151. The Putin Doctrine: What is it? The Russian Strategic Issue and the Enlarged National Security

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: Although South Africa declares it is neutral regarding the war in Ukraine and offers mediation, it remains a de facto ally of Russia. This is due to the strong sentiment among the ruling elites for the period of cooperation with the USSR, its successor Russia and its activity and influence in this country, and the perception that BRICS will help elevate South Africa’s international importance. If Vladimir Putin visits Johannesburg as scheduled in August, the authorities of the state, which is party to the Rome Statute, will not be willing to fulfil their obligation to arrest him or may even leave the International Criminal Court.

Abstract:: Yu-hwan Koh, the President of the Korea Institute for National Unification, acknowledges the progress made in maintaining the Nuclear Non-proliferation Treaty regime and bolstering extended deterrence capabilities against North Korean nuclear threats through the Washington Declaration. Nevertheless, he underscores the lack of a fundamental solution to halt further advancements in Pyongyang's nuclear capabilities. Dr. Koh emphasizes the importance of establishing normalized relations between the United States and North Korea, particularly considering that North Korea now possesses nuclear weapons and is unlikely to return to denuclearization talks. In response, he reiterates the significance of the ROK-US alliance in strengthening the Three-Axis system and developing new weapon systems that can effectively counter North Korea's nuclear capabilities.

154. Russia’s Stance on the North Korean Narrative of a New Cold War

Abstract:: Seho Jang, a research fellow in the Institute for National Security Strategy, states that North Korea is promoting strategic solidarity with China and Russia to achieve its goal of dismantling US hegemony. While Russia also shares the perception that the US-centered unipolar order is not conducive to attaining its national interests, it rarely uses the term “new Cold War” in official foreign policy discourse, reflecting its apprehension about the concept and its potential implications. He evaluates that this caution possibly originated from Russia’s historical trauma as a loser of the Cold War, making it highly likely to be opposed to the emergence of the new Cold War order led by Washington and Beijing. Dr. Chang suggests that this subtle difference could become an important inflection point as Washington’s clout in international politics decreases in the future.

155. North Korea’s Outlook on the New Cold War

Abstract:: Won Gon Park, Chair of the EAI Center for North Korean Studies (Professor at Ewha Womans University), argues that North Korea utilizes its “new Cold War” rhetoric for two objectives: 1) to criticize US military buildup and its DPRK policy, and 2) to enhance the legitimacy of its possession of nuclear weapons by exploiting the geopolitical competition. Further, he claims that North Korea characterizes the Cold War as a clash between liberalism and authoritarianism in an effort to appeal to and garner support from China and Russia. However, Dr. Park assesses that while North Korea, Russia, and China may temporarily cooperate against the US as their common enemy, the nature of their “political marriage of convenience” complicates the likelihood of a sustained alliance. Finally, Dr. Park predicts that the new Cold War system that Pyongyang envisions is unlikely to come to fruition.

Abstract:: There is a noticeable and growing evolution of the global geopolitical balance of power and influence in the 21st century’s system of international relations. The current hegemon, the unipolar United States, and the political system of Western liberalism that supports it, is under great strain and is in a state of relative decline. The challenger is a non-Western-centric multipolar order, which consists of a wide variety of countries spanning the globe, including what is referred to as the Global South. This ‘crisis’ of the Western order has prompted a tangible and informational response from the U.S. and its system, to defend their privileged hegemony and to deter the rise of alternative systems of power and influence in international relations.

Abstract:: Even a cursory glance at headlines in Foreign Affairs – “How AI Makes Dictators More Dangerous”, “The Insidious Cyberthreat” and “The Autocrat in Your iPhone” - suggests that 2022 was not the best year for cyber optimists who profess a belief in technology’s democratising power (González 2022). Digital authoritarian systems and “spin dictatorships” continue relying just as much on information manipulation as coercion to consolidate their power (Guriev 2022). Meanwhile, concerns over the use of sophisticated mercenary surveillance systems and invasive AI technology in democracies are also mounting (Deibert 2022).

