Despite last week's crackdown on pro-reform demonstrations, there is still considerable momentum behind President Mohamed Khatami's political liberalisation drive. While the democratisation movement may have suffered a short-term setback and is likely to encounter further opposition from right-wing clerics, Khatami's reform coalition remains in place and is still likely to be buoyed by next year's parliamentary election results. Nonetheless, the president needs quickly to reassert his commitment to change in the run-up to the election.

Prior to the recent controversy over the transfer of arms, little international attention was devoted to Sierra Leone. Even its civil war, which is at the root of the matter, did not attract any significant attention outside West Africa, despite the fact that it had claimed nearly 50,000 lives. Although its enormous diamond deposits have always attracted some interest, this has been limited to private companies and individual entrepreneurs. Many Sierra Leoneans believe that had there been sustained concern about the predicament of their country, the entire arms controversy might have been avoided. This briefing paper does not, however, attempt to delve into the complexities surrounding the sale of arms to Sierra Leone and deals only tangentially with the role of mercenaries that has been the subject of so much scrutiny. Rather, it traces the major events leading to the civil war that began in March 1991, bringing with it immense suffering for this impoverished nation. This is a tale of intrigue and power struggles that has involved most of the West African region, and has allowed unscrupulous actors from as far afield as South Africa, Britain and the United States to dabble in the affairs of this country. It is a salutary lesson in the lack of concern about the fate of small nations in the post-Cold War era.

The current situation in Algeria is the direct result of a crisis that developed in the wake of the country-wide riots in 1988 and appeared to have been resolved by political and economic reform up to 1992. Despite a brief period of political liberalization — which, in reality was unsuccessfully manipulated by the regime in power to guarantee its own survival — Algeria has been in the grip of a virtual civil war for the past five years. In these circumstances, the behaviour of the regime and of its clandestine opposition have become parallel experiences, despite the gestures towards renewed democratization made in the past two years. The reality for the vast majority of Algerians — with figures for civilian deaths to date ranging from 50,000 to 120,000— is one of constant fear, both of arbitrary arrest and worse from the authorities and of summary and terminal justice from the clandestine opposition. For these circumstances to be properly appreciated, therefore, some knowledge of the events leading up to the contemporary situation is necessary.

3109. MILOSEVIC: DÉJÀ VU ALL OVER AGAIN?

In the past few weeks the Belgrade authorities have sacked a number of key public officials. The two most prominent were security chief Stanisic and head of the army general staff Perisic. The firings triggered much speculation in the international media about the stability of Yugoslav President Slobodan Milosevic's regime. According to one interpretation, the sackings signal a fundamental weakness in government ranks, with Milosevic moving pre-emptively to oust potential rivals to his authority. Alternatively, the sackings may represent an attempt by the Yugoslav President to further consolidate his power base and to effectively rule with the backing of Yugoslavia's military and security establishments. Both Stanisic and Perisic were seen as Milosevic's opponents on several key policies, notably Belgrade's handling of relations with the Kosovo Albanians. Both Perisic and Stanisic, reportedly moderates not favouring the use of severe force against the Kosovars, have been replaced by Milosevic "yes-men" regarded as proponents of a violent resolution of the Kosovo question. If this is even in part the case, Stanisic's and Perisic's sackings do not necessary reflect a weakness in Milosevic's rule. Instead, the sackings may only signal Milosevic's resolve to return to force as a means of regional problem solving.

Three years after the Dayton Peace Agreement (DPA) ended the war in Bosnia and Herzegovina (Bosnia), the country has many of the trappings usually associated with statehood such as a common flag, currency, vehicle licence plate and passport. However, these and other breakthroughs have generally required disproportionate amounts of time and effort on the part of the international community and have all too often been rammed through in spite of Bosnia's domestic institutions. Despite visible progress towards many of the goals contained within the DPA, therefore, Bosnia's peace still gives the impression that it is built on shifting sands. Moreover, although critical to the peace process, the scale of the international presence, which increasingly resembles a protectorate, is in some ways counter-productive to Bosnia's long-term future. On the one hand, domestic institutions and politicians have to a large extent given up responsibility for governing their own country. On the other, the massive international stake has led key international players to declare the peace process a success, irrespective of how it is actually evolving. The international presence is also extremely expensive, costing some $9 billion a year.

