clear threat of attacking Pakistan unless the latter stopped its sub-conventional operations.

54803. Effectiveness of Nuclear Weapons against Buried Biological Agents

Abstract:
This report describes the results of some calculations on the effectiveness of penetrating nuclear weapons of yield 1 and 10 kilotons against targets containing biological agents. The effectiveness depends in detail on the construction of the bunkers, on how the bio-agents are stored, on the location of the explosions with respect to the bunkers, the bio-agent containers and the surface of the ground, and on the yield of the explosion and the geology of the explosion site. Completeness of sterilization of the bio-agents is crucial in determining effectiveness. For most likely cases, however, complete sterilization cannot be guaranteed. Better calculations and experiments on specific target types would improve the accuracy of such predictions for those targets, but significant uncertainties regarding actual geology, actual target layouts, and knowledge of the position of the explosion with respect to the target would remain. Aboveground effects of the nuclear explosions, all of which would vent to the surface, are estimated. They include intense local radioactivity and significant fallout, air blast, and seismic effects to kilometers distances. It is likely, however, that casualties from those effects would be less than the casualties that would result from the dispersal of large quantities of bio-agents.

Different people have different views. The purpose of this working paper is to find solutions to these key issues. The effects of the Bush administration's nuclear strategy on China's security are also discussed.

Abstract:
For the past twenty years, the theoretical literature on international cooperation has focused on overarching questions about whether cooperation is possible and how important it is. The seminal contributions of the 1980s increased our theoretical understanding of the possibility of cooperation. Yet we know empirically that cooperation is pervasive. Hundreds of multilateral agreements are signed each year. If we count bilateral agreements as well, the number jumps to thousands. This is not to say that cooperation is easy. In fact, given the challenges of successful cooperation, it is time for the theoretical literature to focus not on whether cooperation can occur at all, but on more focused questions regarding how the actual institutions of cooperation work and through what means they have their impact on state behavior.

Abstract:
This assessment of research on contemporary democratic politics in Latin America is organized around the distinction between institutional and alternative approaches. Initially it considers institutionalism on its own terms and, through an assessment of the debate about the institutional causes of gridlock, draws attention to key strengths of this literature. Thereafter, some of the limitations of an institutional approach are addressed and the possibility of combining insights developed from institutional and alternative theoretical perspectives is emphasized. The suggested terms of integration, however, are not symmetric. With regard to causal theorizing, the need for institutionalists to borrow ideas, especially from the broader literature on political regimes, is underlined. With regard to theorizing outcomes, in contrast, the need for students of the quality of democracy to incorporate contributions made by institutionalists is highlighted. Throughout, various pointed suggestions to advance research are offered.

After a committed process of macroeconomic stabilization that began during the mid-1980s in most of Latin America, many observers began to speak of the need for a “second generation” of reforms that could more firmly establish the bases for economic growth and correct for longstanding distributional inequities. By the mid-1990s serious reformers like Argentina and Mexico seemed to be on the cusp of tackling this distributional backlog by launching so-called second phase market reforms meant to correct for earlier shortcomings in the social realm (Naím 1995; Pastor and Wise 1999). However, in both cases, financial crises erupted: Mexico's crash of December 1994, which saw a forty percent devaluation of the peso and a massive outflow of portfolio capital; and, more recently, Argentina's 2002 meltdown, which while simmering since the Brazilian devaluation of 1999, finally caused the country's commitment to a fixed exchange rate to be abandoned.

54810. Why Delegate the Allocation of Foreign Aid to Multilateral Organizations? Principal-Agent Problems and Multilateralism

Abstract:
Why do countries delegate the distribution of foreign aid to international institutions? Specifically, why have the advanced industrial countries chosen to distribute part of their foreign aid through multilateral organizations, such as the European Union (EU), World Bank, IMF, UN, and regional development banks (RDBs)? The delegation of aid provision to an international institution is puzzling. Why would governments relinquish control over their aid if they are a useful instrument of statecraft? Governments delegate aid delivery to international institutions when their publics lack information about the consequences of aid and fear that their governments will deviate from their wishes concerning its use. By using the international organization to send aid, the government issues a credible signal to voters about the use of foreign aid. This signal leaves all actors better off by helping to solve a principal-agent problem in domestic politics. When publics are skeptical about the benefits of aid, governments are more likely to turn aid over to multilateral organizations in order to reassure taxpayers that their money is being well spent. Using data on about 20 donor countries of the OECD from 1960-2000, I investigate the sources of multilateral giving, showing that public opinion has the expected negative relationship to multilateral aid-giving.

