151. Trump’s tinderbox: US politics and the next war in the Balkans

Abstract:
Over recent years, Serbia’s government and Serb nationalists elsewhere in the Western Balkans have increased their revisionist agitation in the region. They recently adopted an “all-Serb declaration” that seeks to overturn the post-Dayton settlement in Bosnia and Herzegovina, and claims Kosovo as an inseparable part of Serbia. Though some international observers have criticised the Biden administration for its concessions to Aleksandar Vucic, Serbia’s president, it deserves credit for containing Belgrade’s ability to realise its ambitions and preventing two worst-case scenarios: the disintegration of the Bosnian state and armed escalation between Serbia and Kosovo. That fragile status-quo would come under significant threat from a new Trump presidency in the US. Among other risks, his second administration may seek to reverse sanctions that have constrained separatist appetites among Bosnian Serbs and to revive dangerous proposals for a Serbia-Kosovo land swap. Peace in the region is at stake. Particularly in the event of a Trump victory on 5 November, the EU should prepare a package of new deterrence mechanisms that it can apply in the Western Balkans independently from the US and spoiler member states like Hungary. And in either eventuality, it should take more responsibility for stabilising the region.

The argument that national inequalities are political and thereby driven by political decisions implies that income distribution is not merely an economic phenomenon but also a political one. Hence, this study explores the impact of populist governance on income inequality in Türkiye. In doing so, this study addresses whether income inequality in Türkiye is a political choice, drawing on economic, social, and political data over the years 2008- 2022. According to the results of the quantitative analysis, the share of income for the working class has fallen, the income gap between the lowest and highest deciles of the working class has narrowed, and the potential for fiscal interventions to reduce income inequality is not realised. In return, the income inequality that existed in 2008 has persisted at the same magnitude over the years. In other words, even if income inequality is not an explicit political choice, the populist governance in Türkiye between 2008 and 2022 has chosen not to contribute to the solution to this prevailing inequality.

Abstract:
Who is included in “civil society” and which function it is supposed to perform – particularly in the realm of political action – remain largely debated (Edwards 2014).1 On one hand, achieving political change, and democratization in particular, has become an essential element of civil society in non-democratic regimes after the so-called “third wave of democratization” (Ibrahim 2015: 46–47). On the other, the state’s increasing control of civil society’s space for action has raised attention to the fact that states rely on these spaces to stabilize a given political order (Poppe and Wolff 2017). Even in established democracies, the increasing “politicization” of civil society action has been a key driver of the restrictions on its space for action (as Hummel 2022 showed in the case of Germany, for instance). In Morocco, the monarchy’s posture towards civil society has been ambiguous, to say the least.2 Beyond the analytical insights that stress the regime’s efforts to tame this sector, this paper acknowledges that civil society’s growing ability to intervene in the public sphere prompted a redefinition of the monarchy’s strategy towards this sector (Sater 2007). In this context, palace-led civil society development initiatives such as the “National Initiative for Human Development” (launched in 2005) not only testify to the importance that the state attributes to this sector of society, but also allow the state to reinforce its control over civil society at the local level (Bergh 2012). With more than 240,000 associations officially registered in Morocco, the government’s plan to develop a new official “strategy” for civil society further corroborates the state’s strong and continued interest in the structuring and control of civil society’s space for action (Wail El Karmouni 2023).3

In 2024, 19 African countries are organizing elections (1). More than half of these elections will take place during the last quarter of the year. In French-speaking African countries, more or less violent post-electoral crises (2) are quite common, and similar patterns observed. On one hand, the democratic openings of the 1990s either transformed single-party systems into ruling parties or brought former military personnel to power. On the other hand, the political landscape lacks robust policy platforms and ideological depth (3), and the vibrancy of civil society has rarely persisted past the 2000s. Yet, Cameroon currently has more than 50,000 entities claiming represent civil society (4). It is this civil society that is the focus of this analysis. First, the question of defining African civil society must be addressed, as its conceptualization outside of African democratic contexts and its ubiquitous usage in media make it a somewhat identifiable yet difficult to precisely define phenomenon (5). For the purposes of this work, civil society refers to an “autonomous associative sector, independent from the state” (6). Following Hegel, we distinguish it from political society, recognizing its intermediary position between prominent political actors and families (7). How does civil society deploy itself in Cameroon during the electoral period? The electoral period is divided into three distinct periods: before the election, on the day of the election, and after the election. More than 30 years after the advent of pluralist elections and multipartyism, this work aims to analyze the political, institutional and social logics that inform the practices of civil society during these moments, based on the events of the last presidential election. The objective is to uncover the actual repertoire of action employed by civil society actors during electoral periods in Cameroon, in order to identify ways to promote civic and citizen-oriented behaviors.

