1. Mapping Christian Nationalism Across the 50 States: Insights from PRRI’s 2025 American Values Atlas

Abstract:: Around three in ten Americans qualify as Christian nationalism Adherents or Sympathizers. One-third of Americans qualify as Christian nationalism Adherents (11%) or Sympathizers (21%), compared with two-thirds who qualify as Skeptics (37%) or Rejecters (27%). These percentages have remained stable since PRRI first asked these questions in late 2022, with a slight decline among Americans who qualify as Christian nationalism Rejecters, who peaked at 32% in June 2023 and declined to 26% by the end of 2025. White evangelical Protestants and Hispanic Protestants are most likely to hold Christian nationalist beliefs; Americans who frequently attend religious services, especially those who are white, are more likely to be Christian nationalists. White Christians (46%) are more likely than Christians of color (39%), non-Christians (13%), and religiously unaffiliated Americans (10%) to qualify as Christian nationalism Adherents and Sympathizers. White evangelical Protestants (67%) and Hispanic Protestants (54%) are the only major religious groups among whom a majority hold Christian nationalist beliefs. The majority of those who attend religious services weekly or more qualify as Christian nationalism Adherents or Sympathizers (54%), compared with 39% of those who attend at least a few times a year and 20% of those who seldom or never attend services. This correlation holds among those who pray outside of religious services and those who read religious texts. White Americans who attend religious services, pray, or read the Bible or other religious texts frequently are more likely than their Black and Hispanic counterparts to qualify as Christian nationalism Adherents and Sympathizers. Christian nationalism support is also strongly linked to party, media habits, age, education, and race. A majority of Republicans qualify as either Christian nationalism Adherents (21%) or Sympathizers (35%), compared with one-quarter of independents (7% Adherents and 18% Sympathizers) and less than one in five Democrats (5% Adherents and 12% Sympathizers). Two-thirds of Americans who most trust far-right news sources qualify as Christian nationalism Adherents (34%) or Sympathizers (31%), as do a majority of those who most trust Fox News (18% Adherents and 37% Sympathizers). Support for Christian nationalism is positively associated with lower education levels and older age; AAPI Americans are far less likely to be Christian nationalists than other Americans. Christian nationalist views predominate in the South and Midwest; support for Christian nationalism is strongly correlated in all 50 states with favorable views of President Donald Trump and the proportion of Republican representation in state legislatures. The states with the highest levels of support for Christian nationalism — which includes about half of their residents — are Arkansas (54%), Mississippi (52%), West Virginia (51%), Oklahoma (49%), and Wyoming (46%). Three states emerge with more than half of their white, non-Hispanic residents supporting Christian nationalism: Arkansas (59%), Mississippi (54%), and West Virginia (53%). The higher state residents scored on the Christian nationalism scale, the more likely they are to hold favorable views of Trump and the larger the proportion of Republican elected officials in their state legislatures. Christian nationalists are more likely than other Americans to support political violence and score high on PRRI’s Right-Wing Authoritarianism Scale. Three in ten Christian nationalism Adherents (30%) and one-quarter of Sympathizers (23%) agree that “because things have gotten so far off track, true American patriots may have to resort to violence to save the country,” compared with only 14% of Skeptics and 11% of Rejecters. Support for political violence among Christian nationalism Adherents was higher under President Joe Biden and declined after Trump’s reelection. Christian nationalism Adherents and Sympathizers score high on PRRI’s Right-Wing Authoritarianism Scale; scores for Skeptics are mixed, while Rejecters score low. Christian nationalism Adherents and Sympathizers overwhelmingly view Trump as a strong leader, while Skeptics and Rejecters overwhelmingly view him as a dangerous dictator. Christian nationalists also hold more extreme views about immigrants and are more likely to say mandatory vaccines for children should be illegal. Majorities of Christian nationalism Adherents (67%) and Sympathizers (53%) believe that “immigrants are invading our country and replacing our cultural and ethnic background.” Majorities of Christian nationalism Adherents (61%) and Sympathizers (54%) agree with “the U.S. government deporting undocumented immigrants to foreign prisons without due process.” While at least half of Christian nationalism Adherents and Sympathizers support birthright citizenship, majorities agree with “stripping U.S. citizens of their citizenship and deporting them if they are determined to be a threat to the country” (66% and 56%). Over four in ten Christian nationalism Adherents (44%) and one-third of Sympathizers (34%) say that mandatory vaccines for children should be illegal in all or most cases, compared with one-quarter of Skeptics and one in ten Rejecters.