Subsidies distort investment decisions, generally squander scarce public resources, skew public expenditures toward unproductive uses, unfairly discriminate against efficient industries and firms, and prompt wasteful overconsumption of some products over others. Despite efforts to limit subsidies through trade and investment policy disciplines, subsidization remains a constant on the global trade policy and international business landscape.

Abstract:
The remarkable growth of Canadian-U.S. economic integration, combined with the security implications of the September 11, 2001, terrorist attacks on the United States, have brought the management of Canada-U.S. relations into sharp focus. The most important challenge facing Canadian decisionmakers is how to respond to the new security environment while ensuring the uninterrupted flow of people and commerce across the 3, 989-mile common border. The dimensions of the challenge became apparent in the immediate aftermath of September 11 when the United States temporarily closed its borders in reaction to the attacks. Quick action by the Canadian government led to the “Smart Border Declaration” in December 2001, to secure the border while facilitating the flow of low-risk people and goods. Since then, Ottawa and Washington have been working to flesh out the principles contained in the declaration and to bolster other aspects of their cooperation.

The United States and Canada have had a long and successful defense relationship. This relationship is based on a shared understanding that North America is a single military theater and that each country has an obligation to the other for its defense. Over time this basic understanding had led to a steady expansion and deepening of our defense relationship and the creation of a number of institutional arrangements to manage it. One product of these arrangements has been a partnership style of continental defense management that has proved to be successful despite the disparities in resources and responsibilities and, sometimes, the policy differences between our two countries. This structure is now beginning to be threatened by the decline in the resources and capabilities of the Canadian Forces. Nevertheless, there are things that both countries separately and together could do to improve the situation.

Since January 1, 1994, the day when the armed uprising of the Zapatista Army for National Liberation (EZLN) was announced, it has been evident that Mexico is facing a second generation of radical organizations. The first generation, dating back to the 1970s, consisted of armed groups made up mainly of students, rural classroom teachers, and campesinos (i.e., subsistence farmers and agricultural workers along with their families). This generation's choice to pursue armed struggle revealed a trio of influences: Cuba's experience, socialist ideology, and the outrage and indignation produced by the repression and crackdown on nonviolent avenues of political opposition unleashed under the governments of Gustavo Díaz Ordaz (1964–1970) and Luis Echeverría Álvarez (1970–1976).

My Dad is a professor of geography and urban planning, and one summer our family relocate d to Alberta while he researched a book on the patterns of suburban development in four cities: Edmonton, Calgary, Phoenix, and Houston. It was a great adventure for me, especially camping and hiking in Banff and Jasper. At the end of 2003, the North American Free Trade Agreement (NAFTA) will have been in effect for a decade, and although the accord will not be fully implemented for another five years, almost all of its important provisions are already in place. The model for NAFTA was the Canada-U.S. Free Trade Agreement (CUSFTA), which was put in motion in 1989 and was to be fully implemented within 10 years but was superseded by NAFTA after only five years in operation. NAFTA itself has created the world's largest free-trade area, encompassing the United States, Mexico, and Canada; 21.3 million square miles of territory; 422 million people; almost $12 trillion in yearly production; and $615 billion in annual three-way merchandise trade. North American trade, investment, government-to-government, and people-to-people exchanges have increased dramatically over the past decade and decisionmakers in Washington, D.C., Mexico City, and Ottawa will soon have to consider whether continental economic integration should move to the next level in the form of a customs and monetary union or even a common market possessing many of the attributes of the European Union (EU).

The first warnings of an “electronic Pearl Harbor” appeared in 1995. 1 They have appeared regularly since then. Before the conflict with Iraq that began in March 2003, there was speculation that the U.S. would experience cyber attacks in retaliation. Since the onset of the war, however, there have been no reported attacks that damaged U.S. infrastructure or affected U.S. military operations in Iraq. Nor have there been any reports of cyber attacks that damaged U.S. infrastructure or affected U.S. military operations since 1996.

