Abstract:: Diasporas and their organisations, which traditionally aimed to serve their interest in the homeland and abroad, have long been studied under several social science disciplines, such as anthropology, sociology, political science, and geography. At the beginning of the 2000s, for instance, human and political geographers started to focus on diaspora realizing that it is a geographical concept, which addresses various geographical themes such as dispersion, boundaries, territory (as homeland), and identity. The “geographical turn” contributed to the concept theoretically, and also to transnationalism and migration studies empirically by which cases were reconsidered through the lens of geographical concepts, such as space, place, and time. Similar to geographers’ arguments, diaspora organisations (DO) -as a distinct form of collectivity- and their activities are very relevant to what we study in International Relations (IR), especially when it comes to exploring DOs’ role that transcends state borders in development, human rights, conflict, and peace. In that regard, attempts to introduce novel contributions from various disciplines have the potential to significantly enhance our comprehension of the theory of diaspora and its associated organizations.

Abstract:: The Visegrad Group countries (Czech Republic, Poland, Hungary, and Slovakia) and the Western Balkan countries share strong historical trade and cultural ties, and their trade relations are becoming increasingly significant in the context of geopolitical changes and economic transformations in the region. Recent trends indicate growing mutual trade, and analysis of the Trade Complementarity Index reveals high trade compatibility, confirming the potential for effective cooperation. The Trade Intensity Index also shows high values, particularly for Hungary. This paper evaluates trade exchanges and examines the intensity and compatibility of economic relations, with a focus on the Visegrad Group countries’ trade with Serbia, their key trade partner. The results suggest that enhanced cooperation between the regions could bring substantial economic benefits and strengthen regional stability and competitiveness.

Abstract:: In the aftermath of 1989, Vaclav Havel thought that human rights, democratic values and foreign policy could advance hand in hand. Today the dominant trend seems, on the contrary, to favour power politics at the expense of Havel’s legacy. The language of human rights, spoken in the past by dissidents, and still used today by lawyers and advocates for victims’ groups, is rarely shared by diplomats and the wider public. In an international arena marked by brutal conflict and war, human rights discourse seems increasingly inadequate. What is left of Havel’s legacy is the possibility to formulate a foreign policy that does not ignore the defence of human rights. The Vaclav Havel Library, in cooperation with the Faculty of Social Sciences of Charles University and supported by the Rockefeller Brothers Fund, invited Michael Ignatieff, politician, academic and author, to address the issue of human rights in international affairs. He discussed this topic with Martin Palouš, Jiri Pehe and Jacques Rupnik, who chaired the event.

4. The Advisory Function of the International Court of Justice: Are States Resorting to Advisory Proceedings as a “Soft” Litigation Strategy?

Abstract:: In the last decades, there has been an increase in advisory opinions of the International Court of Justice (ICJ) that relate to vital political interests directly affecting the sovereignty of states. Even though advisory opinions are not binding and do not require the consent of the states involved, advisory proceedings have been increasingly and strategically used by states and international actors as contentious proceedings in disguise. Exploring the history of the advisory function of the ICJ and its predecessor, this article argues that advisory proceedings constitute a “soft” litigation strategy and a particularly useful tool for small states or non-state entities, as it has the potential to counterbalance the inherent power disparities in the process of international bargaining by adding the authoritative voice of the ICJ to the debate. This paper connects this development to a modern tendency of states to judicialize international affairs.