2. Representatives in Robes? How California Respondents think of Judicial Representation

Abstract:: Many have identified the tension between conceptualizing judges as legal versus political actors. One dimension of this tension is the extent to which we should or do think of judges as political representatives, both broadly and in ways that are either similar to or distinct from elected political representatives. In this project, we address the role of judges as representatives and then assess whether and to what extent California residents think of judges as representatives. Using public opinion data of California residents from the CalSpeaks survey fielded in the spring of 2021, we find that about a third of respondents do consider judges representatives in some way. While we find no gender differences in perceptions of judicial representation and very limited racial differences, there are strong age differences: younger respondents were significantly more likely to indicate that judges are representatives in some way compared to older respondents. This project informs how Californians understand the role of the courts, which might have consequences for judicial legitimacy and effectiveness.

3. Lilliputians at the Gate: Small Individual Campaign Donations and Political Polarization in Western State Legislatures

Abstract:: Scholars seek to understand campaign donor behavior and its effects on candidates. Researchers generally agree that individual donors are more ideologically extreme than most organizational donors but disagree as to whether small individual donors (those giving less than $200 per cycle) are especially correlated to extremist candidates. We study the relationship between small individual donors and legislators’ NPAT and CFscores for the California, Washington, and Oregon legislatures between 2016 and 2022. We find both that individual donors correlate to more partisan legislators in general and that the correlation between donors and politically polarized legislators is even greater for small individual donors than for large individual donors in most cases.

Abstract:: February 18, 2026 - The recent boom-and-bust of art museums in China has attracted worldwide attention. Revealing the industry’s instability (rooted in entanglements with the financial sector), the wave of museum closures in the People's Republic of China indicates the changing horizon of art institutions as public spaces for political cacophony. I-Yi Hsieh's talk draws on her book "Flora and Fauna: Domestic Nature and Private Collecting in Reform Era Beijing" (2025) and the exhibition "Contested Waters" (2024–2025) to further the conversation by addressing art as public sphere in the cross-strait worlds. Hsieh introduces her book’s ethnographic lens capturing the rise of private collecting as an alternative to the diminishing public realm for political expression, while, on the other side of the Taiwan Strait, Taiwanese artists and art institutions increasingly showcase projects with a focus on geopolitical tensions. It is the worst of times and the best of times for political art in the cross-strait worlds.

5. Transgressive Sexual Politics, Structural Homophobia: Wilders and Milei in the Global Populist Radical Right

Abstract:: This article examines how sexuality operates as a strategic instrument within the ideological configurations of the Populist Radical Right (PRR) by comparing Geert Wilders in the Netherlands and Javier Milei in Argentina. Both leaders appear to challenge the PRR’s traditional sexual conservatism: Wilders by portraying himself as a defender of LGBT rights and Milei by performing a libertarian, sexually transgressive persona. Yet, both ultimately reproduce structural forms of homophobia. Drawing on discourse analysis, frame analysis, and process tracing, the paper argues that these seemingly divergent stances constitute localized rearticulations of the PRR’s core triad of nativism, authoritarianism, and populism. Wilders’ “civilizational liberalism” weaponizes queer rights to define Dutch identity against a racialized Muslim “Other,” enacting conditional inclusion and rendering migrant and Muslim queer subjects invisible. Milei’s “libertarian anti-statism” fuses sexual libertarianism with anti-gender politics, using anti-elitist and market-oriented rhetoric to dismantle the state infrastructures that sustain gender and sexual equality, a form of institutional subtraction. Despite opposite performances–Wilders as celibate guardian, Milei as transgressive iconoclast–both mobilize sexuality to police the boundaries of citizenship, legitimize masculine authority, and reinforce exclusionary national imaginaries. The analysis situates these cases within broader global trends in the PRR, demonstrating that contemporary far-right sexual politics no longer depend on explicit moral conservatism but instead on the modernization of homophobia: maintaining inequality through the languages of freedom, tolerance, and civilization.