157. Understanding Elite Politics Through Relentless Research: Warren Sun’s Hua Guofeng Nianpu, Chronology of Hua Guofeng (1971–1981)

Abstract:
This Working Paper is a pre-publication review of an immense documentary collection prepared over the past 25 years by Warren Sun, Adjunct Associate Professor at Monash University and Affiliate Member of the Sydney CSC. It is based on the intellectual premise that elite politics in the CCP cannot be understood without deep penetration into the details of political decision-making and conflict. In its absence, simplistic narratives emerge and become widely accepted, especially when the Party itself is creating the basis for the narrative. This is most prevalent for the immediate post-Mao period as a Hua Guofeng-Deng Xiaoping struggle between different ideological lines and in the profound misunderstanding of Hua as a limited, merely transitional political leader. Hua nianpu uses a wide range of sources to uncover details that contest such views. These include: the contemporary PRC public record; official documentary collections; internal Party documents including unpublished speeches and compendia of circulars at major Party meetings; memoirs, oral accounts, and recollections published in the PRC by or about leaders; studies by Party history scholars in PRC journals; more-adventurous books published in Hong Kong by Party historians and former officials; interviews with scholars and retired officials; and unique interviews with officials who worked as secretaries or as aides to very senior figures and their family members, especially members of Hua’s family. However, these sources have limitations that must be considered critically and discussed in terms of what they can and cannot provide. Taken together the detailed information compiled in Hua nianpu undermines central features of the accepted narrative, most notably by showing that the 1978 work conference and the subsequent Third Plenum were joint Hua-Deng ventures to advance modernization, and when unanticipated developments weakened Hua, Deng did not act against him. Instead, he worked to lower tensions and to return the focus to their original joint plan. Hua nianpu is a major basis for our joint book project, Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. But this nianpu is entirely Professor Sun’s creation and exacting work. The target for submission of both these projects to their respective publishers is early 2025.

Abstract:
In this study, it is aimed to present together the influence of the Ottoman bureaucrats, who were educated in the translation chamber (the institutions where modern Ottoman diplomacy was built) and promoted to important levels of the state, managing the high-level state mechanisms. In the Ottoman Empire, which was governed by the monarchy, the Sultan’s authority was considered the only valid power for centuries. This situation changed during the spread of the Western-centered modernisation process within the empire. In this process, where diplomatic behaviour altered, high-ranking Ottoman bureaucrats began to be very active in state administration, and their authority rose against the power of the sultan. It is important to consider this process in question, together with the important political issues of the period, in terms of giving a clearer meaning to the construction of modern Ottoman diplomacy. In this context, the role of the translation chamber in the formation of modern Ottoman diplomacy will be discussed first, and the political activities and ideological structure of eight statesmen who were educated in this chamber and played important roles in the high level of the state will be discussed within the framework of the important political issues of the period, according to the records in Ottoman archives.

Members of Generation Z are coming into their own politically, socially, and culturally, bringing their values and viewpoints to their communities and workplaces, and to our nation’s political system. In addition to being the most racially and ethnically diverse generation in our nation’s history, Gen Z adults also identify as LGBTQ at much higher rates than older Americans. Like millennials, Gen Zers are also less likely than older generations to affiliate with an established religion. This report considers what sets members of Generation Z apart from older generations in terms of their political and cultural values, their faith in communities and political institutions, and their views on religion and the importance of diversity and inclusion in the nation’s democracy. The report is based on both the results of a national survey of all Americans, which includes oversamples of Generation Z — both Gen Z adults (ages 18–25) and Gen Z teens (13–17) — and on an analysis of ten virtual focus groups that included a wide cross section of Gen Z adults from across the United States.

Advertising studies commonly examine the effects of one-sided treatments. However, political communication campaigns are competitive environments where voters are likely to hear more than one perspective. Because of this dynamic, the persuasive effects of single-sided ads may be less likely to hold in a competitive environment. When respondents are exposed to arguments from both sides of a ballot proposition issue, can the disclosure of a credible group help an advertisement overcome prior opinions? I address this question using a randomized experiment that includes ballot proposition campaign ads. In the experiments, I manipulate the pretreatment environment by exposing some respondents to a newspaper editorial in order to provide them with prior opinions that might cause them to resist subsequent advertisements. I also vary the presence or absence of campaign finance disclosure within the advertisements. In all cases, the presence of a credible editorial is associated with a change in support for the initiative. However, the use of a credible campaign finance disclosure has a far less consistent effect. While campaign finance disclosures from credible groups can help counteract prior beliefs that citizens may hold, I find that the magnitude of these changes is somewhat small.

Abstract:
This article examines the current status and challenges of Japan’s hereditary succession system, focusing on the hereditary succession of politicians and medical practitioners. It argues that hereditary succession in these two professions has negative impacts on the political and social structures of Japan and proposes some reforms to address this issue. The following two conclusions were reached through the study. First, the hereditary succession of politicians is undoubtedly one of the root causes of the stagnation in politics, which discourages the young generation from engaging in politics. The time has come to rethink whether this is the right thing to do about hereditary succession from a voter perspective, which is a crucial issue in democracy. Second, the hereditary succession of medical practitioners is due to the three factors pointed out in this article. These factors contribute to the social effect of fixing part of the structure of society, which is undesirable as an obstacle to free occupational choice and equal opportunities for young people. It is, therefore, necessary to change the medical education route from a single track to a multiple track and decrease the proportion of hereditary succession so that a diverse range of people with humanity and compassion may become candidates for medical practitioners. This article suggests some possible ideas for reforms to achieve this goal. It is time to reconsider the hereditary succession of politicians and medical practitioners in Japan because the people need those who have humanity and compassion in their mission spirit to contribute to society over time.

