1081. Telos or Brick Wall? British Nuclear Posture and European Defence Integration

Abstract:
Somewhere, at this very moment under one of the world's oceans, there is a Royal Navy 'Vanguard' class nuclear powered and armed submarine (SSBN) on patrol. Before it returns to port, another one of the four Vanguard class boats will head out into the deep ocean, meaning that no matter what occurs, Britain will always have an unreachable nuclear counter-strike facility. That one submarine, always out at sea and submerged, is now Britain's whole nuclear deterrent; all other nuclear weapons that Britain held during the Cold War, both land based and air-launched, have been decommissioned and dismantled over the last decade. The UK has the smallest nuclear arsenal of all the five nuclear-armed permanent members of the UN Security Council (it is even believed that Israel – undeclared as a nuclear power – now actually possesses more warheads than the UK does). The number of warheads quoted by the Ministry of Defence is now “fewer than 200”, and estimated by independent sources as likely to be around 160.

Efforts to prevent repetitions of the September 11 incidents have begun to be called “the war on terror.” This suggests analogies to the “war on drugs,” and there have been attempts to use these comparisons to draw conclusions about the appropriate shape and likely success of the anti- terrorism campaigns. Making new problems seem familiar by seeking out analogies is both a natural psychological response and a rational analytical strategy.

George W. Bush promised on the campaign trail “to leave the cold war behind” and “rethink the requirements for nuclear deterrence.” Last November, he unveiled an arms reduction proposal that purports to do just that. It would have the United States reduce its strategic nuclear arsenal over the next ten years from its current level of 7,200 warheads to between 1,700 and 2,200 warheads. Equally important, the United States would achieve that goal not by negotiating a new Strategic Arms Reduction Talks (START) agreement, but through unilateral action.

U.S. president George W. Bush and Russian president Vladimir Putin have an important opportunity at their upcoming meeting to reach key agreements, remove major irritants in U.S.–Russian relations, and initiate a genuine partnership less burdened by Cold War legacies. In Europe last summer and in the United States last November, the two leaders established personal chemistry and trust—but the meetings lacked substance. Although Putin's leadership position will not be made or broken on his foreign policies, this time it will be important for his pro-Western orientation to produce a concrete payoff for Russia. As for President Bush, if the summit fails to produce results, then his vaunted Russia policy will be seen to be drifting. Thus both men require real outcomes such as a signed, legally binding nuclear arms reduction agreement and a new institutional relationship with the North Atlantic Treaty Organization (NATO). Perhaps just as important, however, Putin and Bush each must explain to his own country why this partnership is important and what are its key elements.

A half-century of zero-sum confrontation between South and North Korea ended symbolically when the two leaders of divided Korea finally met on June 13, 2000. The 74-year-old Kim Dae-jung, president of South Korea (the Republic of Korea, or ROK), flew to Pyongyang, the capital of North Korea (the Democratic People's Republic of Korea, or DPRK), to meet his counterpart, 58-year-old Kim Jong-il, chairman of the National Defense Committee. At Sunan Airport, the two leaders embraced while thousands of mobilized North Koreans sent up rousing cheers. Tens of thousands more lined the motorcade route into the city, and millions around the world watched the television coverage, fighting to keep back tears of joy.

Abstract:
Achieving adequate preparedness for a terrorist attack against the United States involving a nuclear or radiological weapon is simultaneously a technical problem, a public-policy challenge, and a public-education mission. Response to terrorist attacks differs in important ways from response to more familiar nuclear emergencies arising from reactor accidents, and also from response to conventional and chemical and biological terrorist attacks. The complications of risk communication in the realm of nuclear terrorism include overcoming misinformation about the nature of the threats posed by terrorist attacks involving nuclear and radiological weapons as well as mistrust of experts, the government, and the media.

Abstract:
Russia retains a significant strategic nuclear force capability, despite the decline in overall force size since the dissolution of the Soviet Union, and despite apparent defense budgetary shortfalls and system aging. Russia also inherited sizeable biological and chemical warfare establishments from the FSU, and some components of these programs remain largely intact. Russian entities have exported various nuclear and ballistic missile technologies to states of proliferation concern, and Russia also remains a source for offensive biological and chemical warfare technologies and expertise.

1089. Proliferation in the "Axis of Evil": North Korea, Iran, and Iraq

Abstract:
Despite the June 2000 summit meeting and meetings between high level U.S. and North Korean officials on the one hand, and economic turmoil and continued food shortages on the other, we believe North Korea remains committed to maintaining strong military forces. These forces continue to be deployed close to the border with South Korea in an offensively oriented posture, and North Korea's NBC and missile programs likely remain key components of its overall security strategy. The most likely large- scale regional war scenario over the near term, which would involve the United States, would be on the Korean peninsula. In recent years, North Korea has continued to pose a complex security challenge to the United States and its allies. Prior to the 1994 Agreed Framework, North Korea is believed to have produced and diverted sufficient plutonium for at least one, and possibly two, nuclear weapons. In addition, although North Korea froze the production of plutonium in 1994, there are concerns that North Korea is continuing with some elements of a nuclear weapons program. North Korea also possesses stockpiles of chemical weapons, which could be used in the event of renewed hostilities on the peninsula. Research and development into biological agents and toxins suggest North Korea may have a biological weapons capability. North Korea has hundreds of ballistic missiles available for use against targets on the peninsula, some of which are capable of reaching tar-gets in Japan. Its missile capabilities are increasing at a steady pace, and it has progressed to producing medium-range ballistic missiles (MRBMs). North Korea also has continued development of even longer-range missiles that would be able to threaten areas well beyond the region, including portions of the continental United States. As a result of U.S. diplomatic efforts, however, the Democratic People's Republic of Korea (DPRK) has maintained a moratorium on launches of long-range missiles for over one year.