5. The International Dynamics of Venezuela’s Presidential Election

Abstract:: Over the last quarter century, an authoritarian and anti-US regime that began with popular support has destroyed Venezuela’s representative democracy, abused its oil economy, and driven more than seven million of its citizens into exile. It has now run out of steam. In the presidential elections held July 28, the regime disqualified opposition leader Maria Corina Machado, then engaged in persistent and creative harassment of a little-known substitute, only to be met with equally persistent and inventive efforts to make the vote count. The night of a record-breaking turnout, the regime announced its official candidate had won a close vote but provided no documentation. The next day, the opposition used official precinct returns to announce a better than two to one victory. A week later, the whole world knew President Nicolás Maduro had lost to Edmundo González Urrutia. But Maduro has remained in power, responding to all pressures with naked oppression clothed in Orwellian manipulations of domestic “legality”. The ultimate outcome of the political standoff remains unclear. Venezuela’s constitution calls for the inauguration of a new president to take place in January 2025. In September, González fled to Spain after being accused of conspiracy, forgery, and sabotage. Historically, exile has never been kind to those who seek it, but the cleavages in Venezuela are now so great that it is still timely to consider the international dynamics revealed by the 2024 presidential election.

Abstract:: I liked realism from the start because I thought it did a much better job of explaining how states behave than other theories. It is not perfect, and it’s not that other perspectives don’t make their own contributions to our understanding, but I felt that realism had a much better track record in explaining how countries behaved. It also had extraordinary range across time and space: realist ideas could explain a lot about how empires acted, how city-states acted, how nation-states acted. It had explanations for why wars occur, why alliances form, why some states rise and fall. So it had a very wide applicability. And I thought that the main modern rivals to realist theory just weren’t as persuasive. Liberal theories didn’t predict that well. A good liberal would think that democracies would act fundamentally differently than autocracies, but the evidence that they do is limited. And as we talked about before, realism tells you that international law or norms will be of only limited value in controlling what the most powerful states will do.

Abstract:: Interest similarity is defined as the affinity of national interests in global affairs. This research aims to examine the interest similarity among Turkey, Israel, and the US. Interest similarity of countries has been examined by taking into account the factors of (a) alliance portfolio, (b) MID data, and (c) UNGA voting records. Quantitative data regarding these factors have been analyzed with correlation and regression models. The findings show that the interest similarities among these three countries have a statistically significant correlation. This research also examines the relationships between the three states to better understand which factors affect their interest similarity, and how. Thus, this study contributes to the political science and international relations literature by analyzing quantitative data while examining the interest similarity among Turkey, Israel, and the US.

8. Chinese Nationalism, PRC Resolve, and Crisis Escalation: Views from Indo-Pacific Experts

Abstract:: How do Indo-Pacific experts assess the role of Chinese public opinion during a crisis? Does Chinese nationalist pressure boost Beijing’s resolve in the eyes of analysts, former officials, and policy advisers around the region? What effect does Chinese nationalist outrage have on these strategic elites’ views of different policy approaches? Do China specialists differ from generalists in their interpretations of Chinese public opinion’s significance? This report offers insight into these questions using data from a survey conducted with 799 international affairs experts in South Korea, Japan, Taiwan, Vietnam, the Philippines, India, Australia, the United Kingdom, and the United States in late 2023 and early 2024. Comparing respondents’ views of a crisis before and after Beijing goes public — issuing a public threat statement, leading a wave of online outrage, and permitting street demonstrations — indicates a large majority of experts regard Chinese public opinion as a significant factor in hypothetical crisis situations involving their country. However, its effects on observers’ policy preferences generally run counter to Beijing’s interests.

9. The Restraining Effect of Nuclear Deterrence

Abstract:: Recent developments in international affairs and military technology have led some analysts to conclude that the nuclear revolution, which purportedly prevents war between nuclear powers, no longer has much effect—that the world is getting safer for nuclear war or conventional war beneath the nuclear umbrella. This conclusion is wrong; technological change has not meaningfully shifted the political calculus pacifying relations between nuclear weapons states. The war in Ukraine demonstrates the continued strength of nuclear restraint: while Russian President Vladimir Putin is risk-acceptant and brutal, he did not attack a country protected by U.S.-extended deterrence, and, like NATO members, he appears deterred by the possibility that a Russia-NATO war could escalate out of control. North Korea provides another example of the endurance of mutual deterrence: Despite heated rhetoric and a barrage of missile tests, North Korea remains deterrable, and its small arsenal has also been able to deter the United States. Because the chances of nuclear war are usually low but never zero, the nuclear age should continue to be an era of great power restraint. Traditional foreign policy approaches emphasizing strategic ambiguity and arms control, including with China, remain useful tools to help keep the peace.