160. North Cranks up Nukes—and Slams Down the Phone

Abstract:: The first four months of 2023 brought no progress or respite in inter-Korean relations. Pyongyang sent no further drones into Southern airspace as it had in December, but continued to rattle Seoul with tests of advance weaponry and ever more lurid nuclear rhetoric. South Korea hardened its language and stance, with a restored emphasis on human rights in the North—now officially defined as an enemy once more. ROK President Yoon Suk Yeol also found enemies within: leftists who made contact with the DPRK in third countries were no longer ignored but prosecuted. More ominously, so were four top officials who served the previous president, Moon Jae-in, over how they handled two difficult inter-Korean incidents in 2019-20. Elsewhere, Seoul complained in vain about Pyongyang’s abuse of its assets in two defunct joint ventures: stealing some, destroying others. Soon after, the North stopped answering the phone. It is hard to see how North-South relations will improve, but all too easy to imagine them getting even worse.

161. Confrontation Muted, Tensions Growing

Abstract:: As 2023 began, cross-Strait confrontation was muted. Travel began returning to pre-COVID levels across the Strait and between the mainland and Taiwan’s offshore islands. At China’s annual National People’s Congress, outgoing Premier Li Keqiang and reanointed President Xi Jinping eschewed inflammatory rhetoric about reunification with Taiwan. Taiwan and the US kept Taiwan President Tsai Ing-wen’s transit of the US low-key. Tsai met House Speaker Kevin McCarthy in California, deflecting the speaker’s expressed interest in visiting Taiwan and avoiding the destabilizing Chinese military exercises around Taiwan that followed Speaker Pelosi’s visit last August. Despite this calm, seeds of confrontation proliferated. China cut a communications cable to Taiwan’s offshore islands and announced a coast guard drill to inspect commercial shipping in the Taiwan Strait, both interpreted as practice for gray-zone coercion. China persuaded Honduras to sever its longstanding diplomatic ties with Taiwan. Taiwan increased its military budget and expanded training with US forces. Former Taiwan President Ma Ying-jeou visited China and met Chinese officials, endorsing the 1992 Consensus and signaling that the upcoming election campaign for Taiwan’s president will again offer two very different visions of Taiwan’s future relationship with mainland China.

162. India’s Ongoing “Strategic Correction to the East” during 2022

Abstract:: India’s East Asia relations in 2022 followed the arc articulated by External Affairs Minister S. Jaishankar’s address at Chulalongkorn University in Thailand in August. He recalled three decades ago India made a “strategic correction to the East…[o]riginally…contemplated as an economic measure, with trade and investment at its core” and mostly focused on ASEAN. He said the geography, concepts, and assessments of India’s Indo-Pacific vision have expanded “to cover Japan, Korea and China, and in due course, Australia as also other areas of Pacific Islands…[and] facets of cooperation also increased…now cover[ing] connectivity in various forms, people-to-people ties and more recently, defense and security.” And while dutifully referencing India’s Indo-Pacific policies including Security and Growth for All in the Region (SAGAR) and the Indo-Pacific Oceans’ Initiative (IPOI), he gave the most attention to the revitalized Quadrilateral Security Dialogue (“Quad”). The highlights of India in East Asia in 2022 were numerous Quad meetings, the inaugural India-ASEAN Defense Ministers’ Meeting, the second India-Japan 2+2 Ministerial Dialogue, the Australian deputy prime minister and minister for defense’s visit to India, and India’s defense minister visits to Vietnam and Mongolia. Defense and security engagement included numerous exercises, defense dialogues, military-to-military exchanges, and navy ship visits.