Abstract:
Although the highly publicized water dispute between the United States and Mexico has focused attention in both nations on the issue, the need to address comprehensively the problem of water scarcity and water quality is not one that is limited to the U.S.-Mexico border region. In fact, water scarcity is increasing around the world and approaching crisis conditions in many regions. It is a phenomenon that is impacting the lives of a growing number of the world's people. According to the United Nations, 31 countries in the world are currently facing water stress and scarcity. Over 1 billion people have no access to clean drinking water, and almost 3 billion people have no access to sanitation services. It is estimated that today 166 million people in 18 countries suffer from water scarcity, while another 270 million in 11 additional countries are considered "water stressed." By the year 2025, the world's population will have increased by more than 2.6 billion, but as many as two-thirds of those people will be living in conditions of serious water shortage, and one-third will be living with absolute water scarcity. By 2025, the affected populations will increase to about 3 billion people, or about 40 percent of the world's population, most of them in the poorest countries. As a result of this daunting diagnosis, there is now a consensus that the severity of the problem requires a strategic approach that emphasizes equitable and sustainable management of water resources.

Enlargement today is a priority on the European agenda. Examining Portugal and Greece from a comparative perspective with respect to Poland, this Study analyzes the original and specific paths each of these national configurations have taken as regards administrative and institutional changes, particularly through the regional dimension, policy reorientations and modes of government. Given the large body of acquis communautaire that must be integrated, the nature of Commission involvement and the highly regulatory nature of European directives, this dimension emerges as the most significant in the process of Europeanization: public administration acts as a filter in this dynamic and nation-states are paradoxically strengthened by European integration. This comparison is an opportunity to underscore the importance of innovations and the singularity of modes of government, suggesting that certain arrangements put into practice in cohesion countries may provide sources of inspiration for the new entrants, which are faced with similar problems of administrative competence, bureaucratic blockages and political and state legacies that are remote from the European model of public administration, civil service organization and rules. With the effect of European constraints, a threefold dynamic is at work: a dynamic of delegation, or privatization, through the creation of agencies, offices and institutes, a dynamic of politicized (re)centralization, and a dynamic of political, institutional and social innovation. Thus components of these models are constantly borrowed and reshaped, hybrid constructions are formed and configurations take shape that are no less European than what can be found in the "heart" of Europe.

Abstract:
The "new economy" in South Korea rhymes with the Internet. In 2003, the "land of morning calm" has actually become the most connected country in the world. The present study tackles this phenomenon from a number of angles. The Internet is not only considered as a physical network but a lever of transformation of the country's economic and social life. Although the role of the state has been decisive and remains focal, it is not enough to explain the extreme rapidity with which the new electronic medium spread, which is due to a broad range of causes. The Korean experience differs from former ones in that it extends well beyond the market sphere (ecommerce) to areas such as education, volunteer associations and even politics. The emergence of a national dimension constitutes another characteristic that at first seems paradoxical, since the Internet is so universal in scope. Yet observation of the evolution of Internet traffic on the national level confirms this trend. South Korea is far from an exceptional case in Asia, but the country has taken the lead over its neighbors, becoming a new "model." Beyond these singular features, the Korean experience in the use of the Internet again demonstrates that a global "information revolution" – in other words, a process that is quickly reshaping the material bases of an entire society – is underway.

Barter was a prominent issue in public debate during the 1990s in Russia: it prompted a more overall reflection on the nature of the Russian economy and the aim pursued by economic reforms. These major issues shaped a number of divisions: the government opposition portrayed barter as one of the pernicious effects of economic policies that gave priority to finance to the detriment of the national productive sphere. For others, it was to be interpreted as the legacy of the Soviet industrial sector and its lack of competitiveness.