10. Would You Say No to Shirley Temple on Thanksgiving?

Abstract:: During the Reagan presidency, “trust, but verify” became the operating principle for negotiations with the Soviet Union on strategic matters, particularly on arms control agreements. The administration’s guidance to those of us in the trenches remained as it had been for previous administrations of both parties. We were to continue to adhere to the principle of reciprocity. In the day-to-day business of managing relations with the Soviet Union, reciprocity essentially meant that if they cut us some slack, we would do the same. Generally, the Soviet Union did not cut us any slack, so we did our best not to cut them any. The top-down authoritarianism of the Soviet system gave them some inherent advantages on these matters, since they faced no pressures to relax the treatment accorded to our diplomats, whereas we frequently did. In the early 1980s, I oversaw the bilateral relations section of the State Department’s Soviet desk, responsible for managing the nitty-gritty of everyday relations. While serving in Moscow just a few years previously, I had been on the receiving end of Soviet “hospitality” toward American diplomats and was generally immovable on issues of reciprocity. Which brings us to Shirley Temple. Those of us of a certain age remember her as the irresistible tyke who tap-danced and sang her way into our hearts on the silver screen. Shirley Temple as a child, curtsey, right hand under chin, right foot forward As an adult, Shirley Temple Black developed an interest in international affairs and served as U.S. ambassador to Ghana, then later to Czechoslovakia. And now, on this chilly November day in Washington, my secretary informed me that she was on the phone and wanted to speak to me. She had, she told me, invited the Soviet consul general in San Francisco to her home in the hilly outskirts of the city for Thanksgiving. She believed that enabling him to experience this quintessential American holiday in a real American home would help him to develop a better understanding and appreciation of our way of life. He had replied that he would be delighted to come, but the State Department would not let him because her home was in an area that Soviet diplomats were not allowed to visit. (At this point, I quietly asked one of my staff to find out whether her home was in a closed area and learned shortly that, in fact, it was.) He had told her that unless she could persuade the State Department to grant him an exception to visit her home he would very regretfully have to decline her generous offer.

Abstract:: In celebration of the 70th Anniversary of the ROK-US alliance, East Asia Institute (EAI) conducted a public opinion poll to assess the Korean people`s perceptions of the United States and the ROK-US alliance. EAI presents the survey results in chart form in the `EAI Public Opinion Briefing.` While many respondents acknowledged the historical benefits of the ROK-US alliance to Korea`s development in the areas of security, economy, and politics over the past 70 years, they expressed reserved outlooks on the current state and future progress of the alliance. Furthermore, the survey results revealed complex viewpoints regarding the role and scope of the alliance, South Korea`s contribution to it, and the extended deterrence provided by the United States.

Abstract:: The Israeli-Palestinian peace process has been locked in a stalemate since the 2014 collapse of the US mediation initiative led by then-Secretary of State John Kerry. The relations between the parties have been all but severed and characterized by a series of crises and tensions that peaked over Israel’s 2020 West Bank annexation plan. While the Israeli-Arab normalization agreements removed the annexation idea from the agenda, this did not change the Israeli-Palestinian situation. Developments in recent months in the Israeli-Palestinian arena pose challenges and risks but also new opportunities and possibilities. Special attention should be paid to the impact of the May 2021 escalation, the deep crisis in the Palestinian Authority (PA), and the establishment of a new government in Israel. This paper maps the international discourse on advancing Israeli-Palestinian peace under the current conditions, and constitutes a follow-up to the paper we published in April 2021. It is based on a series of dialogues held by Mitvim Institute experts in August and September 2021 with European, American and Palestinian diplomats and experts, as well as UN officials, and also on a series of discussions among a team of Israeli experts formed by Mitvim.[1] The paper offers an analysis of the positions and perceptions of international actors regarding the effects of the latest developments on the Israeli-Palestinian arena, and their insights and conclusions about the feasible and desired measures that could be undertaken to advance Israeli-Palestinian peace.