3111. Change in the Offing: The Shifting Political Scene in Croatia

The Croatian Democratic Union (HDZ) has dominated Croatian political life since multi-party elections in April 1990 brought an end to communist rule. The HDZ has been a broad movement rather than a modern political party, representing a wide range of political views and interests, united behind its leader, President Franjo Tudjman, in the aim of achieving Croatian sovereignty and independence. In 1990-91, large areas of the country were taken over by rebellious Croatian Serbs, with support from Belgrade. Thus for most of the period of HDZ rule in Croatia, large chunks of the country remained outside Zagreb's control, and the overriding priority was to restore Croatia's territorial integrity, a goal which was finally achieved in January 1998. Croatia also became enmeshed in the war in Bosnia and Herzegovina (Bosnia) as, supported by Croatia, the Bosnian Croats fought their erstwhile Bosniac allies in 1993-94. The obsession of Tudjman and the hard-line Herzegovina lobby in the HDZ with the dream of eventually detaching chunks of Bosnian territory and joining them with Croatia has been a persistent cause of international pressure on Croatia, as well as of division within Croatian politics.

3112. Breaking the Logjam: Refugee Returns to Croatia

As winter approaches in Bosnia and Herzegovina (Bosnia), conditions for refugee returns to that country become increasingly difficult. In neighbouring Croatia, by contrast, the weather is generally milder so that, given political will, refugees should be able to return to their homes throughout the winter months. Moreover, the Croatian government is organising a reconstruction conference next month, at which it hopes to obtain pledges of international support to help rebuild its war-damaged country. Many refugees from Croatia are Serbs – of whom some 300,000 now reside in the Federal Republic of Yugoslavia and Republika Srpska – who fled previously Serb-held regions of Croatia in the wake of the Croatian Army's 1995 military offensives.

The Sandzak is an area within the Federal Republic of Yugoslavia that borders Serbia and Montenegro. It has a multicultural, multiethnic history and a majority population that is Muslim. Since the rise of Serbian strong-man Slobodan Milosevic to political power the majority Muslims have been the targets of coercion. For the time being, the major issue is Milosevic's continuing repression of human and political rights. Stating that, however, is not concluding that the area is entirely immune from the effects of a serious and full-blown military crisis.

Macedonians go to the polls on 18 October 1998 in the first of two rounds of voting to elect 120 members of the country's parliament. The forthcoming poll is Macedonia's third general election since the disintegration of one-party communist rule. Moreover, it takes place in the shadow of ethnic violence between Serbs and ethnic Albanians in the neighbouring Serbian province of Kosovo and political instability in neighbouring Albania. Although Macedonia has managed to avoid the violent conflict which has afflicted the rest of the former Yugoslavia, its experience of democracy has so far been mixed. Politics is divided along ethnic lines and the last multi-party elections in 1994 were marred by accusations of fraud with two major parties boycotting the second round of voting.

The stakes in Bosnia's forthcoming elections, the fifth internationally-supervised poll since the end of the war, could not be higher, for Bosnia and Herzegovina (Bosnia) and also for the international community. Having invested enormous financial and political capital in the peace process, the international community expects a return on its investment. That is why leading international figures including US Secretary of State Madeleine Albright have entered the Bosnian political fray, urging Bosnians to back parties which "support Dayton" and threatening to withdraw aid if they do not. The elections will bring some changes so the event will be hailed as a triumph. However, they will not lay the ground for a self-sustaining peace process. That can only be achieved by political reform and, in particular, a redesign of the electoral system to guarantee Bosnians ethnic security.