China's public support for nonproliferation regimes is motivated by several factors, including a desire to enhance its image as a responsible world power and support for nonproliferation objectives.

Only a few leadership and military elites -- such as Egypt and Israel -- have shown a concern with highly structured strategic planning in the past. Iran-Iraq and Gulf Wars have demonstrated missiles and weapons of mass destruction will be used. Israeli actions in 1967 and attack on Osirak, Egyptian and Syrian attack on Israel in 1973, demonstrate regional focus on surprise and preemption. Iraq has already demonstrated regional concern with launch on warning, launch under attack options. Syria probably has some option of this kind. Concentration of population and leadership in single or a few urban areas makes existential attacks possible.

Abstract:
From a public policy viewpoint, these uncertainties mean the US must prepare for a wide variety of low probability attacks on the US, rather than to emphasize any given form of attack or group of attackers. The US must plan its Homeland defense policies and programs for a future in which there is no way to predict the weapon that will be used or the method chosen to deliver a weapon which can range from a small suicide attack by an American citizen to the covert delivery of a nuclear weapon by a foreign state. There is no reason the US should assume that some convenient Gaussian curve or standard deviation, will make small or medium level attacks a higher priority over time than more lethal forms.

Abstract:
There is a history of war in South Asia. India and Pakistan fought in 1948, 1965, 1971, and 1999. There is good evidence that in no case was there the expectation of a war on the scale and of the kind that ensued. Rather, war followed misadventure, driven by profound errors of policy, political and military judgement, and public sentiment. Nuclear weapons do nothing to lessen such possibilities. There is even reason to believe they may make them worse in South Asia. One lesson of the 1999 Kargil war is that Pakistan saw its newly acquired nuclear weapons as a shield from behind which it could fuel and stoke the conflict in Kashmir, safe from any possible Indian retaliation. During this war, nuclear threats were made publicly by leaders on both sides. It took international intervention to stop the slide to a larger, more destructive war.

Moscow will continue to devote scarce resources to maintaining its nuclear forces. Nevertheless, the aging of Russia's strategic systems and Putin's military reform plan to shift resources to the general purpose forces probably will result in Russia having fewer than 2,000 strategic warheads by 2015. Even with ongoing reductions, Moscow probably will retain several thousand nonstrategic nuclear warheads in its inventory because of concerns over its deteriorating conventional capabilities.

Between 1960 and 2000 the United States responded to the growing threat of terrorism with a wide range of measures. The government implemented provisions that extended from the negotiation of international agreements, military strikes against state sponsors of terrorism, and the creation of decontamination teams, to changes in immigration procedures, advances in surveillance, and an increase in the severity of penalties associated with terrorist attack. As discussion in the United States progresses on the best course of action for dealing with conventional, chemical, biological, nuclear, or radiologic terrorism, it is useful to take stock of where the country stands in the development of its counterterrorism strategy and to consider what factors have shaped the American response. While some substantive areas may be developed further to respond more effectively to terrorism, the significant picture that emerges is how complex and detailed the American counterterrorist complex already has become. The many branches of government entrusted with the life and property of the citizens have felt it necessary to respond to successive terrorist threats by the introduction of a wide range of measures. Left unchecked, the continued expansion of U.S. provisions risks significant inroads into civil liberties, the alienation of minorities and other states, an increase in the number and effectiveness of terrorist acts, and unchecked expenditures. This article provides a taxonomy of efforts to address the threat and argues that, while some gaps may need to be addressed, of more serious concern is the long-term affect of the steady expansion of U.S. counterterrorist measures.

1100. Covert Biological Weapons Attacks against Agricultural Targets: Assessing the Impact against U.S. Agriculture

Abstract:
Since 1995, analysts, policymakers, and the news media in the United States have focused unprecedented attention on the threat of terrorism involving weapons of mass destruction (WMD), particularly chemical and biological weapons (CBW). The Aum Shinrikyo attack in Tokyo in March 1995 and the Oklahoma City bombing the following month significantly contributed to this phenomenon in two important ways. First, Aum proved that subnational groups could obtain CBW, previously only a theoretical possibility. After the Tokyo incident terrorists using CBW appeared to be an evolving and dangerous threat that required creative new thinking in counter- and antiterrorism policy. Second, the Oklahoma City bombing brought the threat of terrorism to the American heartland. No longer was terrorism a foreign phenomenon characterized by media accounts of masked Islamic fundamentalists taking hostages, hijacking planes, or bombing far-away buildings. The terrorists in this case were Americans targeting Americans: not only had terrorism reached the center of the country, but the terrorist threat originated much closer to home.