Afghanistan has always been the centre of attention of global powers throughout history due to its strategic location and the presence of substantial natural resources. While the hegemony of the U.K. has a strategic and geopolitical dimension, the hegemony of Russia and the U.S. has a strategic dimension, and it is claimed that one of the reasons for the occupation of Afghanistan by these two superpowers is its underground riches. The struggle of the great powers to seize and dominate the world’s natural resources, scarce earth resources, has continued extensively from the second half of the 20th century to the present day. Afghanistan has been one of the countries significantly affected by this power struggle. Therefore, in this study, by using the concept of “Great Power Politics”, the scope, breadth and seriousness of the struggle between great powers and rising regional powers over Afghanistan’s natural resources have been analysed. In this context, Afghanistan’s rich underground resources and most of the critical contracts signed with foreign and domestic-foreign companies regarding Afghanistan’s natural resources after 2001 were analysed.

Since the beginning of 2024, reports of violent incidents targeting political figures have frequently made their way into the news in the states of Mexico, Puebla, and Veracruz. On 23 March, several armed men on motorcycles killed the mayoral candidate of the National Regeneration Movement (MORENA) party running in Acatzingo municipality in Puebla, adding yet another victim to the list of candidates, current and former officials, relatives of politicians, and election officers who have been the targets of violence in recent months. These recent incidents are part of a repeated pattern of violence. Situated in central Mexico, the states of Mexico, Puebla, and Veracruz feature among the eight most affected by violence targeting political figures since 2018.

The rise of political parties in their modern form in Europe has historically been associated with the coming of age of mass politics, and the subsequent need for representation of sectional interests (in other words, the interests of specific social classes). Following the end of World War II in Western Europe, and the end of the Cold War in Central and Eastern Europe, political parties became a central component of European democracies. Scholars often describe the 1960s and 1970s as the golden age of (Western) European democratic parties. However, the honeymoon did not last beyond this period. A long decline has made political parties much less relevant to modern politics, as they were often replaced by personalized politics and the politicization of one-issue social movements throughout the 1990s and 2000s. Political parties today are generally unpopular and distrusted by the wider public. Yet what is remarkable is that despite their decline and a crisis that many had described as terminal, European parties have remained at the center of the game in most countries’ political systems. Perhaps even more importantly, they have proved indispensable for the functioning of democracy in Europe: in the Netherlands, despite an extremely atomized party system and a global rejection of parties, no agreement on a coalition government can be passed without negotiations among them. In Italy, the Five Star Movement soon understood that it needed to convert into a much more classical political party to implement its political program: it built more traditional structures and adopted a clear positioning on the very left-right divide that it had claimed to supersede a few years before. The experience of the past decade has shown that despite their unpopularity, political parties remain indispensable for the functioning of democracies in Europe—when they are present, plural, and organized, democracy is doing well. When they are not, or when the party system is unbalanced, democracies suffer and even backslide. To prove this assertion, this paper will look at four telling examples in recent European history, taking from the experiences of Romania, Spain, France, and Hungary.

Across Latin America and the Caribbean, personality-driven political movements and political outsiders are increasingly prevalent, often at the expense of party-based politics. A theme of recent elections in the region has been a widespread embrace of political figures and movements vowing to upend the status quo. From Ecuador to Argentina to Guatemala, political outsiders have unseated the establishment. Meanwhile, recently formed, ideologically vague political movements in Mexico and El Salvador overtook the traditional parties that they broke away from to win landslide elections. With few exceptions, the region has failed to develop competitive, institutionalized, and programmatic parties. This breakdown in party systems and proliferation of personality-driven movements has not delivered better results. Improving institutionalized competition among programmatic, ideologically distinct, and identifiable parties would bolster Latin American democracy, delivering citizens freedom and prosperity. Within the past decade, several countries with once seemingly institutionalized party systems, such as El Salvador and Mexico, collapsed as parties lost their grip on power to personality-driven figures and movements. Others, like Ecuador and Guatemala, have systems that appear to provide a wide variety of options to citizens through a great proliferation of parties. These systems are unpredictable to citizens, and parties are unable to develop the structure, ideology, and institutionality necessary to deliver solutions to citizen’s needs. This piece examines how political parties across four Latin American countries in two types of systems have failed to serve as effective vehicles for delivering democracy, and what must change for parties in the region to succeed. We examine the breakdown of the formerly institutionalized party systems in Mexico and El Salvador, and the persistently weak parties in Guatemala and Ecuador. Each country’s experience illustrates how a lack of programmatic parties has contributed to poor governance, which fails to adequately deliver essential services to citizens, potentially undermining democracy and the freedom it should deliver. For each case, we reference data from the Atlantic Council Freedom and Prosperity Indexes and other sources to illustrate the critical role of parties in advancing democracy.