6. Fascism in Football: How the Beautiful Game Turned Ugly

Abstract:: December 26, 2018 was supposed to be an exciting day for Italian football fans: it was the first time matches of the top national league, Serie A, were scheduled during the Christmas holidays, to add some sports fun to the festive season. The big match of the day was Inter Milan vs Napoli, a classic face-off between two of the most prominent teams in Italy. The post-match TV coverage, however, did not dwell on scored goals or athletic feats, but rather on the violent riots among Inter and Napoli fans that left one man dead. During the riots, Daniele Belardinelli, a supporter of the Italian team Varese, was mowed down by an SUV driven by a Napoli fan. Belardinelli was an ultrà, a slang term used to identify hardcore football fans, in Italy and across Europe. Ultras are a fixture of Italian football, well known for expressing their diehard fandom through colorful, sometimes scurrilous chants and highly choreographic banners. Unfortunately, they are also notorious for their racist and violent behavior and, increasingly, engagement in political extremism and illegal activities. While some ultras groups subscribe to progressive or leftist ideology, the great majority lean to the far-right. Often, groups supporting different teams form bonds along ideological lines. Ultras of Varese and Inter are both far-right oriented and have a long history of political alignment and mutual support. Belardinelli had joined fans of Inter Milan in an ambush against a busload of Napoli fans. Despite the attack’s careful planning—which managed to defy the police intervention—he was caught off guard by the car that rammed into the crowd of Inter fans and took his life.

Abstract:: Current American populism—an endogenous product of liberal capitalism— functions less as an interruption of liberal democracy than as the political form through which its contradictions are expressed. Starting from that premise, this essay traces how citizens, rendered economically superfluous and politically abstracted, reach for meaning through affective grievance—grievance that populism captures, reroutes, and converts into allegiance. By placing C.B. Macpherson’s critique of possessive individualism in dialogue with Dietrich Bonhoeffer’s analysis of moral incapacitation, A.N. Whitehead’s insights on simplified ideals, and Kant’s republican account of public right, this essay reconstructs the mechanisms by which structural dispossession is transformed into cultural antagonism. Through political-theoretical argument augmented with empirical illustrations, this essay provocatively demonstrates that American populism’s emotional economy reinforces the very structure it claims to resist and why any democratic renewal ought to begin with a reconstruction of personhood itself

Abstract:: The article examines the evolution of the Russian Federation’s relations with African states through the lens of Russian strategic documents and foreign policy practices. It argues that Russia’s contemporary engagement in Africa reflects the implementation of priorities defined in successive national security strategies since 1997. Moscow’s approach integrates political and military dimensions, aiming to restore great-power status, secure geopolitical footholds, and counter Western influence. Politically, Russia presents itself as an anti-colonial partner advocating multipolarity and sovereignty, while militarily it strengthens ties through arms trade, training, and the deployment of private military contractors. Case studies of Egypt, Mali, and the Central African Republic illustrate how Russia’s strategic narratives have been translated into concrete diplomatic and security partnerships. In conclusion, the article argues that Russia’s policy toward Africa represents both a continuation of Soviet-era ambitions and a pragmatic adaptation to the geopolitical realities of the twenty-first century. By selectively deploying limited resources and focusing on strategically significant states, Russia has managed to expand its influence on the African continent despite growing competition from other international actors.

10. When do voters stop caring? Estimating the shape of voters' utility functions

Abstract:: In this paper, we address a longstanding puzzle over the functional form that better approximates voter utility from political choices. Though it has become the norm in the literature to represent voter utility with concave loss functions, for decades scholars have underscored this assumption’s potential shortcomings. Yet there exists little to no evidence to support one functional form assumption over another. We fill this gap by first identifying electoral settings where the different functional forms generate divergent predictions about voter behavior. We then assess which functional form better matches observed voter and abstention behavior using Cast Vote Record (CVR) data that captures the anonymized ballots of millions of voters in the 2020 U.S. general election. Our findings indicate that concave loss functions fail to predict voting and abstention behavior, and it is the reverse S-shaped loss functions, such as the Gaussian function, that better match voter behavior.

