101. The Iran nuclear deal: consequences of moribund diplomacy

On 4 November 2022, United States President Joe Biden privately remarked that the 2015 Iran nuclear accord known as the Joint Comprehensive Plan of Action (JCPOA), was “dead”, but that the US would not formally say so.1 US working- level officials insist a return to the deal remains possible, but efforts to revive it are increasingly fraught. For months, Iran’s leaders have appeared uninterested in complying with the deal, instead conditioning their country’s return on unrealistic demands that the International Atomic Energy Agency (IAEA) cease investigation into signs of Iran’s past nuclear weapons development. Since mid-September 2022, Western attention has been distracted by other aspects of Tehran’s foreign and domestic policy, including the regime’s brutal crackdown of domestic protests against female veiling rules, its complicity in Russian drone attacks in Ukraine, and its dubious detention of US and European citizens. With political room for a diplomatic solution rapidly evaporating, and Iran’s “breakout period” for producing weapons- grade highly enriched uranium (HEU) shortened to a few days, NATO member states must anticipate that states like Israel could opt for a kinetic “Plan B” solution to Iran’s nuclear programme, with potential negative spill-over. With escalation likely before a UN ban on missile trade with Iran expires in October 2023, concerned states should intensify pursuit of peaceful alternatives.

The popular trends of information technologies have created a virtual world around the globe with the domain of cyberspace, which offers plenty of opportunities and challenges. In the last few years, several events have been described in terms of cyber warfare or the use of cyber weapons, leading to critical international security concerns. At the same time, there is little research on the definitions and power of what constitutes a cyber weapon and how it can be profiled. In the age of globalization and with the dynamic digital environment a new way of strategy and thinking is developing to introduce the new weapons, which has challenged the strategic environment around the globe and changing the concept of warfare in 21st century. The present article is to develop a preliminary hypothesis for to identifying the power of cyber weapon and how it relates with the nuclear weapon to examining the changing landscape of modern warfare. The comparative analysis of cyber weapons and nuclear weapons will help to understand the exact nature of cyber weapons with comparison of nuclear weapons to conclude which one is more preferable and dangerous in modern warfare techniques. The paper is divided into three sections. First part is brief introduction of genesis of cyber weapons, nature, evolution and its different types. The second part is comparison of cyber weapons to the nuclear weapons based on diverse characteristics (developing of weapons, security, arsenal, uses, target etc.). The third part is an analysis cyber weapon vis-a-vis nuclear weapon on the impact level. The paper conclude that the development of cyber-nuclear weapons has significantly altered the nature of contemporary warfare techniques. As technology continues to advance, the use of a cyber weapons has becomes increasingly likely, which could result in devastating consequences. It is important for nations to develop effective cybersecurity measures and maintain a strong nuclear deterrence strategy to prevent such scenarios from occurring.

The invasion of Ukraine by Russian forces in February 2022 has entirely transformed the European security landscape, bringing war to the European Union’s doorstep. Importantly, the war features a nuclear dimension that manifests itself in consequential ways, including Moscow’s nuclear sabre-rattling and its denunciation of the last surviving nuclear arms control treaty. This unleashed intriguing reactions, like a surprisingly tough resort to sanctions by the EU, or the shrinking of neutrality on the continent. However, while support for nuclear deterrence has increased in some NATO countries, support for arms control remains strong too. Meanwhile, nuclear disarmament advocates have not shifted their stance as a result of the crisis.

