3151. Building Aspects of Democracy before Democracy: Electoral Practices in Nineteenth-Century Chile

Abstract:
The paper presents a detailed analysis of electoral practices in nineteenth-century Chile. It argues that such elections have been largely misunderstood in Chilean historiography, given the fact that the political system has been viewed simply as a tool in the hands of the rich. Indeed, the existence of income requirements in order to register to vote has even led analysts to assume that only wealthy males actually voted. By contrast, this paper shows that a majority of the voting public in the electoral processes that occurred every three years was drawn from the middle-lower to lower strata of society. The politicization of artisans and other working-class groups therefore began early in the nation's history. Moreover, the involvement of people in the electoral politics of the time greatly exceeded the numbers of men who actually voted. As such, the elections permitted the formation of a considerable degree of loyalty within the population at large for the emerging parties, which helps explain their strength in the Chilean case. The nineteenth century's electoral practices also created a competitive and highly militant electoral culture that affected the conduct of elections well into the twentieth century, i.e., even after crucial transformations in the early 1890s permitted them to become a vehicle for the realization of Chilean democracy.

Abstract:
The 1995 elections in the multiethnic Caribbean state, Trinidad and Tobago, were not an ordinary affair. They not only saw a change of regime but with it a change in the ethnic identity of the new political rulers. Control of the government by one ethnic party or the other poses a threat to the welfare of excluded and defeated parties. For many years one ethnic community controlled the government and entrenched its supporters at all levels of government as well as allocating most resources for the benefit of its own community. With the arrival of a new communally based party to power following the 1995 elections, vital interests are at stake. This paper examines how the change of government occurred through the electoral process.

The paper begins with a brief overview of the present social situation of Latin America, arguing that during the 1980s the widespread poverty and deep social inequality already existing in the region further increased. After this the paper reviews several strategies that could be used by would-be reformers, pointing out the potentialities but also the limitations of these strategies. Consequently the present text examines the broad contours of political coalitions that might be able to deal reasonably effectively with poverty and inequality. The paper concludes by arguing that the only possible foundation for these strategies and coalitions is a morally and democratically inspired view of the respect due to the dignity of every human being. The likelihood of such an emergence is not assessed.

The increasingly global scope of democratization has challenged comparativists to engage in crossregional research as part of a collective enterprise. The response to such a challenge, however, hinges upon their ability to both base their research on a set of clear concepts, a prerequisite for theory-building, and clarify their method of case selection, a prerequisite for theory-testing. While these conceptual issues have yet to be fully resolved, I show how the work of a group of 'regime analysts' provides the best starting point for scholars interested in this enterprise. For this purpose, I show how the disaggregation of the concept of political regime provides the basis for a distinction among three analytically separable problems--the process of transition, the outcome of this process of transition, and the process of consolidation--and for more nuanced distinctions in terms of modes of transition, regime types and subtypes, and degrees of consolidation. I also show how the problem of conceptual stretching is avoided by regime analysts in the course of case selection through the vertical organization of their concepts along a ladder of generality and the application of a simple rule. Finally, I show how the study of political regimes on the basis of quantitative indices of democracy fails to avoid the problems of conceptual conflation and conceptual stretching.

The recent trend toward democratization in countries throughout the globe has challenged scholars to pursue two potentially contradictory goals: to develop a differentiated conceptualization of democracy that captures the diverse experiences of these countries; and to extend the analysis to this broad range of cases without 'stretching' the concept. This paper argues that this dual challenge has led to a proliferation of conceptual innovations, including hundreds of subtypes of democracy-i.e., democracy 'with adjectives.' The paper explores the strengths and weaknesses of three important strategies of innovation that have emerged: 'precising' the definition of democracy; shifting the overarching concept with which democracy is associated; and generating various forms of subtypes. Given the complex structure of meaning produced by these strategies for refining the concept of democracy, we conclude by offering an old piece of advice with renewed urgency: It is imperative that scholars situate themselves in relation to this structure of meaning by clearly defining and explicating the conception of democracy they are employing.

Abstract:
Many European and American observers of the EC have criticized "intergovernmentalist" accounts for exaggerating the extent of member state control over the process of European integration. This essay seeks to ground these criticisms in a historical institutionalist" account that stresses the need to study European integration as a political process which unfolds over time. Such a perspective highlights the limits of member state control over long-term institutional development. Losses of control result from member state preoccupation with short-term concerns, the ubiquity of unintended consequences, and processes that "lock in" past decisions and make reassertions of member state authority difficult. Brief examination of the evolution of EC social policy suggests the limitations of treating the EC as an institutional "instrument" facilitating collective action among sovereign states. It is more useful to view integration as a path-dependent process that has produced a fragmented but still discernible multi-tiered European polity.