Abstract:
Immigration, while far less salient than it was in 2016, is becoming a key political and policy issue again. This report not only analyses what has changed in terms of both outcomes and public opinion but considers how a future government might respond to the issue of migration, and the kinds of tradeoffs they will have to address. The report, which brings together authors from British Future, the Institute for Government, the Migration Observatory, the Social Market Foundation, and the KCL Policy Institute, among others, provides a comprehensive review of changes in policy, outcomes, and public opinion that have reshaped the landscape. The report shows the next government faces a number of challenges as the large post-Covid spike in arrivals has pushed immigration to the top of the political agenda again. Numbers peaked at the end of 2022, with 1.15 million long-term international migrants (those planning to stay at least a year) arriving in the UK over the previous 12 months, although net migration is likely to fall very sharply over the course of 2024. A new model for ‘humanitarian migration’ has emerged in the years since Brexit, with large inflows of migrants fleeing conflict in Ukraine and political oppression in Hong Kong. With a range of expert contributors, the report looks ahead at the choices for the next government, covering integration, asylum, the role of AI in helping us understand public views on immigration, humanitarian migration routes, student migration, economic migration, the legacy of the Windrush scandal, and much more.

In the run up to a general election, commentators, politicians, indeed voters in general, are keen to know who the public is planning to vote for and why. Public opinion polling is generally accepted as the best way to find out. But as polling has become more popular – not to mention cheaper and easier to conduct – the amount of data available to us has ballooned. Numerous polling companies, all with their own methods and questions, run thousands of surveys a year, producing numbers that can sometimes be very different. But how can we tell which results to trust, and which to disregard? How are polls even conducted in the first place? And what’s this ‘MRP’ thing that I keep hearing people bang on about? These are all questions that this guide aims to answer.

One hundred years ago this month, as voters prepared to go to the polls for the third time in two years, British politics was rocked by what would become the most famous ‘dirty trick’ in its long history: the ‘Zinoviev Letter’. The Letter, encouraging the British proletariat to revolutionary fervour, was apparently sent by Grigori Zinoviev, head of the Bolshevik propaganda organization, to the British Communist Party in September 1924. Its publication by the Daily Mail just before the General Election humiliated the first ever Labour government, headed by Ramsay MacDonald, when its political opponents used it to create a 'Red Scare' in the media. With growing concerns about the impact of AI-driven disinformation on elections around the world, the ‪@mileendinstitute4300‬ and the Centre for Eurasian, Russian and East European Studies marked the Letter's centenary by exploring how disinformation, ‘Fake News’ and smearing have affected, and continue to shape, British politics today. Dr‪. Abstract:
Climate change, and how to confront it, is one of the most politicized issues in the American political system. Regardless of how U.S. politicians talk about climate change, its effects are increasingly dire for Americans and the entire world — including many vulnerable populations in Asia. With the United States and China accounting for around 40% of annual greenhouse gas emissions globally, the speed and scale of their collective emissions reductions will largely determine the future magnitude of economic and human damages. Moreover, how the United States and China implement climate policy and interact will also shape geopolitics, especially for Asian economies that depend on fossil fuels or those rich in minerals and technologies needed for clean energy. The nature of climate change as a common global challenge previously enabled the United States and China to forge a uniquely cooperative relationship on the issue. U.S.-China joint action famously laid the groundwork for the landmark Paris Agreement in 2015, while tempering bilateral tensions. Former President Donald Trump’s subsequent withdrawal from the Paris Agreement, however, irrevocably damaged this cooperation, along with global trust in the United States as a climate leader. And the recent emergence of U.S. economic competitiveness with China as a rare area of bipartisan consensus has further complicated the issue, as U.S. policy responses aiming to limit China’s global dominance in essential clean technologies including solar panels and electric vehicles are seen as counterproductive to the global clean energy transition. Despite this, President Joe Biden and his vice president, Kamala Harris — now the Democratic presidential nominee — have supported climate cooperation as a critical area of U.S.-China convergence. This is the backdrop against which this year’s U.S. election is playing out: two parties that largely align in their view of China as the top U.S. competitor, but who hold starkly polarized views toward climate policy as an economic enabler, in Harris’s and the Democrats’ case, or as a barrier to growth that must be dismantled, as Trump and his supporters contend. The stakes are high — for U.S.-China relations, as well as for the health and safety of our planet.