163. US-Southeast Asia Relations: External Order, Inner Turmoil

Abstract:: In November three ASEAN states—Cambodia, Indonesia, and Thailand—drew favorable marks for their chairmanship of high-profile regional and global meetings: the East Asia Summit and ASEAN Leaders Meeting; the G20 Summit; and the Asia Pacific Economic Cooperation (APEC) meeting, respectively. Helming these meetings was particularly challenging for Southeast Asian leaders—who are naturally inclined to avoid strong alignments with external powers—in the current global environment of heightened tensions between the United States and China in the Taiwan Strait and the war in Ukraine. However, the year was a difficult period for ASEAN internally, with uneven economic recovery from the COVID-19 pandemic and the intractable conflict in Myanmar. The last quarter of 2022 saw two political shifts in the region: in general elections in Malaysia, Anwar Ibrahim achieved a longstanding ambition to become prime minister but will have to manage a difficult coalition to retain power. At the year’s end, Laos changed prime ministers, but it is not clear if the transition will solve the country’s debt problems, which were revealed to be more dire than estimated.

164. Regional Overview: Indo-Pacific as the 'Epicenter',

Abstract:: The Biden administration released its long-awaited National Security Strategy (NSS) this reporting period, along with unclassified versions of its National Defense Strategy and Missile Defense and Nuclear Posture Reviews. There were no big surprises. The NSS identified the Indo-Pacific as “the epicenter of 21st century geopolitics” and reaffirmed China as the “pacing challenge,” even while branding Russia as “an immediate threat to the free and open international system” as a result of its invasion of Ukraine. Underscoring the priority attached to the region, President Biden attended the East Asia Summit in Phnom Penh and the G20 Summit in Bali, with Vice President Kamala Harris representing the United States at the annual Asia Pacific Economic Cooperation (APEC) Leaders’ Meeting in Bangkok. Kim Jong Un was not invited to any of the Asia summits but found other ways to attract attention, including some 70 ballistic missile launches for the year while announcing plans to rapidly produce and potentially use tactical nuclear weapons. Chinese President Xi Jinping, when not busy defending Pyongyang’s bad behavior, was busy orchestrating the 20th National People’s Congress, where he was elected “president for life.” Meanwhile, the tech war between Washington and Beijing continued to heat up, much to the dismay of many US allies and partners. More broadly speaking, the economic outlook for the region appeared discouraging even as the administration failed to put much additional meat on the bones of its own Indo-Pacific Economic Framework (IPEF). Other regional trade agreements continued apace, sans Washington, which struggled to get its own House (pun intended) in order as we continue to ponder the significance of the US mid-term elections.

165. The Israeli ThreatL What is driving the renewed escalation between Iran and Azerbaijan?

Abstract:: The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

166. Sustaining Congressional Engagement with Southeast Asia

Abstract:: As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

167. What the Compact Impact Fairness Act Means for Compact Host Governments and Migrants

Abstract:: The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

169. United Kingdom Engagement with North Korea

Abstract:: As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

170. From Coy to Cold Shoulder - The European Union and North Korea

Abstract:: The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

In a welcoming speech, Trong described the relationship, “although the road is long, our hearts are close.” Kim responded to Vietnamese hospitality, saying North Korea would “staunchly preserve and forever honor the North Korea-Vietnam friendship from generation to generation.” Vietnam and North Korea are among the world’s last five communist party states, along with China, Laos, and Cuba. As such, it is no surprise that the two leaders emphasized common communist values and a shared history of struggle against US imperialism in their speeches. Still, despite the amicable words extolling the longevity of the traditional friendship, both leaders avoided mention of Vietnam’s conflict with the North Korea-backed Khmer Rouge and subsequent occupation of Cambodia from 1978 to 1989. Vietnam’s war with Cambodia was a facet of intra-communist bloc conflicts that spanned the whole of East Asia. Despite Hanoi and Pyongyang’s shared communist ideology, intra-bloc tensions eroded the friendship between the two nations. What were the reasons behind this dramatic shift in bilateral relations?