Abstract:: The People’s Republic of China’s (PRC) engagement in Latin America and the Caribbean (LAC) is drawing increased scrutiny from U.S. policymakers. The International Liaison Department of the Central Committee of the Chinese Communist Party (ILD) (中共中央对外联络部, zhonggong zhongyang duiwai lianluo bu) is one of the many Chinese organizations active in LAC. Although its footprint is relatively small compared to larger trade and governmental organizations, the ILD’s emphasis on ideology and on long-term relationship building in its engagements is noteworthy and should be monitored more closely within the context of China-Latin America relations.

Abstract:: For decades, the US operated as the central mediator between Israel and the Palestinians. However, after decades of stalled negotiations, it is likely that future peacemaking efforts will be multilateral, reliant on an orchestra of international actors who can support specific processes that, in concert, could encourage Israelis and Palestinians to reapproach one another. This piece examines the role of Greece and Cyprus, two regional actors whose strategic relationship with Israel has strengthened over the last decade, could help advance peace. Though secondary players in the context of the Israeli-Palestinian conflict, there are concrete ways that both states – if invited by the central parties – could contribute to a more conducive environment for cooperation and dialogue.

Abstract:: Historians of the United States and the world are getting religion, and our understanding of American foreign relations is becoming more rounded and more comprehensive as a result. Religion provides much of the ideological fuel that drives America forward in the world, which is the usual approach historians have taken in examining the religious influence on diplomacy; it has also sometimes provided the actual nuts-and-bolts of diplomacy, intelligence, and military strategy.1 But historians have not always been able to blend these two approaches. Lauren Turek’s To Bring the Good News to All Nations is thus a landmark because it is both a study of cultural ideology and foreign policy. In tying the two together in clear and compelling ways, based on extensive digging in various archives, Turek sheds a huge amount of new light on America’s mission in the last two decades of the Cold War and beyond. Turek uses the concept of “evangelical internationalism” to explore the worldview of American Protestants who were both theologically and politically conservative, and how they came to wield enough power that they were able to help shape U.S. foreign policy from the 1970s into the twenty-first century. As the formerly dominant liberal Protestants faded in numbers and authority, and as the nation was gripped by the cultural revolutions of the 1960s, evangelicals became the vanguard of a new era in American Christianity. Evangelicals replaced liberal Protestants abroad, too, as the mainline churches mostly abandoned the mission field. The effects on U.S. foreign relations were lasting and profound.

Abstract:: Moscow’s resurgent foreign policy and the undemocratic rule of President Vladimir Putin ended the relatively friendly relations that had been possible between Russia and the West in the 1990s. In the seven years since Russia annexed Crimea and started a war of attrition against Ukraine, the security situation in the transatlantic region has continuously deteriorated. The Kremlin has demonstrated hostility towards the West, crises and security issues have continued to multiply instead of being resolved, and the risk of outright conflict has come close to Cold War peaks. There is an obvious and urgent need to lower tensions, but Moscow prefers to demonstrate its readiness to escalate. This report analyses Western-Russian relations and proposes a way forward for conducting dialogue with Russia. It offers an analysis of Russia’s relations with NATO and the EU, an overview of the bilateral relations of various Western countries with Russia, a glimpse of China’s role, and an assessment of the main interests and contentious issues in Western-Russian relations.

Abstract:: Militaries around the world believe that the integration of machine learning methods throughout their forces could improve their effectiveness. From algorithms to aid in recruiting and promotion, to those designed for surveillance and early warning, to those used directly on the battlefield, applications of artificial intelligence (AI) could shape the future character of warfare. These uses could also generate significant risks for international stability. These risks relate to broad facets of AI that could shape warfare, limits to machine learning methods that could increase the risks of inadvertent conflict, and specific mission areas, such as nuclear operations, where the use of AI could be dangerous. To reduce these risks and promote international stability, we explore the potential use of confidence-building measures (CBMs), constructed around the shared interests that all countries have in preventing inadvertent war. Though not a panacea, CBMs could create standards for information-sharing and notifications about AI-enabled systems that make inadvertent conflict less likely.