Since the resumption of talks between China and Russia – still the Soviet Union when this occurred in the mid-1980s, relations between the two countries have been particularly dynamic. On the international level, the two countries in fact share the same viewpoint on a number of issues. These mutual concerns led to the signing of a strategic partnership in 1997, then a new treaty of friendship in 2001. The complementarity between the two countries in the energy and arms sectors also stimulates cooperation. However, this alliance is not without its limits. The United States, its primary target, can easily short-circuit it, as it did just after the September 11, 2001 attacks. In the field of cooperation, the intensity and structure of trade between the two countries are both inadequate. The rise in trade during the 1990s was very uneven and marked by a drop between 1994 and 1996. The main causes of this are situated at the local echelon along the Chinese-Russian border. After the dynamism characteristic of the 1988-1993 period, the opening of the border triggered new problems, such as illegal Chinese immigration in the little-inhabited border zones of Russia. Although this trend caused friction among the local Russian population, it was mainly the retrocession of certain Russian territories to China when the border was demarcated between 1993 and 1997 that radicalized the inhabitants, paralyzing border cooperation. The Russian and Chinese government played an active role in attempting to resolve most of these disputes, as the Tumen program illustrated. Since then, the various authorities in the two countries have tried to revitalize border cooperation, but a number of problems remain that are mainly economic in nature and vary depending on the border region.

The conflict in Colombia has, in the space of a few years, become a real headache for the United States as well as for Europe. Countless human rights violations, forced population displacement, drug trafficking and terrorism make Colombia a textbook case for examining the entire range of security problems today. With the launching of Plan Colombia in 1999, the United States considerably increased its aid to the country. Today, the American administration actively supports Alvaro Uribe's government in its fight against guerilla movements, labeled "narcoterrorists," and rumors of armed intervention regularly resurface. Having long remained on the sidelines of the "Colombian tragedy," Europe seems to be relegated to playing second fiddle. The military option represented by Plan Colombia had opened up a political spaced that the Europeans began to occupy. But with the break-off of peace negotiations, this space has shrunk and has maybe even disappeared for good. In the face of American efforts to monopolize management of the Colombian conflict, it is in fact hard to see how the European Union can return to the forefront in this area of the world that remains the United States' preserve. All the more so since virtually no voices can be heard asking the Europeans to counterbalance the United States.The situation in Colombia is a new illustration of the state of U.S.-European relations today, between competition, a search for complementarity and a mutual lack of understanding.

Nation is state-oriented, whereas nationalism is an ideology which may simply promote one's own identity against others. Therefore, theories of nation-building do not explain nationalism. Other theories adopting a materialist approach do, like Gellner's model in which nationalism appears as resulting from socio-ethnic conflicts, but they ignore the inner mechanism of this ideology. Theories looking at nationalism as an export product from the West also miss this point too. In contrast, a convincing body of theories anchor nationalism in socio-cultural reform. The intelligentsia which undertakes it in order to resist the threat posed by some dominant Other – often from the West, that fascinates them-eventually develops a nationalist attitude, because it is not willing to imitate the West but strive to restore its culture by incorporating into it prestigious features of the West through the invention of a convenient Golden Age, the cornerstone of nationalism. This approach finds a parallel in the theories of ethnicity which do not apply the primordialist paradigm but focus on the making of group boundaries. Barth highlights the decisive role of the relationship to the Other and the little importance of cultural contents – compared to the maintenance of group boundaries – in the making of ethnic identities, in such a way that there are more affinities between his theory of ethnicity and theories of nationalism than between the latter and theories of the nation.However, one can construct an integrated model of nationalism by organising different theories in a sequence. While the ideology-based approach comes first, the creation of a nationalist movement implies the rise of socio-economic conflicts and the massification of nationalism, a process of nation-building.

Cyberspace, of which the Internet is a major but not the exclusive component, is more than an informational or an economic network: it is also a political space, which deserves to be analysed as such, through the collective mobilisations, the imaginary and the surveillance practices that it conveys. Rather than looking at the internet's world politics, this paper focuses on transnational political solidarities that are now emerging on and through the Internet. This differentiation suggests that the Internet is both the vector of social struggles focused on the "real" world, and the cradle of new identifications and new modes of protest that remain and will remain primarily virtual. Activists operating through transnational "advocacy networks" may use the Internet to receive or spread information, but their use of the Information Technologies (IT) remains purely instrumental and does not imply any paradigmatic shift in the tactical uses of the media by protest groups. "Hacktivism" and "cybernationalism" appear far more promising, as far as the invention of new repertoires of collective action is concerned. "Hacktivism", which refers to the use of hacking techniques for political ends, emerged during the 1990s, at the crossroads between activism, play and art. The emergence of "hacktivism" was made possible by the meeting of two social actors that epitomize our late modernity: new social movements and the "digital underground". "Cybernationalism", for its part, was given shape in the last decade by ethnic entrepreneurs who rely on the IT to challenge the political authorities of their home states and to materialise, through words and images, the communities they are (re)inventing beyond borders.

Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a "sleeping giant." Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities' entry into politics.

Abstract:
In South Africa, the transition negotiated in order to build a post-apartheid political order has brought about a deep-seated transformation of the state. A central issue of this radical reform had to do with the territorial arrangement of the new state. Constitutional negotiations resulted in a hybrid federal type of system that distinctly reinforced the power of local government, particularly to counterbalance that of the nine provinces. At the same time, a smoother form of intergovernmental relations was introduced with the concept of "cooperative government." In contrast to the centralized system that held sway under apartheid, local government has been strengthened by a new constitutional status, which in particular guarantees an "equitable share" of the national revenue. It also ensures that municipalities are represented nationally through intergovernmental structures involving the participation of local governments.

Ethically correct policies sometimes, even often, skeptics will say, simply reflect a good grasp of where one's interests lie. The creation of an ethical fund or involvement in a micro-finance program may only be a way of pandering to the times or improving one's self-esteem in a convoluted fashion. However, these tributes to virtue nevertheless raise a number of contemporary questions and issues. The sums invested in ethical funds are far from merely symbolic. In the United States, one out of every ten dollars is invested in "ethical" financial instruments. In Europe, they are developing quickly. As for micro-loan experiments, from Bangladesh to Bolivia, the profitable results they have yielded to all parties are proof that they warrant taking an interest in them. As the present research emphasizes, the use of ethical funds and micro-loans, although it may not bridge the gap between past and future, nevertheless shows promise for the years to come: it provides a temporal horizon that the commonly-called international civil society takes part in shaping.

CTR: How did the idea of the arrest warrant come about? António Vitorino: The 1999 Amsterdam Treaty expressly provided for the replacement of extradition procedures with a fast-track surrender mechanism. The meeting in Tampere that same year [creating an area of freedom, security and justice in the European Union] developed that idea. We have worked on it since 2000 and completed this work in September 2001. We presented our findings to the Council just eight days after the September 11 attacks. Work on the warrant was completed in just two months. The arrest warrant introduces an unprecedented expedited process, which abolishes formal and lengthy extradition procedures. It is based on the principle of mutual recognition of judicial decisions among EU members, that is, a decision of a member state tribunal should be executed in another member state as easily and quickly as possible.

CTR: Will the Conference and its declaration offer a blueprint for a new security treaty to replace the 1947 Rio Treaty? Ambassador Miguel Ruiz- Cabañas: The Conference's declaration encapsulates the main security concerns of the hemisphere such as terrorism, organized crime, the illicit trafficking in persons and arms, poverty, HIV/AIDS and attacks on cyber security. It is a political document, not a legally binding instrument such as a treaty. It will have both a political and a moral impact. I believe that it would be difficult to draft a new treaty. Our approach is similar to such regional organizations that have reformulated their priorities not through a treaty, but through a new political declaration. I must add, however, that the Conference's draft declaration contains a paragraph calling for an assessment of the Rio Treaty to reflect the new security challenges facing the hemisphere. It has been proposed that next year, an expert working group could start meeting to evaluate whether OAS instruments and agreements are working and how they can be improved. The important fact is that, with this Conference and for the first time in fifty years, the region will commit to an updated vision of security based on common values and concerns.

CTR: What is the comparative advantage of the OAS convention over the other dozen anti-terrorism treaties that have been developed in the past three decades? Ambassador Paul Durand: Beyond [the innovation of] human rights, I am not sure it did a lot more new. I think that the value added is that there is now a basis of understanding among 34 countries that you do not find in broader forums such as the UN. As for human rights, we were not going into the area of responsibilities of states [sponsors]. We tackled [this] issue in the context of states' obligations to respect human rights norms. Although this is new [in a terrorism convention], it did not cause an awful lot of consternation. Members were on board.

