1121. Syria and Weapons of Mass Destruction

Abstract:
The Middle East is the scene of an ongoing process of proliferation. Egypt, Iran, Iraq, Israel, Libya, and Syria all have significant capabilities to deliver weapons of mass destruction Israel, and Syria has made considerable progress in acquiring weapons of mass destruction since the mid-1970s. Syria has never shown a serious interest in nuclear weapons, although it did seek to buy two small research reactors from the PRC in 1992, including a 24-megawatt reactor, and purchased a small 30-kilowatt research reactor from the PRC in 1991. It allowed inspection by the International Atomic Energy Agency for the first time in February 1992. Syria does, however, deploy sheltered missiles, armed with chemical warheads, as a means of both countering Israel's nuclear forces and maintaining its rivalry with Iraq. As the attached article Syrian Defense Minister Gen. Mustafa Tlas shows, Syria has a major interest in biological warfare, and the fact his article first appeared in public in an Iranian journal may not entirely be a coincidence.

1122. Defending America: Redefining the Conceptual Borders of Homeland Defense

Abstract:
There is a wide spectrum of potential threats to the American homeland that do not involve the threat of overt attacks by states using long-range missiles or conventional military forces. Such threats include covert attacks by state actors, state use of proxies, independent terrorist and extremist attacks by foreign groups or individuals, and independent terrorist and extremist attacks by residents of the US. These threats are currently limited in scope and frequency. No pattern of actual attacks on US territory has yet emerged that provides a clear basis for predicting how serious any given form of attack will be in the future, what means of attack will be used, or how lethal new forms of attack will be if they are successful.

Abstract:
Despite the end of the Cold War, nuclear weapons continue to pose the most devastating security threat to Americans. Although the risk of a nuclear war destroying civilization has virtually disappeared, the risk that a single nuclear weapon might be used to destroy a major city has increased, particularly given the erosion of control over nuclear material with the collapse of the Soviet Union. Nothing could be more central to international security than ensuring that the essential ingredients of nuclear weapons do not fall into the hands of terrorists or proliferant states. Effective controls over nuclear warheads and the nuclear materials needed to make them are essential to the future of the entire global effort to reduce nuclear arms and stem their spread. At the same time, ensuring protection of public health and the environment in the management of all nuclear materials—from nuclear weapons to nuclear wastes—remains a critical priority. Appropriate management of both safety and security worldwide will be essential to maintaining nuclear fission as an expandable option for supplying the world's greenhouse-constrained energy needs in the twenty-first century.

On May 11, 1998, India conducted three underground nuclear tests, followed by two more 48 hours later. Two weeks later, Pakistan responded with six nuclear tests of its own. The purpose of this document is to analyze the reasons behind the Indian and Pakistani nuclear tests as well as their innumerable implications. To facilitate analysis, the study is divided into two parts. In the first, the reasons that propelled the governments of India and Pakistan to a posture of overt nuclearization are analyzed. In both cases, the nuclear tests were the result of diverse factors, ranging from security concerns to domestic political calculations to considerations of international prestige. In the second part of the document the impact of the Indian and Pakistani actions are analyzed on four well-defined levels: internal, bilateral, regional and global.

The global effect of the September 11 terror attacks on New York and Washington, DC demonstrated yet again that, in today' s world, national security no longer is confined within national boundaries. Fully one-third of the more than 3,000 people killed in the attacks were non- Americans, citizens of more than 60 countries. The economic and social impacts of the terror attacks were similarly global; in addition to the loss of hundreds of thousands of jobs in the US and worldwide, World Bank President James Wolfensohn estimated that that“ between 20,000 and 40,000 more children” would die, and millions of people would be “ condemned to live below the poverty line” because of the global recession that became more severe because of September 11.

As we went to press, the election of a new US President was still undecided. More than a week after 100 million Americans went to the polls, the ultimate margin of victory for either George W. Bush or Al Gore appeared to hinge on several hundred Florida votes. Whoever does take office on January 20, the next American President (and Commander in Chief), the man with ultimate authority over the world' s largest nuclear arsenal, will begin his term in office in the most politically tenuous position of any American president in perhaps a century.

1127. Nuclear Arsenal Games: Size Does Make a Difference

The purpose of this article is to present and establish the significance of the Nuclear Arsenal Game (NAG). The NAG investigates behavior within dyads experiencing a crisis. It assumes that nuclear and quasi-nuclear states act according to the size and potential of their own nuclear force structure and that of their opponent. This paper will argue that the size and potential damage an arsenal poses, set in relation to an enemy state's second strike capability, determines actor preferences within a crisis situation. These preferences include the option of launching a first strike and risking retaliation in kind. The specific objective of this study is to propose a nuclear index for use in empirical studies and offer a game-theoretic model of crisis interaction based on the Theory of Moves (TOM) that encompasses these respective types of nuclear states; and indicates whether preferences and predicted behavior adhere to the assumptions of Classical (or Rational) Deterrence Theory.