11. The Economic Returns of Firms' Political Connections

Abstract:: This paper analyzes the economic returns to political connections in Brazilian local elections, focusing not only on traditional campaign donations but also on two novel channels: firms that provide goods or services to candidates during campaigns and firms’ owners affiliated with parties within a coalition running for mayor. Employing regression discontinuity and event study methods around close mayoral races, we find that politically connected firms substantially increase both their likelihood of securing procurement contracts and the value of those contracts, though without corresponding gains in employment or wages. This paper contributes to the literature on political connections by documenting the emergence of indirect political connections and public procurement allocation in a context of weak institutional constraints.

Abstract:: In pursuit of President Donald J. Trump's "America First" agenda, the administration has pressured allies and partners to invest in US industrial and infrastructure projects. The White House has announced commitments by the European Union, Japan, South Korea, Taiwan, several Gulf Cooperation Council countries, and others, to import specific amounts of goods and services from the United States and to make sizable investments on US soil. These agreements resulted from a more coercive US foreign policy than in the past. Because the administration is helping select the targets of foreign investment, it is embarking on a major expansion of US industrial policy—one paid for by allied countries. This Policy Brief shows that much about investment pledges, worth more than $5 trillion, remains unclear or aspirational.

Abstract:: The Trump administration’s trade team has vowed to employ alternative legal strategies to keep its high tariff wall in place if the Supreme Court invalidates President Trump’s sweeping “reciprocal tariffs” by striking down his use of the International Emergency Economic Powers Act (IEEPA) to impose them. Wolff reviews the four possible tariff statutes that could be invoked— Sections 122, 338, 301, and 232—but they have major limitations. Each is either narrow, temporary, or specific, compared with IEEPA, and cannot be used to recreate Trump’s across-the-board tariff wall.

Abstract:: This report examines the advancement of electricity interconnections between Israel and both neighboring and more distant countries. It argues that such connectivity would make a significant contribution to Israel’s energy security and could serve as a powerful tool for Israel’s integration into the Middle East and for fostering regional stability. The report discusses the advantages and challenges of cross-border electricity interconnections, drawing on international experience, and then examines trends in electricity connectivity in Israel and across Middle Eastern countries. It proposes concrete steps to be incorporated into Israeli policy to advance the issue and lays the groundwork for a long-term vision of a regional Middle Eastern electricity grid. The report recommends linking political and energy rationales: beginning with the creation of backup connections to Jordan and Egypt-specifically as a lever for Israel’s planned connection to Europe via Cyprus-continuing with the development of regional institutional infrastructure, and embedding the energy vision as part of a broader regional reconstruction process. Involving the Palestinians could encourage Middle Eastern countries to connect with Israel, incentivize state-level investment, and support the development of an independent Palestinian electricity sector, while reducing the burden on Israel’s electricity system.

16. Inclusive or Exclusion: The Legislative Framework for Ensuring Youth and Women’s Presence in Palestinian Governance Institutions

Abstract:: This paper provides a policy diagnosis of the legislative framework governing women’s and youth representation in Palestinian governance institutions, at a moment when the Palestinian political system is undergoing a rare simultaneous reshaping: an institutional reform programme for the Palestinian Authority; local elections that produced a women’s representation rate of 33% in April 2026; and a new transitional governance structure for Gaza operating under UN Security Council Resolution 2803 — with only one woman among its 15 members. This gap between marginal progress in local elections and deep institutional absence at higher tiers of governance reveals that the Palestinian legislative system produces presence in the lower layers of power while entrenching exclusion at its upper echelons. Youth — among whom those under 24 constitute more than 60% of the total population, while those between 18 and 29 represent over 22% by the UN definition — remain outside any binding representative framework. 17. Palestinian Youth and the Future of Governance: From Marginalization to Political Agency