Wars produce contrasting effects on the state's status in the domestic arena: they bolster its internal control but, at the same time, create opportunities for collective action of which domestic groups can take advantage and weaken state autonomy. The classification of current political tendencies in the United States is sometimes confusing. Since the beginning of Ronald Reagan's first presidential campaign, American journalists and scholars have used indistinctly terms like right, conservatism, neoconservatism, ultraconservatism, extreme right, New Right, etc., to define the different political forces behind Reagan's ascent to the White House. This confusion is evident in the work of John Judis. He believes that Kevin Phillips (a conservative scholar), Paul Weyrich (a New Right activist), Irving Kristol (a neoconservative leader), and William Buckley (a traditional conservative), could all be embraced within the term "conservative" without considering any differences in their theoretical and political position.

Abstract:
While macroeconometricians continue to dispute the size, timing, and even the existence of effects of monetary policy, political economists often find large effects of political variables and often attribute the effects to manipulation of the Fed. Since the political econometricians often use smaller information sets and less elaborate approaches to identification than do macroeconometricians, their striking results could be the result of simultaneity and omitted variable biases. Alternatively, political whims may provide the instrument for exogenous policy changes that has been the Grail of the policy identification literature. In this paper, we lay out and apply a framework for distinguishing these possibilities. We find almost no support for the hypothesis that political effects on the macroeconomy operate through monetary policy and only weak evidence that political effects are significant at all.

Independent candidates and representatives from 27 political parties contested more than 2,000 municipal and Parliamentary postions in elections in Haiti on June 25, 1995. In the pre-election period, the Provisional Election Council (CEP) judged the qualifications of nearly 12,000 candidates, and disqualified about one thousand without explanations. The process was so prolonged and contentious that the ballots had to be changed up to the last days, and there were numerous mistakes. The CEP's erratic performance led three parties to boycott the election, and virtually all to question the CEP's judgment and independence. The unresponsiveness of the CEP to legitimate complaints raised by the political parties sowed seeds of distrust in the electoral process.

3162. Nicaraguan Property Disputes

With the first peaceful transfer of power from one political party to another in Nicaraguan history in 1990, Nicaraguans ended a decade-long civil war and began a process of reconciliation. Within the space of a year, the army was shrunk from 96,000 to less than 15,000 troops, the Nicaraguan Resistance was demobilized, and new forms of dialogue between previously hostile groups emerged. Nevertheless, economic recovery remained elusive in the face of hyperinflation, high expectations and competing demands among organized groups, and a lack of confidence among investors and producers. Disputes over property have played a significant role in Nicaragua's recent political and economic experience, and are a fundamental factor in its future economic recovery and political reconciliation.

Abstract:
In the period between 1758 and 1834 repertoires of contention in Britain changed from parochial, particular, and bifurcated to cosmopolitan, modular, and autonomous. In other words, eighteenth century actions "that included a good deal of ceremonial, street theater, deployment of strong visual symbols, and destruction of symbolically charged objects" through the course of time lost their relative predominance and instead "demonstrations, strikes, rallies, public meetings, and similar forms of public interaction came to prevail during the nineteenth century." These new routines for the eighteenth century contentious events are the ones that ordinary people in the United States and Western Europe still to this date principally employ to make claims. This conclusion merges from a systematic study of more than 8,000 contentious gatherings, in Southern England (1758-1820) and Great Britain as a whole (1828-1834).

Abstract:
In 1980, Jack Goldstone wrote an influential review essay entitled "Theories of Revolution: The Third Generation." Goldstone noted that a "third generation" of theorists had emerged during the 1970s, one that placed special emphasis on the causal role of political and economic "structures" in social revolutions, especially states, transnational forces, and peasant communities. (By contrast, "second generation" theorists emphasized the role of diffuse "social strains" and their social-psychological consequences) Today, it seems increasingly apparent that this third generation, despite its impressive theoretical contributions, has largely run its course. In fact, as John Foran has recently noted, "the first signs of a new school may be appearing on the intellectual horizon." This new perspective, Foran and many other scholars agree, ought to focus much more attention on culture and ideology (as well as on agency) than did the third generation, but without losing sight of the important role played by political and economic structures.

Abstract:
Observation of state-military relations in Israel reveals an apparent paradox: Within a period of about seventy years, the more the militarization of Israeli society and politics gradually increased, the more politicians were successful in institutionalizing effective control over the Israel Defence Forces (IDF, and the pre-state organizations). Militarization passed through three main stages: (1) accepting the use of force as a legitimate political instrument during the pre-state period (1920-1948), subsequent to confrontation between pacifism and activism; (2) giving this instrument priority over political-diplomatic means in the state's first years up to the point in which (3) military discursive patterns gradually dominated political discourse after the 1967 War. At the same time, political control over the IDF was tightened, going from the inculcation of the principle of the armed forces' subordination to the political level during the pre-state period to the construction of arrangements working to restrain the military leverage for autonomous action.