Despite considerable progress since the signing of the Dayton Peace Agreement (DPA) in November 1995 in consolidating the peace and rebuilding normal life in Bosnia and Herzegovina (Bosnia), international efforts do not appear to be achieving the goal of establishing Bosnia as a stable, functioning state, able at some point to run its own affairs without the need for continued international help. Peace, in the narrow sense of an absence of war, has been maintained; progress has been made in establishing freedom of movement throughout the country; joint institutions, including the state presidency, parliamentary assemblies and ministries, as well as a joint command for the armed forces of the Federation of Bosnia and Herzegovina (Federation), have been established.

During the past six months, Serbia's southern, predominantly Albanian province of Kosovo has emerged from international obscurity to become the world's most reported conflict zone. That said, the history of ethnic animosity in this contested land, the complexity of competing Serb and Albanian claims and the speed with which the fighting has escalated make it difficult to keep up with the events, let alone analyse and try to understand them. What had, on 1 January 1998, been a long-standing ethnic Albanian political aspiration, namely an independent Kosovo, had evolved, by 1 March 1998, into the military objective of a popular insurrection and had by, 1 July 1998, become part of the cause of an impending humanitarian catastrophe with hundreds of thousands of people displaced by the fighting.

Croat extremists put Drvar into the spotlight in April 1998 with murders and riots against returning Serbs and the international community. It was the most serious outbreak of violence in the Federation of Bosnia and Herzegovina (Bosnia) for more than a year. Before the riots, Drvar – whose pre-war population was 97 per cent Serb – offered some cause for optimism: more Serbs had returned there than to any other region of the Federation outside of Sarajevo, and Serbs were looking to Drvar to help them assess the possibilities and risks for further return to the Federation and Croatia.

As the one former Yugoslav republic which has managed to keep itself out of the wars of Yugoslav dissolution, Macedonia has often appeared to outsiders as a beacon of hope in the Balkans. However, inter-ethnic relations in the young state -- in particular those between ethnic Albanians, who make up at least 23 percent of the population, and ethnic Macedonians -- are poor. Moreover, as fighting between ethnic Albanian separatists and the Serbian police and military escalates in the neighbouring, southern Serbian province of Kosovo, relations between communities within Macedonia are deteriorating alarmingly. As a result, Macedonia and its entire population, irrespective of their ethnic origins, stand to be among the greatest long-term losers of the Kosovo conflict. Moreover, in the event of fighting and large numbers of refugees spilling over from Kosovo -- an entirely plausible eventuality unless the killing is halted -- Macedonia is poorly prepared and the country's very existence may be imperilled.

Relations between Albanians from Albania proper and their ethnic kin over the border in Kosovo are complex. Despite obvious linguistic and cultural ties, the political division of the past 80 years and Albania's isolation during the communist period have caused the two communities to evolve in a very different fashion. Moreover, the arrival of Kosovo Albanians in Albania in recent years and their influence in some unsavoury spheres of the economy have caused resentment among Albanians from Albania proper, most of whom are too preoccupied with the daily struggle for existence to devote much time or thought to national questions. The upsurge in violence in Kosovo and the influx of several thousand Kosovo Albanian refugees have, nevertheless, reminded Albanians of the links between the communities and sympathy for their ethnic kin in Kosovo is especially strong in the border areas among the Ghegs, the northern Albanians.

3123. The Konjic Conundrum: Why Minorities have Failed to Return to Model Open City

On 1 July 1997 Konjic became the first municipality in Bosnia and Herzegovina (Bosnia) to be officially recognised as an Open City by the Office of the United Nations High Commissioner for Refugees (UNHCR). At the time, the Open Cities Initiative was supposed to form the backbone of UNHCR's approach to minority return. To obtain Open City status Konjic had to demonstrate a willingness to accept the return of minority displaced persons. In return, the UNHCR endeavoured to reward the municipality with additional funding. However, despite large-scale financial assistance and although close to 2,000 minority families have formally registered their intent to return, reliable sources estimate that fewer than 300 minority returnees have made their way home to Konjic since the Dayton Peace Agreement (DPA) brought the Bosnian war to a halt.