172. North Korea-Guyana Relations in the Burnham Era

Abstract:: During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

173. A Monumental Relationship: North Korea and Namibia

Abstract:: Visitors to Windhoek, the capital city of Namibia, will quickly learn a remarkable fact that is well-known among the local population—much of the capital’s architectural landscape is designed and constructed by North Korea. In recent years, North Korean nationals have built the official residence of the president of Namibia, the State House; the national cemetery for the fallen heroes of the liberation struggle, the National Heroes’ Acre; the national history museum, the Independence Memorial Museum; the Ministry of Defense headquarters and other buildings. The Namibian government thus uses North Korean aesthetics for some of the most important aspects of its power: the president, the history, and the army. This analysis explores the relationship between Namibia and North Korea by providing historical and political context to the aforementioned buildings. Today, Namibia often has the reputation of a quaint and sometimes sleepy destination, tucked away in the southwestern corner of the African continent. Yet, Namibia was at the center of geopolitical tensions for most of the twentieth century. The complicated decolonization process of Namibia, or “the Namibian question,” as it became known in the corridors of the United Nations (UN), had its roots in the aftermath of three decades of German occupation between 1884 and 1915. German South West Africa, the area that became modern Namibia, was transferred to South Africa as a League of Nations mandate territory and renamed “South West Africa.” South Africa viewed the territory as an unofficial fifth province and introduced brutal apartheid legislation. Internal opposition against the South African regime resulted in the formation of nationalist organizations, of which the South West Africa People’s Organization (SWAPO) became the most prominent.

175. Abrogating the Visiting Forces Agreement: Its Effects on Philippines’ Security and Stability in Southeast Asia

Abstract:: During much of 2022, the defense and security alliance between the United States of America and the Philippines, anchored on and reinforced by the 1951 Mutual Defense Treaty (MDT, teetered on the brink of collapse. Former Philippine President Rodrigo Duterte brought relations to the brink through attempts to scuttle the Visiting Forces Agreement (VFA). This move would only embolden Chinese challenges to Manila’s territorial integrity and its aspirations to dominate Southeast Asia and the South China Sea. While the Duterte administration recited parochial reasons to terminate the VFA, pundits from the security and diplomatic sectors viewed Duterte’s attempts as a pretext to steer the Philippines towards China under his own brand and definition of an independent foreign policy. During his term, Duterte reiterated that President Xi Jinping and other Chinese officials were his friends. He also publicly declared that the Kalayaan Island Group (KIG), a northeastern section of the Spratly Islands, was already in physical control and possession of Beijing due to the unchallenged presence of its military and maritime militia vessels there. Given these statements, Duterte has constantly received criticism over his defeatist stance towards China.

176. Understanding the Rohingya Crisis

Abstract:: In consideration of their stateless status in Myanmar, prolonged refugeehood in Bangladesh, and their ongoing vulnerable position of the Rohingya, they are known as the world’s most persecuted minority. Despite living in Arakan/Rakhine state for centuries, Myanmar's Citizenship Law in 1982 rendered the Rohingya stateless as it conferred citizenship to 135 ethnic groups excluding the Rohingya. In 1978, Burmese security forces started Operation Nagamin, which produced the first Rohingya influx to Bangladesh (about 250,000). The second influx occurred in 1991-92 (about 200,000). Then, some 360,000 Rohingyas were repatriated to Bangladesh under an agreement brokered by the United Nations High Commissioner for Refugees (UNHCR). Even after the UN agreement, the third influx started in 2012 (125,000), and the fourth in 2016 (87,000). However, the Rohingya crisis reached a critical stage in 2017 when Burmese security forces launched the deadly Clearance Operation campaign as a ‘counter-insurgency’ measure against the Arakan Rohingya Salvation Army (ARSA). The Clearance Operation displaced 740,000 Rohingyas, killed 10,000, raped 1900 girls/women, and completely/partially burned 400 Rohingya villages in Rakhine state. Considering the intense brutality of the campaign, the UN Human Rights Commissioner termed it a “textbook example of ethnic cleansing,” and the US declared it a “genocide.”