29. Supporting a Public Purpose in Research & Development: The Role of Tax Credits

Abstract:: Tax credits for research and development are a means of incentivizing the private sector to invest their own resources on challenging problems. However, in practice, the fungibility of tax credits and other monetary elements can lead to misalignment between the public good represented by R&D and the actions of the company. In this policy brief, we consider the existing mechanism of tax credits. We see how they can encourage private sector risk-taking to enable research and development (R&D) outcomes. However, our goal is to go beyond economic growth benefits, and to include the less tangible considerations of public good and public purpose in the research and development domain. We then suggest an expansion of tax credits focused on supporting the researchers involved in the R&D and encouraging innovation in both large organizations and in startups and small businesses. This approach builds upon the existing framework of agency-led, mission-defined support of the private sector used by the U.S. government, as occurs in other programs such as America’s Seed Fund (sometimes known by its acronyms, SBIR and STTR). The integration of specific agency- and mission-focused elements to the credit system ensures that these additive credits support research and researchers whose R&D outcomes will improve the health, prosperity, and opportunity for the U.S. as a whole. Specific means of implementing this public-purpose R&D credit system under existing authorities within the executive branch are suggested, along with the public-facing mechanisms for creating and maintaining the evaluation approach of what constitutes “public purpose” as science and society progress.

Abstract:: The issue of militarization of American foreign policy is one that has simmered for decades. The American preference for employment of economic pressure and/or military force as a ‘quick-fix’ to deal with international problems instead of a more nuanced diplomatic approach is not a phenomenon of the 20th or 21st century. The increased militarization of U.S. foreign policy of the last decade is a continuation of a trend that has existed in one form or another for most of the nation’s history. The over-reliance on military power in foreign affairs, the militarization of U.S. foreign policy, dramatically increased with the dissolution of the Soviet Union and the end of the Cold War, and the 9/11 terrorist attacks. However, almost from the beginning of the founding of the republic, under pressure from business interests concerned with maintaining or increasing their prosperity or groups interested in maintaining their positions of influence or power, American political leaders have often resorted to use of force for a short-term solution.

Abstract:: Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

Abstract:: Millennials, the oft-referenced generation born in the ’80s and ’90s, are the first generation to have access to the internet in their youth and are the largest and most diverse generation in American history. Now for the first time, Millennials are running for US president: Pete Buttigieg and Tulsi Gabbard were born in 1982 and 1981 respectively, putting them at the upper limit of the Millennial range. The 2019 Chicago Council Survey data provide insight into how this group views key foreign policy issues compared with previous generations. While there is some evidence that younger Americans are more hesitant to engage in the world and more likely to oppose the use of force than their elders, time will tell whether the post-Cold War and 9/11 experiences have shaped a new generation with enduring preferences for a more restrained, less military-focused foreign policy.