3124. A Tale of Two Cities: Return of Displaced Persons to Jajce and Travnik

Croat-controlled Jajce and Bosniac-controlled Travnik are both municipalities to which displaced persons who do not belong to the majority ethnic group have been returning in substantial numbers. Some 5,000 Bosniacs have returned to Jajce (prewar population, 44,900) and 2,500 Croats have returned to Travnik (pre-war population, 70,400) since the Dayton Peace Agreement (DPA) came into force. These 7,500 “minority returns” constitute nearly 20 per cent of the total estimated 40,000 minority returns throughout the Federation of Bosnia and Herzegovina (Bosnia), although the combined current populations of Jajce and Travnik (less than 75,000) account for less than 3 percent of the Federation's current population. These two municipalities in the Middle Bosnia Canton thus may be considered successful examples of minority return, if not yet reintegration. Nevertheless, at different times and to varying degrees, the authorities in Jajce and Travnik have obstructed return movements.

When on 15 May 1998 Slobodan Milosevic met with Ibrahim Rugova it was the first time that the Yugoslav president had met with an Albanian leader from Kosovo in close to a decade. The event, heralding weekly talks between Kosovo's Albanians and the Serbian government, has thus been hailed as a "dramatic turn-about" and "a first step toward peace in Kosovo". However, the fact that, after so many years of stale-mate, some kind of negotiations have begun, should not in itself be a reason for euphoria. Key to the success of any talks is the framework within which they take place. Negotiations concerning the future status of Kosovo may, as a result of the concessions offered to the Yugoslav president, have got off to an inauspicious start.

By night, men smuggle guns and ammunition from Albania to an Albanian militia determined to wrest Kosovo away from Serbia. The militia's fighters, angered by years of Serbian police violence against Kosovo's 90-percent Albanian majority, have killed Serbian police officers and murdered Albanians deemed to be loyal to the Serbian state.

3127. A Hollow Promise? Return of Bosnian Serb Displaced Persons to Drvar

In Bosnia's local elections on 13 and 14 September 1997, parties representing displaced Serbs from Croat-held Drvar, Bosansko Grahovo and Glamoc won either a majority or a plurality of council seats in these three municipalities in Canton 10 of the Federation of Bosnia and Herzegovina. Since then, displaced Serbs have begun spontaneously moving back to their homes with the result that by mid-January, some 800 heads of households had returned to Drvar alone. Other displaced Serbs in Western Republika Srpska and in Brcko are monitoring the fortunes of these returnees closely. If Serbs are able to return to Drvar, this will free up housing in Republika Srpska for displaced Bosniacs and Croats. If, however, their return to Drvar is obstructed, displaced Serbs elsewhere will be discouraged from attempting to return to other Federation municipalities.

Abstract:
The thousands of books and articles on Charles de Gaulle's policy toward European integration, whether written by historians, political scientists, or commentators, universally accord primary explanatory importance to the General's distinctive geopolitical ideology. In explaining his motivations, only secondary significance, if any at all, is attached to commercial considerations. This paper seeks to reverse this historiographical consensus by the four major decisions toward European integration taken under de Gaulle's Presidency: the decisions to remain in the Common Market in 1958, to propose the Fouchet Plan in the early 1960s, to veto British accession to the EC, and to provoke the “empty chair” crisis in 1965-1966, resulting in “Luxembourg Compromise.” In each case, the overwhelming bulk of the primary evidence—speeches, memoirs, or government documents—suggests that de Gaulle's primary motivation was economic, not geopolitical or ideological. Like his predecessors and successors, de Gaulle sought to promote French industry and agriculture by establishing protected markets for their export products. This empirical finding has three broader implications: (1) For those interested in the European Union, it suggests that regional integration has been driven primarily by economic, not geopolitical considerations—even in the “least likely” case. (2) For those interested in the role of ideas in foreign policy, it suggests that strong interest groups in a democracy limit the impact of a leader's geopolitical ideology—even where the executive has very broad institutional autonomy. De Gaulle was a democratic statesman first and an ideological visionary second. (3) For those who employ qualitative case-study methods, it suggests that even a broad, representative sample of secondary sources does not create a firm basis for causal inference. For political scientists, as for historians, there is in many cases no reliable alternative to primary-source research.