Nobel laureate Muhammad Yunus was sworn in as chief adviser (Updeshta) of Bangladesh’s interim government on the evening of August 8, taking the oath of office at the presidential palace in Dhaka. Alongside Yunus, an advisory council consisting of representatives of civil society organizations, student leaders, freedom fighters, law professionals, medical and technical sector representatives, and business leaders also took their oaths. The 84-year-old Yunus, a renowned global figure and the founder of Grameen Bank – a microfinancing institution that provides loans to the poor – was unanimously approved by the army, political leaders, student representatives, civil society organizations, and advocacy groups to head the interim government. His appointment came after weeks of student-led protests, civil unrest, attacks against Hindu minority groups, and clashes between civilians and police in which hundreds of people died. The violence ultimately led the army, headed by Chief of Army Staff General Waker-uz-Zaman, to take control of the country, forcing Prime Minister Sheikh Hasina to step down on August 5. Within 72 hours, Yunus had been appointed to stabilize the nation during a period of turmoil. Soon after Zaman’s address to the nation in the presence of opposition leaders, civil society members, and representatives of the Anti-Discrimination Students Movement (ADSM) – a united front against Prime Minister Hasina and her party, the Awami League – Hasina made a panicked call to “come for the moment to India.” For the time being, she remains in India, reportedly in a safe house, but she is expected to eventually move to a third country. According to the Bangladeshi media, Hasina has sought asylum in the United Kingdom. These developments come against the backdrop of her victory in the January 2024 parliamentary elections, when she won a fourth consecutive term.

178. Politics First: The Key to Understanding China’s Third Plenum

Anticipation is growing for one of the most important events in Chinese politics this year. On June 27, General Secretary Xi Jinping chaired a meeting of the 24-man Politburo that announced the 20th Central Committee of the Chinese Communist Party (CCP) will hold its Third Plenum in Beijing on July 15–18. A plenum is a plenary meeting of the committee’s 205 members and 171 non-voting alternate members. The meeting is important because the Central Committee will issue an authoritative “decision” (jueding) that will guide policymaking for years to come. The document will center on “further comprehensively deepening reform and advancing Chinese-style modernization” amid concerns both at home and abroad about the Party’s ability to steward China’s economic, geopolitical, and social development. However, expectations should be modest. Historically, third plenums are often overrated as catalysts for transformational change and instead introduce plans that expand on existing policy themes. Xi’s first third plenum in 2013 appeared unusually ambitious, raising hopes for economic and political liberalization, but its true significance was in enabling Xi’s centralization of power. The policy signals for this month’s plenum suggest a strong emphasis on Xi’s goals of achieving technological self-reliance, addressing financial risks, streamlining central-local relations, and improving social welfare. There are also hints that Beijing may try to ease conditions for private firms and foreign investors in high-tech sectors, as well as efforts to enhance internal Party governance. Additionally, several previously sacked officials are expected to lose their seats on the Central Committee. This article analyzes the historical context, policy signals, personnel movements, and key documents related to the upcoming Third Plenum.

179. Whaling politics: two worlds that never meet

Abstract:
The arrest and detention of environmental activist Paul Watson in Greenland drew renewed attention to Japan’s whaling, specifically the commercial whaling that resumed in July 2019. Japan stopped commercial whaling of large whales in the Antarctic in 1986-87 and coastal whaling by March 1988, following decisions in the International Whaling Commission (IWC). With the stated aim of gaining sufficient knowledge to re-start commercial whaling, Japan conducted research whaling for ecological and resource data, as IWC regulations permit member states to do. In 2010, Watson’s group physically interfered with a ship contributing to Japan’s Whale Research Program near Antarctica, leading Japan to issue a red notice against him through Interpol. 14 years later, in response to Japan’s request, Danish authorities in Greenland, constitutionally linked to Denmark but with extensive autonomy, detained Watson during a refuelling stop. The arrest prompted protests in Europe and an online petition with over 720,000 signatures for his release. Joining the cause are renowned actors, acclaimed filmmakers and even parliamentarians and city mayors. Watson’s legal team claimed the incident was political and that Japan was exploiting Greenland. Faced with intense opposition from otherwise friendly nations, why does Japan continue to engage in whaling?

Signs of a possible improvement in Sino-Japanese relations followed a meeting between newly elected Prime Minister Ishiba Shigeru and Xi Jinping on the sidelines of Asia-Pacific Economic Cooperation (APEC) gathering in Peru on November, with the two exchanging vague promises of cooperation. Separately, China softened its position on various issues, saying that an unexpected obstruction had accidentally pushed its spy plane into Japanese airspace, allowing the resumption of imports of Nishikigoi tropical fish that had been suspended since November 2023 and reinstating visa-free entry that had been suspended in the wake of CovidCOVID. The government also indicated that it will gradually resume imports of Japanese seafood and remove a buoy in what Japan considers its exclusive economic zone, though neither has happened yet. Japanese skeptics pointed out that with no resolution on these and a number of other issues such as the detention of Japanese nationals on vaguely worded charges and sporadic violent attacks against Japanese children, it is premature to speak of Xi’s long-postponed state visit to Tokyo.