Abstract:: In light of the political transformations facing the Palestinian political system, particularly under the current circumstances following the recent war on the Gaza Strip, this paper discusses the issue of representation of youth within the governance structure. Although Palestinian society is predominantly young, pathways for political representation remain limited, especially in the absence of legislative elections since 2006. The paper discusses how this reality has widened the gap between decision-makers and youth generation. It also examines the structural conditions that hinder youth from moving from marginalization to meaningful political agency, and proposes a deep understanding of how participation and representation can be rebuilt in ways that reflect the social and demographic transformations within Palestinian society. Abstract:: The papers in this issue reflect the remarkable potential of a new generation of student-scholars whose voices increasingly signal a shift in how peace and security may be imagined on the Korean Peninsula and across East Asia. Mentoring undergraduate volunteers who prepared original research for the 2025 Incheon International Peace and Security Forum revealed a depth of curiosity, courage, and analytical maturity that challenges prevailing assumptions about today’s youth. While public discourse often characterizes younger cohorts as digitally absorbed, civically detached, or emotionally strained, with evidence of declining motivation, rising unemployment, and worsening mental-health indicators across many societies, the broader picture is far more complex. Even amid heightened anxiety and institutional mistrust, many Gen Z and Millennial students are demonstrating a renewed commitment to purpose, valuesdriven action, and prosocial engagement. International polling and global initiatives, including Youth2030, continue to document thousands of youth-led efforts advancing the public good, from climate resilience and cybersecurity to peacebuilding and community service.

From a political science perspective, memes also serve as tools of mobilization, identity formation, and contestation, amplifying grassroots activism while potentially fueling polarization and disinformation. Drawing on interdisciplinary scholarship and comparative examples, the analysis demonstrates how memes operate simultaneously as vehicles of satire, instruments of influence, and reflections of public sentiment. The paper argues that political memes are not trivial byproducts of online culture, but significant agents shaping political communication and democratic engagement in the digital era. It also highlights the potential role of Incheon and local academic institutions as important sites for researching, contextualizing, and educating about the political functions of memes in democratic and cross-cultural settings.

Nearly three million workers downed tools, closing Britain’s docks, railways, mines, much of heavy industry and most of the press. Proclaiming a State of Emergency, the Prime Minister, Stanley Baldwin, claimed that Britain was ‘nearer to civil war than we have been for centuries past’. The Times called it ‘the gravest domestic menace which has hung over this nation since the fall of the Stuarts’. The General Strike lasted only nine days, but its impact was profound. In this centenary event, ‪@MileEndInstitute_QMUL‬ and ‪@qmulsse‬ explored the history of the General Strike, its legacy and the position of organised labour today. Abstract:: On 4 July 2024, an electoral tsunami ripped through British politics. Labour won one of the largest landslides in its history, on the lowest share of the vote of any majority government. The Conservatives suffered their worst defeat in 200 years, the Liberal Democrats secured their best-ever result, the SNP were crushed and Reform UK won 4 million votes. Six independent MPs were elected, including the former Labour Leader, Jeremy Corbyn, and the combined vote-share of the big two parties was the lowest since 1918. For Labour, the result marked a stunning turnaround from the previous election in 2019; yet commentators quickly began to speak of a ‘sandcastle majority’, that might in turn be washed away by the next electoral tide. In this event, to mark the publication of The British General Election of 2024, Queen Mary University of London‬'s Prof Tim Bale and Prof Paula Surridge were joined by Stephen Bush, Associate Editor of the Financial Times, and Rachel Cunliffe, Associate Political Editor of the New Statesman, to look back on a landmark election. 26. An Institutional Test: How Did the U.S. Congress Handle the Case of the Anti-Politicization Fund?

Abstract:: The Anti-Politicization Fund, valued at about 1.8 billion dollars, sparked a political and legal crisis within the United States, after facing objections from within the Republican Party itself, alongside criticism related to the mechanism of its creation and the uses of its funds. The dispute reached its peak when Republican Senators Thom Tillis and John Cornyn threatened to obstruct the nomination of Todd Blanche for the position of Attorney General, unless he provided written guarantees to permanently abolish the fund and narrow the scope of the protection preventing the IRS from reviewing some of President Trump’s, his family’s, and his companies’ previous tax filings. Under the weight of this pressure, Blanche issued a decision rescinding the order issued in May 2026 under which the fund had been established, ending the impasse with the two senators and prompting them to announce their readiness to support his nomination. However, the abolition of the fund did not fully end the surrounding controversy: questions remained regarding the legal basis for its creation, the weakness of oversight over its funds, the ambiguity of the categories benefiting from it, the legality of the protection granted to Trump and his family, and the possibility of re-establishing the fund in the future.