177. Economic Sanctions During Humanitarian Emergencies: The Case of North Korea

Abstract:: North Korea is experiencing yet another cycle of humanitarian distress. While sanctions are not the primary cause, they are a contributing factor. This essay examines the channels through which sanctions affect the North Korean economy and reaches four conclusions: First, sanctions have contributed to a deterioration of economic performance. Second, the UNSC’s 1718 Sanctions Committee should consider a thorough review to identify goods that would warrant blanket humanitarian financial sanctions have raised the risk premium on all financial transactions with North Korea; the sanctioning authorities need to do a better job of clarifying transactions permissible under humanitarian exemptions. Finally, while the global community should reassess its policies, the government of North Korea bears responsibility as well. The benefits of sanctions relief will be diminished if North Korea refuses to engage constructively with the international community on a broader range of issues running from basic humanitarian relief to economic reform.

Abstract:: Shan Huang was the keynote speaker at the XXX China Analysis Group Meeting, where he shared insights on the outcome of the last National Congress of the CCP. The National Congress of the Chinese Communist Party (CCP) is a meeting that takes place every five years to nominate party leaders, discuss changes to the CCP’s constitution, and establish a common political agenda. The National Congress also appoints the General Secretary of the CCP, a position currently held by President Xi Jinping, and approves the membership of the Party Central Committee. The 20th National Congress of the Chinese Communist Party was held in October 2022. In his dialogue with former Brazilian Ambassador to China Marcos Caramuru, Huang analyzed the continuities and changes in Chinese politics after the Party Congress, as well as the prospects for governance, the economy and foreign relations in Xi Jinping’s new mandate.

180. Two Peripheries: The Ukraine War's Effect on North Korea-Russia Relations

Abstract:: Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

Abstract:: This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

Abstract:: This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

Abstract:: The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

Abstract:: This essay is based on the author’s long-time observation of the International Relations discipline and the repeated crises it has experienced. The piece identifies ‘event-drivenness’ as the structural reason behind these crises, in other words, the course of the discipline naturally follows global IR events and, depending on how transformative these events are, when responding to them, is more likely to fall into an existential crisis—with the most recent one being potentially fatal. By discussing in detail the a) science-statecraft relationship; b) scholar-practitioner disconnect; c) distortion of theories by scholars and practitioners; d) paradoxical relationship between rationality and irrationality; and e) theory-practice disconnect, the essay seeks to operationalize these crisisgenerated processes when responding to major events. In order to show these crisis generation processes in detail, it uses the theories of political realism and, to a lesser degree, classical liberalism, as case reflections. As a possible solution to the reciprocal condescension between scholarship (theory-making) and statecraft (practice), the essay proposes a “Clausewitzian” modus vivendi that aims at creating a culture of synthesis between the presumed producers and consumers of IR knowledge.

Abstract:: On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Abstract:: The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. Abstract:: The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Abstract:: The XXI is considered by major countries in the Asia-Pacific region as ‘the century of sea and ocean’ and is accompanied by fierce competition among the nations to gain interest in the sea regions. On the basis that previously only considered the competition for military objectives, geostrategic bases and traffic channels through the straits, nowadays, countries worldwide have stepped up the competition for economic interests and marine resources. The development of military power and the competitive activities for resources at sea show clear the tendency to use the sea to contain the continent. In that context, the Indian Ocean, as the world’s third largest ocean, has an important geographic location and rich and diverse natural resources; the arterial sea route is gradually becoming the center of new world geopolitics and an important area in the strategic competition between two ‘Asian giants’ - India and China. The competition between these countries in the Indian Ocean is growing and profoundly impacts the region’s stability and security. This article focuses on the position and important role of the Indian Ocean in the policies of India and China, the fierce competition between the two countries in nearly two decades of the XXI century.