In the second half of 2024, Southeast Asia faced growing headwinds that challenged its longstanding principles of neutrality in external conflict and, above all, “ASEAN Centrality” in regional affairs. Maritime competition between the Philippines and China around the Second Thomas and Sabina Shoals intensified, causing Philippine President Ferdinand “Bongbong” Marcos, Jr., to warn Beijing that there would be serious repercussions if Chinese naval vessels crossed a “red line” in the Philippines Exclusive Economic Zone (EEZ). Overtures from Moscow to several Southeast Asian nations for increased security cooperation presented two worrisome complications: a more pro-active Russian military role and the implications of the strengthening China-Russia alliance on the region’s security. A threat internal to the region, the civil war in Myanmar, developed new complications when China stepped up its diplomatic and security presence in the country to protect its economic interests. In Indonesia, however, an internal threat may be abating as the Jemmah Islamiyah publicly agreed to dissolve. During these challenges, political shifts could color Southeast Asian responses to security threats. Political transition in Vietnam and Indonesia ushered in new leaders whose geo-political alignments are not yet clear. Thailand underwent a peaceful shift of prime ministers, but the process demonstrated that the country could remain internally focused for the near-term. The political transition in Japan raised questions of whether Prime Minister Ishiba Shigeru would continue Tokyo’s growing security relations with its Southeast Asia partners. Throughout the summer and into the fall, US presidential politics loomed over the region. The election in November of Donald Trump raised concerns in Southeast Asia over Washington’s future relations with its security partners; the impact on Southeast Asia of a stiffer US posture toward China; and blanket tariffs, which could erode bilateral relations and impede cooperation in security and other key policy areas.

183. Strategic Political Sabotage and How to Tackle It

The term sabotage is defined by the Cambridge Dictionary as a deliberate attempt to obstruct, disrupt, or destroy an opponent’s equipment, facilities, policies, or actions. The term can be applied to any number of domains; for example, economic sabotage, where workers deliberately slow production, make mistakes during assembly, or damage equipment; military sabotage that destroys infrastructure critical to the war effort; and environmental sabotage, such as cutting mile-long driftnets that trap protected fish species or spiking trees to prevent deforestation. But there is also strategic political sabotage—sabotage by individuals or a minority group that deliberately acts to disrupt, undermine, or manipulate the political process for strategic political or ideological gains. While such activities often include unethical, if not illegal, behaviors, their perpetrators typically portray themselves as dissidents performing acts of civil disobedience to justify their actions as acceptable and legitimate, even if inconvenient and disagreeable, forms of political expression. The strategic political saboteur’s objective is to obstruct or disrupt political decisions by generating enough opposition to force policymakers to reverse policy decisions. In a globalized world, with ubiquitous and near-instantaneous communications, the dilemma is that what may be legitimate and protected rights of protest in one culture might cause outsized damage to that country’s relations with other nations. Countries hostile to liberal democracies, meanwhile, exploit their adversaries’ democratic freedoms to fuel such sabotage and help undermine foreign policy decisions they consider detrimental to them. It is helpful to acknowledge the similarities between strategic political sabotage and civil disobedience, while explaining why one is not the other, especially when politically motivated dissent—such as Paludan’s and Momika’s—seeks to blur the lines between the two. One of the most important differences is that political sabotage is generally externally focused, seeking to influence another nation’s leadership from afar. Political saboteurs such as Paludan use their legal rights of free expression, often intentionally offensive to the “target audience,” hoping to bring adversary perspectives to the fore of public and governmental consciousness. Civil disobedience, on the other hand, is internally focused, and perpetrators intentionally and publicly break domestic laws they deem immoral. Those engaging in civil disobedience do not impinge on other citizens’ rights but merely conduct their acts of disobedience to attract attention to their causes. Most important, they accept the judicial consequences of their actions.6 While Paludan and Momika styled themselves as civil disobedients, their acts were directed against Islamic regimes but conducted in Sweden and Denmark, where Islamic governments in the Middle East and South Asia were unable to prosecute them. Were they true civil disobedients, they would have publicly burned the Qur’ans in Istanbul, Tehran, or Baghdad and accepted the judicial consequences their actions. Admittedly, there is overlap between political sabotage and civil disobedience, if for no other reason than well-meaning citizens confuse the two. This confusion can create an exploitable opportunity for hostile adversaries and their strategic sabotage, which, in the case of Sweden’s bid to join NATO, Russia is known to have planned and supported. In December, Finnish National Broadcasting (YLE) reported that Finland’s intelligence service knew of Russian plans to undermine Sweden’s NATO accession by fueling disinformation campaigns disguised as legitimate protest.7

More than four decades after the transition to democracy in Honduras, this study analyzes the political culture of the country. To do so, during 2023, 30 focus groups were conducted in the 18 departments of Honduras and 62 interviews were conducted with people from the world of politics and academia, including social actors and government officials. Among the findings of the research are the diffuse adherence to democratic principles and the option to vote as a form of political participation; the propensity towards nonobservance or selective compliance with laws and rules of coexistence; and distrust of institutions. There is a perception that institutions operate in a clientelist manner, that they are co-opted by political parties, and that the State is discriminatory. Another salient finding is the high level of intolerance towards other political ideas and towards groups with preferences different from one’s own, along with the growing preference for strong leadership, and generalized fear (of institutions, of neighbors, of the future, etc.). The study shows that Hondurans do not like the State that has been built in these decades and are not optimistic about the future. These findings are similar among the general population and the elites, although there are nuances between territories and between groups.