Abstract:: There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

Abstract:: Japan’s healthcare policy is defined by a universal health insurance system that guarantees affordable healthcare for all citizens at any time and in any location. The system was established in 1961 and has since undergone a process of evolution through the implementation of national healthcare policies. Despite the existence of conflicts and issues, the mechanism of the Central Social Insurance Medical Council (“Chuikyo”) has continued to advance national healthcare interests. Nevertheless, this resulted in the commencement of criminal proceedings in 2004. The current demographic shifts present a challenge to the long-term sustainability of the national health insurance system, the long-term care insurance system, and the public pension system. This is occurring against a backdrop of rising costs associated with healthcare and long-term care, as well as an unsustainable national budget. The Chuikyo system is confronted with a multitude of challenges. This paper analyses the roles of three key actors in the Japanese national healthcare policy-making process. These actors include advisory councils such as Chuikyo, interest groups such as the Japan Medical Agency, and medical officers of the Ministry of Health, Labour and Welfare, who play a pivotal role in the policy-making process. The incremental improvements that Chuikyo produces are insufficient to address the long-term challenges facing the national healthcare policy. Japan’s healthcare model requires reconstruction to align it with the needs of an ageing society with a declining birthrate. Prior to embarking on this important policy work, it is essential to determine who should lead it. It is recommended that the Prime Minister and the Cabinet Office spearhead a study on radical reform, with strong political leadership and a capable technocrat team to facilitate collaboration with the National Diet and the public. Furthermore, it would be crucial to achieve a consensus through national forums on the fundamental concepts that citizens, as consumers, desire and are prepared to forego from a bottom-up approach. It is essential that the governance structure of the national healthcare system is changed to a decentralised structure so that citizens can be proactively involved in healthcare issues and make autonomous decisions.

Demographic Influences on Trade and Investment Opinions: Factors such as gender, age, income, and education significantly impact trade attitudes. Changes in US policy priorities bring ever-changing adjustments to US engagement, leaving the Caribbean, its leadership, and its institutions with insufficient time to benefit from US policy action. For Caribbean countries, policy continuity is critical for implementation and to see tangible and meaningful development. The region’s small populations and markets, vulnerability to natural disasters and changing global commodity prices, and limited institutional capacity slow the pace of receiving and utilizing development assistance and support. Underpinning US-Caribbean ties with stronger US congressional engagement can provide needed longevity to the relationship. Congressional actions—like newly appropriated resources and committee hearings—can bring tangible benefits to US-Caribbean relations.

43. The fall of Assad has opened a door. But can Syria seize the moment?

Abstract:: For more than a decade, Syria’s crisis has caused unimaginable suffering inside the country and a constant stream of strategically significant spillover effects across the Middle East and globally. However, this dynamic changed in late 2024, when armed opposition groups in Syria’s northwest launched a sudden and unprecedentedly sophisticated and disciplined offensive, capturing the city of Aleppo and triggering an implosion of Bashar al-Assad’s regime. In the space of ten days, Assad’s rule collapsed like a house of cards, dealing a crippling blow to Iran’s role in Syria and significantly weakening Russia’s influence. Now, for the first time in many years, Syria has a chance to recover and reintegrate into the international system. If the United States, Europe, Middle Eastern nations, and other stakeholders embrace the right approach, support the right policies, and encourage Syria’s transition to move in the appropriate direction, the world will benefit—and Syrians will find peace. The work of the Syria Strategy Project (SSP) and the policy recommendations in the report “Reimagining Syria: A roadmap for peace and prosperity beyond Assad” present a realistic and holistic vision for realizing that goal. This report is the result of intensive joint efforts by the Atlantic Council, the Middle East Institute (MEI), and the European Institute of Peace (EIP), which have been collaborating since March 2024 on the SSP. At its core, the project has involved a sustained process of engagement with subject-matter experts and policymakers in the United States, Europe, and across the Middle East to develop a realistic and holistic strategic vision for sustainably resolving Syria’s crisis. This process, held almost entirely behind closed doors, incorporated Syrian experts, civil society organizations, and other stakeholders at every step.