In mid-2023, the (non-existent) relations between the two Koreas got even worse, if that were possible. Confronting enlarged US-ROK military exercises, and the first visit of a US nuclear-armed submarine to the peninsula since 1981, Pyongyang’s nuclear threats grew ever more frenzied. In Seoul, President Yoon Suk Yeol institutionalized his hard line by downsizing and repurposing the Ministry of Unification (MOU). Criticizing MOU for acting in the past as a support department for North Korea, Yoon evidently conceives its future role as being to hinder Kim Jong Un’s regime—publicizing its human rights abuses, for instance—rather than help. Much as the DPRK’s ever-expanding WMD threat requires robust deterrence, for Seoul to start emulating Pyongyang’s unalloyed hostility hardly seems conducive to peace. The period under review also saw two attempts by North Korea to put a spy satellite into orbit; both failed. By contrast, the North’s missile launches hardly ever go wrong these days. The large solid-fuel Hwasong-18 ICBM, with a 15,000-km (9,300-mile) range, which first flew in April, had a second successful test on July 12.

Abstract:
Finland’s NATO bid was partly triggered by a sense of susceptibility to nuclear coercion. Seeking the protection of extended nuclear deterrence was seen as necessary to maximize Finnish security. The Finnish domestic environment is rather permissive towards Finland’s contribution to NATO’s nuclear deterrence policy. That said, nuclear deterrence may become a topic of debate as Finnish NATO policy evolves. Finland has several options in its contribution to NATO’s nuclear deterrence policy, ranging from a passive low-ambition strategy to medium- and high-ambition approaches. Finnish historical affinity with the non-proliferation regime will likely continue to characterize its nuclear disarmament policy as a NATO member. Although the time is not currently ripe for new arms control proposals, Finland has a self-interest in promoting NATO’s efforts in nuclear arms control, disarmament and non-proliferation.

Abstract:
China’s development of a credible sea-based deterrent has important implications for the PLAN, for China’s nuclear strategy, and for U.S.-China strategic stability. For the PLAN, the need to protect the SSBN force may divert resources away from other missions; it may also provide justification for further expansion of the PLAN fleet size. For China’s nuclear strategy and operations, the SSBN force may increase operational and bureaucratic pressures for adopting a more forward-leaning nuclear strategy. For U.S.-China strategic stability, the SSBN force will have complex effects, decreasing risks that Chinese decisionmakers confront use-or-lose escalation pressures, making China less susceptible to U.S. nuclear threats and intimidation and therefore perceiving lower costs to conventional aggression, and potentially introducing escalation risks from conventional-nuclear entanglement to the maritime domain.

110. A Middle East Free of Weapons of Mass Destruction: A Utopia?

Earlier this summer, well before Hamas launched its raids against Israel, Pierre Goldschmidt, the International Atomic Energy Agency’s (IAEA’s) former Deputy Director for Safeguards, sent me an analysis of how to approach creating a nuclear weapons free zone in the Middle East. I agreed to publish it along with a commentary by Ariel Levite, the former Deputy Director of Israel’s Atomic Energy Commission. The result is the attached occasional paper, “A Middle East Free of Weapons of Mass Destruction: A Utopia?” The greater Middle East is at a critical juncture. Either the number of states in the region having nuclear weapons or nuclear weapons options will grow or the number will be frozen and decline. Saudi Arabia, Iran, the UAE, Turkey, Egypt, and Algeria will either become Israel’s nuclear equal (or come within weeks of doing so) or they will forgo the option. In any case, creating a nuclear weapons free zone in the region has been promoted for nearly a half-century and is sure to be an issue in the upcoming Nuclear Nonproliferation Treaty Review Conference and Preparatory Committee meetings scheduled through 2026. Yet, many analysts have dismissed going to zero nuclear weapons in the region as being unrealistic. Certainly, with Israel so embattled, any movement toward creating a zone now will take even longer. On the other hand, current developments suggest time may not be on our side. Less than a month after Hamas’ first incursions, not one, but two elected Israeli parliamentarians, including a junior member of Israel’s cabinet, publicly recommended Israel use its nuclear weapons against Hamas in Gaza. Meanwhile, Saudi Arabia’s Crown Prince has fielded growing concerns that Iran might quickly get nuclear weapons by repeating his earlier public threat to acquire nuclear weapons if Tehran does. In an effort to deflect this threat and to “stabilize” the region, the Biden Administration wants the Saudis to join the Abraham Accords. As a part of any such deal, the Crown Prince, though, has demanded that the United States green-light Saudi efforts to pursue a “peaceful” uranium enrichment program. This would effectively give the Kingdom a nuclear weapons option and would catalyze nuclear hedging throughout the greater Middle East. It’s unclear if such racing can be curbed. Pierre Goldschmidt lays out an alternative incremental approach toward creating a weapons free zone in the region. Ariel Levite clarifies many of the serious reservations about proceeding now that most Israelis would likely have. Each makes points worth our attention. The hurdles are real but so are the risks of not trying to surmount them.