34. Dealing with China: Lessons Learned from Three Case Studies

Abstract:: The idea for this paper began after several conversations with Canadian friends and colleagues about the cases of Michael Kovrig and Michael Spavor. On December 10, 2018, Chinese officials detained the two Canadian citizens for “endangering state security”, 10 days after Canadian authorities arrested Meng Wanzhou, Huawei’s chief financial officer, on an extradition warrant from the United States, where she was wanted for bank fraud. Despite Chinese statements denying any connection between the two Michaels and Meng, some Canadians have argued the only way to gain their release is for Canada to release Meng – a classic “prisoner exchange”. Others, however, have argued just as forcefully that trading Meng for the two Canadians would only give legitimacy to China’s “hostage diplomacy”. One friend asked me if China had ever done anything like this before. How had those cases been resolved, and what would China do this time? Those were good questions. As a U.S. Foreign Service officer who has spent much of my career working on China – including at the U.S. embassy in Beijing from 2015-2018, where I analyzed the Communist Party leadership and China’s state security apparatus – I had some insight into Chinese foreign policy. I also had a personal connection to one of the cases. I knew Michael Kovrig – he had been one of my counterparts at the Canadian embassy in Beijing – and I had great respect for his work as a diplomat, and later as a senior advisor at the International Crisis Group. Moreover, because I was now on leave from the U.S. Department of State to serve as a Council on Foreign Relations International Affairs Fellow in Canada, I had time to look for some answers. And so I began trying to identify and analyze similar cases from the recent past. This paper is the result. It represents my own views, and although the Department of State has allowed me to publish it in my personal capacity, it does not necessarily reflect the views of the Department or the U.S. government.

Abstract:: In the last quarter of the 18th century, Warren Hastings, the first de facto Governor General of India from 1774 to 1785 initiated and set up the English East India Company’s relations with Tibet. The first contact in this reference was initiated by the Tibetans, when, upon hearing the news of the defeat of Bhutan’s King Desi Shidariva by the British forces in the battle for Cooch Behar (1772-1774), the Panchen Lama, Palden Yeshe, wrote a historic letter of mediation addressed to the Governor General. Hastings seized the opportunity, and, in his response proposed a general treaty of amity and peace between Bengal and Tibet.

Abstract:: Recent Turkish interventions in parts of Syria, Iraq and Turkey itself, look like pushing various Kurdish armed forces and political groupings towards ‘defeat’ via a concerted regional strategy that combines battlefield action with repression and co-optation. But the ‘anti-terrorist’ frame and tactics that Ankara uses in a bid to solve its Kurdish problem feature many sticks and no compromises to improve Kurdish collective minority rights. It is likely that this approach will inhibit peaceful resistance and fail to reduce support for armed groups like the PKK and PYD despite their own authoritarian practices. Moreover, Turkey’s new regional militarism risks escalating conflict across the Middle East because of the complex international and transnational contexts in which Ankara’s interventions take place.

Abstract:: This article argues that there is a close relationship between the structure of the international system/order and how states define their foreign policy interests and then act accordingly. The main contention is that Turkey’s foreign policy performance since 2002 can be partially read as Turkey’s effort to adapt to external developments at international and regional levels. As the international system has evolved from a unipolar order (in which the United States, in cooperation with its European allies, provided the main public goods in an hegemonic fashion), into a post-unipolar era, Turkey has accelerated its efforts to pursue a more multi-dimensional and multi-directional foreign approach. Rather than arguing that there is a direct causation between the independent variable of systemic factors and the dependent variable of Turkey’s foreign policy performance, this article understands the external environment as a ‘context’ in which Turkish decision makers have responded to Turkey’s responses to foreign policy developments.

41. Israel-Africa Relations: What Can We Learn from the Netanyahu Decade?

Abstract:: Since he came to power in 2009, Israel’s Prime Minister Benjamin Netanyahu has not made Israeli-African relations a priority in his foreign policy. After they broke off diplomatic relations with Israel following the Yom Kippur War in 1973, most African states – besides Malawi, South Africa (apart from between 1975 and 1979), Swaziland and Lesotho – finally resumed relations with the Jewish state during the 1980s and 1990s and more recently for some others. The resumption of diplomatic ties was gradual, as peace efforts were initiated regarding Palestine. Israel now enjoys diplomatic relations with more than 40 sub-Saharan African states, but only has 12 embassies throughout the entire continent, including in Cairo. The last ones to be opened were in Kigali (Rwanda) in 2019 and Accra (Ghana) in 2011. The Israeli government today views Africa either as a longstanding sphere of influence (Ethiopia, Eritrea, Cameroon, Ghana, Côte d’Ivoire, Uganda and for the last two decades Rwanda) that needs to be strengthened, or as a new sphere of influence to be developed (the Sahel countries, central Africa, etc.) These relations operate through various conventional channels, including some that have been significantly weakened by Benjamin Netanyahu when he was Israeli prime minister between 1996 and 1999 and since 2009. This is particularly true for the Ministry of Foreign Affairs and its counterpart, Mashav, responsible for development cooperation. However, the security and intelligence sectors (Mossad), controlled by the Prime Minister’s Office, are strong drivers of Israeli foreign policy, hence Benjamin Netanyahu’s dominance over foreign affairs in general, and Africa in particular. The objective of this paper is to explain how political, economic and security relationships between Africa and Israel have developed in practice during the decade 2009-2020. The aim here is to go beyond a mere account of the history of these relationships. Since 2009, Prime Minister Benjamin Netanyahu – still in power at the time of writing – has frequently talked about his country’s return to the African stage, without necessarily providing his government with the financial resources to achieve this.