45. From Tunis to Baghdad: Can platform-based politics take root?

Abstract:: The organization of political parties has served multiple distinct roles in the Middle East and North Africa (MENA). In many cases, regimes use them to create a light veneer of democratic legitimacy for authoritarianism; in other cases, parties exist to represent one identity group or are centered around a singular individual. In rare cases, but with a few successful examples, parties exist to represent an ideology. Rarer still, but key to the future democratic success of the region, are true platform-based parties. Vacuums of political leadership have developed due to the limited role parties play in shaping governance, representation, and public policy. In a rapidly changing region, the opportunity for effective, issues-based parties has never been more evident. Iran’s proxies in the region have been significantly weakened and the “Axis of Resistance” dismantled, presenting openings for new political leadership to emerge. Political parties are not yet poised to meet the moment. In much of the region, long histories of implicit and explicit bans and one-party dominance have left political parties weak, unpopular, and ineffective. Extended periods of suppression and restriction—such as Jordan’s thirty-year party ban, Iraq’s decades of one-party rule under Saddam Hussein, and Tunisia’s twenty-three years of party bans during the Ben Ali era—have resulted in political parties that lack both organizational capacity and broad public appeal. Rather, they are fragmented, ideologically vague, and centered around individuals rather than coherent platforms. The proliferation of political parties—more than 220 are currently registered in Tunisia, for example—has further undermined any sense of clear policy platforms and the ability to differentiate one party from another. Rather than reforming or uniting under existing frameworks, disillusioned members frequently break away to form new parties, stymieing coalition-building and the development of rooted, comprehensive party ideologies. Disillusionment with traditional parties has led citizens to favor actors perceived as more directly serving their interests, such as Hezbollah—which positions itself as a resistance force against Israel—or Muslim Brotherhood-affiliated parties, which have gained trust through their provision of essential social services in Egypt, Jordan, and elsewhere. In an era defined by youth-led movements, digital activism, and persistent calls for democratization, these parties stand at a crossroads. Whether they act as agents of change or instruments of entrenched power remains a central question, shaping not only the future of governance within individual nations but also the trajectory of regional stability and development.

46. Why democracies stick together: The theory and empirics behind alliance formation

Abstract:: Domestic regime type affects both inter-state conflict and alliance formation. Democratic peace theory posits that democracies do not go to war with one another, while democratic alliance theory suggests that they rarely, if ever, join nondemocratic alliances (or alliances led by nondemocratic powers). Empirical evidence strongly supports both theories. The Atlantic Council’s Freedom and Prosperity Indexes further reinforces the hypothesis that economically prosperous democracies tend to align with one another, whereas authoritarian states gravitate toward similarly nondemocratic and less prosperous partners. If these theories hold, they carry significant implications for Western and especially US foreign policy. First, global democratization would reduce the number of potential conflicts, at least among an increasing number of democracies. Second, it would expand the pool of democratic alliance partners, while at the same limiting the alliance options available to nondemocratic powers. This strategic logic underscores the importance of upholding democratic norms abroad and promoting democratization in nondemocratic states. However, advocating for democratization of nondemocratic great powers will be perceived as both a geopolitical and domestic political challenge aimed at weakening their international position and threatening their governments’ domestic grip on power. Efforts to democratize nondemocratic great-power like Russia and China therefore provoke intense countermeasures. If such a strategy is deemed to be too high risk or too difficult to pursue successfully, a less provocative, “peripheral” strategy may focus on fostering democracy and economic development in authoritarian regimes’ weaker, less prosperous partners, thereby depriving them of potential allies.

Abstract:: Political reform in Palestine is an urgent necessity to achieve progress and development, ensure political and social stability, and confront the internal and external challenges facing the Palestinian cause. The Palestinian political system, which was established under complex historical circumstances and under Israeli occupation, needs continuous development to be able to respond to the requirements of the Palestinian people and their aspirations for freedom, dignity, and independence. The importance of political reform also comes in the context of enhancing the political legitimacy of the Palestinian system. Over time, the Palestinian citizen’s confidence in political institutions has declined as a result of the accumulation of issues such as the absence of periodic elections, the erosion of legitimacy, weak accountability and transparency, and the spread of favoritism and corruption in some areas. Thus, this reform is the cornerstone for rebuilding trust between the people and their institutions, and ensuring real and inclusive representation of all groups.