191. The old is dying and the new cannot be born: A power audit of EU-Russia relations

Abstract:: Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

192. Tunisia Country Report 2021 – 2022

Abstract:: Tunisia was the country that sparked the so-called Arab Spring in 2011 and that many analysts held out as the region’s best hope for a political transition to democracy. Yet, after a decade of weak governments and poor economic performance that did not address the concerns of citizens that precipitated the Jasmine Revolution, Tunisians became increasingly frustrated with conditions in the country. Without clear solutions or a hope for improvements, the country’s path was becoming increasingly untenable. Against this background, the Arab Barometer survey of Tunisia makes clear that many citizens welcomed the events of July 25, 2021, including the suspension of parliament. It appears Tunisians viewed these actions as attempting to break the political deadlock more than a political coup. The fact that their president was taking charge and promising solutions to the political deadlock appears very attractive to most citizens. As a result, Saied is the most popular national actor in the country save for the armed forces, which appears linked with his actions on July 25. The survey finds that the suspension of parliament and stripping member of parliament of their immunity were supported by the vast majority of citizens at the time of the survey. These political changes also appear to have led to a dramatic shift in the overall attitudes of citizens. For example, a decade-long decline in attitudes about economic prospects sharply reversed, with the majority of Tunisians now believing that the economy will improve in the near future. A majority also now say the government is working to tackle corruption for the first time since 2013, which also signals a renewed hope for the future. Tunisians are also increasingly satisfied with the government, including six-inten who rate the its overall performance positively. However, the situation is not all positive. On specific measures, such as the quality of health care, education, or other basic services, ratings of government performance are far lower. Nevertheless, there has been a major increase on some key subjective measures, such as how the government is doing on addressing the wealth gap between rich and poor. As with the economy, many trends on how the government is performing have recently reversed their decade-long decline.

Abstract:: Lebanon’s deep political and economic crisis continues unabated. There has been no resolution to the financial crisis that has plagued the country since 2019 while the port area of Beirut remains a dangerous area two years after the explosion. The COVID-19 pandemic has further compounded the situation. In the onslaught of public health and financial disasters, Lebanon has become a country of extremes. Arab Barometer captured many record highs and lows in views of citizens compared with any previous survey in any foreign country. Among others, all-time lows are seen in satisfaction with the government, interpersonal trust, and economic outlook, while perceptions of government corruption is at an all-time high.

Abstract:: The challenges Iraq has faced between 2021 and 2022 are numerous but not new: political impasses, violent crackdowns on protests, foreign interference, the economic and social fallout of the COVID-19 pandemic, sand and dust storms, electricity shortages, and protracted internal displacement are among the few. While once seen as a way of ushering in solutions to these challenges, the October 2021 parliamentary elections instead left in their wake a wave of political turbulence that surged in the summer of 2022. In June, MPs of the Sadrist Movement, led by populist Shiia cleric Muqtada Al-Sadr, resigned after failing to build a coalition, despite having won the plurality of seats. The political stalemate came to a head in July. Iraqi protesters stormed and occupied parliament ahead of a session where the Coordination Framework, an Iran-backed alliance of Shiite parties that rival the Sadrist movement, was set to gather to elect a new prime minister. Violent protests spilled into August and onto the streets of Baghdad and Southern Iraq, leaving 30 dead and scores more injured. Findings from Arab Barometer’s seventh wave in Iraq predate but to an extent foreshadow the frustration that peaked in the summer of 2022. Citizens perceive corruption to be as high as their trust in political institutions is low. With a plurality seeing the parliamentary elections as significantly flawed, Iraqis bemoan the lack of governmental responsiveness to their grievances. Yet, there is no consensus about what the biggest domestic challenges are, let alone what solutions to them are, or what avenues provide the best course of redress. If there is one theme that runs through citizens’ evaluations of economic and political conditions in Iraq, it is uncertainty. Iraqis appear to be in agreement that there is no silver bullet solution, but whatever reform the system demands, Iraqis increasingly want it immediately rather than incrementally. Affected populations are diverse, but no one is unscathed.

Abstract:: After seeing their hopes for elections in late 2021 crushed, Libyans are growing frustrated at the incompetence of the political class and its failure to resolve the country’s ongoing crises. Libyans perceive foreign actors as contributors to, if not inciters of, the conflict and want to see Libyan-led efforts to reconcile the country’s divisions. Trust in most political institutions is diminishing and belief in the prevalence of corruption is high. Libyans are generally dissatisfied with the government’s performance and public services, though evaluations have improved slightly compared to the ratings in 2019. The economic situation in Libya has deteriorated with inflation and liquidity issues hindering people’s abilities to meet their basic needs. At the same time, there has been a significant decline in optimism regarding the country’s economic future while perceptions of inequality are increasing. All these issues have resulted in popular discontent, which ultimately led to widespread protests in July 2022. The protestors’ demands ranged from a better electricity supply to dissolution of all political bodies and the holding of elections. Those in power, however, attempted to utilize the protests for their own political infighting without taking any concrete steps tomeet popular demands. Thesemaneuvers reinforce the growing frustration Libyans hold toward democracy. There is now a growing belief that democratic regimes are weak economically, inefficient, and incapable of stabilizing the country. Nevertheless, only a minority of Libyans have considered leaving the country. Among those who have, the primary driver is economic reasons.