Abstract:
The concept of agency has become a source of increasing strain and confusion in social thought. Variants of action theory, normative theory, and political-institutional analysis have defended, attacked, buried, and resuscitated the concept in often contradictory and overlapping ways. At the center of the debate, the term "agency" itself has maintained an elusive, albeit resonant, vagueness; it has given rise to a long list of associated (and often equally vague) terms, such as selthood, motivation, will, purposiveness, intentionality, choice, initiative, freedom, and creativity. Yet despite the growing numbers of recent theorists -- ranging from Jeffrey Alexander, Anthony Giddens, and Pierre Bourdieu to Jurgen Habermas and James Coleman -- who have addressed the so-called "structure and agency problem," the concept of agency itself has been surprisingly neglected. In the struggle to demonstrate the interpenetration of agency and structure, most theorists have failed to distinguish agency as an analytical category in its own right -- with distinctive theoretical dimensions and temporally variable social manifestations. The result has been a flat and impoverished conception that, when it escapes the abstract voluntarism of rational choice theory, tends to remain so tightly bound to structure that one loses sight of the different ways in which agency actually shapes social action.

Abstract:
Is secession contagious? If so, can it be contained or quarantined to limit its spread? These two questions must be addressed to understand the challenges posed by ethnic divisions within and between states today. The end of ideological competition between the United States and the Soviet Union has not ushered in an era of global peace, but instead a period characterized by ethnic conflicts within many states. The coincidence of the disintegrations of the Soviet, Yugoslav, and Czechoslovak federations suggests that secession does spread with potentially nasty consequences.

Abstract:
Bulgaria's integration in the European Union (EU) became an undoubted strategic objective of the country, forming the basis of a national consensus among the political forces and society in general. The association stage of the integration process implies the beginning of an active, purposeful adaptation of the different branches of national policy to the main directions of EU's common undertakings. This means that the country's foreign relations and national security policy need to adapt to the Common foreign and security policy (CFSP), Common defence policy (CDP) and Common Defence (CD) of EU. A short study cannot cover all essential details about the character, history, formation and implementation of CFSP of EU, as well as specific issues touching certain Bulgarian interests. The Institute for Security and International Studies, recognising the special meaning of the forthcoming Intergovernmental Conference (IGC) in 1996 of EU member states, will carry out three other shorter studies, in addition to the present one. This should help develop a better picture of the following issues: the political dialogue of EU with the associated countries in Central and Eastern Europe (ACCEE); the economic factors of stability on the Balkan peninsula; and Russia's relations with EU and the repercussions for Southeast Europe.

Abstract:
This paper examines the increase in the political salience of ethnicity in the postcommunist period in Czechoslovakia. as in several other postcommunist states, ethnic issues dominated the political agenda in the first two years after the collapse of the communist system and led to the negotiated breakup of the federation. Differences regarding reform led to a series of political crises in 1990 and 1992. Symbolic issues also contributed to the conflict. Political leaders played an important role in increasing the political salience of ethnicity during this period. Their ability to channel the dissatisfaction and uncertainty that accompanied the economic and political changes underway to mobilize support for ethnic aims reflect the fact that Czechs and Slovaks differ in their attitudes toward many important economic and political issues. These differences, in turn, reflect the influence of each people's history, levels of economic development, the legacy of the communist period, and the distinct ways in which the transition to the market affects each region.

Robert Pastor, Director of the Latin American and Caribbean Program at The Carter Center and Executive Secretary of the Council, opened the conference with a reference to Mexican Nobel Laureate Octavio Paz who once said, "A nation without free elections is a nation without a voice, without eyes, and without ears." Pastor noted that the right to free and fair elections is a universal right enshrined in the Charter of the United Nations and the Charter of the Organization of American States. In the spirit of honoring that right, the Council was formed in 1986 to lend support and assistance to the democratization movement in the Americas.

3171. Democratic Transitions: Puzzles & Surprises from West to East

Recent communist crises in Eastern Europe seem to have caught many analysts by surprise. They also show features that set them apart from contemporary crises of right-wing dictatorships. The paper analyzes the reasons for the surprise in the light of theories of communism and of civil society under communism developed since the death of Stalin. It also examines and tries to account for the special features of the crises: their sudden acceleration •. the regimes' loss of a will to rule, the mobilization of large popular strata. Explanations focus on the goal-oriented nature of communist regimes as an alternative to the Western order. It makes the issue of self-identity and self justification crucial to these regimes-more crucial than for right-wing dictatorships. Therefore, the announcement by the Soviet hegemon itself that the goal has failed removes those tenuous shreds of self-justification to which the regimes desperately cling. This also makes possible and explains mass mobilization and the revival of civil society as a cathartic exercise. The paper concludes with an analysis of the prospects for democratization in Eastern Europe in the light of recent transitions in Southern Europe and Latin America. Democracy may develop-theoretical pessimism notwithstanding--as a matter of calculus and through an accelerated process of learning.

3172. Observing Nicaragua's Elections, 1989-1990

During the entire electoral process, the political system in Nicaragua gradually opened so that by election day, the major political parties acknowledged that they had an adequate opportunity to explain their positions to the Nicaraguan people. The Council of Freely-Elected Heads of Government shared the conclusion of the parties: the Nicaraguan people were free to vote their preferences in a fair election, and the official results reflected the collective will of the nation.