48. Prospective Visions for the Future of Governance in Palestine

Abstract:: The issue addressed in this paper is that the future of the Palestinian political system remains unclear, making it too early to determine the exact shape of the governance system. Consequently, the researchers have employed a foresight methodology to analyze a set of variables and indicators to develop possible scenarios regarding the future of the political system and its impact on governance in Palestine. The foresight methodology relies on analyzing trends and future changes by studying current patterns and anticipated challenges to predict potential scenarios. Based on this approach, the researchers conducted two focus groups—one in Gaza City and another in Ramallah—on Thursday, January 23, 2025. The aim was to gather insights from elites, representatives, and key actors in Palestinian society regarding the potential outcomes of this system. Additionally, the researchers conducted a series of unstructured personal interviews with several Palestinian politicians to obtain analyzable results. This paper will first provide an overview of the Palestinian political system throughout different historical phases. It will then discuss the challenges faced by key actors within Palestinian society who have historically played a significant role in shaping and building the political system and governance structure—particularly the Palestinian Authority, Fatah (which has historically supported it), Hamas, and other Palestinian national and Islamic forces. Lastly, the paper will explore the future of the Palestinian political system and examine the impact of each scenario on the governance structure.

49. The Primacy of Politics at the Local Level in UN Peace Operations

Abstract:: The “primacy of politics” has become a central tenet of UN peacekeeping. This reflects a broad recognition that peacekeeping operations should be deployed in support of a political solution to conflict. In practice, however, the primacy of politics is often narrowly understood as referring to formal, national-level political processes. This overlooks the fact that politics also happens at the local level, both formally and informally. It is critical for UN peace operations to address these local-level politics. Local-level conflicts account for a large share of conflict-related deaths in peacekeeping contexts. They are also closely tied to national-level peace efforts. This has led UN peace operations to become increasingly involved in supporting local peace processes. This report examines how the primacy of politics applies to the local level in UN peacekeeping settings. It highlights the indispensable role of civil affairs components in fostering sustainable peace. When effectively integrated into broader mission strategies, the localized approaches of civil affairs personnel not only address immediate conflict drivers but also contribute to the durability of national-level agreements. These efforts demonstrate that the success of peacekeeping operations hinges on balancing top-down mandates with grassroots engagement, underscoring the interconnectedness of local and national dynamics. The paper concludes with recommendations to strengthen local political engagement in peace operations: Member states should adopt a definition of the primacy of politics that encompasses both formal and informal processes at both the national and subnational levels. The Security Council should also continue incorporating tasks related to local political processes in mission mandates, and the General Assembly should adequately resource these mandates. Mission leaders should craft political strategies that are both top-down and bottom-up. This requires consulting regularly with field offices and reflecting local dynamics in national-level political efforts. They should also ensure coordination between mission components, including civil-military coordination. Civil affairs personnel should systematically map stakeholders at the national and subnational levels to understand how they fit together. They should also map the political economy of local conflicts and form partnerships to target the drivers of these conflicts.

50. Women Political Leaders as Agents of Environmental Change

Abstract:: This paper explores how female political leaders impact environmental outcomes and climate change policy actions using data from mixed-gender mayoral races in Brazil. Using a Regression Discontinuity design we find that, compared to male mayors, female mayors significantly reduce greenhouse gas emissions. This effect is driven by a reduction in emissions intensity (CO2e/GDP) in the Land Use sector, without changes in municipal economic activity. Part of the reduction in emissions in the Land Use sector is attributable to a decline in deforestation. We examine potential mechanisms that could explain the positive environmental impact of narrowly electing a female mayor over a male counterpart and find that in Amazon municipalities, female elected mayors allocate more space to the environment in their government proposals and are more likely to invest in environmental initiatives. Differences in the enforcement of environmental regulations do not explain the results.