Abstract:: Compared with other countries in the region, Jordan has long been seen as an island of stability. Analysts have long predicted that unrest must be coming due to myriad challenges over the last three decades. Yet, such events have failed to come to pass. The regime continues on relatively unchanged even as regional events such as the Arab Uprisings of 2011 rocked those elsewhere in the region. Under the surface, however, changes in public opinion suggest potential bumps in the road ahead. Views of the government and key political actors have plummeted over the past decade. For example, trust in the government is now 41 points lower than at the time of the Arab Uprisings. Confidence in other political institutions, such as parliament, have also declined. Today, the only major institutions with high levels of trust is the armed forces. The main driver of the loss of confidence in the government is its inability to solve Jordan’s economic challenges. When asked about the most critical problem facing the country, nearly two-thirds of Jordanians say the economy. Elsewhere in the region, fewer than half say this is the biggest challenge. Commensurately, ratings of the economy have declined dramatically over the last fifteen years, with Jordanians being 40 points less likely to say it is good today than in 2006. Critically, hope for the future is also in decline. Only a quarter of Jordanians expect the economy to improve in the coming years, which is down nearly 20 points since 2012.

Abstract:: In 2021, Algeria began slowly recovering from the economic damage caused by the COVID-19 pandemic and the oil price shock of 2020. Algerians remain frustrated with economic conditions, with most describing economic conditions as bad, and a quarter saying it is the most important issue facing their country after corruption. Nevertheless, they are increasingly optimistic about the future, with their assessments of the current economic situation and expectations for the future having substantially improved since 2019. This optimism may help explain a plateau in Algerians considering emigration after a brief bump in 2019. Algerians are less concerned about COVID-19 than other challenges, ranking it below corruption, the economy, public services, and instability. Though most Algerians are not vaccinated and do not expect to be, concerns about COVID19 are more often based on the economic and social disruption caused by the pandemic rather than the disease itself.

Abstract:: Unipolarity has been taken for granted and remains unquestioned in the International Relations literature. This article provides the conceptual history of unipolarity by bringing an immanent critique. It shows the evolution of unipolarity literature in the absence of counterbalancing in four stages. It focuses on the use of history in structural realism and brings a historical sociological perspective to the literature to show how tempocentric theorizing impaired the understanding of unipolarity as a distinct structure. The article concludes by underlying the importance of noticing the cost of reification of concepts for theorizing and by highlighting that unipolarity is still understudied both theoretically and methodologically.

Abstract:: The discipline of International Relations (IR) in Latin American is still dominated by positivist and Westernized research. This creates challenges for international studies such as how to visualise the subjects or ‘sujetas’ who participate in national and international politics but are ignored in this field, and how to value the current postcolonial research, which offers critical perspectives that equilibrate the epistemic balance and help build adequate tools to understand different regional phenomena. By analysing a case study of the Association of Women Domestic Employees of Paraguay, this article clarifies how a postcolonial approach enriches the field of IR. This study argues that postcolonialism contributes to this field by making visible cognitive subjects and ‘sujetas’, who offer an alternative knowledge construction to rethink international relations with a meta-theoretical extension, visible. Postcolonialism is the theoretical basis of this qualitative research. Data was collected through semi-structured interviews and participant observations. This article suggests and concludes that women domestic workers as ‘political subjects’ enrich international relations by offering critical views to the research carried out in the subfields of foreign policy analysis, international political economy, and regionalism.