Good morning. I deeply appreciate the opportunity to join you today to honor the legacy of one of the truly great statesmen in American -- and transatlantic -- history, General George C. Marshall. The legacy of General Marshall has touched my own life in several ways over the years. While I am sure he will not remember this, the last time General Meyer and I shared a stage together was thirty years ago, when he presented me an award at my high school in Carlisle, Pennsylvania, and spoke to all of us impressionable seventeen year olds about the selfless example of public service offered by George Marshall. Several years later, I studied as a Marshall Scholar at Oxford University, the direct beneficiary of a program established by the British Government in gratitude for General Marshall's contributions. While the Marshall Scholarship Fund has survived the minor infamy of its award to me, it had a profound effect on my life, and I'm pleased to be here today in part to honor that gift. I have also had the profound good fortune, both personally and professionally, to work for a number of years for Secretary Powell, whose own remarkable career you will honor this evening as a continuation of the legacy of George Marshall.

Only a few short years have passed since we bade farewell to the 20th century and ushered in a new millennium. Generalised assessments always include the question of whether the glass is half empty or half full; and so there have been differing evaluations put forth on the outcomes of the passing century and the prospects of the new one. However, we can quite safely say that we bid farewell to the 20th century - the century of two world conflicts, totalitarian ideologies and systems, of the holocaust, concentration camps, the gulag-with a sense of relief. The cold war came to an end, the Soviet empire collapsed, and the spread of democracy and freedom around the globe seemed to justify proclamations of the advent of a Hegelian "end of history". The United Nations Millennium Declaration announced the undertaking of new and effective action that would liberate the world's population from the plagues of hunger, poverty and fear.

One of the defining features of the global economic landscape over the past decade has been the increasing integration and cohesion of the transatlantic economy. Globalization is happening faster and reaching deeper between Europe and America than between any other two continents. The data in this study suggest that the past decade was not primarily about U.S. companies spreading their operations to the four corners of the globe. Rather, it was a time when the transatlantic economy became even more intertwined and interdependent. Failing to understand this dynamic can lead to serious errors of policy and cause significant damage to U.S. and European interests.

The enclosed survey was conducted in order to map all regional and sub regional networks working in the field of Security Sector Reform (SSR) in Africa, Asia, Europe and Latin America and the Caribbean. The objective of mapping SSR networks in these regions is multi-fold. Firstly it is imperative that at a time when security has taken a truly global dimension and span, academics and practitioners alike are aware of the state of SSR in different regions. Certain similarities and patterns emerge during the analysis that offer lessons and directions for actors wishing to become involved in SSR in a particular region, or searching for guidance in applying best practices and lessons learned to particular situations. Secondly, exchange of experience and ideas is especially important in supporting South-South dialogue, but the value of cooperation cannot be overemphasized given the often-unclear context in which SSR activities take place. The mapping exercise serves as an entry-point for practitioners to identify existing networks and their areas of expertise. Opportunities for collaboration are made possible by identifying other organisations that are pursuing similar goals. Additionally, the map of SSR networks serves to identify possible gaps in scope of activity and highlights entry points for other organisations and networks to further the objectives of security sector management and reform. Lastly, this exercise will serve as a vehicle for the GFN-SSR to develop ways to strengthen its activities. One way in which the GFN-SSR is already adding value is through the development of its website, which, inter alia, offers a newsletter in four languages, i.e., English, French, Spanish and Portuguese. An activity to reinforce the access to information for those in areas of poor connectivity is already being developed through the conception of a CD-ROM containing all the existing website information for distribution on a timely basis to interested organisations.

The objective of the conference was to promote the debate about defence transformation in the context of Ghana, inject local content and transparency, and enhance Ghana's ability to gain ownership of the process. The departure point was the Performance Improvement Plan (PIP) of the Ghanaian Ministry of Defence (GMoD), whose primary objective is to strengthen the capacity of civil staff of the MoD in managing the defence sector. In order to highlight the challenges of defence transformation under African conditions, the presentations included the experiences of South Africa, Uganda and Sierra Leone, delivered by respective nationals.This initiative was part of a collaborative effort between the GMoD, the British Defence Advisory Team (DAT) and the African Security and Dialogue Research (ASDR) and followed a two-week defence management course for civilian staff mounted by Cranfield University. Conference participants included civilians and military from the GMoD and the Ghanaian Armed Forces, parliamentarians, academics, representatives from the Ministry of Interior and the Intelligence services as well as members from civil society organizations (CSOs) equally attended the meeting.