42. Central Bank Digital Currencies: Tools for an Inclusive Future?

Abstract:: Central Bank Digital Currencies (CBDCs) have rapidly evolved from a sci-fi concept to a plausible alternative to cash that is being studied by central banks all over the world. According to a Belfer Center tracker, over 50 central banks have pursued or are engaging in CBDC work as of August 2020. However, while 10 central banks have already piloted or announced plans to pilot a CBDC in the near term, most are in the early stages of research and experimentation. In this brief, we outline the common motivations driving central bank work on CBDCs. We then explore CBDCs’ potential impacts on financial inclusion, a primary motivation in developing and emerging markets that has also gained significant traction in developed economies during the COVID-19 related global recession. We conclude that for CBDCs to achieve its financial inclusion goals, more technical advancement in offline adaptability and policy deliberations around issues of identity and traceability are needed.

Abstract:: Between the African Union, European Union, OSCE, NATO and United Nations there are approximately 160,000 civilian, police and military personnel deployed in more than 50 missions. These missions have all been forced to take unprecedented steps to adapt and cope with the COVID-19 pandemic. This may be just the beginning and much more significant reductions and changes in the way these operations function may be needed over the coming months.

Abstract:: The Visegrad countries have since their own accession to the EU been one of the most active European actors advocating for further EU enlargement towards South- Eastern Europe. On the joint Visegrad-level as well as in their own foreign policies, the Western Balkans have a special position; the V4 countries provided them support on their path of European integration with transfer of know-how based on the V4’s own successful experience with economic and political transformation, regional cooperation and Euro-Atlantic integration. However, the Visegrad approach towards the Western Balkans is now being undermined and is losing its legitimacy due to several factors outlined in this paper. In spite of the positive impact of the Visegrad policy towards Western Balkans1, recent trends, such as worsening state of democracy in Hungary, Hungarian PM Orbán’s connections to autocratic leaders in the region (recently granting the asylum to former Macedonian PM Gruevski who escaped to Hungary from a jail sentence at home) are weakening not only Visegrad’s legitimacy as advocate for transformation of the region and its integration into the Euro-Atlantic structures, but also the normative power of the EU. Other V4 countries’ indifference towards this trend coupled with Poland’s new involvement in the Berlin Process framework, another EU member states’ initiative focused on the Western Balkans, only contribute to raising doubts about the commitment and legitimacy of Visegrad’s Western Balkan policy.

This essay aims to fill this gap by employing the concept of “policy entrepreneurship” to explain the role of individual actors in transforming the politics, norms, and capacities that pertain to mediation. In this regard, the article discusses Turkey’s activities in the field of mediation and their transformative outcomes in a bid to test the proposed framework. It concludes that as the only country that co-chairs the friends of mediation groups simultaneously in the UN, the OSCE and the OIC, the distinguishing contribution of Turkey as a policy entrepreneur lies in its efforts to feed and shape the normative basis and capacities of international peace mediation efforts.