Abstract:
Saddam Hussein, the Iraqi dictator, has biological weapons capable of killing hundreds of thousands of Israelis with infectious diseases such as anthrax. These weapons could be delivered either by missiles, by small pilotless planes, or by infecting the passengers of a plane landing at Ben-Gurion Airport with less than an ounce of agent spread through the plane's air conditioning system. Saddam also has at least several nuclear weapons that are missing only highly enriched uranium which he is likely to be able either to make himself or to buy this year.

Abstract:
The United States must unequivocally demand that India and Pakistan join the Non-Proliferation Treaty (NPT) as non-nuclear weapon states. The United States should retain punitive sanctions which target Indian and Pakistani institutions and policymakers responsible for their nuclear weapons programs. Targeted incentives should be provided that seek to diminish internal support for nuclear weapons in India and Pakistan. The United States should fulfill its obligation under Article VI of the NPT to achieve global nuclear disarmament.

1130. Making the Grade 2000: Second Annual Review of Fissile Material Control Efforts

A little over a year ago, ISIS initiated an annual review of fissile material controls covering a broad spectrum of initiatives. To do so, 19 separate initiatives were identified and assessed. Based on this assessment, grades were awarded on a scale of A, B, C, D, and F, where an “A” is excellent and an “F” is failing. Numerically, an “A” corresponds to a numerical grade of four, and an “F” to zero. The results of the first review were disappointing. Only 12 of the 19 initiatives received a passing grade of “C” or higher. The average grade of the initiatives was a “C”-showing an unfortunate level of mediocrity across the fissile material control agenda. In ISIS’s 2000 review, we found that the outlook is worse today than it was a year ago. Rather than make progress during the past 12 months, the overall fissile material control agenda fared poorly. The average grade of the identified initiatives fell from a “C” to a “C-minus.” This overall finding is borne out if one looks at the individual grades assigned to each of the 19 identified initiatives. ISIS judged that five initiatives remained essentially static, nine received lower grades, and five initiatives received higher grades.

Serious military threats to U.S. security have diminished dramatically since the end of the Cold War. The threat from conventional Russian military forces has all but disintegrated and would take many years to reconstitute. China would take 20 to 30 years to transform its bloated and obsolete military into a major threat to U.S. vital interests. The militaries in both nations should be watched, but they may never develop into credible threats.

Abstract:
The Comprehensive Test Ban Treaty (CTBT) is now before the U.S. Senate for its advice and consent. The treaty bans all explosive testing of nuclear weapons. Advocates of the CTBT make several arguments in support of the treaty. The reasons reduce to two points: the ban will constrain the modernization and development of nuclear weapons by the nations that already possess them, and it will help prevent the spread of nuclear weapons to additional nations. Both objectives are set out in the CTBT's preamble.

Abstract:
The Cox Commission of the U.S. Congress was established in June 1998 to investigate concerns over Chinese acquisition of sensitive U.S. missile and space technology in connection with the launching of U.S. civilian satellites using Chinese launchers on Chinese territory. The investigations were broadened in October 1998 to include alleged security problems and possible espionage at the U.S. nuclear weapons laboratories. Some conclusions were released in January 1999 by the White House together with the administration's response. The full declassified (redacted) version of the report of the Cox Commission was released on May 25, 1999.

The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.

Abstract:
Estimating the size of India and Pakistan’s inventory of separated weapon-grade plutonium and highly enriched uranium (HEU) has become more difficult following their nuclear tests in May, 1998. Both countries treat these numbers as highly classified, partly because such estimates provide a direct indication of the number of nuclear weapons they possess. In the case of Pakistan, what can be surmised is that it has resumed full-scale production of HEU, following a declared moratorium on such production since 1991. Abdul Q. Khan, the father of Pakistan’s uranium enrichment program, announced soon after the Pakistani tests that his country had never stopped making HEU. Although his comment has been greeted skeptically, it indicates that Pakistan may have resumed making weapon-grade uranium well before its tests in May, 1998.

Since the beginning of the atomic age in 1945, the possession and deployment of nuclear weapons has become the dominant factor in the international system. Those countries that acquired nuclear weapons have become (or maintained their status as) primary world powers, but as the number of such countries grew, the potential for the use of nuclear weapons also increased. In the early 1960s, President Kennedy warned that unless immediate and significant action was taken, within a decade there would be as many as 20 nuclear powers. The process of proliferation was seen as one of the most dangerous and destabilizing aspects of the nuclear era.

The decision by India to conduct five nuclear tests in May 1998 threatens to spark an all-out nuclear arms race between India and Pakistan. Both India and Pakistan have developed the capability to produce unsafeguarded weapon-grade plutonium and weapon-grade uranium (WGU) for nuclear weapons. However, until now, both countries have constrained their nuclear competition, preferring to keep their arsenals undeployed. In addition, Pakistan decided in the early 1990s to stop producing weapon-grade uranium, in essence capping its stock of material for nuclear weapons. India is widely perceived to have a significantly larger nuclear arsenal than Pakistan. The following estimate shows that if a nuclear arms race developed between India and Pakistan and Pakistan decided to resume WGU production, India’s overwhelming advantage could disappear.