111. Strategic Empathy: Examining Pattern Breaks to Better Understand Adversaries’ Acquisition, Threat, and Use of Strategic Weapons

Abstract:
Drawing from the work of Zachary Shore and others, we define strategic empathy as “the sincere effort to identify and assess the genuine patterns of an adversary’s acquisition, threat of use, and use of strategic weapons and the underlying drivers and constraints that shape them.” This concept encapsulates a mindset, a lens, and an approach that help us to understand an adversary’s strategic thinking. In the context of this study, we apply strategic empathy as a tool to examine U.S. adversaries’ policies and actions concerning the acquisition, threat, and use of strategic weapons. It is important to clarify that strategic empathy is not synonymous with sympathy or agreement with the adversary’s viewpoint, nor does it seek to excuse or justify its actions. Instead, it operates on a policy “agnostic” basis, facilitating a more holistic, nuanced understanding of the adversary that can inform strategies of coercion, cooperation, or a mix of both, depending on the circumstances. In this study, our approach for conducting case studies was primarily rooted in Zachary Shore’s book, A Sense of the Enemy: The High Stakes History of Reading Your Rival’s Mind, which focuses on examining what Shore terms “pattern breaks.” These pattern breaks encompass surprising or shocking, high-impact occurrences, and can be either events that affect an adversary or behaviors by the adversary itself. We apply this approach to examining eight pattern breaks for Russia, North Korea, and Iran related to their acquisition, threat, and use of strategic weapons. The aim of these case studies is to shed light on the adversaries’ patterns related to strategic weapons and the underlying drivers and constraints that shape them. Through this approach, strategic empathy offers a valuable tool, but it is not intended as a stand-alone approach. Rather, it offers a complementary perspective to other analytical approaches. It is also not intended as a causal theoretical framework but rather an alternative lens that can contribute to a more holistic and nuanced understanding of the adversary.