Given the history of charismatic dictatorship in this century, charismatic leaders have been seen as threats to democracy. At the same time, periods of accelerated political change, such as the period of post-Communist democratization in Eastern and Central Europe, also give rise to charismatic leaders. This paper establishes the conditions under which charismatic leaders are compatible with democracy. Using a framework drawn from Max Weber's sociological writings the paper argues that charismatic leadership is only compatible with democracy when charisma is routinized in a rational-legal direction. In that routinization, however, rational-legal procedures (the rule-boundedness of power) must predominate over charismatic elements (the arbitrary and personal exercise of power). When this balance is reversed the result will be dictatorship. This discussion highlights the fact that both modern dictatorship and democracy legitimate themselves by a combination of charismatic and rational elements. It then considers whether Weber's theory can help us to understand the impact of the charismatic leadership on post-communist democratization by considering the experience of Havel in the Czech Republic, Wa__sa in Poland, and Yeltsin in Russia. It concludes with a discussion of charisma and its role in both democracy and dictatorship in the contemporary era. It finds that the similarity in the way in which modern democracy and dictatorship are legitimated augers better for the viability of authoritarian regimes than the many recent accounts which predict a diminished prospect for dictatorship in the current era might suggest.

This article contains a careful description and analysis of the transformation of' Hizballah from a small rag-tag militia, skillfully combining terrorist and guerrilla warfare techniques with effective social action on the local level during the chaos of Lebanon's civil war, to a formidable, legitimate political, military and social force on the Lebanese scene in the 1990's, in what has been described as its 'Lebanonization' process. This so-called 'Lebanonization' process of Hizballah has become a trademark of the movement. It is visible in the close interrelationship between its political, social, and military activity which has extended its opportunities. It shows an ability to exercise pragmatic judgement within the conditions and limitations imposed on it by Syria's agenda and within the confessional nature of Lebanon's political make-up. It also demonstrates the limits of Hizballah's manoeuvring within the framework of the wider Iranian- Syrian relationship and the limits to its ability in presenting itself as an alternative oppositional force amidst sectarian politics and Syrian hegemony. Hizballah strongly emphasizes that it is entirely Lebanese in character rather than a foreign entity directed by Iran in order to reinforce its internal legitimacy within Lebanon.

Created to cultivate interaction between domestic and supranational economic arrangements/institutions, the North American Free Trade Agreement is in increasing need of arrangements/institutions which bridge political boundaries as well. The document's binational panels, for instance, have been authorized to review domestic duty determinations, but have also dragged domestic political practices, customs, arrangements, and institutions into the supranational arena, in turn exposing potentially deep differences across national boundaries. A comparative study of both basic and complex domestic political structures, affected directly or indirectly by NAFTA's dispute settlement procedures, reveals: that as reciprocal relationships increase, arrangements and/or institutions at both levels, domestic and supranational, become more vulnerable; and that different experiences across national boundaries may produce uneven degrees of integration. These findings lead to an explorative assessment of political integration stemming form the economic integration currently underway.

The last decade or so has witnessed a resurgence in scholarship employing ideational and cultural factors in the analysis of political life. This scholarship has addressed political phenomena across a variety of national and international settings, with studies of European politics being particularly well represented. For example, the work of scholars like Peter Hall (1993), Peter Katzenstein (1996), Ronald Inglehart (1997), Robert Putnam (1994) and Daniel Jonah Goldhagen (1995) has improved our understandings of European polities, societies and economies. Yet despite a recent rise in interest, ideational and cultural explanations still meet with skepticism in many quarters of the discipline. Some scholars doubt whether non-material factors like ideas or culture have independent causal effects, and others, who accept that such factors might matter, despair of devising viable ways of analyzing their impact on political life.