Abstract:: In 2018 Algeria, Morocco, and Tunisia roundly rejected EU plans for ‘regional disembarkation platforms’ out of concern: around the cost of hosting migrants on their own soil; for public opinion; and to remind Europe of their own sovereignty. North African governments further point out that they too have migration issues to deal with, including growing pressure on their borders, integration of newcomers, and domestic discontent about migration. While the EU’s concerns about irregular migration are legitimate, the proposal for disembarkation platforms was likely a misstep, as it only fuelled tension in the relationship with its southern neighbours. That said, Europe and North Africa already have a long and mature relationship when it comes to cooperating on migration matters. The 2018 proposal for disembarkation platforms may now be a non-starter. But opportunities remain for the EU to deepen its partnership working with Algeria, Morocco, and Tunisia on border control and – although this area is more contested – on migrant returns.

Abstract:: 2018 REPRESENTED A FUNDAMENTAL STRATEGIC TURNING POINT in the 40-year history of U.S.-China relations. This is not just an American view; it is also the Chinese view. Just as it is my own analytical view based on 40 years of observation of this relationship, going back to the time when I was an undergraduate student at the Australian National University. The nature of this change is that the United States, after 40 years of strategic engagement with China following China’s decision under Deng Xiaoping to pursue a domestic policy shift toward economic reform and opening, has concluded that China is no longer a trustworthy strategic partner. The analytical underpinnings of the period of engagement were that China, having embarked upon a series of economic, social, and some political reforms, was incrementally integrating itself into the American-led international rules-based order. This, in turn, was based on China’s decision in 1978 to abandon its policy of support for communist revolutionary movements around the world. This change followed the abandonment of a decade-plus of political radicalism pursued by Mao during the Cultural Revolution. And it followed, perhaps most significantly, China’s decision to embrace one series after another of market-based economic reforms, beginning with the introduction of price-based incentives in agriculture, then light manufacturing, then the services industry before extending across much of the rest of the Chinese economy. On top of this, the normalization of political relations between the United States and China, from Richard Nixon’s visit in 1972 to formal diplomatic recognition under Jimmy Carter in 1979, led to a sustained period of fundamental strategic realignment between China and the United States against a common strategic adversary in the form of the Soviet Union

Abstract:: As a young, single-seat fighter pilot based in Germany in the Royal Air Force of the early 1980s, I enjoyed a degree of certainty about my role in life. The world was, to all intents and purposes, a bi-polar place. We knew exactly from where our threat emanated and, indeed, had comprehensive standing plans for dealing with it. In the event of an attack by the Warsaw Pact on NATO’s eastern flank, we had pre-designated areas in which we would interdict any enemy military force heading westwards. We had pre-planned missions for systematically taking down all elements of Soviet air power — be it through suppression of enemy air defense sensors and surfaceto-air systems or denial of his airfields’ operating surfaces. In the event that the conflict escalated too rapidly, or went too far, we even had plans to resort to the ultimate sanction of the pre-planned and graduated employment of tactical nuclear weapons. Our plans, and our skills, were tested on a frequent and regular basis. It was no rare experience to be woken by a siren in the middle of the night to be called to duty. Our response time was measured, as was the ability to demonstrate our preparedness to brief our wartime missions, arm our aircraft, and prove our abilities to be airborne within the allocated time period. The results of these exercises—known as NATO Tactical Evaluations (TacEvals)—were equally rigorous in the Land and Maritime domains. Their results were widely shared within Alliance circles. Achieving a “one” for a TacEval result was every commanding officer’s goal

Abstract:: Himalayan Asia is a shorthand term referring to the Asian countries that depend on river water from the high mountain ranges of the Tibetan Plateau. As the rivers produced by the Himalayas and other mountain ranges on the Plateau are under increasingly serious pressure, water insecurity threatens much of the continent’s peace and security. Himalayan Asia’s transboundary water dynamics threaten to erode interstate cooperation, including among the continent’s major powers, risk worsening geopolitical competition, and heighten the odds of domestic and interstate conflict. Yet there are viable pathways for avoiding such outcomes, the most important of which treat water as a shared resource to be managed cooperatively.