112. People’s Liberation Army Rocket Force Order of Battle 2023

Abstract:
The People’s Republic of China is currently in the process of radically expanding its arsenal of conventional and nuclear land-based missile launchers. Over the past decade China has doubled the number of combat missile brigades in the People’s Liberation Army Rocket Force (PLARF), and has unveiled a myriad of new capabilities, including missiles capable of firing both conventional and nuclear warheads, and missiles equipped with hypersonic glide vehicles designed to evade missile defenses. The technologies and deployment patterns of these weapons are important indicators of the direction of China’s force posture: they not only indicate China’s military capabilities, but also its fears and its conceptions about how future wars in the region will be conducted. Deployment of particular systems with certain capabilities to certain regions can inform us of what, how, and when China might strike certain targets, which in turn can help us understand what China prioritizes as a threat. The current expansion of China’s missile forces suggests a possible departure from China’s previously restrained second-strike nuclear posture to a posture capable of deterring at multiple levels of conflict and an increased shift towards nuclear warfighting. As the Sino-American relationship becomes increasingly volatile over the status of Taiwan, gaining accurate data on China’s conventional and nuclear missile forces becomes more important than ever. Since China first established a ballistic missile force, that force has historically been quite small, kept at low levels of readiness, and constrained by a policy forswearing the first use of nuclear weapons. A little over a decade ago, China only possessed around 50 intercontinental ballistic missiles (ICBMs), of which only the 18 DF-5 ICBMs in silos and 12 DF-31A mobile launchers could reliably reach the contiguous United States. 1 After Xi Jinping elevated China’s missile forces into a full branch of the People’s Liberation Army in 2015, the number of missile launchers deployed by the PRC has increased rapidly. The PLARF, responsible for the operation of all non-tactical ground-based surface-to-surface missile systems in China’s inventory, operates both conventional and nuclear missiles for a variety of strategic missions. This could include utilizing short, medium, and intermediate-range missiles to neutralize Taiwanese defensive installations, striking US warships at long-range while those warships are at sea or in port, or a retaliatory nuclear strike mission. The PLARF is now on track to deploy more than 1,000 ballistic missile launchers by 2028, including at least 507 nuclear capable launchers, 342 to 432 conventional launchers, and 252 dual-capable launchers. At least 320 solid-fueled fixed ICBM silos and 30 liquid-fueled fixed ICBM silos are currently under construction in addition to China’s growing arsenal of mobile ICBM launchers. And this tally does not even touch launchers operated by the People’s Liberation Army Air Force (PLAAF) and the People’s Liberation Army Navy (PLAN). The dramatic multiplication in missile forces, both in terms of those missiles capable of reaching the United States, and those missiles that offer China new capabilities in a regional war, have serious implications for the strategic balance in East Asia as well as the future direction of China’s nuclear posture. The direction of the posture is difficult to assess due to the lack of sources coming out of China. As the Chinese government has not officially commented on the buildup or acknowledged its scope, any concrete data, like statements and records from the PLARF itself or Chinese strategists, is hard to come by. Because of this, analysis of what the PLARF is actually deploying and in what quantity is one of our only windows into developments into how the PRC thinks about its nuclear weapons arsenal and how to use it. Open-source intelligence techniques allow researchers to collect this data. By utilizing publicly available information and commercial satellite imagery, researchers can examine foreign military organizations in a level of detail that was previously only available to state intelligence agencies.

113. Radiological Security in Contested Territories

Abstract:
Radioactive materials, such as cesium-137 and cobalt-60, are located in more than 100 countries and in every region of the world. They are used widely for medical, scientific, and industrial purposes—but can also be used maliciously as key ingredients in radiological dispersal devices (RDDs), the most notorious type of which is known as a “dirty bomb” which disperses radiological material using explosives. Though responsibility for the development and enforcement of regulations pertaining to the safety, security, and full cycle management of radioactive sources rests with state authorities, thousands of radioactive sources today exist in areas without the clear presence of a state. Such areas are often characterized by conflict and rampant criminal activity as a result of weak or nonexistent governance. Radioactive material located in these contested or poorly governed territories poses a serious risk for regional and global security, as they could be trafficked illegally and used in an RDD or for other malicious purposes anywhere in the world. International and regional organizations face a range of political and legal challenges in helping secure radioactive materials in contested territories since the sources in question are often found beyond the de facto or de jure control of UN-recognized states. Addressing the safety and security of these materials requires stakeholders to navigate uncharted legal issues and play creative roles to secure or transport these materials into safer areas. This report covers one of the few success stories involving the removal or elimination of dangerous radioactive sources from a contested territory. It describes and assesses the lessons learned from the Republic of Moldova’s removal of approximately 2,700 disused radioactive sources and materials from the breakaway region of Transdniestria. Though these materials were located in a territory that is not de facto governed by an International Atomic Energy Agency member state, creative diplomacy by the Republic of Moldova, the Pridnestrovian Moldovan Republic (the unrecognized authorities in Transdniestria), the Organization for Security and Cooperation in Europe (OSCE), and other key stakeholders contributed to the success of this removal operation. The report describes these diplomatic efforts and analyzes the significant political, legal, and technical factors that contributed to the success of this multiyear mission. While recognizing that each country and conflict is unique, we hope that this case study can serve as a successful model of cooperation and confidence building for reducing radiological risks in contested territories around the world.