Ghana is a major destination for Burkina Faso migrants. Immigration towards Ghana emerged and flourished as a result of the combination of structural and cyclical causes. Political, economic and psycho-social reasons have various levels, governed the initiation and maintenance of migration from Burkina Faso to Ghana3. As a result, there is a large number of Burki-nabe diaspora living in Ghana. According to official sources in Burkina Faso, there are between 1.5 and 3 million of them. In recent years, Burkina Faso has adopted a national migration policy (known as the national migration strategy) and has created a ministry responsible for Burkinabe living abroad within its government structure, with the aim of protecting its diaspora, involving it more closely in the development of the country and encouraging voluntary returns.

Abstract:
Centre-right parties have played a central role in stabilising European party politics and advancing European integration, but the increased fragmentation of party systems and the rise of the radical right present serious challenges to them. The way that centre-right parties respond has important implications for domestic and EU politics alike. Many European centre-right parties have become divided on their political profile and programme, debating between leaning towards the progressive-liberal or the conservative-authoritarian end of the political spectrum. In Germany, the rise of the radical-right AfD has fuelled disagreements within the CDU/CSU and generated demands to sharpen its profile. However, this has thus far not led to major changes to the CDU/CSU’s platform, as it is also challenged from the political centre by the SPD and the Greens. In Sweden, the Moderates have clearly reshaped their political agenda in the last decade, focusing on immigration and law-and-order issues, as well as adopting positions and rhetoric reminiscent of the SD. This shift culminated in the formation of a Moderate-led coalition government supported by the SD in late 2022.

190. Is There Life in the Desert? Russian Civil Society After the Full-Scale Invasion of Ukraine

Abstract:
By the end of 2021, all leading independent NGOs and individual human rights activists had been completely suppressed, and all issues deemed inconvenient for the Kremlin had been removed from the agenda of those still operating. This report focuses on the state of Russian civil society at the outset of Russia’s full-scale military invasion of Ukraine, as well as on how it was affected by the war and what are the prospects for its development in the future. Since Vladimir Putin came to power, Russia has been moving along the path of creating a fully state-controlled civil society in which the political potential of independent civil activism would be completely undermined. To achieve this goal, the Kremlin pro-actively advanced its network of government-organised non-governmental organisations (GONGOs) while simultaneously limiting foreign funding for NGOs. Those who did not abide by the Kremlin’s rules were systematically discriminated against and persecuted under the so-called “foreign agent” laws. Meanwhile, local authorities have stopped all formal and informal interaction with “politicised” civil actors. Russia’s invasion of Ukraine added further impetus to these trends and strengthened the Kremlin’s resolve to root out any sources of potential defiance. The independent professional NGOs that remained were in a deep crisis. Since February 2022, they have switched to survival mode. In all likelihood, they will either be co-opted by the state through a centralised system of financial support or cease to exist in the near future. The niches that they have left – including in the field of human rights advocacy – are being quickly filled by GONGOs. With their colossal resources, wider media access, and connections in the government, GONGOs are able to attract more young people to join their ranks. In many regions, even the scanty of organised independent civic activism that existed before the war was neither there nor likely to re-emerge in the coming years. In Russia, the level of involvement in NGOs has always been low and the population at large indifferent to the problems of civil society. Therefore, one should be wary of inflated expectations when contemplating the future of Russian civil activism. Even if Putin’s regime collapses, one can hardly anticipate a quick transition towards a truly independent and vibrant civil society. The study was conducted on the basis of interviews with representatives of independent NGOs from various regions who, as of February 2022, were based in Russia. The geography of this survey was expanded as much as possible to make the study more reliable and better reflect the content of the processes underway in the country. This analysis also shows that representatives from Moscow, large provincial cities, and the North Caucasus differ significantly in their perception of the current situation with civil society, whereas their visions for the future diverge considerably. A profound lack of communication among them only amplifies the divisions and fragmentations in Russia’s civil society. The situation in the North Caucasus is of particular note. Albeit being severely weakened, local independent NGOs and activists are – in contrast with the rest of Russia – more disapproving of the war unleashed by Russia against Ukraine but more optimistic about the future of their home regions. They pin their hopes on the revival of indigenous languages and cultures with the help of diasporas abroad and the emergence of civil society.