How do diverse forms of political contention—revolutions, strikes, wars, social movements, coups d'état, and others—interact with shifts from one kind of regime to another? To what extent, and how, do alterations of contentious politics and transformations of regimes cause each other? These questions loom behind current inquiries into democratization, with their debate between theorists who consider agreements among elites to provide necessary and sufficient conditions for democracy and those who insist that democracy only emerges from interactions between ruling-class actions and popular struggle. They arise when political analysts ask whether (or under what conditions) social movements promote democracy, and whether stable democracy extinguishes or tames social movements. They appear from another angle in investigations of whether democracies tend to avoid war with each other.

Surely one of the oddest of all recent debates is well underway in the United States. At issue is whether, in the year 2000 the population of the nation should be counted nose-by-nose, on foot, by an phalanx of freshly minted, part-time, house visiting census-takers (who evidently missed 8.4 million residents the last time they tried in 1990) or whether a technique should be used that would employ statistical sampling methods to reach census conclusions. The majority of those most heatedly engaged in the public debate probably did not even like math in school; many would not be able to explain the likely accuracy of either method. But debate they do, in the time-honored tradition of policy making in democracies—largely because the coveted prize is not merely an accurate count of the number of individuals, but more importantly an advantageous decision on the number of voters in electoral districts.

This study focuses on the complex interaction between local political, social, and economic exigencies and the imperatives of the global economy in Trinidad. Local systems operate according to the perceived needs of their elites and the moral codes and biases of the political culture. In Trinidad, the dominant biases have to do with racial competition. For more than five decades, efforts have been made to use the state to extend economic rights to underprivileged Afro-Trinidadians. In the mid-1980s, however, a shift in macroeconomic thinking led to liberalization and a growing gap between the traditional nationalist/statist ideology and the actual decisions of political elites. This paper explores this unresolved incongruity through a case study of Petrotrin, the national petroleum company that oversees the fast-growing oil and gas sector.

Since the Portuguese military overthrew the Salazar/Caetano dictatorship in April of 1974, the number of democracies in the world has multiplied dramatically. Before the start of this global trend toward democracy, there were roughly 40 countries in the world that could be rated as more or less democratic. The number increased moderately through the late 1970s and early 1980s as a number of states experienced transitions from authoritarian (predominantly military) to democratic rule. But then, in the mid-1980s, the pace of global democratic expansion accelerated markedly, to the point where as of 1996 there were somewhere between 76 and 117 democracies, depending on how one counts. How one counts is crucial, however, to the task of this essay: thinking about whether democracy will continue to expand in the world, or even hold steady at its current level. In fact, it raises the most fundamental philosophical and political questions of what we mean by democracy.

Ethnic cleavages have rarely given rise to political organizing and sustained political conflict in Latin America. Over the past two decades, however, Latin America has witnessed a wave of rural organizing and movement building that mobilizes Indians as Indians to advance and defend self-proclaimed indigenous rights. This paper addresses why indigenous identity has become a more salient basis of political organizing and source of political claims in Latin America over the past two decades. After analyzing alternative theoretical approaches, the paper proposes a historically grounded comparative analysis that situates indigenous identity and movement formation in relation to the process of state building and the changing terms of citizenship. Drawing on social movement theory, the author suggests the conditions under which identity and organization have merged to generate indigenous movements in the region.