114. US strategy and force posture for an era of nuclear tripolarity

The term “nuclear tripolarity” describes a world in which China has joined the United States and Russia as a leading nuclear power. As China modernizes its existing nuclear forces and deploys new weapons, it is on track to roughly double its deployed nuclear arsenal in the next few years—from approximately 350 to 700 deliverable warheads. The US Department of Defense projects that China will go further, expanding its arsenal to at least 1,500 warheads by 2035.1 At those force levels, China’s arsenal would be comparable to US and Russian deployed nuclear forces, currently capped at 1,550 by the New START Treaty.2 What are the consequences of emerging tripolarity for US nuclear strategy and force posture? If the United States retains its current approach to nuclear force planning, the growth of China’s arsenal (and the ongoing modernization of Russia’s nuclear weapons) will likely compel the United States to significantly increase its own arsenal. The easiest way to do so would be to upload one to two thousand additional warheads from US reserves onto existing delivery systems when the New START treaty expires in 2026. Unfortunately, a major increase in US forces would likely mark just another step in an intensifying arms competition among the three leading nuclear powers, since China and Russia would then feel pressure to respond.

Abstract:
Nuclear weapons are widely regarded as one of the most lethal aspects of military arsenals ever created. As such, international relations and security experts have long been concerned about their proliferation. To prevent the spread of nuclear weapons, both policymakers and academic researchers have focused on what are commonly thought to be the primary drivers of proliferation: security concerns and domestic politics and economies. This brief examines another important driver: the role of national leaders themselves. Based on a study of 1,400 leaders in office between 1945 and 2000, author Ellen Park shows that leader personality and experience drive decisions about whether—or not—to pursue nuclear weapons, a finding that holds true across countries (rather than being limited to a few unique cases). Put simply, the pursuit of nuclear weapons is systematically influenced by certain attributes of leaders, such as college major, socioeconomic background, and military and international experience. To predict when and where the spread of nuclear and other emerging technologies will emerge next, policymakers should promote interdisciplinary dialogue to cultivate leader profiles and expand their use.

Abstract:
Yu-hwan Koh, the President of the Korea Institute for National Unification, acknowledges the progress made in maintaining the Nuclear Non-proliferation Treaty regime and bolstering extended deterrence capabilities against North Korean nuclear threats through the Washington Declaration. Nevertheless, he underscores the lack of a fundamental solution to halt further advancements in Pyongyang's nuclear capabilities. Dr. Koh emphasizes the importance of establishing normalized relations between the United States and North Korea, particularly considering that North Korea now possesses nuclear weapons and is unlikely to return to denuclearization talks. In response, he reiterates the significance of the ROK-US alliance in strengthening the Three-Axis system and developing new weapon systems that can effectively counter North Korea's nuclear capabilities.

Jechun Kim, a professor at Sogang University, points out that the Biden administration appears to prioritize competition with China, the Taiwan issue, and the Ukraine War, despite the growing threat posed by North Korea’s nuclear and missile capabilities. In response, Kim underlines the importance of issuing a “2023 US-ROK Joint Statement on North Korea” after President Yoon’s visit to the White House. Given the fading interest and support for the reunification of the Korean Peninsula, Professor Kim emphasizes the significance of addressing the rapid advancement in DPRK’s nuclear capabilities. He then suggests that South Korea needs to create a conducive environment for peaceful reunification through strong support from the U.S. for the “Audacious Initiative.”

Abstract:
Won Gon Park, Chair of the EAI Center for North Korean Studies (Professor at Ewha Womans University) stresses that North Korea's persistence to pursue its nuclear-first line will lead Pyongyang to a severe crisis as the line would cripple its economy while boosting the U.S. efforts to establish enhanced alliance security cooperation based on the concept of "integrated deterrence." Dr. Park suggests that the South Korean government establishes measures to assist North Korea's transition to an "economy first" state and to prepare an innovative measure that could guarantee the survival of the regime while not jeopardizing the national security of South Korea.