191. House in disorder: How Europeans can help Palestinians fix their political system

Abstract:
Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Abstract:
The share of nuclear power in Asia’s electricity generating capacity has grown significantly over the last two decades. China is one of the dominant players in Asia, developing a robust nuclear power program. In the Middle East, Iran and the United Arab Emirates have introduced nuclear power into the region, with Turkey planning to follow in their footsteps in 2023. The adoption of nuclear power spurs concerns about the proliferation of nuclear weapons and nuclear latency. Some countries use their civilian nuclear programs to develop a robust infrastructure that allows them to acquire nuclear weapons in a relatively short period of time. Such dynamics are likely to have a destabilizing effect on international affairs in the Middle East and Asia. The current international situation makes it unlikely that the nuclear non-proliferation regime will become stronger in the near future. The war in Ukraine has demonstrated the need for a new generation of negative security assurances and collective defense that protects countries from nuclear blackmail.

Las relaciones entre España y América Latina siempre han conformado un pilar en la estrategia de integración internacional del país ibérico. No obstante, ante la singular coyuntura que supone el auge exponencial de China en la región latinoamericana, ¿qué riesgos afronta hoy España en América Latina? ¿Ha influido dicha coyuntura en las líneas maestras de acción exterior de España hacia la región? Este artículo arroja algo de luz en torno a tales preguntas, y su conclusión es doble. Por un lado, sugiere que el desembarco chino supone un serio desafío para España. Por otro, se sostiene que la política exterior española ha hecho coexistir tres tipos de actitudes como respuesta: una más continuista, otra que capitaliza esta nueva coyuntura y busca aprovechar sus oportunidades, y una última más reactiva a las amenazas que suscitaría la pujanza china en América Latina.

Abstract:
Political communication is important in the development of political, social and historical processes of a country. Communication is perhaps a powerful tool that politicians have in their hands. They use it to fight political opponents, and to persuade the masses. This article will address the importance of political communication in post-conflict societies, with a focus on Kosovo society. Political communication and media are crucial for peacebuilding, democracy, and conflict resolution, especially in Kosovo, where emotional and harsh nationalist communication hinders socio-political transformation of deep-rooted conflicts. In this article, authors try to examine the correlation of hatespeech and violence in Kosovo. The results conclude that there is a positive correlation between hatespeech and violence. Without free and independent media, political communication will not be able to free itself from the past that has plagued it for decades.

Brexit refuses to go away. Over seven years since the referendum, and over three and a half since the UK finally left the European Union, the issue continues to generate headlines and spark furious debate. One reason for this is a sense that public opinion is still evolving. There has been much talk of ‘Brexit regret’ among Leave voters. Given this, Public First and UK in a Changing Europe decided to talk to Leave voters to hear from them what they thought. In a survey carried out in May and June 2023 and a series of focus groups held between May and September, a series of questions were posed to them about what they think about Brexit, how it has gone, whether they have changed their minds and what they think the future holds. Abstract:
What are the public policy challenges confronting the UK? What plans do the parties have for addressing them? To what extent are these plans fit for purpose? As Parliament returns from its summer recess, Full Fact and UK in a Changing Europe have partnered to produce a series of evidence led, research-based assessments of the key issues that politicians will confront. To do this, we brought together a group of leading experts from respected institutions including the Health Foundation, the Institute for Fiscal Studies, and the Royal United Services Institute. We asked each of them to consider, based on the findings of their own research, the challenges the country faces in their area of expertise, the immediate and longer-term issues politicians will need to address, and the potential implications of any choices they might make. We selected the issues based on the Ipsos issues index, and added security, defence and foreign affairs, which did not figure amongst the public’s priorities in July of this year. The intention of the collection is to inform and not persuade. Each article in this collection is the responsibility of its author.

This new UK in a Changing Europe tracker provides an overview of the state of relations between the United Kingdom and the European Union. The first edition, which covers January to March 2023, highlights the thawing in relations between the UK and the EU that has taken place during this period in the context of the agreement of the Windsor Framework in late February 2023. Released quarterly, the UK-EU relations tracker will assess relations between the UK and EU as well as relationships between the UK and EU member states. It will also highlight developments in British politics which may affect the UK-EU relationship, and internal dynamics within the EU that might shape its approach to the relationship with the United Kingdom.

Abstract:
The objective of this article is to investigate whether Cold War rivalry influenced the development of nuclear programs in Brazil and Argentina. The research employs a qualitative approach and bibliographic analysis of primary sources, including articles, books, and other relevant sources. The main hypothesis is to examine whether the culture of Cold War rivalry stimulated the development of nuclear programs in these countries, analysing the military and civilian intentions behind their nuclear technologies. While it is commonly reported that Latin America was under the influence of the United States (US) and the Soviet Union (USSR) during the Cold War, the cases of Brazil and Argentina show the opposite. Both countries adopted independent nuclear policies, seeking technological transfer through diversified and autonomous partnerships. Additionally, these divergent positions included arguments and actions regarding their respective nuclear policies. However, mutual distrust between Brazil and Argentina regarding the advancement and sophistication of their nuclear programs generated a dynamic similar to the Cold War in the Southern Cone region. This dynamic originated internally based on the logic of the two countries, despite the later creation of joint non-proliferation mechanisms.

Abstract:
Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

Abstract:
This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.