In June 1990, President George Bush and Mexican President Carlos Salinas de Gortari announced their intention to begin negotiating a free trade agreement. Canada joined the negotiations the following August. The proposed North American Free Trade Agreement (NAFTA) provoked an intense lobbying campaign in the US Congress, in what became a major political battle for its congressional approval. Some economic interests would win, others would lose with NAFTA. Congress members were worried about the loss of American low-skilled jobs and environmental issues. Regional interests were voiced loudly in the House of Representatives. A loose coalition of interest groups, including the AFL-CIO, public interest groups, and environmental organizations, coordinated opposition to the agreement. On the pro-NAFTA side was an ad hoc group of corporations, labeled USA-NAFTA, which included the National Association of Manufacturers and the US Chamber of Commerce. The Mexican government mounted an extensive lobbying campaign in favor of the trade pact. After intense congressional lobbying, President Bush obtained fast-track negotiating authority for NAFTA. Negotiations concluded in August 1992, and the following December, Presidents Bush and Salinas, as well as Canada's Prime Minister Mulroney, signed the pact, Presidential candidate Bill Clinton, under intense pressure from key constituencies of the Democratic Party, supported NAFTA "in principle," but only if complementary agreements on labor and environmental issues were included. Once in the office, Clinton negotiated these "side agreements" with Mexico and Canada, but still, strong opposition to NAFTA continued. In order to win congressional votes needed for the pact's approval, President Clinton engaged in a series of political compromises or "side-payments" with legislators, being able to form a congressional bipartisan coalition that allowed NAFTA passage.

The paper argues that a robust and assertive civil society has emerged in post-communist Poland during the first few years following the fall of state socialism. Civil society is defined as a specific social space and a set of specific social organizations. The most important factors shaping the character of this renewed civil society are the patterns of its institutionalization after 1989, the predominance of organizations inherited from the old regime, and the marginality of anti-systemic groups. The institutional patterns are shaped by the sectoral composition of the new civil society, the relationships among its various organizations, and by these organizations' links to such collective actors/institutions as political parties and state agencies. These patterns influence the quality of political participation and democratic performance.

The stability of Saudi Arabia (and the Persian Gulf as a whole) is crucially important to the world's industrial countries. According to the Gulf Center of Strategic Studies, "oil is expected to account for 38 percent of all the world consumption of energy until 2015, compared to 39 percent in 1993. Increasing world-wide demand for oil, now about 74 million barrels per day, is projected to rise by 2015 to about 110 million" (Gulf Report, London, July 1997). Over 60 percent of the world's proven oil reserves are located in the Persian Gulf, and Saudi Arabia alone controls 25 percent of the total.

On his trip to South America last month, President Clinton made quite a splash in Brazil. After starting off badly–dodging a torrent of manure thrown at his motorcade–he ended the week with the local media singing his praises. The secret of his success? The president (a quick study if there ever was one) immediately grasped that the best way to get along with Brazilians was to repeat back to them–with redoubled enthusiasm–what they told him about themselves. Thus, by the time Clinton had been in the country for thirty-six hours, he was expressing his conviction that Brazil, together with the United States, would lead the hemisphere in the twenty-first century. He also went out of his way to insist on his support for Mercosur, a subregional trade agreement-cum-political alliance of whose existence Clinton was probably only peripherally aware before his trip. In so doing, he seemed to be writing off an entire continent to the Brazilian sphere of influence.

When Czechoslovakia separated into two independent republics on January 1, 1993, it was hailed as the "velvet divorce." Relief that a European "ethnic" conflict had been resolved without physical aggression was apparently so deep as to have blunted curiosity about the real issues underlying the conflict. This paper looks back into the file and, in particular, explores the impact of party political developments on efforts to mediate some form of constitutional compromise. The analysis is not intended as an account of the separation (which would necessarily delve deep into historical, cultural, and economic questions). The more specific aim is to consider the issues and institutional pressures that dominated party development between 1989 and 1993, and to evaluate their contribution to the split. The article concludes that the profoundly unpopular decision to separate the country emanated from irreconcilable views on the correct "transition" path rather than a deeply rooted nationalism on either side. Moreover, both Czech and Slovak electorates were, to a striking degree, "held hostage" to party choices of economic policy and a common state, presented as mutually exclusive possibilities.

Leaving theoretical questions aside, the measurement of human rights is often considered to be appropriate in evaluating a country's human rights situation. Such data are used as an auxiliary tool of exogenous pressure, which is known as political conditionality whereby aid is related to specific political practices. Often human rights organizations of the South ask for the instrument of political conditionality against repressive regimes. However, exogenous pressure directed mainly towards elections and the respect for political human rights may be criticized as a kind of imperialistic attitude, trying to implement Western values in Non-Western societies.
